mid-60s by noon. we will have a windy day, gusts over 30 miles an hour with winds sustained 15 to ten, maybe 25 for -- to 20, maybe 25 for a while. that will really warm things up. it will be blowing out there. high clouds across the region this morning. out to the west this is a pretty good cold front that will be coming through tonight. with it we'll get the showers around that you see there. we'll also have a lot cooler weather for tomorrow and especially saturday. this morning 43 in cumberland. that's the cold stuff but it's 55 in culpeper right now. gaithersburg and baltimore are 54. 56 on the bay in annapolis. even across the bay on the eastern shore we've got lower 50s. we're looking at highs this afternoon around 70 at pax river naval air station. 72 in culpeper and 71 here in d.c. maybe a few of you in frederick might stop if the clouds come earlier enough in the upper 60s. let's go to monika santami with your time saver traffic. thank you so much. we're starting off this morning's rush hour really well. no problems to report if you're

planning to head around the beltway or on to the gw parkway leaving the american legion bridge. you'll be fine into downtown. the dulles toll road out of leesburg and # 6 out of -- and 66 out of manassas are both incident free. nice and light on the entire western stretch of the beltway between 270 and 66 and even down into springfield. back over to the maps, this time to maryland on the bw parkway and route 50. inside the beltway through cheverly. all lanes are open. no problems in the northeast corridor on new york avenue. we'll take a live look in new carrollton at the beltway near route 50. all lanes are open. in my next report we'll go into the district at 5:10. despite a local and in some cases a national outcry, yesterday virginia governor bob mcdonnell signed a controversial bill requiring an ultrasound before women get an abortion. >> zeal dealdelia goncalves is live in the satellite center with the very latest. >> reporter: the governor tells us he made an important change

to the bill no longer mandating the women receive the invasive transvaginal ultrasound. instead women only have to have that abdominal ultrasound before having the procedure. the vote passed the general assembly amid tons of protest but the governor called the bipartisan bill a victory for women. it requires abortion providers to comply starting july 1 or pay a $2500 fine for each violation. patients living within 100 miles of the abortion clinic must wait 24 hours after the abdominal ultrasound before they can have the procedure. the governor amended the first version of the bill requiring that transvaginal ultrasound soon after a backlash of criticism from tv comedy shows and national political columnists. >> it's certainly taken attention from a public perspective but not from the legislators. we're working on all these other things on a regular basis. this is a strong pro-life bill

that i support. i was the author 11 years ago of this original statute to have informed consent for wep. it passed the legislation -- for women. it passed the legislation. i believe the women have a right to know all the information. i don't think the people that provide the procedures have been given all the information to women. >> even though the governor was the original proponent of this bill 11 years ago, it never really passed through the legislature until the general assembly was controlled by republicans of course. i should tell you that victims of rape or insist who reported their crimes are exempt from this bill, but still lots of critics say the bill is designed to shame women out of getting abortions in the first place. i'll have much more from planned parenthood coming up in my next live report in a half- hour. see you then. >> all right, delia, thank you. this morning police are trying to figure out exactly what led to a shooting in aspen hill that left one man dead. >> at least one person is being questioned but so far no one has been charged in the case.

this was yesterday afternoon. 13200 block of superior street. when officers arrived, they found a man inside the house dead. another one was there waiting for police. a third person took off but was later found. that man was taken into custody for questioning but has not been charged at this point with any crime. this morning a rockville man is accused of trying to hire someone to kill his estranged wife. police say monday daniel men doze zoe offered who he -- mendozo offered who he thought was a hit man money to kill his wife and boyfriend. he even went to the twinbrook metro station to point out his wife. the supposed hit man was actually an undercover montgomery county police officer. at the tile of his arrest, mendozo was in the process of being deported for being in the country illegally. he could spend the rest of his life behind bars if he's convicted. a former soldier has been indicted on charges he attempted to provide material

support to abad. he cashed out his retirement savings, but a plane ticket and planned on going to somali to join the group. he was arrested in kenya in january. he served in the army from 2007 to 2011. his attorney says his client is impulsive and simply exploring his religion. he faces up to 15 years in prison for convicted. prince george's county council woman karen toles says she's sorry for the distraction. >> however, she did not admit doing anything wrong. the council woman spoke publicly for the first time since being pulled over after arguedly going more -- after allegedly going 100 miles an hour on the beltway in a county car. she read a written statement speaking to her constituents. >> i sincerely regret the events that have transpire which had have proven to be a distraction to the business of the county council. i offer my utmost and sincere apologies for this to my constituents and colleagues as well as all county residents.

>> she didn't answer any questions from reporters. police initially let toles off with just a warning for speeding and then gave her a picture for an improper lane change. earlier this week she was also charged with reckless driving. toles could lose her license if found guilty. 5:06. time for the latest your money report of the morning. >> jessica is here with a little bounce back. >> that's right. what goes down sometimes goes back up and that's what we're seeing today. stocks heading higher after a market setback. in overnight trading we saw the nike up -- nikkei up. the dow added 78 points in trading yesterday. nasdaq was up by 25 and s&p 500 was better by 9. wall street is focusing on the health of the job market today. the labor department releases weekly jobless claims a day before the monthly report. friday's report expected to show another month of job

creation keeping the unemployment rate at 8.3%. a new survey finds employers are having a harder time squeezing out more output from their staff. that helps explain why payroll provider adp thinks companies add 260,000 jobs last month. for those who are vision impaired, using an atm is not getting any easier like it was supposed to next week. "the wall street journal" reports that atm operators are saying they are not going to make a deadline next thursday to make the devices more accessible to customers who are blind orvisually impaired. an industry analyst says half of the nation's atms have compliance issues for those with disabilities so this is a pretty big problem for folks. >> you see braille on atm. >> it's not on a lot of them. that's the problem. >> i didn't realize that. >> the banks are saying they're not going to make the deadline and it's not an enforceable rule unles the companies are investigated by the just

all the anacostia and potomac river crossings are incident free this morning. coming up in my next report, we'll take a look at virginia roads in a coup of minutes. back -- couple of minutes. back to you. >> thank you, monika. a well orchestrated heist in orange county, california takes a small store for thousands of dollars and it was all caught on tape. eight people distracted the clerks pretending to be shoppers. some purchased a few things. in the meantime another woman was grabbing a bag of cash and shoving it down her pants. by the time the clerks realized what was happening, the group was gone. members of the hacking group anonymous say they took down a website to protest everything from the catholic doctors to sexual abuse of children. it was inaccessible for hours yesterday. a vatican spokesperson acknowledged there was an attack but would not comment on who was responsible. an investigation is under way in the hundreds of soldiers who had their ptsd diagnosis reversed in the past five years. they were outpatients at madigan army medical center in

washington state. an investigation was launched in january and 17 soldiers contested their cases. six of them had their diagnosis reinstated by doctors at walter reed. investigators are looking into whether doctors were influenced by concerns of the cost of providing benefits to soldiers with ptsd. this morning some of you may not be able to use your cell phones or you can't log on to your laptop. >> coming up at 5:18, we'll tell you what's going on with all this and what else could be affected today. when i get terrible congestion from my allergies,

forecast. we're enjoying the trend of mild temperatures once again this morning. readings are in the 50s at the bus stop with partly cloudy skies. becoming partly sunny. sunrise at 6:30 this morning or 6:29. what's a minute between friends, right? sunset at about 6:09. our day planner, we're going to see a good deal of sunshine. mostly sunny, midday, 65. winds will be southwesterly at 20 miles an hour. could be gusting 30, 35 at times. by 3:00 69. some areas are going to be in the low 70s. i think our high today will be 71, 72 and still in the upper 60s at 6:00 p.m. with increasing clouds and some showers are going to be moving in tonight. you can see some of those showers maybe just coming into the picture here. there they go into michigan in northwestern ohio up toward toledo and getting on the western end of lake erie. for us these are just high clouds that will be passing over us at times the next few hours with temperatures already in the 50s. 55 at the pax river naval air

station. fredricksburg 56. winchester at 50 with 52 easton. here in washington this morning we've got partly sunny or partly cloudy skies, not sunny yet. 53 degrees. dew point 47. so that relative humidity at 80%. good visibility on our michael & son weather camera. the cold stuff out west. the jet stream is taking a dip in the southwestern u.s. and will rise over us. that's allowed all the milder air to move over toward the northeastern u.s. between the cold and the warmth is a front. that front responsible for these showers that you're seeing from texas and oklahoma extending all the way up now into the great lakes. that front is coming tonight. what it's going to do for us is bring us the showers as well. really it's going to happen during the nighttime hours. it will drop temperatures tomorrow about 15 degrees from where they are today. so we've got this warm southwesterly wind ahead of the front today. by 5:00 showers. pretty much in west virginia and pennsylvania and ken ken

but we may -- kentucky but we may get a couple of isolated ones toward frederick and hagerstown. tomorrow morning 6:00 a.m., look, it's well down south of us. heavy stuff to norfolk. maybe a lingering shower northern neck and st. marys county and lower eastern shore. then partly sunny and colder for friday and saturday morning as well. it's going to be chilly around here, especially on saturday. as we look at the forecast today about 71. tomorrow after the showers tonight, we drop into the 40s. only 56. then on saturday only about 50 but by sunday low 60s. could be a shower monday night as we head back to 70 by tuesday and this is the time change weekend. sam sam stepping in now with time saver traffic. it's been really nice this morning outside not only weather wise but traffic wise as well. there are no big incidents to report, no big delays right now heading south on 270 out of frederick, down toward urbana and clarksburg. you're going to be okay. all lanes are open. traffic moving well above the speed limit right now.

5:22 this thursday morning. this is going to abwindy day, -- to be a windy day, spring like. a couple of areas have dipped into the upper 40s. you'll notice high clouds passing from time to time. by 9:30, we're looking at 60 degrees already. as we head toward lunch time, mid-60s. again a bit breezy here, 66 tappahannock. clouds starting to increase. during the afternoon western maryland may see a few showers. we're looking at temperatures by 3:00 upper 60s, even low 70s. clouds increase. looks like showers are moving in after dark. everybody talking about

peyton manning after released from the colts. it was amazing. >> kristen berset has your morning sport. good morning. the indianapolis colts decided to partways with peyton manning. they're in a rebuilding phase. keeping peyton around became too risky and too costly. what happens now? manning caused a little uproar last night when he was seen touching down in miami just hours after the press conference. the dolphins are considered one of the teams vying for peyton but it turns out he does have a condo there and was just trying to get some r&r and think things through. manning said he hasn't even thought about his next move. >> i literally have not spent -- had one conversation with anyone about these teams. it's been so hard for me trying to figure out some closure with my situation with the colts.

i haven't thought about teams. i don't know who's interested. i really don't n. is all new to me. the lakers in town last night which means larger than normal crowds at the verizon center. time winding down. lakers up 15 at the break but the wizards come back. in the 4th down two, roger mason with a big 3 to take the lead. and then under a minute to go, wall finds nick young for the dagger. he had 19 off the bench. the wizards upset the lakers 106-101 beating them for the first time in ten straight games. in the college game, georgetown, their big east tournament opener against pittsburgh. 20 points for sims. this time in a giving mood with the sweet dish to the freshman otto porter. he had 20. georgetown wins 64-52 and will face cincinnati today in the

thin clouds are coming across the region. we'll call it partly to mostly sunny and a mild start. 53 in town. we have a few spots in the 40s out to the west but we're still looking at mid-50s in areas like annapolis, andrews is 54. 56 in fredricksburg. and our forecast highs today might be a little cooler west than north because of the clouds rolling in late this afternoon. but 71 at least. being a little conservative with the forecast temperatures but they got to 73, 74 in a few spots, that would not be out of the question. here's monika with time saver traffic. we're just getting word of an accident on the southbound side of i-270 right after i-70 coming out of frederick. again just got word of that. i'll keep you posted on that situation. otherwise if you're heading for the beltway or in on the dulles toll road or 66, you'll be fine. no problems to report out of leesburg or man fan sas. a little bit of -- man fan sas. a little bit of -- manassas. a little bit of slow traffic. we'll take a live look outside

on the northbound side of 95. normal for 5:31 in the morning trying to get over to the beltway on 395 as well. back over to the maps and this time to maryland on the inbound side of route 50 coming in from the bay bridge you'll be okay. east of the bay bridge to annapolis and the beltway all lanes are open. coming up in my next report, a look at that accident on 270. back to you. >> thank you, monika. today it will be business as usual for northwest d.c. schools. >> yesterday oyster adams bilingual school was evacuated after white powder fell from an envelope that was delivered to the school. classes were allowed to resume after tests found the powder was not toxic. schools in connecticut were also targeted with similar letters. letters were also sent to the willard hotel, a business on f street in d.c. the tests didn't show any harmful material in these of these letters. the search continues for a suspect responsible for the murder of a 20-month-old baby

boy. d.c. police say monday morning in the 3000 block of 30th street southeast, someone in a car took the boy from the house to united medical center. the baby was then taken to children's where he was pronounced dead. the d.c. medical examiner says the baby died from blunt impact trauma. anyone with information is asked to call police. in virginia coming up this summer, it will be mandatory for women who want an abortion to get an abdominal ultrasound. governor bob mcdonnell signed the bill into law yesterday. now abortion clinics have a few months to make some changes. 9news now reporter delia goncalves is live in the satellite center to detail how this is going to go. good morning. >> reporter: these changes are happening very quickly despite a lot of the opposition out there. it is indeed happening and clinics have until july, four months away to start offering tease abdominal ultrasounds to women. if they don't, the clinics face $2500 in fines for each

violation, for each time they don't offer these abdominal ultrasounds. the bill sparked a huge outcry and protests outside the capitol where 30 people were arrested. the critics say the new law requires an unnecessary medical procedure. despite the governor's claims, opponents say in the very early stages of pregnancy, abdominal ultrasounds do not offer a whole lot of information about the fetus. the bill requires that women be offered to view an image of the abdominal ultrasound but they don't have to look at it. patients can also be offered the transvaginal ultrasound and that is what was the controversial part of the first original version of this bill, but they can refuse to have that transvaginal ultrasound. most women must also make a second trip after the ultrasound before they can have the abortion. >> the reason the pro-choice people are still opposing the bill because it is still a bill that does an awful lot of

people that believes in their culture of life and the sanctity of life and want to advance the ball when it comes to informed consent. >> reporter: some of those people who oppose the bill, planned parenthood. they released a statement saying, quote, it's still an appalling and offensive government overreach that is designed to shame women who are seeking legal health care. governor mcdonnell clearly has a political agenda to restrict women's access to health care. i should also tell you that rape an incest victims who is reported those crimes to the police are exempt from these kind of mandates and believe it or not virginia is not alone. coming up in my next live report, i'll tell you how many other states have similar mandates that some say are even more strict than virginia's. i'll see you then. back to you. >> delia goncalves reporting live from our satellite center. defense secretary leon panetta is pushing back against demands the u.s. take military action against syria. thousands have been killed in syria in heavy -- and heavy shelling continued yesterday

destroying homes and lives. there have been calls from arizona senator john mccain to send in u.s. forces, but secretary panetta says it doesn't make sense for the u.s. to take action right now. he says he has to make sure they know what the mission is and what the price will be. still no arrests in that robbery that targeted george mason university students. police say two armed masked men burst into an off campus home on carriage park road tuesday night. the five students were playing video games at the time. the victims say they were threatened and the thieves got away with thousands of dollars worth of laptops and cell phones. d.c. mayor vincent gray has responded to our exclusive report you saw earlier this week. 9news now reported mayor gray's campaign staff hid cash contributions by purchasing large numbers of money orders from the same safeway store. then forged names on the money orders to make it seem like separate legal donations. sources say prosecutors have identified 200 to 300 money orders with forged signatures

areas from oklahoma and texas all the way up to michigan with the showers, some thunderstorms mixed in down toward areas around memphis as well and the mississippi valley. this front is what's coming tonight. so the nice warm-up we had yesterday and today, that is going to be pushed away as some cooler air works way toward us overnight into tomorrow. today's highs with the southwesterly winds ahead of the front get into the low, might even see a mid-70s out there. but we've got the colder air moving in. showers overnight tomorrow morning. here comes the chillier air. we'll have highs tomorrow in the middle 50s which is still above average. average is 53. today 71. showers tonight as we dip into the mid and upper 40s. only recovered about 56 tomorrow. only about 50 on saturday with sunny skies. sunday 62 so a milder sunday with time change saturday night we spring ahead one hour. monday 67. showers again possible late monday, monday night and back in the 70s by tuesday. it's 5:49. over to monika who has your

time saver traffic. thank you so much. we've got a couple of issues right now that i want to tell you about. i'm going to start with a look at 270 on the southbound side where there's an accident on the southbound side of i-270 right after i-70. the accident sitting on the shoulder. rest assured it's sitting on the shoulder and it's going to cause delays. once you get to route 121, you'll be okay to where the lanes divide. back over to the maps and this time on the inner loop of the beltway after the wilson bridge. there was a disabled vehicle. they moved it to the shoulder pretty quickly but be aware of that as you head on the inner loop of the beltway after the wilson bridge. let's take a look live at the northbound side of i-395 as you head northbound toward duke street and the 14th street bridge. you should be okay and right here on the beltway in alexandria. watch out for that disabled vehicle. coming up in my next report, i'll update you on the situation coming south on 270. in the meantime taking a cab or metro is a part of life for
