garcia, a wheaton resident, and the mother of three young children, was killed late yesterday afternoon when, according to police, two cars were apparently racing each other in the 800 block of randolph road in colesville. >> there may have been elements here of a speed contest. >> police say neither of the racing cars stopped after garcia's nissan altima was apparently tapped by one of the cars, a dark four-sedan, it then rolled over. >> witnesses have stated a four- door sedan was trying to catch up with a mini cooper. >> jorge martinez said her wife got her license about two years ago and that she was a very carefulful driver, not to mention a wonderful wife and loving mother. >> i need to get information.

i don't want other people to suffer this type of crime. >> reporter: if you have any information about the accident that killed nelvis garcia, you are asked to call montgomery county police. >> hopeful havely they will hear from somebody soon. >> thank you, matt. appreciate it. it's been a pretty busy day for d.c. police, fire, and the fbi responding to new packages containing some suspicious white powder. this time the envelopes were received at a school, a restaurant, and a building that housed a government agency. that marked six locations in just the past two days. >> reporter: i'm kristen fibber outside the commerce department where a white powder field envelope was opened today.

earlier it was at amadon elementary. >> they don't want to let them outside, but i'm definitely trying to get my child for the safety of my child. trchlts fbi is investigating six of these cents. >> reporter: white powder- filled envelopes were opened at the oyster adams bilingual school. since monday there's been six similar cases along the east coast including this school inclinton, massachusetts. in each case the white powder has proven to be harmless. the fbi is still investigating if all of these incidents are related, if a single sender is responsible. >> the fbi tells us there is a written letter included but right now they are not releasing the content of those notes. a new report does a. >> speed is said to be a factor in one of three deadly crashes,

this according to the governor's. governor's. -- according to the governor's office. one family's illness started with an 81-year-old woman becoming sick at her lusby home. a son and daughter caring for her developed similar upper respiratory symptoms and also died. health officials blame a strain of the flu. we have an update on wednesday's murder in aspen hills. the victim has now been identified as as a 21-year-old.

springfield's supervisor will be undergoing open heart surgery next month. he spoke with our own peggy fox today hoping to spread awareness about heart disease and how often it runs in families. >> it hasn't hit me yet. >> reporter: pat has always been an athlete. he still swims and plays hockey several times a week. so it's hard to believe that this 52-year-old husband and father of two will be having open heart surgery in april. >> it's the heart fluttering and symptoms that tell you. >> reporter: doctors determine it was time for surgery to correct the atrial fibrillation. >> it happened on the of february. it's been a change from a guy yao used to drink eight or nine diet cokes a day. >> he attributes his heart disease to heredity. his father, the late jack her

rirkz tty, a longtime chairman of the board of supervisors, $his first heart attack in his 30s. he encourages anyone with a family history of heart disseize to take it seriously. >> have your blood pressure checked, and two, if you think you're having a problem go see somebody. those are two very simple things to do and it can save your life. >> reporter: pat's younger brother had the same problem and similar surgery six years ago when he was only 42. at that point pat and the other siblings went and got ct scans and cardiologists realized they needed to keep an eye on pat. he plans to stay off the caffeine and cut down on baked goods. peggy fox, 9news now. >> we certainly wish him well. his surgery is scheduled for april 5th. he plans to be back on the job four weeks later. springfield mall is

undergoing some. it's a two-year renovation project that has started and is going to continue through july. stores in thely mall are making plans to move out. this renovation is phase i of a four-fart. >> a project to bring more affordable housing ind.c. is underway. mayor vince gray was joined by the dignitaries for a symbolic ground breaking ceremony on georgia avenue. that's in northwest. construction is actually well underway on the heights on georgia avenue. while this is a step forward, mayor gray says there's still a long way to go. >> when we looked at the number of families that are challenged economically at this stage to be able to find a place to live, not only in this city, but other cities as the demand for -- the demand for the opportunity to live in cities grows, the price of housing is being bid up, if you will. so we've got a great challenge

ahead of us, but we're going work to try to make that happen. >> now mayor gray says he has just appointed a task force to find ways to build more affordable housing throughout the city. did you know it's national school breakfast week? administrators say a good morning meal is key for students' health and achievement. maryland has more than 250,000 children eligible for school meals and about half of them participate in the breakfast program. montgomery county's superintendent is leading the effort to get more schools involved in the effort and get the kids started off right. a new report says a move is underway to possibly move the redskins' summer training camp to richmond. the richmond times dispatch says the mayor's office has held talks with the teams for more than a month. an nfl training camp can get rate up to $5 million for the community. redskins officials are not denying the possible move. the team ruled out a.

now to the latest from campaign 2012 and the race for president. the republican candidates are focusing their attention down south. kansas holds its caucus saturday. alabama and mississippi hold primaries next tuesday. today rick santorum spoke to supporters gathered at the u.s. space and rocket center in huntsville, alabama. for a woman in massachusetts the primaries on super tuesday brought what you call a super surprise. you see, 84-year-old maureen arrived at her voting place only to find out that she was dead. or so the poll worker told her. maureen said, that's pretty odd, because i certainly felt alive on the way over here. >> she said, you died. >> she said you died?

think is just common sense. but a move to ban smoking in cars with children has failed eight times in the last five years. we asked scott broom to determine why. >> reporter: smoking in the car with kids. i spent two hours outside this big convenience store in beltsville, maryland talking to people about it, and not a one of them said it was a good idea. >> smoking in the car with kids is not good at all. >> kids should not be around smoking whether it's in a car or outside. >> reporter: so why has it been so difficult to pass a law against it in maryland's legislature? in maryland's legislature, proposed bans on smoking with kids in the car has been shot down eight times since 2007. and this year another fight is brewing over a bill that would ban smoking with kids under eight. eight years old. with republican senator ed rylie ready to lead the opposition. >> this is another intrusion of government on private lives. >> reporter: baltimore county's senator is on the other side.

facing criminal charges for pointing a laser beam into the eyes of a high school hockey goalie would was guarding the net of the team his daughter was opposing. it happened at a critical time in the game. >> kind of like when you look at the sun, then you look away. you see that spot and you can't see for a couple of seconds. so you shake your head and try to get it out of your system and just keep focusing, but it's difficult. >> it looked like she had a hitch for seajtd i asked her later, why didn't you make that lateral move. she said, i stood up, and i was blinded. >> the laser pointer, 42-year- old joseph cortes, is charged with using it and he's charged with disturbing the peace. his daughter's team did win the game, and despite that laser incident, the school system review -- refuged to do that part over. >> really.

county and calvert county. by 8:30 they are pretty much gone. so again you may have a few wet roads in southern maryland on your way to work tomorrow but for the most part a dry commute for most of the metro area. so tonight mostly cloudy, breezy and mild with rain and showers. temperatures in the 40s. winds southwest, becoming northwest at 10 to 20 and rather gusty. by morning, returning partly cloudy, breezy and cool, 40s and 50s. then by afternoon, not a bad day. we lose 10, 12 degrees, but we're still going to be between 55 and 59 under partly cloudy skies. next seven days, chilly day will be saturday. bright but brisk but no wind. back in the low 60s on sunday, upper 60s monday. maybe a shower monday night. then a few showers and or a thunderstorm possible but really does it matter? tuesday, wednesday, and thursday, we're in the low 60s. i mean, low 70s. >> man, that's looking good. we're starting to sound like a broken record. i feel like somehow every day

redskins owner dan snyder not shy when it comes to throwing money at big-name free agents. think back to deion sanders, jeff george, adam archuleta, and of course albert haps worth. all got big deals. all were busts. i'm not saying peyton manning would be the same, but there's that part about neck surgery that is lingering. that may not be the redskins' problem after all. reporter chris russell says people inside manning's camp have made it clear to redskins officials that the four-time mvp doesn't want to come to washington. but, of course, we won't know anything for sure until he signs on the dotted line which could come within the next few days. we'll be monitoring manning's moves while he prepares to make
