bond, but because they are apparently illegal immigrants, commonwealth attorney said they both have ice detainers and immigration services have been notified. >> according to commonwealth attorney, the owner of this home who we're told is in peru may also face charges. in bristow, peggy fox, 9news now. we learned today that it was the parents of a 32-year- old mother who discovered the remains of a newborn in the trunk of their daughter's car. calvert county sheriff described the remains of those as a fetus or newborn and there are indications they have been in that car for quite some time. they have been parked outside for weeks, according to neighbors. the mother has not been charged and an autopsy to figure out the cause of death could take more than a month. >> for some reason, they were cleaning out this girl's car. we don't know the exact circumstances why, but they were cleaning the car out for whatever reason.

>> the mom in this case has three other children. authorities say the court placed them with their grandparents while the investigation continues. three montgomery county police officers on administrative leave after a shooting just inside the d.c. border. it happened around 12:30 this morning. police with were on the scene collecting gun shells and other evidence. a spokesman says the officers responded to reports of shots fired. they found an armed man and at some point, the suspect in the officers exchanged fire. one of the officers was hit in the hand. the suspect was also shot and he is in the hospital in critical condition. both metropolitan and montgomery county police are investigating this one. >> and the fbi is testing another letter with white powder delivered to another d.c. school today. this one went to the school in 4th and i streets southwest and that sounds familiar, it's because the school received a letter yesterday. tests are shown both are not

hazardous. today's letter makes seven delivered in the last three days to various places in the city. >> more good news today for the unemployed. the latest jobs report says american employers hired more people than they expected to last month. the official numbers, 227,000 jobs added in february. they came in all sorts of careers. manufacturing, healthcare, food services, however, the unemployment rate itself remained unchanged at 8.3%. but that's because half a million people had given up hope are looking for work. >> and president obama trying to put the best face on those numbers. he made a campaign stop in virginia today. airline parts factory in prince george and there he told his supporters these unemployment numbers show the economy is clearly getting better. >> our job now is to keep this economic engine churning. we can't go back to the same policies that got us into this mess. after that stop in virginia,

president obama was off to texas for a pair of campaign fund raising. >> as for the men he could be campaigning against him, the presidential candidates took aim at the policies today. mitt romney, newt gingrich, and rick santorum spent time in mississippi where they hold primaries next tuesday. their messages were consistent. the president's plan to fix the economy isn't working. >> we have fewer jobs, we have more debt and we have bigger government. that's what is wrong with this president. that's why we have to get him out of office. >> if every american drives up to a gas station and every american sees the obama price of gas, it's going to erase all of his advertising. >> the fourth republican candidate, ron paul, is focusing his efforts in tomorrow's caucuses. he believes caucus states give him the best chance to pick up more delegates. tomorrow, the virginia general assembly will adjourn without passing a state budget. both the house of delegates and senate voted unanimously to end this year's session and pick up

the budget debate in a special session. however, no date was set for lawmakers to come back. the governor says he plans to ask for them to come back immediately. this marks the third time in the last eight years virginia needed a special session to get the budget done. religious freedom and an about face for fairfax county schools. a high school honor student sued the school district after an adviser refused to credit her volunteer hours she received at her church. bruce leshan reports the schools have now decided to give her the credit and reinstate her to that honor society. >> in her lawsuit, this 17- year-old senior here at the prestigious school alleges that by denying her yet credit for these hours, the school here is effectively denying her a shot at an up to $13,000 national honor society scholarship and

violating her fundamental religious freedom. >> there's no honor in saying to an honor student, your community service at a church doesn't count. >> the bible believing christian told her advisers she was at a loss why they chose to dediscriminate against her 46 hours of volunteer work for her church. >> it was obviously wrong, unconstitutional. >> the school district says the just filed lawsuit was the first it had heard about the problem. a spokesman says the thomas jefferson honor society adviser misread the school policy. >> the school will be credited with the service hours that she performed at her church and she'll have her full membership reinstated in the national honor society. >> lawyers say this is not yet over. they still want fairfax county to rewrite its official policy on credit for volunteer work at church and they want the schools to make this high school senior whole for any

scholarship deadlines she might have missed. bruce leshan, 9news now. >> fairfax is reviewing its written policy on volunteer hours. the lawyers from the arizona based alliance defense fund have brought a number of these first amendment freedom of religion lawsuits all over the country. now, an update on allegations that a d.c. public charter school taped one of her students to a chair. confirms today two teachers were fired over this incident. nine-year-old christian washington claims his teacher wrapped him in tape and bound him to a chair. the visually impaired boy said a second teacher said if he tried to wiggle out, she would tie him up again. the school has not released the identity of either teacher. it is still march out there and early march at that. the temperatures went from the 70s yesterday down to the 50s and tonight it's going to be freezing out there, top. >> literally. in fact, below freezing in the suburbs. let's start with the winds because they are coming down a little bit, but they are

this weekend, japan will remember the thousands of victims who lost their lives in last year's deadly tsunami. sunday marks one year since the 9.0 magnitude earthquake hit tokyo. of course spawned that tsunami with the 30-foot waves that washed up on japan and washed away so many lives and so much property. in all, 15,854 people were killed and memorials are planned for all across japan. in fact, one town plans to send a lantern out to sea for every person who died. closer to home, six months ago, a massive sink hole threatened to swallow up two houses in virginia. it happened during a heavy

rainstorm last september, but as kristin fisher tells us, the rain was not completely to blame. and tonight, some say those homes shouldn't have been built there in the first place. >> we loved this home. >> they have been watching their landslide away for the last six months. they are living temporarily in fredericksburg, but they come back once a week to check in on their condemned property. >> there is question whether the homes are in jeopardy of falling into the landslide itself. >> when i came here six months ago, these stairs were attached to the main home. now take a look at them. it's amazing what will happen in six months. you can see that they have literally been ripped out from their concrete foundation. >> two homes teetering on the brinks. stafford county, and their insurance company have conducted their own studies to figure out why. all three came to the same conclusions. the land itself failed. >> in my personal opinion, i believe that the land developer who developed the land in the

first place and who has ignored us is the one that is responsible. >> that developer is the george realty corporation. they refuse to talk to me and they are refusing to talk to the county. >> we have tried ways to contact the developer. we received a meeting. >> six months later, they still don't know what to do. it's not covered by insurance and a new proposal by the county estimates the repair could cost up to $700,000. almost double what the homes are worth. >> this is a home that we brought our first granddaughter home to. this is the home that had proms and homecoming pictures. this home has so many memories. >> in stafford, kristin fisher, 9news now. >> both the oleary and county says they are not pursuing a lawsuit. they are worried that it could take a lot longer than that.
