earthquake. weather wise a gorgeous day. we had a beauty yesterday, 81. by noon we'll be back around 70 with highs in the upper 70s to near 80 here in town. some areas near the bay may hold in the mid-70s but when you consider our average high is 55, this is fantastic. a couple sprinkles last night formed in the evening. that line firmed up out in the atlantic and this morning looking out to the west, it's all quiet. clear skies out there. down to 45 in manassas but still in the 50s and low 60s places like frederick and andrews at 62. it's 53 on the bay in annapolis and we're 56. expecting a high this afternoon right around 72349 washington. 72 -- around 70 in washington. we're going to take a live look from sky 9. this is going to be the beltway on the inner loop side in virginia in annandale. it's a little slow through this

area heading northbound. there's nothing stopped in the roadway, just a lot of slow traffic on the beltway. let's look at the beltway itself on our maps. overall things are looking great. i'm happy to say we don't have any incidents or accidents to report all around town. let's zoom in to the north side maryland 95 coming in from baltimore incident free. no problems on the bw parkway or route 50 out of sheverly into northeast. we're going to take a live look at the beltway in college park. the brake lights begin after the 95 interchange and off and on now into silver spring. coming up in my next report, we'll take a live look at 270 at 6:12. a relationship turned deadly. now people are asking why. friends, family and neighbors are trying to know why it came to this. >> in the course before 12 hours tuesday, the relationship ended in a murder-suicide. a woman found shot to death in kensington. then her accused killer found dead in rockville. delia goncalves is live in kensington where this tragic

story began. >> reporter: good morning. the folks who live and work in this area soon will not forget the horrific scene they saw yesterday when that woman was shot in the head, left to die in the middle of busy connecticut avenue. let's take a look at some video. this is the police -- the man police say committed that murder. the victim's estranged husband. 51-year-old philip gilberti. surveillance video captured the crime as gilberti shot heather lynne mcguire and then pushed her body out of the vehicle before speeding off himself. court records show the two were married in 2009, had three children who we're told are all safe at this hour. the couple was going through a divorce. after the victim filed several restraining orders against him. the suspect was released from jail just three days before the murder for violating those

restraining orders. she told police and the courts she thought her estranged husband was going to kill her. >> we had probably over a hundred police officers at different locations watching vehicles, watching homes, and every one of them understood how potentially dangerous this individual was. we did have information that he had the gun with him. >> reporter: police say gilberti shot and then killed himself as the manhunt moved in on him late last night. he was at a friend's house in rockville. coming up in my next live report, i'll have much more of what the reaction was of the suspect's friends and family during this horrific and tragic scene that unfolded yesterday. back to you. >> delia goncalves with a live update from kensington, maryland this morning. while you slept, the defense secretary leon panetta arrived in afghanistan. this is video of the secretary from yesterday. he had already planned on meeting with troops there but

he'll also meet with the afghan government to talk about last weekend's deadly shooting rampage. an american soldier is accused of killing 16 people, including women and children. that soldier will remain in custody and he could face the death penalty. more money for gas in maryland? sure thing. it's on the table, a possibility. governor martin o'malley will talk about his push to hike the gas tax. he'll be testifying in annapolis about adding 56% sales tax -- adding a 6% sales tax. mike miller, a fellow democrat says there isn't a lot of support for the hike in his party and republicans have opposed the whole thing from the start. a federal grand jury wants to find out more about relationships between some d.c. elected officials and businessman jeff thompson. federal agents raided his home and offices earlier this month. we've learned that council members jack evans and another

member were subpoenaed in the case. >> there may be ten and the serial numbers are all running the same sequence. >> reporter: meaning they were probably bought at the same time? >> the same time. however, the name may have been from georgia. so that would raise a suspicion. > reporter: you're talking about fraud here? >> i'm not going to make that determination. >> council members who received campaign contributions from jeff thompson say they are reexamining their records. at 6:05, we focus on the race for the republican nomination. it's a southern sweep for rick santorum. he won tuesday's contest in alabama and mississippi so the question is will newt gingrich stay in and will mitt romney bounce back? >> reporter: rick santorum pulled off a southern sweep

tuesday. >> we did it again. >> reporter: he told supporters in louisiana they'll keep his momentum going. >> next week we'll come back here and we expect a huge win. >> reporter: santorum won mississippi and alabama tuesday night with the help of very conservative voters and women. the former pennsylvania senator says the results will reshape the republican field. >> [ inaudible ] >> reporter: santorum and newt gingrich continue to split the conservative vote. despite losing, the former speaker says he has no plans to drop out and this race is far from over. >> one of the things tonight proved is that the elite media's effort to convince the nation that mitt romney is inevitable just collapsed. >> reporter: alabama and mississippi allocate their delegates proportionately so gingrich, santorum and mitt romney all added to their totals but romney still holds a significant lead. romney lost both states

yesterday, partly because he wasn't able to rally the conservative base. the former massachusetts governor is already looking ahead to saturday's caucuses. he rallied supporters in missouri yesterday afternoon. >> you've got saturday. you're going to come together for a caucus. i need you to get out there and vote for him. >> reporter: he will spend today in new york as he builds his war chest for what could be a very long primary battle. >> mitt romney did win contests yesterday in hawaii so let's look at the latest delegate count. romney is still in the lead with 476. santorum has 246. gingrich has 131 and congressman ron paul only has 47. 1,144 is the magic number to clinch the nomination. 6:07. now to a follow-up to a story we told you about yesterday

morning. we're hearing from radio shack about a rude incident at a store in montgomery county. we told you about shenae lewis who returned something she bought at radio shack in annandale. at the bottom it said "ugly itch ghettohood u.s.a. tattoo maryland." the clerk called it a joke. lewis was not laughing. radio shack e-mailed its response to 9news now. it reads, radio shock responded immediately after seeing reports in the media about this seag the strongest possible disciplinary action. the company has made several attempts to contact the customer involved and offer her an apology, a personal apology. so far we've been unable to connect. >> didn't say what the disciplinary action would be against the clerk. >> no, it didn't. time 6:08. we already have 56 degrees here in northwest washington. >> if you liked yesterday's weather, you're going to love today as well. we're headed toward the 08- degree mark. wet -- 80-degree mark.

day. we're talking about the elevators, the coffee machines, the coffee maker. mike, part of the problem here, more than one-third of people admit to the national foundation for infectious diseases they felt they should go to work even when they're sick. and we're going to end with meeting rooms. these are pretty bad places. they're communal. they don't tend to get cleaned as often and the other places. you have the added benefit of starting most meetings with a hand shake. obviously this is a way we're getting closer to our colleagues but also spreading germs as well. >> i notice in hospital areas people are pressing the buttons for the elevators rather than their knuckle -- elevators with their knuckles rather than their fingertips. i've been getting these.

we dip back into the upper 40s to mid-50s for lows. then tomorrow in the afternoon, we've got the threat stopping the clock here just before noon, the threat for consume of showers to pop up with -- couple of showers to pop up with the warmth, the daytime heat. looks like a better chance of some showers will be here for friday. so as we look at the forecast, today 79. gorgeous. tonight we'll be back in the 50s and upper 40s. 81 tomorrow. watch out for an afternoon shower or storm. on friday i think more clouds and a better chance for some showers or isolated storms. still warm, though. mid-70s. this weekend we've got the marathon and half marathon in the morning. the sun trust rock 'n' roll u.s.a. marathon. we're broadcasting that 8:00 to 11:00. should be okay. mostly 60s for the race with a high of 74 on st. patrick's day. i'm happy to say we haven't had any major accidents or incidents. we just have the delays. on the southbound side of 270,

you can see that red slowing you down about 36 miles an hour here at route 80 out of urbana into clarks burke. that stretch. we'll -- clarksburg. that stretch. we'll go live to the southbound side of 270 closer to the point where the lanes divide. you have a bit of slow traffic. on the utter loop it's slowing down out of college park as you head to silver spring with the lanes open. this time on the inbound side of i-66 a bit of slow traffic out of manassas into centreville. we'll take a live look closer to the beltway where the pace improves to the beltway and a live look as well northbound on i-95 in springfield. you know this. it slows here every single day. basically dale city off and on into woodbridge and lorton off and on into springfield but the good news is the lanes are open. we'll cover area roadways once again but before i go, i have a follow-up to my report from yesterday. i gave you an update on the 495 express lanes on the beltway. last october similar high occupancy toll lanes opened

along interstate 85 outside of atlanta. the biggest problem there of course is people breaking the law. 12% of drivers in those hot lanes are supposed to pay a toll but they don't. there are cameras snapping license plates of those violators and they face a $25 fine each time they get caught. when it comes to the 495 express lanes in virginia, virginia state police will use cameras to enforce the rules. you have to pay an ez-pass to pay for the toll lanes. you can ride for free if you have three people in the car pool and motorcycles are free. this is mostly about the honor code and the honor system. of course virginia state police will be out there. i just spoke to one of the ladies that i spoke to yesterday from 495 express lanes. they don't know exactly what the fine will be but it will be a combination of the toll violation and the hov violation. so get the ez pass flex. it will be available in summer. >> thanks, monika. 6:20 now. time to check our always popular question of the morning. every year 14,000 people get

at 6:43. a southern sweep for rick santorum in tuesday's contest. let's start with the numbers in alabama. santorum got 35% of the vote. newt gingrich was in second place with about 1300 more votes than mitt romney. now to mississippi. santorum won there with 33%. newt gingrich right behind him at 31%. romney right at his heels at 30%. santorum celebrated his victories in neighboring louisiana. louisiana holds a primary next tuesday. >> this campaign is about ordinary folks doing extraordinary things. sort of like america. sort of like america going out there and exceeding expectations. going out there defying the odds because we believe in something that's bigger than ourselves. that's what america has always been about. >> some wins for romney last night. he won the caucus in hawaii where he got 45% of the vote.

rick santorum finished second. coming up at the top of the hour, cbs news political director john dickerson gives us his take on the results. that's at 7:00 on cbs this morning. the man police say killed his wife and dumped her body on a busy montgomery county street has now taken his own life. as recently as saturday, heather mcguire told police she feared for her life. delia goncalves is live in kensington with where this tragic story got started. >> reporter: it's an awful sorry, mike. 36-year-old heather lynne mcguire was a mother of three children, children that we are happy to say are safe and this hour but the kids reportedly told the court that they thought their mother's estranged husband was going to kill her. according to police, he did just that yesterday morning here on connecticut avenue. 51-year-old philip gilberti was a former boxer, 285 pounds, 6'2", with a history of

violence against women. surveillance video at the intersection here in kensington captured what police say was his most violent act shooting his estranged wife and then dumping her body leaving her to doad in the middle -- to die in the middle of the street. the manhunt included 100 police officers searching high and low for the suspect they believed was still armed. >> he's a powerful guy. he acts before he thinks and that's i guess his downfall. >> he had again spoken with several acquaintances and had made threats regarding a number of individuals, including members of his own family and so we had folks, police officers ensuring their safety all the while we were searching for this pan. >> reporter: the search continued till a tip eventually led police to an apartment, a friend's apartment in rockville where the suspect eventually shot and killed himself just as police were moving in on him.

we should tell you that several witnesses here on connecticut avenue yesterday morning told us that the victim was barefoot and already bleeding yesterday morning here on connecticut avenue and they say she was screaming and just as she was trying to escape the car, that's when they saw the suspect pulling her in, shooting and then killing her. heather lynne mcguire survived by her three children. we're live in kensington this morning, delia goncalves, 9news now. did the washington monument shrink or tilt because of last summer's 5.8 magnitude quake? surveyors are working to find out. they took measurements yesterday and will compare them to past records. the findings could affect how crews repair the uponment. it -- repair the monument. it was completed in 1884 and has sunk two inches into the ground since then. are you stressed out because the banks were recently

and they were tested. >> the yes is did they pass or fail. that's the big question everybody wants to know. the answer is they passed in generally. we're looking a lot better than back in 2008 when all of this financial turmoil began touching off of course the recession, the likes we haven't seen since the great depression. yesterday afternoon the federal reserve released the results of its stress test on 19 banks and the results are 15 passed. what this means is if a bank like lehman brothers failed like it did in 2008, we would not see our entire financial system in jeopardy of failing too. these are pretty tough tests. the banks would have to withstands a theoretical 50% drop in the stock market, 13% unemployment. housing market which he clines of 21%. and throw in that a european banking crisis. some banks passed with flying colors. four did not. citigroup, sun trust, allied financial and net life failed to show they had enough capital

on the books. -- wall street is pretty happy with the banking sector. it's up 17% in 2012 after the companies were down all of last year and shares of jpmorgan chase popped yesterday when it announced ahead of the fed stress test results. jpmorgan's mowment actually forced the feds to release the test results two days earlier so wall street will react to the test results this morning. the dow starting a pretty nice place to begin with. surged 218 points in jade. nasdaq had its first close above 3,000, first time since december 2000. it climbed 56 points and the s&p 500 added about 25 points. it's at a really nice place this morning for wall street. >> the question is you were

and they're not the same thing. you are a pancreatic cancer survivor which is great to see you here because we know that is a tough disease. how difficult was it for you physically and emotional and your family? >> it was difficult for anybody with cancer. the hope connection helped me with my recovery and healing and my family also around. i'm blessed to be alive. >> when you say it may help you, was it group sessions? financially? in what way does it help? >> group sessions and then also educational. meditation twice a week meditation. plus also the support for anybody that comes in. they help you. they give you all the support you need.
