ramifications, legal ramifications, social ramifications of. >> reporter: bales could be formally charged this week for killing 16 afghan civilians, nine of them children. people who know the 38-year-old father of two are shocked. captain chris alexander served with bales several years. >> no job too menial or too dangerous and he would always get it done and done very well. >> reporter: the killings sparked outrage in afghanistan. president hamid karzai says american and nato forces should pull out of the villages and return to their bases, but the white house says the mission has not changed. >> stablizing afghanistan sufficiently so that we can train up and transfer authority to afghan security forces and withdraw our troops as we do that. >> reporter: bales joined the military after the 9/11 attacks and did four tours in the middle east. he was injured twice. his lawyer says bales lost part of his foot and suffered a concussion. >> everybody that's had three

or four deployments through the middle east is probably going to have some form of ptsd of. >> reporter: experts say even if charges are filed this week, the case may not go to trial for months. >> prosecutors say if bales does stand trial, civilians from afghanistan could be flown to this country to testify. authorities are trying to determine whether a deadly shooting at a jewish school in france is a terrorist act. a gunman on a motorbike opened fire in the city of tuloose today. a rabbi, his two young sons and another child were killed. the gun used in attack is the same one used to kill three soldiers in two separate incidents in the same area last week. both times the gunman escaped on a motorbike. >> the jewish school was the target. this is something that cannot be understood. how can you aim at children from a close range and kill them, innocent civilians? >> french media reports say the soldiers killed last week were

of arab descent. security is now tighter at both jewish and muslim buildings around the city. we've got an update now on the breaking news we told you about at 5:00. more than two dozen students are being treated for injuries they received in a low speed school bus crash in upper marlboro. three buses were involved in the chain reaction accident on croom road up in marlboro. all the students attend frederick douglas high. 34 students were taken to the hospital, but all the injuries are minor. at 6:00 tonight and only on 9 news now, d.c. mayor vincent gray decided not to answer any more questions regarding the u.s. attorney's investigation into alleged corruption in city campaigns. the d.c. council on the other hand will consider emergency legislation to try and fix a major part of the problem. bruce johnson has been on the story from the very beginning and tonight he has that new information. >> we're going in another direction. >> reporter: d.c. mayor vincent gray addressed a  gathering of city athletes

competing in tomorrow's basketball title game, but our camera our mayor said his attorney advised him not to say anything more of the campaign. this is all that's left of the 2010 campaign headquarters. at the center of the investigation is businessman jeff thompson who contributed thousands of dollars to score the d.c. campaigns including vincent gray's successful effort to defeat adrian fenty in 2010. 9news confirmed an earlier report in june of 2010 with the filing deadline approaching mayor vincent gray and his campaign entourage arrived at headquarters late at night with a large amount of checks and money orders raised by jeff thompson. the date is important because the campaign chair lorraine green had been summoned back to headquarters in case her signature was needed for an extension from election officials. turns out it wasn't needed because jeff thompson had raised more than $100,000 for the mayor. privately mayor gray continues

to tell associates he's done nothing wrong and the federal probe will bear that out. all but one d.c. council member also received campaign contributions from thompson, the same council members have gotten subpoenas from investigators. >> so we're going to work with them and give them whatever we have. i did receive contributions of. >> reporter: jeff thompson's home and offices have been raided by the fbi and irs who are trying to determine if thompson used money orders and straw donors to cover up illegal campaign contributions. >> these investigations overhanging everything have put everybody on edge and i think until they get resolved one way or the other they're going to affect our ability to get things done. >> reporter: the d.c. council tomorrow will consider emergency legislation to limit campaign money orders to $25. it's the same limit placed on cash donations. bruce johnson, 9 news now. >> jeff thompson and his attorney are refusing to comment on the federal investigation as well. d.c. police are offering a reward of up to $25,000 to find

a killer in northeast d.c. a man was stabbed in a bar called the library on 12th street near the catholic university campus. he was rushed to the hospital where doctors were unable to save him. the attack happened early sunday morning. the victim's name is not being released until family members are contacted. police say anyone with a tip can remaanonymous. a memo we received here at 9 news now appears to detail a ticket quota system in arlington county. we're talking speeding tickets, arrests, even duis. peggy fox with the story you will only see on 9. >> i've always believed that there was a quota system. >> reporter: arlington resident elizabeth sills says this memo channel 9 obtained from an arlington county police officer confirms what she's thought for years. it's from two police captains to the patrol division. the subject? pro activity expectations. that means the numbers of arrests, traffic summons and parking citations patrol officers are expected to issue

every month. so you any at the end of month the they pick up their enforcements? >> yes, i do. >> i suspected there was a quota. i know i've gotten tickets. i know that there are certain places in arlington where they park looking for people to ticket. >> reporter: the memo says there is not, nor has there ever been a quota for traffic enforcement, but it also says consistently failing to attain these goals could result in disciplinary action. >> it says it's not a quota. >> you have the memo. sure sounds like it to me of. >> reporter: do you think it's okay or not? >> sure. >> reporter: why is that? >> well, gives them something to do so they're not sitting around in the parking lots of. >> reporter: this memo from the deputy chief written last year directs officers to check the county box for violation of to earn sure moneys collected go to -- ensure moneys collect go ahead to arlington county and not the state. >> i do believe police have good intentions, but die

frightening moments today for a zookeeper and some visitors in buffalo. an attendant suffered some superficial bite wounds when a 24-year-old silverback gorilla escaped. the zookeeper feared for her safety and locked herself in a

cage with a mother gorilla and her baby that she knew well. the zoo was evacuated before the veterinary team immobilized that escaped gorilla and returned it back to its cage. the public was allowed back in this afternoon and the zookeeper was treated for minor injuries. spring officially arrives tomorrow, but try telling that to some folks living in arizona. people in flagstaff woke up to more than a foot of the white stuff. a cnn reporter pointed a camera out his backdoor and took these time lapse pictures. schools in the city are closed today because of the snowstorm and there's talk of more falling there tonight. but up next can you imagine looking at your bank account and seeing $5,000 withdrawn for your water bill? oh, and wait until you hear how long they told one area woman it would take her to get her money back.

quite the sunrise and sunset times do not match. you can check out my blog tomorrow on our website as to why they don't match exactly on this day. it starts officially tomorrow at 1:14 a.m. it feels like spring now. here's a live look outside with our weather cam by michael and son. it is really nice. temperatures are in the mid- 70s. yeah, we got some cloud cover, but nice downtown, wind south, southeast at 10, pressure falling at 30.13 inches of mercury. a live doppler 9000, showers and a few storms are hanging out north of town all afternoon and evening he is is north of frederick over toward -- especially north of frederick over toward carroll county into hagerstown. we'll zoom in and these become a little stronger over the past hour. pretty good storm towards martinsburg and win chester producing very heavy rain on the west side of i-81. where are these going in the next hour? essentially they'll traverse southeastward right through winchester. you're looking at a pretty big storm the next hour.
