on those south capital street steps. >> lives are being stolen for no reason. i wish it would be over. >> now freshman in college, jones had been her best friend. bruce johnson, 9news now. as bruce mentioned, five men currently on trial in superior court for their alleged roles in the south capital street drive by, sixth defendant took the plea deal. he's the key witness against the others. arlington county police chief was on damage control today after our exclusive report showing evidence of a possible quota system. he said the memo detailing the information could damage the department's reputation. as peggy fox reports, today he rescinded that memo and issued a new one. >> there is no day-to-day numeric quota system. >> arlington county police chief rescinded this march 1 memo 9news obtained from a police officer. it lists the number of arrests,

traffic summons, parking citations, and du is. officers could be disciplined if they don't meet those goals. it looks like a a quota system. >> i don't want there to be any confusion with our officers, with the public that we have knewer inic expectations. because we simply do not. >> memo was issued by two commanders were trying to put out guidelines for performance expectations. but he says it should not have listed numeric expectation or connected them with discipline. >> giving tickets to make money? >> absolutely not. >> the chief says he was unaware of the memo until we brought it to his attention. i asked him if he was unaware, an officer might have faced

disciplinary actions for not meeting the numbers. >> no, because the discipline ultimately rolls across my desk. >> peggy fox, 9news now. he has since issued a new memo detailing the department's policy and he says that first memo was not intended to set quote. a new poll showing just how much of a battleground virginia may be in campaign 2012. that poll out by the university put president obama 8 points ahead of mitt romney, that's if republican get the nomination. if rick santorum is the nomination, he leads by 9 points. but, as danielle tells us today, the republican candidates are focused directly on the state of illinois. >> mitt romney and rick santorum spent the past few days pounding the pavement in illinois. romney continues to make the case that he is the best candidate to win back the white

house. >> we're going to get this job done. we are going to defeat barack obama. >> santorum had to do some damage control after saying he didn't, quote, care about the unemployment rate. >> casually you say some things you wish you had a do over. >> mitt romney is expected to do well in suburban chicago districts like this one while rick santorum is counting on a big turnout from conservatives in the southern part of the state. even with a strong turnout, santorum faces an uphill battle for illinois delegates. his campaign did not file the appropriate paperwork in a handful of districts. and some counties have run into their own problem at the polls. newly redesigned ballots are too big to fit into the computers that read them. all of them will have to be recounted. danielle nottingham, cbs news, illinois. and a change in wyoming's delegates is putting another in mitt romney's delegate. successfully challenged the

delegate that had been awarded to rick santorum, saying the vote was improperly held. that leads santorum with 2. >> the probe into campaign corruption in the district may be sent into maryland. governor martin o'malley's campaign may have received contributions that exceeded the limits in 2010. those contributions come from thompson and associates whose ceo is at the centre of a federal corruption probe. so far, no comments from the maryland governor's office. >> states cannot be sued under the family medical leave act for refusing to give time off. daniel coleman for damages for firing him after he asked for sick leave. coleman asked for a ten-day medical leave to deal with hypertension and diabetes. he was wrongly fired after his request was denied.

fairfax county police want to know if attacks on two women were related. happened yesterday afternoon on a pass in the woods. a 16-year-old girl says she was walking home from woodson sr. high when a man grabbed her and assaulted her. that's just three miles away from where a 24-year-old woman was grabbed in the 9700 block of commonwealth boulevard last wednesday. >> a half dozen schoolteachers are suing their principal and the school board tonight alleging bullying, gross negligence, and intentional infliction of emotional distress. >> i'm bruce leshan in rockville. usually it is kids accusing other kids of bullying them, but in this case, it is six teachers at kemp mill elementary who are accusing their principal of bullying them. they say the school board has ignored their complaints so they have filed suit here at circuit court. the lawsuit alleges male teachers doll, honey, sweety, and babe.

justice must be served. no more racial profiling. >> today, the department of justice did just what congresswoman called for and opened an investigation into the death of an unarmed black teenager in florida. 17-year-old trayvon martin was shot and killed by a neighborhood watch captain last month. george zimmerman claims he fired in self-defense, but today, an attorney disputes

that claim with support from another teenager who says she was on the phone with martin that night and he thought he was being followed. >> she hears trayvon say why you following me? that's when she hears another boy say, what are you doing around here? >> there are also reports out tonight, zimmerman can be heard making a slur. zimmerman's family says the his man is not a racist. >> . >> amazingly, that's anything but the case in mexico tonight. the quake hit central and southern parts of the country earlier this afternoon. people poured into the streets of mexico city, but tonight, we can report no major damage or injuries. a pedestrian bridge did collapse on to a bus, but again, no one was hurt. >> still to come, six seconds you won't see anywhere else. a look at what went wrong when

only survivor. >> i don't know. maybe i'm here to save somebody else. buckled into the front passenger seat, video taping her night out with two friends. the police investigation revealed their car was traveling at 94 miles per hour in a 40-mile per hour zone. and of course, we had a very serious newsroom discussion about whether to air this tape at all. we were encouraged to do so by the young woman behind the video camera. she wanted to share something that might make an impact on teenagers like her and hopefully this will do that. tonight at 11:00, you'll see the crash as it happens in real time and you'll hear portions of the desperate 21 minute rescue effort that followed. lesli. >> it's a story that will take your breath away. this crash happened about three months ago.

have thousands of books. a lot of those were destroyed. >> the couple rushed outside to safety, but many of their belongings have been destroyed by the lightning. the thunderstorms this morning could have spelled disaster on the very first day of the annual cherry blossom festival. but don't worry, we can tell you tonight, all is well. about a million visitors are expected to visit the district over the next five weeks and that means lots of parking tickets for the city. last year, there were more parking tickets issued in the district during this festival than during any other time of the year. >> just a warning. 68,000, 68,000 parking tickets issued over the last cherry blossom festival period. please, tourists, beware. be warned. >> metro is your friend. to avoid the parking ticket pitfall, take public transportation or try to ride a

still heavy storms going on. in fact, this is a live look at where the storms are. hail in it. wouldn't be surprise first- degree a warning popped up just north of harrisonburg. a couple showers trying to develop in northern frederick county. watch that for you, but i suspect when the sun goes down, they will go down, too. 70 right now in arlington. 71 in great falls. 71 in reston. 70 in rockville. one of the cooler readings and 72 in college park and 69 in beltsville. so, we're looking at mild air and then even warmer air to finish the week. early thunderstorm possible tonight. but again, primarily west. some morning fog possible tomorrow, primarily around the water and warmer on thursday, maybe a thunderstorm. and even warmer on friday with a better chance of a thunderstorm. so, 9:00 tonight, want to take a walk, you can probably do it. we won't see many showers. showers possible west of town. by 8:30 in the morning, i think most of us will have a dry
