. this is 9news fou. >> 9 wants you to know the heart-breaking reality of what a drunk driving crash looks like. >> and tonight we're going to show you exactly what happened in real time in the minutes leading up to a fatal crash december 29th of last year. now, you may recall this tragedy unfolded along university boulevard in silver spring and andrea mccarren is here with the report you may find hard to forget. andrea. >> reporter: well, guys, it is absolutely chilling and you're
11:01 pm
about to see and hear two young people die. we agonized over whether to show it, but the young woman behind the video camera urged us to do so. she hopes, as we do, that it will save someone's life. >> we're driving drunk. >> reporter: a night of partying. a drunk driver behind the wheel and three exuberant young women hurdle from sure joy to this in just six seconds. [ crashing ] >> oh, my god. my friend just crashed. my friend just crashed. >> university boulevard. please, they're in the car. they're not moving. >> there are people in the car. >> 611 university boulevard. >> hurry up. are you guys going to come or not because nobody is moving in
11:02 pm
the car. three people in there? >> yes. my sister. nobody is moving. she's not moving. she looks dead. >> somebody is leaving. >> please don't move. twin, please don't move. oh, my god. oh, my god. >> i know. >> they look dead. oh, my god. they look dead. she looks dead. [ sirens ] >> i'll get you out in a minute. we're going to get you out in a minute. okay. >> we don't need that right now.
11:03 pm
[ sirens ] pren cry ing. [ crying ] >> i'm still in denial. i don't know. maybe i'm here to save somebody else. >> reporter: she was buckled into the front passenger seat videotaping her night out with two friends. the police investigation revealed their car was traveling at 94 miles per hour in a 40-mile per hour zone. >> i wouldn't want anyone else, not even my worst enemy, to walk in my shoes right now. >> reporter: the car barreled over a chain link fence and plowed into a brick embankment. the impact so violent, it flung parts of the car into utility wires. >> i can't cry anymore. >> reporter: the three friends had spent the night at a montgomery county club. she is in white, the driver in blue, the back seat passenger is
11:04 pm
wearing black. even though she's just 18, she said it was no problem getting alcohol. >> it was very easy. i just had to pay the guy $10 not to put an x on my hand. >> come on. >> reporter: ironically, the dj's last words of the night. >> please go to your car and drive home safe. >> does she have any vital signs. >> reporter: the crash left her with a broken hip. her physical wounds have healed. >> now i'm just wishing i had more bodily pain to forget about my emotional pain. like i want to hurt. i want my body to hurt. because then i have something to focus on. >> reporter: she wants others to see the horrific video that has changed her life forever. an alcohol fueled nightmare that ripped away two friends. she and tamara were so close, they called each other sisters. >> you never think something like this is going to happen to you. it's one in a million like. and then, boom, it hits you. and there you are.
11:05 pm
that one in a million. >> reporter: with this new perspective, she's frustrated with teenagers who insist they have the right to drink and even the right to get behind the wheel afterwards. >> if you want to put yourself in that position, maybe we could trade with god that i could take your life and get my sister's life back. because that's what you're doing. you're putting yourself out there to die. >> reporter: now the only place she can see her best friend is at the cemetery. >> i don't get a hug, i don't get a kiss. i just see a patch of dirt and i talk to it. bye, baby, i love you. and i'll come back. [ crying ]. >> very powerful. very sad. she talked a lot about her pain. how is she doing now? >> reporter: she says she's just not the same person she was 11 weeks ago. and now she wants to honor the memory of her friends by urging others not to drink and get
11:06 pm
behind the wheel regardless of their age. >> there is no way she can be the same person after going through that. speaking out about this and reaching out to you and saying i want other people to see this is very courageous. >> yes, it is. >> all right. >> well, she will be here in our studios with us tomorrow at 5:00 p.m. we'll do a web chat with her afterwards so our viewers can offer their support and ask her any questions they may have about how she survived this and how she moves on and how perhaps she can help them. >> thanks. in other news tonight, mitt romney took another step towards the republican nomination with the win tonight in illinois. now, before the loss, rick santorum tried to accentuate the positive. gary nurenberg is there with more. gary. >> reporter: anita, santorum had hoped to slow the growing sense of romney in eftibility in
11:07 pm
his party but romney won. 47% to santorum's 35. gingrich and paul in third and fourth place with 9 and 8% of the vote respectively. although romney spent much of his illinois primary money on broadcast ads sabotaging santorum, his victory speech sounded more tonight like a general election attack on president obama. >> after years of too many apologies and not enough jobs, historic drops in income and historic highs in gas prices, a president who doesn't hesitate to use all the means necessary to force through obama care in the american public but leaves from behind in the world. it's time to say these words, this word, enough. [ cheers and applause ] >> we've had enough. . [ cheers and applause ] >> reporter: santorum tried to make it clear he has not had enough of this primary election
11:08 pm
campaign. as anita said accentuating the positive in illinois, talking about his wins in central illinois and southern illinois and the delegates to come with them. but doing that in his home state of pennsylvania highlights what is a coming crucial task for santorum. >> we wanted to come here to pennsylvania to launch our campaign here in pennsylvania. we got five weeks, five weeks to a big win and a big delicacy in pennsylvania. we're heading to louisiana for the rest of the week. and then we're going to be back here in pennsylvania and we're going to pick up a whole boat load of delegates and close this gap and on to victory. [ cheers and applause ] >> thank you all very much. god bless you. >> reporter: if he does not get that victory in five weeks, he will not be saying thank you very much. he'll be trying to explain why he's not saying goodbye. he told 9news now that he will have a presence in maryland's upcoming primary as will mitt romney who has an event outside baltimore tomorrow. 24 hours, anita and derek, we
11:09 pm
hope to hear back. >> and the momentum keeps building. up on capital hills, house republicans unveil their budget for next year. it would reduce the deficit over the next decade by cutting more than 5 trillion in federal spending for medicaid, food stamps and other programs. it also called for a repeal of president obama's health care overhaul. >> if we allow entitlement politics, fear that your adversaries will turn the reform into a weapon against you, then america is going to have a debt crisis. >> we need to make sure that the effort to get our fiscal house in order, that the burden of that effort is not born solely by senior citizens and families with disabled children. >> the congressional budget office has not yet released an analysis of the proposal from the gop. an update now on a story you
11:10 pm
saw first on 9. a mistake. that's what arlington police chief is now calling a memo that appears to detail a quota system in his department. that memo also stated if an officer who failed to reach the goals they could receive disciplinary reaction. today the chief went on damage control and rescinded the march first memo titled proactive tee expectations 2012. still ahead tonight, this bloody massacre on south capitol street two years ago killed four. now out of tragedy comes change to our laws. a new lawsuit alleges years of abuse by a local principal. >> also new at 11:00, a series of attacks leads a community to march. that's coming up. and i'm topper shutt. 72 today. temps are still in the low 60s. this here is your wakeup weather. some fog in the morning, especially by the water. temps in the 50s both at 5:00 and 7:00. maybe a shower by 7:00 and temps in the 50s by 9:00. we'll tell you if we're going to
11:11 pm
clear out and talk about the prospect of thunderstorms and warmer air later in the week. rz -- such a beautiful day that
11:12 pm
hundreds of homes damaged, dozens more destroyed. by the strong earthquake that
11:13 pm
shook parts of central and central mexico this afternoon. the survey puts the intensity of the quake at 7.4. it was centered near acapulco. in mexico city, it sent office workers streaming out into the streets. >> all of a sudden lots of people running along. and so we joined and we got to the front entrance. we could feel things going back and forth. we looked out at the trees, saw the trees moving. said this is an earthquake. >> in oksaka, the quake knocked out power. the president's daughter is vacationing with a school group but she is fine. the lawyer accused of killing 16 afghan residents is questioning the investigation. there is no confession. the 38-year-old father of two is expected to be charged later this week. the massacre has sparked protest like these calling for the u.s. forces to get out. but the top u.s. commander in
11:14 pm
afghanistan told congress the mission remains the same with troops expected to leave in 2016. new at 11:00. >> this is what we need. we saw solidarity in our city. >> dozens of people marching tonight in northwest dc in support of three recent victims of possible hate crimes. the march began at the ihop at 14th and irving where police say a gay man was shot last weekend after being taunted by another restaurant customer. a few days earlier, a gay man was beaten and robbed at georgia avenue and irving street and a transgender woman was assaulted in northeast. >> i do think that there is a perception that certain people are more vulnerable to target for crimes. and we're not going to tolerate that either. >> so far no arrests in any of the three cases, although police say they are close to an arrest in the ihop shooting. none of the victim's injuries were life-threatening. nearly two years have passed since shots rang out in a
11:15 pm
drive-by shooting along south capital street and killed four young people. a victim had been shot earlier because he had been accused of stealing jewelry. tonight from that violence comes some sweeping mental health reforms to help identify and treat young people before they get into such trouble. helping to lead that effort is jardine jeffreys. her daughter was one of the shooting victims along south capitol street. >> i think it will make a difference in not just my community but a community as the whole because so many young people that are slipping through the cracks. >> five men are currently on trial for their alleged roles in the south capitol street shooting. a half dozen montgomery county school teachers are suing their principal and the school board tonight alleging bullying, gross negligence and intentional infliction of emotional distress. >> reporter: i'm bruce leshan in rockville . usually it is kids accusing other kids of bullying them. but in this case, it is six
11:16 pm
teachers at the elementary school who are accusing the principal of bullying them and the school board has ignored their complaints so they have filed suit here at circuit court. the lawsuit alleges he calls male teachers doll, honey, sweetie, babe, that he touched, slapped, pinched at least one of those teachers in a sexually suggestive way. >> i got to the point where i cried all the way to work in my car and i cried all the way home. >> reporter: there have been two investigations of the principal and a school spokesmen is just out with the statement saying it is unfortunate that these teachers are using the media to make accusations that have thus far proven to be overwhelmingly false and erroneous. in rockville, bruce leshan, 9news now. the national cherry blossom
11:17 pm
under way. they're in peak bloom. lots of scenic photos but lots of parking tickets. triple-a says last year there were more parking tickets issued during this festival than any other time of year. >> just a warning, 68,000, 68,000 parking tickets issued over the last cherry blossom festival period. please, tourists, beware and be warned. >> let's talk about the positive. the event of the nation's greatest springtime celebration lasts for the next five weeks. festivities get under way this sunday. peak bloom is set to end on friday. peak bloom arrived a little early. >> a little early. but that said, it can still be spectacular, as long as we don't get any wind. they can stay on the trees, the blossoms for 14 days. >> the cherry blossom festival lasts six weeks. >> yes, i know. it will not be on there for six
11:18 pm
weeks. and a reminder, because i know the park service will do it personally, you can't pick a blossom. you can't put the kid up in the tree to take a picture. you can't climb the trees. >> don't touch. you'll get a ticket. we're looking almost like a summer evening. it's still in the low 60s across the board. >> crazy. >> it is crazy. let's take a live look outside. this is the weather cam brought to you by michael and son. temperature 63. are you kidding me. the dew point, we talked about this earlier, when the dew points are high, it can't get that cool. temperatures rising a little bit. here is the deal. we are looking at the potential for some fog tomorrow, especially near the water. and that means near the river, near the bay and low lying areas. mr. bernstein will be in at 4:25 in the morning for that. there is also a slight chance for a shower this morning. the atmosphere is pretty stable tomorrow. so if we see anything, just more than likely just a shower. however, by thursday, we get
11:19 pm
warmer. the atmosphere gets more unstable and much better chance of a thunderstorm. and believe it or not, even warmer still on friday with even a better chance of a few thunderstorms. so the days are going to be fine. we'll just have to dance around a couple of thunderstorms in the afternoon both thursday and friday. and friday we're talking about potentially low 80s again. so much more like june than late march. all right. 6:00 in the morning, there could be some showers in gaithersburg and frederick and even downtown. this is, i think, a bit overdone. we are going to see some low clouds no doubt. so some of the roads could be wet. i think about half of us will have a dry commute to work. by noon some breaks in the clouds out to the west actually. some showers linger by the bay. but for the most part, kind of quiet. and, again, notice it's all light green so it's all light activity. nothing heavy is coming our way. by 6:00 showers maybe gaithersburg to frederick. down south 95 heavier. but, again, it's kind of hit or miss throughout the day and into tomorrow evening. now, by midnight tomorrow, about 24 hours from now, some showers
11:20 pm
again north of town. but just light and a better chance of showers south of town. but also light. no yellows, no oranges popping up. so that is indeed good. so overnight, we're going to stay partly cloudy and mild with fog. low temps in the 50s. and winds easterly at about 5-10. now, tomorrow morning becoming partly cloudy and mild. some fog and a shower possible. temperatures in the 50s and 60s and winds easterly at 10. because of the easterly wind, that's going to keep temperatures down a little bit and keep low clouds in. by afternoon partly sunny and warm. a shower possible. again, not so much a thunderstorm day. highs between 70 and 75. winds start to turn a little bit south, southeast at 10. kind of a harbinger because eventually the winds go southwesterly on wednesday and friday and that will pump up air for the end of the week. but still this isn't bad. 74 in arlington. 72 or 3 downtown and 72 also in college park. so we'll break it down. fog to start but mild temps in the 50s. maybe a sprinkle at noon in the
11:21 pm
60s. not bad. 70-75 by evening. also maybe a shower or a sprinkle. but, again, nothing heavy on wednesday. now, the next three days, these temps may be low. we'll say 76 right now. better chance for thunderstorms on thursday. low 80s on friday. even a better chance for some thunderstorms. all right. next seven days, it's still pretty warm over the weekend. but a much better chance of showers and storms kind of on and off all day saturday. that will keep temps in the mid 70s. but essentially the same air mass. little cooler on sunday. maybe a shower late. and then we're back in the 60s but with sunshine monday and tuesday, it's going to be okay. >> that's going to be just fine. >> and no wind to speak of. >> okay. sounds good. okay. forget peyton manning. we're about to get a look at the man who is our savior. >> we are. [ laughing ] >> that's a good word. peyton manning is heading to denver, but what about that guy? rg3 puts his talents on display. i'll tell you where. plus all of the hoop action
