your traffic. howard bernstein your weather. >> reporter: windy today and colder temperatures moving in. if you planted anything that is tender you are going to need to cover it up tonight. we start with a day planner. a good deal of sunshine today. in spite of that, temperatures will struggle to get us back into the low 60s this afternoon. average temperature 5. this is crazy march weather much more like it should be and the winds at times could gust to 30 miles per hour. showers this morning across eastern north carolina. extreme southeastern virginia skies have been clearing behind this storm system. we have mid-50s in town. 54 over at andrews and annapolis. i 81 and i-70 north and west. freeze watch here in the metro. we'll be down in the 20s and 30s by tomorrow morning.

turning healthcare into law. >> over the next three days the supreme court will hear arguments over when that law is constitutional. delia, good morning. >> reporter: good morning andrea, jessica. the beginning of three days as you mentioned of unprecedented and historic arguments before the u.s. supreme court. analysts say the decision handed down by this court could be the most important we have seen in seven decks -- decades. the celebrations quickly ended when 26 states, led by florida, began challenging the law. the supreme court will now decide if this law is constitutional, and if the individual mandate is legal. you see, the law requires every citizen to buy health insurance by 2014 or face fines. the issues has stirred up fierce debate on both sides. folks started lining up outside of the supreme court since friday, for one of the 100

public seats. >> it is great to see more people are getting benefits or coverage for service that they need. but anytime you are providing more coverage to a policy, there are additional costs that are incurred. >> if the court decides to strike down even a piece of the law, we will see a replay of a political debate that we haven't seen for three quarters of a century. this is a game for extremely high stakes, not only for the president, not only for the 2012 election, but also for the institution of the supreme court itself and now the court has give videoed the debate among three issues over the three days of arguments here at the court. the first day today, well the most basic question, should the court be taking up this issue in the first place? coming up in a half hour, hear how the white house is tackling the issue. i'll see you then. back to you andrea, jess? >> delia gonzalez live outside

the supreme court building. demanding justice for trayvon martin. the 17-year-old was shot and killed one month ago today in sanford, florida. his family and their supporters want an arrest in the case. neighborhood watch captain gorm zimmerman admits to being the shooter but says he fired in self-defense. people in the town of sanford held a prayer rally last night. >> no one can imagine this happening to their family. >> reporter: another rally in sanford is planned for today and a grand jury will examine the case when it meets next month. two sisters are both mourning the loss of their sons. 16-year-old emmanuel nelson and his 14-year-old cousin khairy nelson died early friday morning when the car in which they were riding slammed into a tree on

chevy case circle. nelson family members say the boys got into the car with their friends, they didn't know the car had been stolen. police tried to stop the car before it crashed. former vice president dick cheney is recovering from a heart transplant. he had the surgery saturday. a spokesperson said cheney had been on the waiting list for 20 months. cheney had sur vivid five heart attacks and had been in heart failure for years. he is 71 years old. >> i'm watching your money. wall street hoping for green arrow this week. the broader stock market averages were down for last week but they have been on a tear for all of this year. the dow stands this morning at 13080. still the major average loss of 1. 1% on the week the nasdaq added five points friday. when it comes to the number of foreclosed homes, maryland

son has died. bert sugar died from complications of lung cancer. he was 74 years old. a strong earthquake struck off the coast of central chile. so far in reports of deaths or major damage. >> a stronger quake flows to the same spot in 2010 killed more than 500 people. this morning president obama has been delivering a speech at a university in south korea, where he is attending a nuclear summit. the president is urging leaders in communist north korea to have the courage to pursue peace. north korea responded by moving a long range rocket to a launch pad. it is one of the most dramatic memorials in washington. that story coming up at 5:32.

today with gusts near 30 miles per hour. the chilly air comes in this afternoon and tonight especially as we drop into the upper 20s and mid-30s. we start chilly tuesday, we stay in the 50s tomorrow average high 59. so slightly below average. by wednesday here comes the next system a front heads this way. we have a chance for showers and storms here wednesday afternoon. behind that a little bit cooler back in the 60s for thursday. 61 today. 58 tomorrow still a northwest wind but not too bad tomorrow. wednesday warmer 70 to 75 with a threat for the afternoon showers and storms. behind that front wednesday back in the 60s thursday and friday. could be a shower friday night and again saturday night into sunday morning but milder over the weekend. temperatures back up into the upper 60s. >> you know, we are just beginning to see the volume

words for mitt romney. >> he is the worst republican in the country. to put up against barack obama. why would wisconsin want to vote for someone like that? >> santorum easily won louisiana saturday but still has less than half as many convention delegates as romney. newt gingrich and ron paul have scheduled events in maryland for tomorrow and wednesday and santorum is expected to swing through as well. and early vote asking underway in both the district and maryland. in dc, voters can cast bal lots at one of the stie's eight early voting centers. early voters in maryland have, through this thursday, for cast their ballots. each county's early voting centers are open from 10:00 a.m. to 8:00 p.m. the nation's highest court

will hear three days of arguments about president obama's healthcare reform law. >> reporter: the court will hear six hours of arguments over the next three days. today's question was should the court take up this question, it actually doesn't take effect until 2014. it would ensure all americans receive proper care, for instance for the first time ever, college graduates can be under their parents' insurance until they are 26 years old. but the law also requires folks to buy insurance or face fines on their taxes. the white house is defending a law which 26 states will argue is unconstitutional. >> they want us to implement this law, make changes as we should, give states more flexibility. 2.5 million people have healthcare only because of this healthcare law.

seniors are getting over $500 prescription drug relief. women are being treated equally. and as you mentioned andrea, there are scores of people camped outside, trying to get a spot inside. only 100 seats are made available for the public so they will be clamoring to get into the doors and get their tickets when court opens at 10:00 a.m. back to you. 30 years ago today, ground was broken for the vietnam memorial. at the time the stark design of the black granite wall was quite controversial. since then the wall has been considered hallowed grounds. joe leon has volunteered at the wall and helped other vets coming to terms with what happened. >> then the guy in the middle just broke down. he was a navy corpsman, with

before you send your forms to uncle sam. number one, make sure your social security number is correct on all the pages of your return. the wrong number and you won't get your refund quickly. make sure you have signed in all the right spots. ms nmoney recommends you double check your tax preparer signs the return if you use one. you are also going to want to make sure the tax preparer, tax identification number makes it onto the form. number four, this is a biggie. if you are sending the forms, do you have the correct address to the irs? the address depends on which state you live in. number 5. if you owe money, did not, i repeat, do not send your check written out to the irs. checks need to be made out to the u.s. treasury department. >> number six keep a copy of

started forming last week. we'll hear from a healthcare reform opponent. right now we welcome kathryn stowe, a deputy director of a group that supports the law. this is what critics are saying. this law is meddling in our lives, forcing us to buy something we don't want. it could go as far as telling us what kind of car to buy, what kind of food to eat, even when we should exercise and how much. what do you say to those people. >> the affordable healthcare act is about children with diabetes or autism being able to buy healthcare insurance. no longer can companies discriminate against them. the individual responsibility provision says if you can afford to buy coverage, and there is a hardship exemption, you are going to have to do that.

so that when you get sick and go to the hospital, your thousands and thousands of dollars of medical bills don't end up on your and my insurance bills. we all pay when people are uninsured. the important thing to remember is no one has to buy insurance unless it is affordable and the affordable care act provides tremendous subsidies that will make health insurance affordable for middle class families. >> you say no one has to buy but there is that fine, penalty tax, whatever you want to call it. >> if you can't afford it you don't have to. there is a hardship exemption. if you have a religious reason for not want to go buy coverage, you don't have to. but if you can afford it yeah, you have to do the responsible thing, you have to buy insurance like you do, like i do. not wait until you get sick, go to the hospital and expect the rest of us to pay your medical

bills. >> today the court is going to take up when they should even look at this bill. but what happens if they do rule that this is unconstitutional? pre existing conditions, not paying higher policies because we have a condition, or allowing our older children, up to 26, to be on our policy, what happens to those provisions? >> well the stakes are tremendous. you mentioned i add the small business tax credit that allowed small businesses to be able to afford coverage. >> they say they don't get any benefit. >> we have seen hundreds of thousands of firms take up that small business tax credit and there are other benefits, free preventative services, which means mammograms, contraceptives. what happens if the supreme court rules? the real key is not the supreme
