with the west side. if you're coming in on 66, a bit of slow traffic right here trying to get to the beltway. the lanes are open. the dulles toll road construction should be cleared up by now. let's take a look live outside in falls church on the inside of the beltway. no problems on 66 as you head for the roosevelt bridge. let's go back to the maps and this time to the south side of town on 95. looking good out of dale city to woodbridge. you may see things bumping up a quit across the occoquan river. further north in springfield, the volume is just beginning to pick up. right here at the beltway. we'll go live to 395 as well. northbound and duke street still looking great to the 14th street bridge. we'll into into med -- we'll go into maryland the next time around. monday the supreme court heard arguments on whether this was too soon for them to take up president obama's health care reform law since parts of the law don't go into effect till 2014. >> today the justices will hear the debate over one of the most

contentious points of the law, whether or not the government can force you to buy health insurance. 9news now reporter delia goncalves is live outside the supreme court. she has a look ahead. good morning, delia. >> reporter: good morning, mike. you said it, indeed today's two- hour session will likely cover the most divisive issue of this debate, should government force you to buy health insurance. challengers of this law, the 26 states led by florida challenging this law of course say no. according to the law that was signed two years ago, every citizen must purchase insurance by 2014 or face fines on their federal income taxes. challengers fear there's a slippery slope here. say, for instance, if government is allowed to do this, then perhaps government can force you to buy certain products, even eat certain foods. here's how a challenging attorney puts it. let's listen in. >> there's a special rule that makes it harder for litigants to challenge federal taxes. the president of the united states was very clear that this

insurance mandate is not a tax. there's a requirement to buy health insurance. that's what we're challenging. it's backed up by a penalty. the penalty is for the a tax. we think there's no bar to our coming into federal court to challenge this unprecedented obligation to buy a good or service that consumers don't want. >> reporter: coming up in a half-hour, we'll have a glimpse into what the government argument will likely be later today when the court meets in session at 10:00 a.m. back to you. >> delia goncalves live outside the supreme court building. additional security officers will be on patrol this morning at potomac high in dumfries, virginia today. graffiti on bathroom stalls is what prompted the alert. the graffiti said a student was planning to bring a gun to school. school officials contacted parents about the possible threat but they say so far there is no evidence that the

threat is credible. a woman is now under arrest after a restaurant shooting some are calling a hate crime. d.c. police have charged 27- year-old lashop carson with aggravated assault child armed. a gay man was shot march 11 at an ihop restaurant in columbia heights. he is recovering. police are investigating witness accounts that there was an argument involving anti-gay slurs just before the shooting. they were flooded out of their homes last september. now the latest attempt to allow the people of the holly acres mobile home park to rebuild on the same part has been rejected. a prince william county judge has denied the resident's request for an injunction against the county. flooding from tropical storm lee damaged dozens of homes or destroyed some as well. county supervisors ruled that part of the park is uninhabitable because it is in a federal flood zone. a lawsuit over that county's decision does scheduled to go to trial -- is scheduled to go

to trial coming up in july. time for the latest your money report of the morning. >> indeed a good morning, at least as we left wall street yesterday. >> we would like to see a repeat of yesterday, maybe a do over kind of thing. we really just enjoyed one of the best rallies of the year on wall street. you can thank that chief ben bernanke. a group of economists, he told them the job market is still weak despite three months of gains. that sounds bad but analysts say his comments suggest the fed is likely to keep short- term interest rates near zero for some time to come. and wall street likes that news. checking the numbers, the dow stands at 13,241, added 160 points in trading yesterday. nasdaq was up by almost -- well, let's call it 54 points and the s&p 500 was up by 19. -- by 19. our partners at "u.s.a.

good morning. welcome back to 9 news now. 5:14 this tuesday morning. yes, it is a chilly tuesday morning. 36 degrees in some parts of our viewing area even colder than that. >> i mentioned that blanket we took off last week. we added it back. temperatures in spots are down in the 20s. northwest, well north and west. a lot of low 30s out there. windchills, yes, windchills are down in the 20s today. welcome back to spring, everybody. here's a look at the freeze warning. we still have that in effect till 9:00. north and west of town definite. south and east it might have been a little overdone. in a situation like this where we had an early onset of the growing season, better safe than sorry so hopefully you protected your tender plants g. news is we won't be nearly as cold as we are this morning. looking at the bus stop forecast, temperatures are ranging from the upper 20s to the upper 30s. a little bit of a windchill as well. so clear and cold. sunrise 7:00 on the nose. as far as today, we're going to have a good deal of sunshine.

controversial parts of the health care reform law comes before the supreme court. yesterday arguments centered on whether the courts should even consider the case since the entire law hasn't taken effect yet. now lawyers will debate whether the government can force americans to buy health insurance. 9news now reporter delia goncalves is live outside the supreme court with more. good morning, delia. >> reporter: good morning, andrea. of course at issue whether this penalty associated with the law is a tax. according to law every american has until 2014 to purchase health insurance or face fines on their federal taxes. there is an 1867 act that justices must consider first which bars lawsuits against taxes until they are paid and in this case that penalty wouldn't be paid out till 2015. but the government will likely focus today on the economic impact if americans remain uninsured. a georgetown university law professor stopped by our studios to give us a little perspective on that. let's listen to what he had to

republican presidential nominee. the poll was taken last night at the district of columbia republican committee's annual fund raising dinner. romney received 72%. newt gingrich came in second with almost 9%. rick santorum and ron paul each got 8%. d.c.'s presidential primary is one week if today. gamblers, cue have more options when it -- you could have more options when it comes to taking your chances in maryland. the state senate has given preliminary approval to allow table games. it also pays for a six-state casino license in prince george's county george's county and the maryland house of delegates has pass add bill to exempt fantasy games from prohip bigs against betting, wagering and gambling. virginia senate has approved a new budget to fund state operations for the next two years, something it failed to do during its regular session. the votes came after the state

senate rejected a democratic amendment. it would have compelled either insurance companies are the state to pay for ultrasound exams now required for women seeking abortions. now senate and house negotiators will have to reconcile their rival versions of the budget. it is 5:34. time for another your money report. >> jessica doyle is back with our summer driving plans. can we go anywhere with the price of gas? >> that's the question. a lot of people are rethinking their summer driving plans because gas prices are so high. a new survey by the u.s. travel association finds 54% of leisure travelers who plan to travel by car now say higher fuel prices would affect those plans. our partners at "u.s.a. today" report from the study that 27% of business travelers are also reconsidering their plans. leisure travelers who planned on driving were more likely to cancel their trips because of high gas prices. the airlines are at it again trying to raise prices. the biggest airlines have already pushed through to fare

hikes in the past three months of this year. this is the slow season. now southwest airlines says it's raising ticket prices to offset the high cost of jet fuel. fares have been hiked by between $4 and $10 per round trip. we'll have to see if other airlines follow suit. pay up or see you in court. that appears to be the message for airline passengers who don't turn off their electronic gadgets before takeoff. the message is coming from the agency that operates near city's three major airports. the head of the port authority of new york and new jersey is considering levying fines of up to tens of thousands of dollars for behavior that causes flight delays. the issue received national attention back in december when actor alec baldwin was kicked off a flight for refusing to turn off his cell phone. thanks a lot, alec. but tens of thousands of dollars, that's a lot of money. >> that should curb someone's

coat "friends" at checkout and i just shared the coupon on facebook if you want to print it out for in store purchases. if you have an offer you've seen or you're a local merchant with a deal for our viewers, i would love to hear from you on facebook. is montgomery county breaking the law with the speed cameras they have? it will be up to maryland's highest court to decide this. they have agreed to hear a lawsuit involving speed camera ticket fees. the fines for drivers are $40. of that amount the private contractor of the camera gets 16 bucks. the lawsuit plaintiff say it violates state law and encourages a financial incentive to issue the tickets. we're one week into the cherry blossom festival but this year the festival runs for five weeks. this friday the national gallery of art opens a special exhibit to coincide with the festival. it's a 30 scroll set of japanese paintings which are nearly 300 years old. they depict birds and flowers.

there's a delay i want to tell but and it's on marc trains right now. brunswick line 890 is 20 to 25 minutes late. in my next report, i'll update ow that accident in maryland at 6:00. but now we're going the extra mile to help improve your commute on metro. we can't fix the escalators or the cracked rails but two gw grads say they found a way to get you more elbow room on the train. david glidden is the c.e.o. of metro master and is here to tell us more about the app they developed. no more hanging on to dear live on the metro? >> our hope is that people will have an empty seat. >> that's pretty cool. tell us about the main features? good are two main features. the first feature is where it tells you exactly where to board so that you get off right at the escalator you want. let's say you're going from judiciary square to metro center, you'd get on the third car for a store. the second feature is simply a

map that tells you where the train is most likely-- >> we're going to show everybody what this looks like. you're talking about all of the stations? >> all of the stations. >> that's 86 stations. here's what it looks like when it's on your iphone. what do you do next? >> if you click on the icon, the metro master icon there. >> i like that logo, by the way. a great logo. then you're going to pick your station. >> you're going to pick your station. let's say you're starting on the red line and you were going from judiciary square to metro center. it would come up with some graphics. here they go. then you would look at the heat map. >> the heat map basically means that that's where the most people are sitting. >> exactly. you want to avoid those areas. the red parts. you want to avoid the red parts. the green and yellow areas are okay to go. you'll want to get on to the third car, first door. >> so the lighter part of the

app. >> you came up with this with a partner, another fellow gw student, my alma martyr, makes me very proud. how did you on come up with the idea? >> i was standing on the metro. a friend of mine said hey, you can always figure out where to stand on the metro so you get off where you need to. we went with that. we decided to make it happen. >> the thing is though, my pet peeve and many other metro riders always talk about the other things like the delays and broken escalators. any plans to expand the app to include those things. >> absolutely. we didn't want to get in the full features that are unique but we'd love to expand and get those other things in there. >> you have trivia on there as well. we only have ten seconds. once you get your e. seat and have nothing to do, -- e. seat and have nothing to do, there's trivia. >> there's one station without escalators ch. one is it?

food and prescriptions, between food and their light bill, between food and clothing for their children. the level of food and security is in a crisis mode. with the food that we get through catholic charities, it's distributed to the child program and is essential to the lives of the people that live in warren county. >> reporter: patrick johnson from front royal, virginia knows firsthand the value of christ house. he receives food weekly for his loaves and fishes food pantry. >> from our pantry here, we take food to other pantries throughout the diocese that aren't getting the kinds of donations and are seeing a much higher level of poverty than we see in this area. >> reporter: nicole bruno is the volunteer coordinator for the christ house on wheels food delivery program. >> basically we take boxes and we pack 40 pounds of nonperishable goods and that will include pasta, peanut butter, rice, beans, vegetables, fruit, canned meats and bring them out to the other pantries for people to

distribute from there. >> reporter: the backbone of the food pantry is volunteers, like dan, a driver, and his 15- year-old daughter, lisa. they are part of the heart warming people dedicated to helping others. >> they follow the mission of the catholic church which is to provide corporal works of mercy to the fellow man. and food is the basic need. >> reporter: according to the usda, one in ten rural families live in poverty. according to the rural policy research institute, 23% of children are facing hunger. overall, unemployment and poverty rates are high and earnings are low in rural counties. and that's why this program is so important. >> they're telling us thank you so much for what you do and we couldn't do it without your
