than it was yesterday morning and this afternoon we may be 20 degrees warmer than the highs yesterday and we're going into the mid upper 70s not just 71 but we're going to go right through them. >> freezing one day and upper 70s the next. >> this is late spring. yeah. yet again there you have to l it and this afternoon -- love it and this afternoon speaking of spring some afternoon thunderstorms to be dealing with. not a lot of them but what does pop-up is on the strong side this afternoon and has the potential. we have some high clouds out there but i think a good deal of sunshine through early afternoon. midday temps in the mid 60s. little breezy though and then by this afternoon the threat for a couple of showers and storms coming through with highs in the mid 70s with a 5:00 p.m. temperature still at 74. you can see right up here a line of showers and storms north of indy. it's broken now and this is what will come through and temps this morning mainly in the 40 oz.. let's go to -- 40s.

>> reporter: good morning mike. that's right it's going to be a very busy day here at the supreme court. the final day of this historic case, the three day, six hour arguments here at the supreme court. the justices yesterday focused on the individual mandate. the provision of the law that requires folks to boy insurance or pay fines. it appears a majority of the justices the conservative ones questioned that portion of the law. namely justices kennedy and scalia who seemed to express concern the government would force people to buy a product they don't need or want. question is without the individual mandate does the law survive? the mandate is designed to make sure there's enough money in the health care system to make this all work. let's hear what the justices had to say. >> and that is different from what we have in previous cases. >> well -- >> that changes the relationship of the federal government to the individual in a very fundamental way. >> we can compel people to do

things purchase insurance in this case, something else in the next case. >> can i tell you what the something else is while you're answering it -- the something else is everybody has to exercise because there's no doubt that lack of exercise causes illness and that causes health care costs to go up. >> i thought -- a major, major point of your argument was that the -- the people who don't participate in this market are making it much more expensive for the people who do. >> reporter: and that last voice was justice ruth ginsburg seemingly defending the mandate. in 2008 it cost the system $43 billion of uninsured americans. i'll have a breakdown of the numbers and the bill and this law rather coming up at 5:30. back to you. >> thanks delia. delia goncalves is live outside the supreme court this morning. montgomery county police

are investigating a dog attack after two teens were bitten by two pit bull terriers. they were attacked on boulder ridge terrace in montgomery village and officers tasered the dogs at first but then had to shoot and kill one when it kept acting aggressively regardless of being tased. one teenager was taken to the hospital but the bite wound is not believed to be very serious. arlington voters filled a vacant spot on the county board. barbara favola resigned. here are the results of yesterday's special election. democrat libby garvey won with 49.2% of the vote. republican mark kelly came close with 43.5%. it is 5:04. time for the latest your money report now. >> be-year-old is here. -- and jessica doyle is here. >> stocks taking a breather after the biggest rally of the year earlier this week. you can see people you know kind of taking a break. stocks gave back some ground yesterday in trading.

and this morning stocks around the world are pulling back as well. now checking the numbers from wall street -- home prices around the country aren't looking so greet except for here and two other cities. bucking the national downward trend d.c., miami and phoenix where prices all went up in january. now at the same time home prices fell in most major cities. and that marks the fifth straight month that prices have dropped. if you're stressed out at work, you have a lot of company. a new survey by the corporation finds that more than half of employees say workplace stress makes it difficult to focus on tasks. 21% say they make errors or they miss deadlines. 15% have actually had conflicts with co-workers and superiors because of stress. and 14% said they'd missed days or been late to work.

neighborhood watch captain george zimmerman shot and killed him last month. however zimmerman's lawyer says martin attacked his client. the pilot who caused an emergency landing in texas yesterday is receiving medical attention. jet blue says the pilot of a flight from new york to las vegas started screaming the plane was going down and started ranting about iran and israel. passengers tackled the pilot when he started banging on the cockpit door. oh my. how would you like to be worth half a billion dollars? or close to it? no one picked all the six winning numbers in last night's $363 million megamillions drawing. that means the biggest lottery jackpot of all time is coming up. $476million. up for grabs this friday night. local college students are testing their knowledge in an effort to win big money for their schools. we'll have more on a national quiz championship coming up. >> and at 5:32.

good morning, welcome back to 9news now. 5:13 this wednesday morning. what a difference a few hours makes. as far as temperatures. we were almost freezing yesterday. now we're nice and comfortable. >> need a little jacket still i

think. it's in the 40s, we can take that. and normal low is 4 is. normal high is 60 and wore going to blow past that 60- degree mark in the next few hours, mid- to upper 70s for hours. so got a big smile on her face hearing that news. let's show you the bus stop forecast. it's -- it's low right now but it's creeping up and that's going to be a problem at the threat of some showers and potential of some thunderstorms this afternoon. temperatures mainly in the 40s and a couple of spots that dip into the upper 30s but it is much warmer. and generally clear skies. there's some high clouds out there though with sunrise this morning at 6:58. this afternoon, we are going to see sunshine. give way to a few clouds and even a few showers and thunderstorms from mid to late afternoon. some of the storms could be on the strong side. not expecting like this wall of storms to come toward us but what does pop is gusty winds and even some small hail. southwest winds today 15 to 20 miles per hour. right now we've got mid 40s in

we're seeing this front right now. that colder air is going to be dragged to us again tomorrow and friday. we'll be back in the 60s. storm system here south of james bay dragging this cold front south of chicago through indianapolis. coming up toward toledo and land this morning -- cleveland this morning. out ahead of it though a line of thousands and storms will push through oh southwest pennsylvania midday and head to us for the middle of the afternoon and the latter part of the afternoon. and some of these showers and storms as i said could be on the strong side. we'll be watching that for you and of course we'll have more throughout the day and topper this afternoon and this evening. 75 degrees will be our high. some areas west could be in the upper 70s with the breezy conditions. tonight we're dropping into the upper 40s and low 50s. 61 tomorrow. it will be breezy. northwest winds will keep us cool. even on friday. 64. clouds increase late and a few showers by friday night into saturday. sad mid 60s -- saturday mid 60s. warm and breezy monday before showers return on tuesday. it is 5:16.

speaker has laid off about a third of his campaign staff including his campaign manager. mitt romney stopped in maryland last week, rick santorum has not stopped in maryland recently. and locally the fight for the democratic nomination in maryland's sixth district is heating up. garagiola and delaney lead a pack of democrats in the race. roscoe bartlett is the incumbent but the district was redrawn. expect one more big day of protests outside the u.s. supreme court. that's where justices are hearing oral arguments over president obama's health care reform law for a third and final day. and some of the exchanges tuesday have analysts guessing the law could be in trouble. 9news now reporter delia goncalves is live outside the supreme court with details, good morning delia. why do they think it's in trouble? >> reporter: good -- well, you know there was some heated exchanges yesterday but we should remember that a decision, a final decision, won't come down until june but

of course that being said, five of the conservative justices yesterday did seem to express some concern that government could be overstepping its bounds. the government talked about the potential slippery slope here. we're talking if government forces you to buy health care what's next? but the administration says the estimated 31 million up insured americans -- uninsured americans burden the system. in all, the u.s. health care spending topped $2.6 trillion. that's about $8,000 per person. >> very obvious that if this law is unconstitutional, that tomorrow somebody could come in and attack social security. >> on average, the increase in family premiums just to pay for the uncompensated health costs of the uninsured is more than $1,000. so in effect they're saying we're going to foist the bill on you. not on us, and that's why this really should be a matter of

individual responsibility. >> the cost of uncompensated care is less than 2.5% of total health care spending if you're really worried about cost shifting look at the government programs of medicare and medicaid which are far greater shifters of private costs to those. >> reporter: so late today the question that the justices will examine, can this law still survive without the individual mandate? we'll have answers from both sides coming up at 6:00. andrea back to you. >> all right delia with that update from outside the supreme court building this morning. a septic system bill championed by o'malley has been approved by the state senate. it limits where and how new septic systems can be installed specifically in rural areas. governor o'malley believes the bill will help reduce pollution in the chesapeake bay. the bill now heads to the house. slow down and it might save you some money. here's why. d.c. mayor gray wants to expand

development and design in medical devices our main areas are neurodiagnostics and prosthetics. we currently design a small flexible battery that goes into prosthetics. >> something that goes on the arm of o prosthetic and that's right there -- >> exactly. it goes along the length and people have been really liking it. we've had about a dozen patients so far. >> now as far as the health care law is concerned, you said it actually is helping your business. how is that possible? >> a yes, we qualify -- oh yes, we qualify for a tax credit this year because we're a small business. we have a small amount of employees and we get a tax credit back on a portion of the health care that we provide for our employees. and it really helps for a small business like ours. >> i know you have under ten employees and when you start to get some of the money back, first of all, can you give us a ballpark on how much it is and where would be reinvested sort of in the business? >> this year we're going to get between $3,000 and $4,000 back and in 2014 i believe it jumps

up to even more, over $5,000 with the levels we're at right now and we can invest that back into our own company in a variety of ways. it would actually cover a summer intern for a whole summer. that amount. >> so and then subs wently if this -- subsequently this if continues on into 2014, that translates into two, two interns or reinvesting the money? >> probably about two interns or more development into our products and our research. >> so now, in your experience have you spoken to other businesses that have maybe more employees that sort of feel the same way or are you pretty much privy to the interest in your own business and pretty much know that you guys do it a certain way? >> i've talked to other businesses about it. i think it's a great thing that small businesses like ours should take advantage of. >> thanks a lot for joining us. dan from infinite biomedical technologies out of baltimore. here's a closer look at what both small business owners we

spoke with are saying about the health care law and how it affects their bottom line. small business owners with fewer than 25 full-time employees and they pay an average salary of below $50,000 and cover the costs of 50% of the health care costs for employees is eligible for a tax credit. that covers up to 35% of the employer's contribution, that's through 2013. in 2014 that tax credit goes up to 50% for two years. if a small business owner has between 25 and 49 employees they are not eligible for the tax credit but still have to provide the coverage, that's why you hear some businesses griping about that. if health insurance is not provided the business owner has a pay a penalty of $2,000 per person per year after the first 30 employees. now let's take another look at the question of the day --

millions of photographer are at -- dollars are at stake for colleges and universities around the country in the honda campus all-star collage. in its -- challenge. in its 23rd year the quiz championship has students vying to win money for their schools. we have allen rinne ronald from howard university and jafar from udc here to tell us more about the competition. gentlemen, thank you for joining us. the competition runs march

30th through april 3rd. that's right smack dab in the finals of march madness. this is the academic version of march madness. jafar, tell us about this competition. >> well, this is a team based trivia game that tests your knowledge in several fields like mathematics, science, history and arts. >> go ahead, i'm sorry. >> and that's about it. >> and allen, this is specifically targeted to students who attend historically black colleges and tell us why it's important that honda has taken this on as a funding source. >> well, really honda has been doing this for a long time. making sure that they support hbcus, they invite them out and continue to see the best and brightest minds and affiliated with them and doing great stuff and especialfully academics focusing there. >> how large a prize can you get in something like that allan? >> i mean, as many as $20,000

for a school at a time. you know, more and more honda has made sure that they give money to the schools and we won, word in our history you know over a -- howard in our history over a quarter of a million dollars for howard university. it's been a long time. >> wow, top that jafar. >> the university of district of columbia has been participating in the competition for a long time and won several grants, we're looking forward to placing very high this year and topping howard university. >> tell us about the team. we have just about 45 southbounds left. off strong -- seconds left. you have a strong team? can you take howard? >> we have a very strong team this year and we're very confident in our position this year. and we're looking forward to a good strong showing this year. >> howard, you placed in the finals before. it's not just udc, it's a lot of other schools from around the country. are you up to it? >> we're up to it. you know we have a great team. we've got a diverse knowledge base and i'm looking forward to the competition. so you know -- >> is this the kind of thing where you see members of the
