hello, thank you for joining us, i'm jc hayward. the supreme court opened its third and final day of hearings on the healthcare reform law. ready now to hear arguments about two very different issues, one deals with the laws

called to expand medicaid and the other looks at how much of the law could stand if one part is found unconstitutional. danielle nottingham reports now from the supreme court. reporter: demonstrators poured into the plaza in front of the supreme court, sounding off about the healthcare reform law. >> the affordable care act is a step in the right direction. reporter: the justices are looking at two issues today, the first is whether the high court would have to strike down the whole law if the justices decide the part that requires americans to purchase insurance or pay a penalty is unconstitutional. tuesday justice anthony kennedy, a key swing vote on the bench, wanted to know if that part of the law goes too far. >> that is different from what we had in previous cases and that changes the relationship of the federal government to the individual in a very fundamental way. reporter: the second issue before the court is medicaid. the healthcare law expands the

program to provide coverage to more low income americans. attorneys general from 26 states filed suit, claiming that the government is forcing them to expand their state medicaid programs and spend millions of dollars they don't have. >> when we started this, as we said, we firmly believed in states' rights, and the limited power of the federal government. reporter: but lawyers for the obama administration argue the expansion won't cost the states that much. they say the government will cover the cost of new medicaid patients through 2016, and after that, it will pay 90% of the cost. danielle nottingham, cbs news, the supreme court. reporter: yep. just came out of the arguments and the discussion this morning about severability. no, we are not talking about

cutting anybody's heads off, we are talking about whether one part of this bill fails, if the individual mandate is found by the supreme court here to be unconstitutional, whether all the other parts of it fall or whether some part falls or whether the whole rest of it stands. a whole lot of moving parts and we're trying to discern the gears, but it seems from the questions that we heard in the chamber just a short time ago that the justices will likely fall some place in the middle. we actually had justice scalia who has been one of the deepest skeptics most likely of this individual mandate who said to the lawyer who was arguing that the whole bill should fall if the individual mandate is declared unconstitutional. and he said you're saying if we cut out the corn husker kickback which was a teeny tiny part of this bill that provided

a bonus to nebraska residents, that the whole act must fall, that cannot be right. so it appears from the discussion in there that the justices are unlikely to strike down the entire law, but it does seem that if they find that the individual mandate is unconstitutional, they will strike down a couple of the key points of this, what they call community rating and guaranteed issue. that means that it doesn't matter if you're sick or not, you're still going to be able to get insurance under the obama care and it doesn't matter if you've been sick or not, what your insurance price will be, what your premium will be, those are two of the most popular things here, and it seems that if they declare the individual mandate unconstitutional, they are also like lie to -- likely to strike down at least those two. jc, back to you. >> thank you very much. we're following breaking news about a white powder at a

government federal office. hazardous materials experts have shut down the 10th floor of an office building at 601 indiana avenue northwest. there are reports that one person was directly exposed to the substance and that person is being checked by medics. right now decontamination efforts are under way as investigators try to identify this powder. well, you may want to enjoy this beautiful weather while you can. we're going to take a live look at the washington monument. there's still a few cherry blossoms out there. perfect day to grab lunch outside. but that could change. let's get to howard with the forecast. howard. >> jc, we got a concern this afternoon for some thunderstorms that could be coming here and they could be on the hefty side. we've been watching strong ones across pennsylvania, southeastern ohio, extending up toward new york. but it's really been in this part of the world where we've had some hail reports and a lot of lightning. going to switch it up just to the doppler radar from this region, and you can see the strong line of storms coming

toward wheeling, west virginia now, south of pittsburgh, approaching the pennsylvania turnpike. this is all sticking off to the south. in a few more hours it'll make it into maryland and northern virginia. could be a problem around here for the mid to latter part of the afternoon. i've added the lightning, and a couple of things you're going to notice, there seems to be a lot less of it here in the last half hour. we've seen this line weaken some. the air around us is kind of dry. there's not a lot of low-level moisture, but there is plenty of dynamic energy with this. the storm prediction center has us, at least west of 95 in the slight risk area for severe weather. a main concern, any storms we get could have some damaging wind gusts, hail would be a secondary concern, but this area goes all the way back toward kentucky. so for the afternoon, well, we're going to warm up into the 70s, mid-70s. that's going to help, that threat for some isolated to scattered thunderstorms through the early part of dinner, but by 9:00 we should be done and in the upper 60s. i'll be back with the full forecast in a few minutes. jc, back to you.

an 18-month-old boy is back home with his mother right now. he was found at the scene of a double shooting on tuesday in prince george's county. according to police, a gunman shot two people yesterday afternoon on riggs road near university boulevard in langely park. now, those men were hospitalized. a short time later police found and arrested the suspect and another man in a car in chillum, and also inside that car was the toddler. the child is okay. police are not sure exactly how that child was connected to the men who were arrested. we're learning more about the shooting death of trayvon martin. the lead investigator wanted to charge his suspected killer with manslaughter. the florida state attorney's office said there was not enough evidence to lead to a conviction. meanwhile, martin's parents are on capitol hill. >> i would just like to say that of course my heart is

broken, but it breaks even more to know that we have not gotten justice yet and that this man has not been arrested for shooting and killing my son. >> martin's parents attended a hearing on racial profiling. meanwhile, we are hearing more from supporters of the neighborhood watchman who killed martin. george zimmerman's attorney says that the killing was in self defense and he says that martin attacked zimmerman first, breaking his nose, adding that there is physical evidence which will prove the case. an attorney for martin's parents denies those claims. imagine being on a cross country flight and all of a sudden your pilot begins to freak out. that's exactly what happened on a jetblue plane on tuesday. the pilot started yelling and banging on the cockpit door. here's more on how passengers

managed to take that pilot down. reporter: the pilot who caused the mid-air chaos on jetblue flight 191 could be the first airline captain charged with interfering with his own flight. >> please, everybody [ indiscernable ] reporter: passengers say the veteran pilot clayton osbon had a mental break council, running down the aisle rant bg a bomb and screaming they're going to take us down. the 49-year-old captain became i rate after the copilot locked him out of the cockpit. >> he's banging on the door, yelling yelling at the first officer, i think his name was steve, you know, bring it to idle, we're going down, we're all going to die, pray to jesus. reporter: passengers took action when a flight attendant couldn't calm the pilot. >> four of us just jumped up and grabbed him and pulled him away from the cockpit door and he started ranting about iraq, iran, they're going to take us down. >> we had no other option but to physically restrain this individual on the ground until the plane was safely landed.

reporter: the crew brought in an off-duty pilot who was on board into the cockpit to help with an emergency landing. >> it's an mental at this time. we're going to need priority at this time. reporter: the jetblue flight from new york to las vegas landed safely in texas and osbon was taken into custody. in a tv interview, the president of jetblue says he's known osbon for years and that nothing in the pilot's record would indicate he would be a risk on a flight. begat sheban, cbs news. >> the passengers were interviewed in texas before boarding another plane to las vegas a few hours later. still to come when the news continues, some of baltimore's oldest landmarks are now up for sale. find out who may purchase their own piece of history.

soon you could have a chance to own a historic building in baltimore. the city is considering selling or leasing about 15 landmark sites. mayor stephanie rawlins blake says selling the properties could beef up the city's budget. now, some of the properties are abandoned, others are old and dilapidatedded. among the properties being

and trained in texas and they worked for private contractors in iraq to sniff out and clear land contaminated with mines in baghdad and southern rue mal la. -- rumala. there's no clear way to pinpoint how many lives these dogs have probably saved, but undoubtedly they have. and for the service that they've provided for americans, it's only fair that they get the royal treatment for their retirement. >> we're hoping that bleak, milish, mesaw, niro and rocky get great new homes. thank you, fellas. let's get the forecast. >> yeah. it's not bad out there. warming up nicely. a little breezy, but this afternoon we got a balance going on here because you got a line of storms coming in, but the air is kind of dry, so there's not a lot of moisture to work with. however, any storms that we can get going and sustain coming out of pennsylvania, well, the support for them is pretty good. that's why we've got a concern that we could have a few -- not

a lot, but a few thunderstorms this afternoon. here's a look at the day planner. we're going into the 70s as opposed to yesterday when we stayed in the 50s with a 1:00 temperature upper 60s. we're in the mid-60s now here in d.c. we'll get toward the low 70s here, if not mid-70s by 3:00. and by then we'll start to see some showers and storms. they're going to move in from northwest to southeast. there'll be around i think in spots for the afternoon rush. by 7:00 here in the district, we're probably seeing this line south of us, but they will still be bothering folks in southern maryland, fredricksburg, that part of the world. by 9:00 we're in the upper 60s, winds starting to turn towards the west. they'll be northwesterly tonight bringing in some more cool air. we're looking at this line of showers and thunderstorms. you see the last lightning. south of pittsburgh, we're still going with the thunderstorms here. one-inch hail south of pittsburgh earlier today. this line continues to move toward the south and the east, almost to jpmorgan and parkers -- morgantown and parkersburg now, a little lightning popping into southeastern ohio as well. this is what we want to watch. want to talk about the dewpoints, how much moisture is in the air.

look at the numbers. the numbers in the 30s, air is relatively dry. and now some 50-degree dewpoints, we're starting to see a little low level moisture, but we're going to see how much of that we can get to feed into that line of storms because the higher the dewpoints, well, the stronger those storms could be. temperatures already 72 in winchester. cumberland with the downslope, 77 degrees. but we're sitting in the mid- 60s. some spots obviously will get close to the 80-degree mark. in d.c. about 75 or so. you're looking at some high cloudiness out there, so some hazy sunshine on our michael and son weather camera with 64 degrees. dewpoints up to 40. this thing was in the teens yesterday morning, so it's climbing, even in the 20s this morning, and a south/southwesterly wind on the brisk side at 15. some of the gusts have been in that 20 to 25 range. this afternoon there's the storms, it's actually up here in canada, trailing the cold front through ohio and pennsylvania, back toward areas in kentucky as well. so from eastern kentucky through our neck of the woods, west of 95, that's where we've got the threat for the severe

weather from the storm prediction center. hail being a minor concern, damaging wind gusts with these storms being the more major concern. here's that line about 3:00, still north and west of d.c. it'll be coming through in the afternoon. look, it's kind of breaking up. so what we see is going to be some broken line of storms, but some potentially strong ones here fot for the afternoon and early evening and then cooler tonight with those northwesterly winds moving in. here's the forecast, mid-70s in d.c., some spots west near 80 with a few strong thunderstorms, kind of breezy. tonight we're down into the upper 40s and low 50s. winds go northwest 10 to 20. tomorrow breezy and cooler, high 61. friday 64 with some clouds increasing in the afternoon. i think by friday night into saturday a few showers around. saturday in the mid-60s. sunday and monday dry and warmer. look at that by monday, we're back to 82. we're going to the kitchen. passover just a week away, we'll have experts tell us about it when 9 news now returns.
