school. police, canine units and bomb robots took hours to sweep the school for possible devices. the robots also had to inspect items found in front of the school before police could give the all clear which was after 10:00 a.m. in the meantime parents were wondering exactly what was going on. >> i have three kids in the high school. i just brought them here this morning at 7:08. there was police all over. i say what's going on. they say at least two-hour delay, at least two-hour delay. >> reporter: did they tell yu? >> no -- tell you why? >> no. >> because buses that take students to the high school also go to middle and elementary schools, that meant another 18 schools were affected. parents at the affected schools who are registered for emergency alerts received e- mail and also got voice mails by 9:00 a.m. that threat is still under

investigation. an administrative law judge has ruled that virginia tech did not violate federal law the morning of the 2007 massacre. if his decision is upheld, that means virginia tech will not have to pay $55,000 in fines. the u.s. department of education levied the fines after determining that virginia tech violated what is called the clary act. but the school said school administrators did not wait too long to issue a timely warning about the first shooting that occurred that morning in a campus dormitory about two hours before the classroom shootings where 30 more people died. it's been nearly three weeks since a mother of six was brutally killed by her estranged husband. now her family is fighting to protect victims of domestic violence. delia goncalves has that story. >> she was so scared and she

asked the police officers am i doing the right thing. they said yes, you are. >> reporter: despite that reassurance, heather mcguire was viciously attacked and killed just days later. police say her soon to be ex- husband philip gilberti woke her from her sleeping bed, beat her and drove her van down connecticut avenue in kensington. he shot her in the head leaving her to die in the middle of the street. >> the last text she sent me she said mom, i think he's going away for a long time now. >> reporter: gilberti has a long and violent criminal past with several restraining orders filed against him. when police finally cornered him later that night, he took his own life. >> i just feel that the judicial system absolutely let her down. >> if they don't change anything, then everything is going to stay the same. how many more people are going to die? >> reporter: today mcguire's friends and family members, including two of her children

rallied outside a montgomery county courthouse where they say the judge made a deadly mistake when he let the repeat offender back on the streets. >> he is a good judge. unfortunately it's come to my attention that the computers in the courtroom were down. the criminal history of this guy was not available to the judge. >> reporter: mcguire's family and friends have started a petition on change.org to strengthen maryland's stalking laws. they're also hoping for a judicial review in the next for weeks. in rockville, delia goncalves, 9news now. if t could be weeks before a special prosecutor in florida decides whether action will be taken in the death of 17-year- old trayvon martin. the newest video from sanford, florida is raising questions about exactly what happened. the surveillance video shows george zimmerman at the police station the night that he shot and killed martin. zimmerman says that he was attacked by trayvon martin and that his head was beat into a

curb. but the video does not show zimmerman bloodied. a police report, however, says that zimmerman had a bloody nose. the funeral director who prepared martin's body said it showed no signs of a fight. now zimmerman's brother is offering a message to trayvon martin's parents. >> i can't speak for george. this is a tragedy. her son was lost. i feel very badly about that. and i want in the end not for her son's memory to be seen as how we degraded our system and turned into mob rule and went into a hate speech. >> are police released zimmerman from custody. while some officers wanted to charge him, prosecutors decided to wait till a grand jury could hear the evidence. that is expected to happen next month. today the supreme court

justices are deliberating the health care reform case. the nine justices heard arguments for three days this week. our partners at "u.s.a. today" report that they are meeting today in chief justice john roberts' chambers to discuss the case. when they are done, they will vote on it in order of seniority. they will decide if they should take up the case in the first place, whether the requirement to buy insurance is constitutional, and if that requirement is struck down, will the entire law have to go? we do not expect to know what they will have decided until the rulings are released in june. we should know within the next hour or so if teachers in frederick county, maryland have followed through on their threats. they vow to work to the rule beginning today. that means no work or help for students during lunch or after the teachers' school day ends. teachers are upset with the county board of education for

rejecting a cost of living raise of 2% to 3%. an investigation is under way into what caused a train derailment in jessup, maryland. it happened early this morning inside the csx rail yard. two trains collided while maneuvering on the rail line. only the conductors were on board and no one was injured. the impact did take down some telephone wires. emergency crews determined that no hazardous materials were involved. there could be many more victims of a northern virginia teen prostitution ring. so far five alleged gang members have been arrested over the last few weeks. prosecutors say that the men recruited 16 to 18-year-old girls at school, at metro stations, and on a facebook page. the facebook page appeared to belong to a teenage girl but investigators say that the defendants were behind it. >> they would say to them hey,

you're pretty. do you want to make some money. through flattery and coercion and threats of violence, they would lure these young women into acts of prostitution. >> prosecutors say that the men who are involved beat up some of the girls who tried to quit. the investigation started four months ago thanks to a very vigilant parent. police say that parents should discuss this case with their teens because they may know more about victims. today the d.c. health department is announcing which companies will be allowed to grow medical marijuana in the district. six companies have been selected from dozens of bidders, including a firm partly owned by former talk show host montel williams. it gives three months to grow and harvest the marijuana. and then it is sent to one of five distribution centers. have you bought your ticket yet? tonight's megamillions lottery jackpot is set at a world

that nonprofit. i'm delighted that you are here because we're going to talk about the dream act referendum. earlier this week, i had an attorney here, and he was talking about the dream act. i'll let you explain exactly what it is. he was for it. you are against it. why? >> we view -- [indiscernible] -- we view it as another program that governor o'mally is pushing to sign into law to help those that have no legal or moral right to be in the state of maryland. taxpayers right now are struggling to pay mortgages, send their own kids to college. there's no reason why the taxpayers should have to pick up a significant portion of the tab to help illegal immigrant students get in state tuition. they really should be paying the rates that international students pay or a student from new york or new jersey going to the university of maryland would pay.

>> the attorney that was here actually said well, they're not illegal. and you say? >> oh, my god. of course they are illegal. they came into the country without as they say undocumented. they were not born here. their parents were not born here. so, yes, the legal definition of -- i wouldn't hire this lawyer but they are illegal aliens and subject to deportation. another reason why we're opposed to the bill, they can get college educations right now if the illegal immigrant student decides to go and pay the full out of state rate. the problem is it's a bad investment. can't work legally after you obtain the degree. can't vote in maryland because it's illegal for noncitizens to vote, and you can't even get a driver's license in maryland. so why would as a taxpayer, why

mid-50s by 1:00. a little bit -- i think we'll get to maybe low 60s by late this afternoon. again, we'll see generally mostly cloudy conditions. a slight chance for some sprinkles here and there. here's a look at the doppler. you can see around the d.c. area and points basically west and north looking at some light scattered showers, maybe through winchester and leesburg. just crossing over 81. impacting parts of the baltimore area. but a lot of this is really light. not all of it hitting the ground. right now temperatures in the lower 50s at this hour. 40s for frederick. hagerstown 44. manassas in the lower 50s. tappahannock 58. fredricksburg, you're already almost up to 60 degrees at this hour. the satellite and radar picture showing us a little disturbance. a lot of it losing its steam as it's coming over to our area, but with that and the cloudy conditions, we're looking at still chances of sprinkles this afternoon and through this evening, but nothing heavy duty. you can still be outside if you want to get that evening walk
