delia goncalves is outside the board of elections with more information. >> reporter: it was a very late night for folks at the board of elections inside judiciary square. they return dad to count the thousands of absentee and provisional ballots that will eventually decide the at large council race. you might say the low voter turnout at a mere 15% contributed to the results. sekou biddle said those who cast ballots were sending a message. >> i think a lot of people want to believe they can have elected leaders that aren't constantly going to be caught up in this mess. >> reporter: councilman vincent orange has been at the center of a campaign controversy. >> the powers of beale that really want to deal with ethics, then they should join me in promoting my bill to ban corporate contributions. >> reporter: the scandals that embroiled the council did nothing to oust most of the

incumbents. mayor barry soared to victory. in another hotly contested race, john delaney won the democratic primary in the redrawn sixth congressional district in maryland. he faces roscoe bartlet. >> we told voters the truth. the voters in the sixth district of maryland got it. >> reporter: officials expect just as many provisional ballots. the count will likely take ten days. at judiciary square, delia goncalves, 9news now. let's turn our attention to the republican presidential race. mitt romney won yesterday's contest in maryland, the district of columbia, and wisconsin. but out of those, the badger state was the big prize. romney won by five points over rick santorum. so he is now focusing on november while rick santorum is focusing on the next primaries.

minor injuries battling a blaze in southeast this morning. the flames broke out in the 500 block of lee balm street southeast. there were no injuries but authorities are investigating to determine how that fire was started. thousands of residents in the dallas-fort worth area are surveying tornado damage. many lost everything when a wave of violent twisters barreled through. susan mcginnis has the latest now from forney, texas. >> reporter: home after home in lancaster, texas is ripped to shreds. one tornado picked up a pair of cars and slammed them into the living room of a house. more than 500 homes are damaged or destroyed in the dallas fort worth area despite all the destruction there are only a handful of injuries and no deaths. >> amazing that we're still living. just undescribable. undescribable. >> reporter: the national weather service estimates as

many as a dozen twisters touched down in north texas. >> i will never forget that. >> the house is gone. >> reporter: this was one of the tornadoes in hard hit forney. >> holy molly. holy molly. >> the fact that everybody that woke up in forney yesterday morning is still alive today in forney, that's a real pressing. zero fatalities. >> reporter: twisters cut paths of destruction that are often cruel and indiscriminate. this home was destroyed while the one next door and others nearby suffered far less damage. in arlington, sandy cooper is walking the streets collecting photos that are scattered everywhere. >> i'm gathering the memories of the people that may not be able to find them. >> reporter: many homeowners are not allowed to return home because of safety issues, but crews are beginning to clean up debris, a process that could take weeks. susan mcginnis, cbs news, forney, texas. officials at the national

weather service say that april is typically the worst month in tornado season. yesterday's outburst suggests that this year's tornado pace will be above average. at college -- ed college says it's closing three campuses. it has provided training for students wanting to enter the medical profession for nearly 30 years. authorities say the schools are shutting down because they could not gain recertification to participate in federal financial assistance programs. the university of maryland student accused of making threats against the campus is out of the hospital. 19-year-old alexander song of fullton, maryland is accused of going on websites last month and threatening to go on a shooting rampage. he underwent psychiatric evaluation. when he was released from the hospital yesterday, police arrested him. he was released on his own recognizance but is banned from

the maryland campus. today the megamillions lottery drama may calm itself because a prominent baltimore lawyer says that he has been in contact with mirlande wilson, and he may make an announcement today. wilson is the baltimore woman who says that she has one of the three winning tickets for last friday's $656 million jackpot. wilson's co-workers meanwhile at mcdonald's are on record saying that the winning ticket is part of a pool of tickets that the group purchased. wilson disputes that claim. so far no one has actually stepped forward with a winning ticket. this time last year the new dr. martin luther king, jr. memorial on the national mall had not opened. so today will be the first time for a ceremony marking the anniversary of dr. king's assassination. the civil rights leader was shot and killed at a memphis hotel on april 4, 1968.

every so often we hear about regular people doing amazing things under itself most intense pressure. it happened this week in wisconsin. bob ore has the story of one woman who saved herself when her husband became ill while in flight. >> reporter: helen and john collins were married for 58 years. when visiting family, they often didn't drive. they flew in a twin engine cessna like this one. john was an experienced pilot averaging 250 flight hours each summer. but late monday afternoon while flying to see one of their sons, something went terribly wrong. helen realized john had lost consciousness. with little flight experience of her own and none with this particular plane, the 80-year- old woman took over the controls. captain chesney sullenburger knows something about dangerous flights and emergency landings.

>> she obviously paid attention when her husband was flying the airplane and was able to master her feel. >> reporter: she called 911. >> they said there is a lady up in the airplane. her husband was the pilot and she thinks he had a heart attack. >> reporter: helen was circling at 2400 feet over northeastern wisconsin when robert, a licensed pilot flew to her rescue. >> as i was coaching her through the configuration change we call t putting the flaps down, the gear down and adjusting the power, i was doing the same in my aircraft. >> by flying in formation and keeping his airplane near hers, he would be able to judge her speed and altitude and desent by watching his instruments without having her have to tell him what hers was. that was a critical point in this. >> reporter: he coached her through several practice runs before she headed for an emergency landing. after a bumpy touchdown, helen's plane skidded across a

thunderstorm later this afternoon as we look toward the south, especially for that to happen. by 7:00 we're starting to clear out a little bit, 17. by 9:00 partly cloudy, 65. we're going down into the 40s tonight, maybe upper 30s. so some cooler air moving in. we won't see 70s for a little while actually. looking at the doppler over the last couple of hours, we see the showers coming in from west virginia into virginia. the northern extent of this is a little deceiving because a lot of this is not reaching the ground. in fact, going to show you live doppler 9000hd. we shoot off to the southwest. we're not picking up anything north of interstate 66. at the west end of 66, when it gets into fauquier county south and west, much of this through the park here n. is where we're seeing the showers. there was one other shower and unfortunately it's kind of hidden behind our little banner there. through fredricksburg, coming out toward king george county. just a couple of sprinkles. that is it. otherwise relatively quiet and warm. we're 70 here in washington. off to the south mid- to upper

70s now fredricksburg to the tappahannock airport. hearing from jan, in the upper 70s with 60s to the north. winchester 68 and gaitsersburg 66. -- gaithersburg 66. cloudy skies in washington at this noon hour. 70 degrees. dew point is at 49. that's coming up but the winds a little breezy out of the north, northwest at 17 and these winds are a little bit more than i thought. i thought they would be closer to 10, 11 miles an hour or so. yeah, a bit breezy out there. nationally, though, well, we're going to watch some big storms in louisiana. this is the system that brought that tornadic thunderstorms through dallas yesterday and thankfully we don't have any reports of deaths. lots of damage. you saw the trucks flying around in some of that video. it was amazing. what's left of the storm complex coming off of louisiana. some of this stuff is going to refire to more severe weather this afternoon but it's not going to be near us. in fact, it looks like the bulk of this rain is going to stay

south of us or maybe even south of interstate 64 which is where we're seeing the severe weather threat. here's richmond back towards charlottesville. you. you have to get down toward roanoke for the threat. what we're going to look at around here are the showers that are going to be riding east, southeast. mid afternoon they're getting into northern and west virginia. they get pretty close. they'll come across parts of northern virginia, maybe prince george's county, calvert, st. mary's county but north of town, i think your shower threat is just not there. you have to go south for the better rain chances. this stuff will clear out pretty quickly tonight. by midnight it's gone. skies are clearing. we stay generally clear overnight as the cooler air works its way in. tomorrow partly sunny to mostly sunny, especially the farther north you go with a few more clouds down south but no rain is moving our way. temperatures get into the low 60s. then another system passes by friday morning well south of us. that will drag in some more cool air and keep us seasonably

cool for the next several days right through the weekend and even into next week. as we look at the forecast going into friday night and saturday morning, it's all quiet. here's a look, though, as we check out the next three days with temperatures in the mid- 70s today. we could be near 80 in some of our southern suburbs. tonight 40s to the upper 30s. the north wind continues 10 to 15. tomorrow a cool day, 62 but friday even cooler, 60. by friday morning probably have 35 to 40 in most locations. looking ahead for the holiday weekend, saturday, easter sunday and saturday into the 60s but upper 60s on sunday. could be a shower sunday night. by monday and tuesday, more cool air and mainly dry conditions continue. we're going into the kitchen. 9news now at noon returns in just a moment.

i am in the kitchen with the general manager jeffrey goldstein and also the executive chef and they have a restaurant out in olney, maryland. it is called taste mese and they do homemade dips to seafood to soup. really a taste of the mediterranean. so today i'm going to ask the chef what are you preparing? i see something that looks like- -

>> scallops. >> yes, they look delicious. what are you doing today? >> scallops. we have an or zoe cake which is pasta -- orzo cake which is pasta. >> you gave me the recipe. >> yes, we have the recipe for you. >> what did you put in the cakes? >> peppers, onions, rosemary, cilantro and one egg. >> while he's doing that, i'm going to ask you to tell me a little bit about the restaurant, how old is it, how long has it been there? >> we've been in olney for 14 months. celebrated our year anniversary a couple of weeks ago. it's a small -- we do live jazz entertainment every saturday evening from 7:00 to 10:00, a good time. wednesday night wes have promotions as -- nights we have promotions as well. it's a quaint restaurant. you can sit, relax, have a
