this is 9news now. shock and mystery surrounding a jaw-dropping announcement made by howard university officials today. athletic administrators say they have imposed a penalty on themselves as they investigate possible ncaa rules violation. >> but they aren't saying much else.

our ken molestina has been following this. >> reporter: the headline has stunned this howard university campus. the howard community and quite frankly college sports throughout the country. but tonight university officials are refusing to elaborate on what exactly is behind the self-imposed penalty. confusion and awe struck on howard university's campus. a spokeswoman saying they are investigating possible rules violations set forth by the ncaa. >> that's a pretty big deal. >> reporter: a statement released by dr. hamilton confirmed the university, quote, temporarily withheld a number of student athletes from competition as a self-imposed action. what for, they aren't saying. also not being disclosed is the number of student athletes and programs involved. it's rumored that some athletes may have misused vouchers for books and school supplies but that hasn't been confirmed. >> i don't really know the extent of the allegations of what's going on, but i would

say that it's a lot of students that are here. >> reporter: the concern now concerns the future of the athletic program as a whole. the news of the investigation is hitting some like a bomb he shell. >> take a knock at a school like that, students won't be able to stay, and potential new students won't have the money to pay fort. >> we're not employ anyway, so i don't think the community will care but it really will be a debt trimeant to incoming students. >> reporter: a spokeswoman did say they did not expect the current schedule will be impact by these penalties. she also added they hope to resolve this matter quickly. we reached out to the ncaa to comment on this. they said it was not in their place to comment because it is in fact being handled by the university and not by them. we will stay on top of it and keep an eye on the developments

with this story. ken molestina, 9news now. new at 11:00, a woman in mississippi made some big news by saying her son in maryland it was winner of the mega millions lottery but that story that circulated widely on the internet now appears to have been a hoax. we tracked down that man in question in glen burnie tonight. he showed us what appeared to be a wing ticket but then he set's all been a practical joke and the ticket is not real. the baltimore woman who claims she does have a winning ticketing is no longer speaking to the media but she has hired a lawyer who told us he hasn't seen any evidence that she is, in fact, a winner. a virginia railway express train is behind schedule after just missing a man walking the tracks. it happened in manassas just before 8:30. firefighters say the victim jumped out of the way in time but hurt his back in froes. sky 9 was over the scene as crews flew him to the hospital. the train did not hit that man

but the whole incident caused a 20-minute delay. it was 44 years ago today that an assassin killed martin luther king in memphis, and all these years later official records of the investigations into that murder remain under seal, unavailable for any of us, records of how the government dealt with his growing popularity also remain locked up. well, on this anniversary gary nurenberg reports there's a movement underway to get those files released. >> reporter: half a lifetime later the images still haunt. in the 1970's a house committee ordered its files sealed for 50 years. >> there are also federal agency files, state and local files and police files, court- sealed files, even some international files that we think would be important to release on the life and death of dr. king. >> reporter: john judge runs the coalition on political assassinations. >> i think no question the government played a role init, and also the house select committee said that there was a probable conspiracy. >> reporter: a convict, james

earl ray, was convicted in the assassination and has since die. >> as the family of dr. martin luther king decided that james earl ray was not responsible for the death and that the testing of the rifle in the '90s showed that the fatal bullet did not come from that gun that was supposedly the one crude by ray in the case. >> reporter: visitors to dr. king's memorial on the mall on whether the records should be released. >> we always believe there's been some kind of conspiracy as to his death and it's time for a full release of all records spa. let's see what it is and make up our own minds. we're intelligent people. >> it would be almost impossible for it to be just one person. >> even if they show us no smoking gun we should own our own history and i think it's important for us to take that history back from the national security state and know what the government was doing and what it was thinking about dr. king. >> judge says that when similar

records on the john f. kennedy files were released they rewrote the history of the bay of pigs, the cuban missile crisis and the kennedy assassination itself. members of the committee have said they will introduce bills that would expedite the release but congress hasn't acted yet. >> let's hope they act soon. lawyers with a rockville man have a meeting with a judge to see if they can get the federal government to drop its lawsuit. 80-year-old dick rettis spends three days a we can outside appear planned parenthood clinic trying to persuade pregnant women not to get abortions. the justice department sued using a law that makes at crime to interfere with someone obtaining reproductive health services. the state of virginia says the courts will have to abide by adds 100,000 cap on damages in a wrongful death suit filed against virginia tech. the parents of two students killed in the 2007 massacre won

their suit. the parents asked to be awarded $2million despite a state cap on the damages. now the state is asking the judge to abide by that cap. you invest years of hard work, pay thousands in tuition, then you show up for class one day to find your college has suddenly shut down. well, that is the sad situation for students at the act college. all three campuses, arlington, alexandria, manassas shut down without warning. the school president blames it on the federal government. he says the department of education refused to release money to the college after an audit turned up problems. whatever the cause, the students and staff are distraught. >> we feel hurt, gyped, like that opportunity that you've been striving for, for so long, was ripped out from under you. >> we did try to get some answers from the college and the department of education but our calls were not returned. well, there is still one undecided race after yesterday's primary in the district, and there could be a recount coming to establish who

won. it is the race between vincent orange and biddle. as of this morning orange was ahead by 500 votes. >> absolutely i feel like a winner. i think we're in a great place. yesterday was a great day. we're now up by 543 votes. >> we are a couple hundred votes from win sighing feel pretty good. >> the board of elections will not declare a winner until april 13th. new tonight we're learning more about the man who opened fire at a california university killing seven people. a school administrator says juan goh was never expelled but he dropped out on his own and never showed signs of behavioral problems. today he confessed to the deadly shooting but has refused to say where he left the gun. he's now facing seven counts of

murder. timothy brown was the fiance of one of the people killed. >> i never thought in a hundred years that judy would be harmed going toly school. >> police say he was ainge drey because students teased him. a judge has ordered a psychiatric exam for the jetblue pilot whose bizarre behavior mid-flight prompted an emergency landing. that incident took place last month during a flight from new york to las vegas. the pilot, clayton osbon, allegedly made strange comments, strange enough that the crew locked him out of the cockpit and headed for the nearest airport. >> we're going to have to go into amarillo. declaring emergency at this time. >> passengers ended up restraining osbon. he was charge weed interfering with a flight crew.

today was the prosecutors who asked the judge for a psychiatric exam. they said osbon might be suffering from a mental illness and is not competent to stand trial. hundreds of families in suburban dallas are spending a second night away from their homes after tornadoes ripped across their state. the twisters tore off roof, tossed tractor trailers but did not claim a single life. the national weather service says as men as 13 tornadoes touched down in the northern part of that state. one of the strongest of them hit forney where winds reached up to 165 miles per hour. >> amazing video. no violent weather in our area. in fact, a pretty nice night. temperatures will be cooling down into the 40s as you are waking up tomorrow morning. expecting lots of sunshine. temperatures by 6:00, 45 to 50 degrees. it will be keeler, though. and i've got your easter forecast.

the final report on the death of whitney houston was released tonight. it says a spoon with a white crystal-like substance was found in the bathroom of the singer's hotel room. investigators could not confirm that substance wasco cain but the autopsy shows that drug was in her system when she drowned in that bathtub back in february. beverly hills police say the investigation is still open. as the bizarre drama of the mega millions lottery continues to play out, any number of you have taken to our facebook page urging us to stop paying attention to that kuky woman in
