from the investors. one of the few pieces for the legislation for the democrats and the republicans, what they have agreed to pass. they have details from the white house. >> reporter: the goal is to help the small businesses get bigger by making it easier for you to go public. but skeptics say that it will be risky. president obama used the ceremony in the white house rose garden to sign the jobs act into law. >> for start ups and job businesses, this bill is a potential game changer. >> reporter: it makes it easier for the companies to get cash. allowing them to raise money for members of the general public who could make the investments over the internet and through the social media. >> start-ups and the small business, they will now have the access to a big new pool of potential investors. and mainly the american people. >> reporter: the republican house majority leader eric canter stood with the president as he signed the bill. >> it is a straight up solutions-oriented bill. i hope that it will represent

the kind of bipartisan work that you can actually accomplish in washington over the next few months. >> reporter: the election year has made it tough for them to get anything. and the republicans backed up this bill in part because it will cut the government's regulations. opponents of the new law say that it will go too far. eliminating some of the rules that were put in place to protect the investors after the bubble bust in the 90s. but the white house, they insist that the investors will still have the protection. >> the websites where folks, they will go to fund all these start-ups and the small businesses, they will be subject to rigorous oversight. and the fcc will play an important role in implementing this bill. >> reporter: it will be unclear how many new jobs that the new law will create. and in this month, the house had vote on the 20% tax aimed at helping 22 million small businesses here in the u.s. back to you. >> all right. they published a study showing the number of start up

businesses declined last year. they hope that it will help turn the trend around this year. well, the maryland lawmakers are getting closer and closer to passing their state budgets. today, they sat down, trying to work out the issues for you and between each houses and the proposals. one issue remains though. how to ship a part of the cost to the county. the house of delegates would like to faze it in over three years. the lawmakers need to work out some kind of a deal to work out the first special session in two decades. new at 6:00, the major developments in the case of the abandoned baby who died this past january. the d.c. medical examiner has ruled that the baby died from the exposure to the cold. and police, they are now investigating it as a homicide. the baby was left on the sidewalk along channing street in northeast. the temperatures were below freezing and the baby was wrapped just in a towel. investigators, they believe that it was about one week old. guilty. that's the verdict. landed down by the jury to the 17-year-old accused in the shooting that was lead to the

23-month-old being shot in the face. it happened last august in prince george's county. we spoke to the toddler's mom just after the conviction. >> reporter: yesterday, a jury found the 17-year-old devin angel matos, a local boxer that was guilty of first and second- degree assault and the use of a handgun in a violent crime. >> mr. matos chose to shoot into an area with innocent people including e several children and unfortunately he was struck by a bullet -- several children and un. unfortunately he was struck by a bullet. >> reporter: the 2-year-old is lucky to be alive. an hour ago the doctor removed a breathing tube from his frailed little chest. >> that is a physical exam for you next week. they say that they will be looking good and growing good. >> reporter: the toddler was shot in the face as he played outside his apartment building last year. and he was caught in the cross fire of the gun battle.

>> just a tragic. but he is here, he is alive. that's the good thing. that's what's keeping them going. they survived this. when it happened, everyone thought the worst. because you know that will be so small. >> reporter: and he faces many medical challenges that will be a heavy burden to shoulder through the grown up. and alone, someone that has barely begun to live. >> doctors told them that the toddler will be facing as many as 10 years of surgery. meanwhile, he will be facing 75 years in prison when he will be sentenced in june. and armando trull, 9news now. >> the doctor will know exactly how many more surgeries that they will need as he begins to getted older. >> now, he is clarifying some controversial statements he made at the night party on tuesday. he was caught on tape saying, "we've got to do something about these asians coming in and opening up businesses and dirty shops. they ought to go. i'll just say it right now, you

know. but we need african-american business people to be able to take their place too." however, barry did not seem to back down from those comments. >> that's just what happens. i mean, you'll need to carry it out. 90% of it is all owned and operated by asians. too many of them don't participate in the humanity. they will come in to our community and to keep that going. and they had take the money and leave. we need to change that attitude. >> in a statement released late this afternoon, he tried to clarify his statement saying that his remarks were directed only at the, "less than stellar asian business men and not the community as a whole." well, someone in maryland

won the share of the megamillions jackpot, but the question is who? almost a week after the drawing, no winners have come forward. but still lots of drama as to who may or may not bed holding the winning ticket. and the maryland lottery is now left waiting and wondering. >> reporter: i'm scott broom where officials are concerned there mite be a winner out there who doesn't know it because there have been so many crazy unconfirmed reports of people claiming that they are the ones who won. it's been five days with no confirmed winner, lots of rumors. a haitian immigrant who claims that she won, but can't get her story straight. >> it is the real deal, okay? >> reporter: a man with a criminal record of falsifying documents, he showed off what looked like a winning ticket and then retracted and claimed that it was all a practical joke. the maryland lottery director is not amused. >> it will be important to us that all the information that's out there in the media that

they would have them discard their tickets. >> since no one has even approached us, we would encourage the people to look at their tickets, very closely for you. >> there are in baltimore, scott broom, 9news now. it turns out that they will not be alone in waiting for the true winner to show up. they were sold in kansas and in illinois and still, no one has come forward in either one of those states to claim their shares of the record jackpot. all right, what's going on out in the terrace, guys? >> it will be bright and sunny here. but still about 15 degrees cooler. temperatures will need to drop even more. that's why you have a freeze warning, in fact. we'll get to that in just a minute. but first, we got up to 61 degrees in town. a couple degrees shy of the average high of 63. and nowhere near our record high of 86 degrees. that was set back in 1910.

ever a group of residence will plan to go ahead with holding a vigil for trayvon martin next week, even though that the property owner has not approved of the plan. the vigil will be set for april 10 at 6:30 p.m. organizers say that they have contacted the property and management areas last week. but they were told that the time frame was too short. a father of one of the men killed in the deadly explosion at the upper big branch mine will now be suing. he filed a lawsuit today against the contractor

responsible for the safety examinations for the mine's owner. he says that the contractor, they are just as responsible as massey for the explosion. the son, josh, was among the 29 men killed when the coal dust and sulfur triggeredded an -- triggered an explosion two years ago from today. now, the mine will be sealed off permanently. the alpha natural resources now says that they will be filling up the two large entrance tunnels. they will expect to begin working on out there by this summer and the explosion at the upper big branch mine was the worse u.s. coal mining disaster in decades. coming up, the accusations of the falsified records and the illegal payments. so what really happened here at the college? we'll look into it up next.

illegal retentions of the financial aid fund. >> i would like to see the money trail and i would like to know where the money has went. >> this is a second day in a row when i have called e- mailing, even knocking on the doors of the headquarters. so far, no one with the school has responded. in arlington, kristin fisher, 9news now. now to a heads up for the drivers that will be using highway 355 in frederick county. starting tomorrow at 8:00 in the morning, the maryland state highway administration will close the northbound lanes at dr. perry road. and the crews will be working on the emergency e repairs for you on that side of the highway. and northbound and southbound traffic, they will alternate using the other lane. everything should be back to normal by 4:00 p.m. the bourbon sprawl appears to be on the decline for right now. and the new census numbers will shift there. for the first time in more than 20 years, the cities are now growing faster in the outer suburbs. in fact, they will show you the lower rates that have fizzled. well, experts say that one

reason for the shift could be the price of gas, which will now be nearing the record highs for you in the district. here are the latest numbers from aaa. in d.c., the average price is $4.19. that's just two cents off from the record highs for you set last may. and the price in maryland will now be $4.05 with just five cents shy of the record high. in virginia, a gallon now costs about $3.93. that will be eight cents off the record. the u.s. coast guard is now in the process of sinking the so-called ghost ship that has been drifting in the specific for a year. the ship was torn from their mournings and washed out to sea by last year's giant tsunami. it is now about 200 miles off the coast of alaska. and the coast guard, they will say that they will be posing a threat to see the traffic so they will need to send it to the bottom of the ocean and consider it a good training exercise. it will be going down. literally. >> yeah. >> and with nothing going down, temperatures. >> yes. >> it looks like we will be

much cooler today. about 15 degrees cooler, compared to yesterday. this time in the mid-70s, now in the low 60s. in fact, we have a freeze warning in effect for north and west of d.c. for you. right now we've got sunny skies out there. it looks kind of nice. and then a nice day today i would say. we have seen the clouds go in and out where we are mostly sunny and cloudy at the airports at 60 degrees right now. also, we are tracking the storms well to the south of us. i want to show you this. they are talking to the masters right now. severe thunderstorm watches are in effect for the southeast. and in augusta, georgia, they will be looking at those storms that will be coming through. impacting some of the golfers on out there right now. you can see the showers going through with the thunderstorms getting closer and closer. in our area, we are not worried about any storms. in fact, that's what we are talking about right now. a cold condition. you'll see the areas in blue that are highlighted here. that will be the freeze warning

in effect. in fact, that freeze warning will start overnight and go until tomorrow morning. it includes the frederick county and that where -- that's where they will all see the conditions for you, getting down to around the freezing mark for you. now right now, temperatures will be 60 downtown. 50 for gaithersburg. fredericksburg, right now you're in the lower 60s at this hour. so now we have some cool, but seasonal days ahead of us. again that freeze warning for you north and west of town and there will be a freeze watch tomorrow night. very similar conditions for you on friday night. cover your plants and bring your pets on inside. not just tonight, but plan on doing that tomorrow night as well. now breezy and cool again for your friday afternoon. the easter weekend is looking to be pleasant. so for tonight, what can you expect? partly cloudy and colder conditions. grab a couple blankets. lows will be 32 to 42 degrees. lower 40s downtown and the beltway. but you can go out further north and west and frederick, mid-40s. right around that freezing mark for you here.

even manassas will be getting down to around 38 degrees. now for tomorrow morning, bring out the sunglasses, the jackets, and the scarf. it will be a mostly sunny and chilly start. temperatures in the 30s to the 40s with a cooler wind coming in from the north. especially for the afternoon. it will be breezy under the sunny conditions, but it will be cool with the highs in the upper 50s to the lower 50s. when you factor in the breeze, it will feel more like the 50s. we will do your zone forecast and start in western maryland. cumberland at 54. lots of sun. winchester in the upper 50s. warrenton and manassas, you'll be talking up around 58 degrees. downtown lower 50s. annapolis in the upper 60s. they will be right around 58 degrees. under the breezy conditions. here is how friday will break down. a cool start, breezy and sunny for the afternoon highs. in the upper 50s to the lower 60s here is how your next seven- day forecast will be looking. sunday for easter sunday, 69

after the final spring training, he said that his arm was feeling good and he also said that he was ready to get out of florida to get the season started. well here you go. the nationals will be making on the cubs at national field on opening day. the it was a no brainer that they would start today. they will be making the first opening day start and it was a pretty good one. five hits, five strikeouts in seven innings. and ryan dempster was outstanding. 10 strikeouts today. holding them scoreless into the 8th. but they did not give up. tied at the 9th.
