thanks for joining us on this good friday. i'm betty nguyen. we begin this morning with what nearly everyone agrees is the top issue this election year, jobs. the government issues its monthly unemployment report today. yesterday the labor department said the number of jobless americans seeking benefits last week fell by 6,000 to a low of -- a four-year low, in fact. experts don't expect today's report to show an improvement in the national employment rate. we have more now from washington. good morning. >> reporter: good morning, betty. the rate of job growth has to be higher than the rate at which new job seekers enter the market to significantly impact unemployment rate. the president's goal is two-fold. not only does he want to help businesses expand and hire but he also wants to make it easier for entrepreneurs to start new enterprises. economists say this morning's report will show economy added 200,000 jobs for the fourth month in a row. analysts say the dat it will be

strong but not enough to lower the unemployment rate. bob lost his job in 2009. >> initially just kind of shock. >> reporter: he was an architect in new york city and found the job market bleak. >> i basically just kind of created my own position. >> reporter: he now has his own business and says, after two years, he's finally turning a profit. president obama signed a new law yesterday that's designed to make it easier for americans to fund new businesses. the president says the economy is improving. >> our economy has begun to turn a corner but we still have a long way to go. we still have a lot of americans out there looking for a job. >> reporter: the candidates running for the republican presidential nomination say the president isn't doing enough to speed up economic recovery. mitt romney told a crowd in pennsylvania, americans are discouraged. >> they wanted to see a wheel change and someone leading the country who understands how the economy works so we could get the economy working to tore the

american people. >> reporter: romney says he's one who can do it, but he still needs to clinch the gop phenomenal nation. the latest job numbers could help president obama's re-election campaign. many political scientists say if the unemployment numbers don't go down, then the chances of a second-term president obama will narrow. betty? >> thank you. the president also finds himself way from a looming confrontation with the supreme court. responding to a federally's challenge, the administration conceded that the high court does not -- or, in fact, does have the power to overturn the new health care law but the president still insists the law is constitutional. jan crawford has more. >> reporter: the controversy started on monday when the president said it would be unprecedented for the supreme court to strike down the health care law. the next day in a houston courtroom, federal appeals court judge jerry smith told a lawyer for the justice department -- >> that has troubled a number of people who have read it as

somehow a challenge to the federal courts or to their authority or to the appropriateness the concept of judicial review. and that's not a small matter. >> reporter: the appeals court demanded to know if the president was questioning the justice's power to decide the case. the administration delivered a terse response. in a 2 1/2 page letter attorney general eric holder told the appeals court there is no dispute. courts have the power to decide constitutionality of federal laws. but holer says the judge should take a backseat. the president, a former constitutional law professor, this week has tried to clarify his initial remarks. saying he meant it would be unprecedented for the modern era in a case challenging congress's power to pass economic legislation. but he continued to insist the

health care law is constitutional as the justices weigh whether to strike down his signature achievement with a decision that would come in the middle of his re-election campaign. senate republican leader mitch mcconnell said the president already had gone too far and was undermining the court. >> so, i was respectfully suggest the president needs to back off. back off. >> reporter: but as the controversy this week shows, a fight with the court is risky. the public historically has viewed the court favorably. now, richard nixon campaigned against the court in 196, but the last time a democratic candidate has campaigned against the court was back in 1896, and he lost. jan crawford, cbs news, the supreme court. in politics now, rick santorum met privately in virginia yesterday with gop conservative leaders who oppose mitt romney. a santorum campaign official says they continue to press newt

the long voyage of a japanese ghost ship is finally over. the u.s. coast guard bombarded it with cannon fire yesterday. the vessel caught fire and took on water, event actually sinking to the bottom of the gulf of alaska, 180 miles from land. the vessel had been drifting to the west coast after last year's deadly tsunami. officials decided to sink it before it could run aground. arms trafficker victor boot, so-called merchant of death, has been sentenced to 25 years behind bars. during sentencing in new york yesterday, boot stood up, shouting the charges against him are a lie. the ex-soviet officer was convicted on terrorism charges in november after being caught in a sting operation trying to sell weapons to what he thought were colombian rebels. russian officials called it groundless and politicaling motivating.

to america's most notorious mass murderer. this is the latest mug shot of charles manson. the 77-year-old former cult leader now has long gray hair and a beard. long is the wild-eyed stare when he was arrested back in 1969. manson faces his 12th parole hearing next wednesday. greg mortenson has agreed to repay his charity $1 million. an investigation found mortenson spent more than $1 million of his charity's money on things like clothing and family vacations. he has resigned as executive director of the central asia institute. the investigation began last year after a "60 minutes" report questioned the accuracy of some of his most dramatic tales. now to the bounty scandal rocking the nfl. new orleans head coach sean payton and his staff were here in new york yesterday hoping to appeal their suspension but as

armen keteyian reports, a newly released audiotape could hurt their chances. >> reporter: the violent nature of the nfl is an alluring, often celebrated part of the sport. but even in the confines of these human car crashes, there are rules. legal and ethical boundaries prohibiting the purposeful injury of an opponent. but now an edited audiotape has surfaced in this website that appears to paint a disturbing picture of the mindset of former new orleans defensive coordinator greg williams, the architect of the saints that implicated as many as 27 players. paid up to $1500 for a knockout hit. it cost will yamg his job. in a profanity-laced speech to his defensive players the night before the saints lost a playoff game to the san francisco 49ers last january, williams appears to target specific body parts of

for the last week plus. i'm mike hydeck, thank you for joining us. here's monika samtani. olga breese standing by. good morning olga. >> good morning the kids are loving the weather too i'm sure. we're a little cold this morning and anyone making the early start, yea it's going to be breezy by late afternoon but right now we have some freeze warnings in the northern and western locations and yes a little bit of a chill starting out. the day planner is going to give us all the sunshine. it's been clear all night and keep the sun throughout the day today. moving out of the 40s and as we push on through, things should improve by later on this afternoon. early morning temperatures though will be a little bit brisk even by noontime. we're still in the middle range 50s. but by late afternoon, i think most of us should top out right around 60 degrees. currently in the forecast we are seeing our -- things looking pretty good right now. only 46 at reagan national airport and we see about 40 degrees out toward leesburg. but it will be brisk today. winds out of the north 10 to 15

miles per hour. we could see some gusts higher than that and those are the counties currently under that freeze warning. only until 9:00. the extended seven day forecast in the next report. monika? if you're planning to go over into virginia it's certainly going to be the construction that's an issue because there are some major ramps blocked this morning. i'm going to start out of with springfield. first of all the northbound side of 95 is fine but a live look here where the ramp from the beltway to get on to northbound 395 has been blocked. you have been diverted to the southbound side of 95 and turning around at 7100 to get on to 395. you can see the arrow boards still set up and should be out of here i say within the next 20 to 30 minutes. back to the maps this time to 66 inbound that's fine. the roadwork here is on the inner loop between 66 and route 7 and on the westbound side ott the dulles toll road. you're being diverted to the georgetown pike and back over to the outer loop southbound
