griewrngsd parachute hanging from the building, facial lacerations. >> reporter: pat kavanaugh raced out of his apartment. >> he apologized very much for hitting our complex, and i told him, don't worry about it, everything is going to be fine, let's get you out of here, get to you safety. >> a witness snapped a shot of the jet just before the crash coming in low and apparently dumping fuel. rescuers say if the plane had crashed with the full tank, the fireball and destruction would have made this far worse. >> i've seen him on the other side of these trees and it looked basically like he dropped out of the sky pretty much. the front end of the plane started going down, then boom, huge black cloud of smoke. >> reporter: firefighters say the blaze was so hot, so intense, they were unable to get into the apartments quickly to search for the injured. crews rushed several people outside the buildings to the hospital, none with life- threatening injuries.

navy investigators declined to speculate on what might have caused the crash. but with scores of navy jets flying almost constantly over heavily populated virginia beach, the mayor says this has long been one of his worst nightmares. >> i'm afraid every -- i pray every day that it doesn't happen but it has. >> reporter: the latest count has rescuers rushing seven people to the hospital. one of the naval aviators is in good condition, the other in fair condition. two civilians suffered from smoke inhalation. one police officer was hart, but again, none of those injuries apparently are life threatening. firefighters say that the crash destroyed three apartment buildings and damaged two more. back to you in the studio. >> that could have been much worse. thanks for your report. the nation's unemployment rate is now at its low st level since january 2009. but if we look inside the

report we see there is mixed news for our economy. officially unemployment now sits at 8.2%. that's a drop from last month. but only because fewer people are out there looking for work. employers did add120,000 new jobs in march but that is down from the previous three months in which they added more than 200,000. now both parties are flying spin game. >> it's clear to every american that there will still be ups and downs along the way and that we've got a lot more work to do. >> they want to see a real change and someone leading the country who understands how the economy works so we can get the economy working for the american people. >> jobs added last month came in manufacturing, food service, and healthcare, but the number of positions in retail and temp work were both down. >> despite a maryland attorney general's opinion that says eve got the right to record police doing their jobs in public, we have some new evidence tonight that not all the officers have

gotten that message. 9news now has uncovered an encounter with prince george's county police in college park. it happened yesterday when an officer claimed police rights were being violated by a woman with an iphone. scott broom investigates in a story you will only see on 9. >> my neighbor's house was surrounded by police so i walked out to record what was happening. >> reporter: this woman is a retired journalist who took to the street in front of her house. >> they came with guns drawn. >> reporter: when police add neighbor in handcuffs. this is the video of the incident kim took with her iphone showing at least eight officers from prince george's county at the scene. we've agreed not to identify the neighbor because he was not charged. it's video as lucy and hear that police objected to. >> i need you to stop recording. >> it's perfectly legal to record. >> reporter: moments later the female prince george's county police officer approaches kim. >> there is absolutely nothing illegal.

>> but you are violating a police officer's right. i'm asking you not to record. >> reporter: as kim showed me where she stood she explained why she wanted it on video. >> there was a mistaken police report about him, and he's the sweetest guy on earth and i couldn't imagine that he had done anything that warranted that, and i was concerned for his safety, because mistakes happen. they used to say when we were growing up don't say anything that you don't want to see printed on the front page of the paper. and now it's like that you don't want 20 million people seeing on youtube. >> reporter: there have been a number of disputes like this in maryland because of the state's unique wiretapping law but the attorney general has issued an opinion that it is legal for citizens to videotape police in public doing their jobs. and so far, the courts have been agreeing with him. in college park, scott broom, 9news now. >> prince george's county police released a statement late this afternoon saying we recognize and support a citizens right to landfallly

record our officers performing their public duties. if there is a reason to believe it didn't occur we will immediately look into the facts of the case and act accordingly. some surprising reaction from an asian american business owner about marion barry's racially charged comments about asian businesses. he made those comments after he won the 234078 nation tuesday night. he was caught on tape saying, quote, we've got cue something about these asians coming in opening up businesses and dirty shops. they ought to go. but we need african-american business people to be able to take their places, too. here's reaction. >> reporter: council member barry says he was referring to restaurants like king city carry-out here on mlk avenue with its bars on the window and bulletproof glass at the counter. he says they're actually hurting the community. >> i can understand where he is coming from. >> reporter: this woman and her

husband are the new owners of the restaurant. she didn't want to show her face but says the comments were insensitive. >> they don't want to take care of their business places, nice and clean, and they just want to make money. >> reporter: just hours after the primary win, barry said, quote, we've got do something about these asians coming in opening up businesses, dirty shops. they ought to go i'll tell you. after public outrage barry apologized and tried to explain. >> don't hire anybody from the community, don't participate. >> i think they should give back, but he could have set in a bert fashion. >> reporter: all the employees at sonny's live in the neighborhood. in fact, when they bought the store there were no lights no, ceiling, the liquor stored away. now the store is bright and there's merchandise on the shelf. the next project, getting rid of the bulletproof glass.

>> i owe it to my employees. we want to treat our customers like our family. >> reporter: her customers say it goes a long way. delia goncalves, wusa 9. now to the campaign for the republican nomination. rick santorum's daughter was admitted to the hospital. three-year-old isabella suffers from a condition, and according to the national institute of health, half of the patients born with this condition don't even survive their first week of life. this is the second time in the last few months isabella has had to go to the hospital. she was admitted in january with pneumonia. we have some other health news. and this time it's about a very special member of our 9news now family. jc hey wampltd this afternoon on her noon show, jc announced she has breast cancer.

now, it's been caught early, and her prognosis isg as jc describes it, this news is not the end just the beginning of a new journey. she's asked her long time friend and colleague andrea roane to share this journey with her. andrea has been with jc all day, been at doctors appointments all day. how is she dismoog. >> she's doing fine. she's jc heyward, you know. this is a very personal disease but no one is more of a public figure than our jc heyward so she wanted to be very public about her breast cancer so she can help other women. nearly one in eight american women will develop invasive breast cancer. now our beloved jc is one of these we haven't the rates have been decrease primarily because of treatment advances, early detection through screening and increased "awareness." so when jc got the stunning diagnosis her first thought was of her television family. >> i need to share something that's very personal and private with most people, but i

want to share it with you because i feel you are my friends and my fans. on wednesday i was diagnosed with breast cancer. and i need you. i need your pray, i need your support, and i need your love. and the first person that i told, because i was going to keep this a secret, not share with it anyone, was my good friend and colleague andrea roane who has been fronting buddy check 9 for almost 20 years. she convinced me, you know what, this is a good thing for you to shairt, because maybe you can help someone else. and the reason why i'm saying this publicly is for two reasons, andrea. number one, i want women to make sure they get their mammogram. and number two, i want them to do their monthly self-breast examination, because that's how i found my nodule. i was on vacation in south america and felt a lump and said, uh-oh this is not good. and somehow i kind of knew. >> this is a nice thing you're

doing, but this is about you, and you're number one. so why is it so important to share this with other women and men? >> let me tell you why i'm sharing it, because there may bea woman out there listen whewing has not gotten a mammogram, and she needs to. there may bea woman out there who is going to be going through the same thing that i'm going through, and if she knows that she has a companion like me that's going through it, that it might make it just a little bit easier for her, and then it's always great to have the prayers of friends and fans and the support that helps lift you up. so that's why i'm telling it. >> your friends were with you this morning. you went to get an mri. >> let me tell you. the first nodule that was found on wednesday that was confirmed to be cancerous, she thought was 1.3 centimeters. it's larger. it's 2.2. but it was caught very early. but because i had this mri

today at sibly hospital, and i can't say enough about them, they found another one, a second nodule. so it's so important for you to have the testing, and to get to the quickly. so i have to go back this afternoon, and have another biopsy. i had already one for the first nodule. i have to have another one for the second. then on monday my surgeon, he will sit down with me and we'll talk about what cities. by the way, i want you to join me. i need you to join me on this journey to let people know, you know what, i'm going to be all right with your help, and i've got the best persons andrea, walking me through. this we're going to take this journey together, and i want you to come along with me, and we're going to be just fine. >> so that's jc. >> that's jc. >> quintessential jc. >> absolutely. breast cancer is not just one

disease what. jc has is something called invasive duck tore carcinoma. it's infiltrating dorks infiltrate -- infiltrating ductocarcinoma. it is the most common and she did catch it early. her doctor wanted her to come back for this additional testing, and that test this afternoon was called ultrasound guided core biopsy to look at this lesion that she saw. and the doctor described the lesion as being about the size of -- very. >> jc thought she was just going look at. she said, no, aim going take it out. so we see all of. that the pathologist will look at that and they should have the results by the time jc has her meeting monday morning with dr. collette magnet who is her breast surgeon at sibly. i and her other buddy deborah

herring will be there to hold hands to support her, and above all, patient navigator jenny said the most important thing a buddy has to do for someone going through this is take notes, because you don't remember. there's so much information coming, and with the new technology, deborah was writing, i had my ipad, and i was filming everything. and it's important, and jc beliefs this is important, because she didn't have to tell you about this now. we could have waited. >> absolutely. >> but she felt it was important. >> and these steps that you're describing now are steps that other women hopefully, if they're hearing about this and they have concerns, can do the same thing, because as you said, early detection is the best way to handle this. now, you know jc heyward has spent 40 years on the air in washington, and you know, like we know, it means a whole lot to her to have you respond with love and support, because she really thinks of all of you as her very, very close friends,

and andrea, of course, as soon as jc made this announcement, her facebook page, our facebook page was flooded with comments. and we thought we would share just a few that people have sent. derkz na writes, hug you from afar, i love you, jc. andrea claire says, with your positive attitude if anyone can beat cancer you most certainly can. and sheila boyles writes, never loose faith, j crrks and let the lord hold your hand while you are on this journey. and if you know anything about jc, you know she is a woman of strong faith, she is a believer, and, of course, you are very known for your passionate reports about breast cancer. you've been doing this for 20 years. jc credits you with having taught her something that hopefully has saved her life. >> she's like a lot of women. you can teach them, but eve got to keep reinforcing. that and she would be the first to say, you know, she wasn't annual with the mammograms, but

did you know that in d.c. you can get your driver's license revoked just going 13 miles per hour over the limit? it's true. a woman was charge weed reckless driving and now she is four days away from losing her d.c. driver's license. kristen fisher caught up with her today. i'm a little flabber governmented. how is this possible? >> it's crazy. who isn't guilty of going just 10 miles per hour over the

speed limit. i know i'm guilty of. this but the problem here is that this woman got the ticket in virginia, but she has a d.c. driver's license. and a charge of reckless driving in d.c. is treated very differently than a charge in virginia. it's a small discrepancy but it's one that could cost this woman her license. >> this is the citation i received, reckless driving, 1 3 in a 70. there was no accident, there was no swerving, there was no alcohol. >> reporter: heather can hardly believe what's happening. >> i have a clean driving record. i have never been in trouble with the law before. i've never been arrested. >> reporter: she's already paid a $219 fine, but now she's about to lose her license. >> this is the letter that i receive freed the district of columbia, department of motor vehicles, the official order of revocation notice. >> reporter: the charge, reckless driving. in d.c. it's 12 points against your license, an automatic revocation. it's a serious offense, usually

involving an accident. but in virginia, reckless driving is defined as anything over 80 miles per hour. only a six-point violation. >> when i took the crielt taigs to the dmv and showed to the them and said, the reality of this is i was going 93 in a 70, they said, yes, that's the reality, but it's not the law. the law does not reflect reality. if i had received this speeding ticket in d.c. it would have been the equivalent of three points, not the 12 that i've been assigned. >> reporter: heather and her husband are now fighting it with all they have. they've made three trips to the dmv and they've appealed to their d.c. council woman but their insurance has been canceled and now health ser four days away from losing her license. >> i took this week off of work to spend spring break with my husband and i spent four of the five days that i've been off of work trying to get an answer from the department of motor vehicles. >> reporter: i've also tried getting some answers from the dmv. so far they have not responded.

what are believed to be jesus' last seven words from the cross. the christian holiday weekend will culminate with easter this sunday. derek. leslie, don't worry. if you think it seems a little more shady outside than you remember, apparently it is. a new study says d.c.'s tree canopy is growing. in fact it's 2.1% bigger than five years ago. that means trees now shade over 37% of our city, and officials hope to make that 40% by 2035. mayor vince gray wants the district known as the city of trees. pepco wants it known as, well, the city without quite so many trees. >> come summer those trees really become our friends. >> they do. >> to keep us on the cool side. speaking of cool conditions, we're going to be cold once again tonight. in fact, a freeze warning. most of us compared to last night, this includes loudoun, montgomery, frederick, fairfax, prince william county.

you see those counties shaded in the turquoise blue. this is overnight. temperatures falling down and into the freezing mark. low 30s, potentially upper 20s in some locations. it is going to be a cold night. right now it the's pretty nice outside. 62. sunny skies. the winds are out of the north at 17 miles per hour. a look at the national satellite and radar picture, where we've got remnants of that storm from texas slowly make its way across, now out to sea. in our area we've got high pressure keeping us sunny but it will be a cold night overnight. easter weekend looks pretty good here. 62 in downtown, 5 in gaithersburg, lower 60s in hagerstown, culpeper 61. this time of year this is a very average temperature, very typical for average highs. all right so nice for your easter weekend. the freeze warning in effect. generally covering most of the d.c. area. so cover your plants tonight. bring your pets inside.

stick your tongue to a trone pole, and don't stick your arm in a vending machine. this little guy reached way in there trying to grab a toy. firefighters spent an hour getting him free. and yes they did give him a toy from the machine, a little sioux of near of his misadventure. now to california where police have lerred the bam on the man who raised the bam on a stolen construction crane. >> this is weird. he was chugging down the highway in sacramento and police say the man stole the crane from a construction site overfight then led them on a very low-speed chase that went on for 10 miles. the crane taking out at least 10 power poles as it went. the driver eventually did surrender. he's facing serious charges will youing assault with a deadly weapon, namely the crane. police do not believe any beverages or drugs were involved. >> high on life. >> apparently. coming up, two famous

d.c.'s congressional representative is fought laughing at this video. the rap video uses bureaucratic lingo singing the praises of loose money. our investigative reporter is here to explain how this ups the ante. >> congress member eleanor holmes norton is called out by name in the video which got big laughs. but she's not really smiling at the video or that $822,000 price tag. the member of congress didn't even want to have to see the video today. >> conferences are usually routine. they planned to the go, quote, other the top. >> i'm here to officially make you commissioner for a day. >> he won the nametag of commissioner bob. the untouchable gs-15 is agency lingo for senior gsa leadership. >> because i buy everything. >> a top hat award was a government gift. sometimes ipogsa deputy commissioner. so far he still has a job. >> in the a whole lot of people are laughing now. thanks for the report. lawmakers in richmond finally have a deal on a new budget. it's an $85 billion spending plan for the next two years. the issue holding it up was how much the state would contribute to a number of issues, including the dulles metro rail project. the senate proposal wanted $450 million to keep the tolls from skyrocketing, but house negotiators would not budge beyond that $150 million already approved by governor mcdonnell. a final vote will happen april 17th. here in d.c. the two occupy protests may soon be just one.

members of the two camps at mcpherson square and freedom plaza met and preliminarily approved a merger. the single camp would be based out of mcpherson plaza. the decision was made because the freedom plaza camp is not sure if it's permit will be renewed at the end of the month now an update on that deadly shooting in oakland. police confirm they found a weapon that matches one purchased fwi suspected gunman. that was discovered this morning in an estuary. police say the serial number on that gun matches the one purchased by juan goh. that's the man charged with killing seven people at the school. investigators are still testing to see if it was the gun used in the shooting. and this just into the 9news now newsroom. the student athletes who were declared ineligible to compete at howard university have been reinstated. you will remember friday we first told you that howard was

temporarily shutting down its athletic program as part of an internal probe into possible ncaa rules violations. as a result of today's decision, all spring sports teams will compete as scheduled for the remainder of this season. despite today's news, howard's internal investigation continues. lesli. >> two of the most famous faces on the virginia tech campus are teaming up to help keep women safe. football coach frank beamer and basketball coach seth green burg reported psa's, public service announcements. it's program funded by the parents of the student who disappeared two years ago from a concert. >> we are here to wake up every hokie and encourage them to be aware of their surroundings and each other. >> the message is one of safety. have it encourages women to be aware of their surroundings and for others to help someone in need. >> still to come, a dream sports trip turns interest a

a practical joke gone wrong. a couple invited a few friends over and decided the fake a murder. the man used ketchup to simulate blood, and his girlfriend was carrying around a gun. when their friends walked in they saw the body and the man with the weapon. >> when they seen me, they were gone. we thought they were going come to back in. they didn't come back in. >> no, they didn't come back in. they called the cops. within minutes a s.w.a.t. team, ambulance, and officers from four different police

departments were outside surrounding the place. it took awhile for the pranksters to explain that it wasn't anything sear yurks and now prosecutors are trying to decide whether or not to charge the couple, basic well wasting police time. >> or charge them with paying for their time, something. >> just trying to have a little fun. >> i guess. a 12-year-old boy now credited with saving the lives of three women. >> con tore larsen should have been sleeping in his boise home, but instead he noticed a glare coming from his anybody's window. he took a closer look and realized that glare was actually a fire. sew called his father who told him to call 911. >> i just jumped out of the car and ran to the front door and started banging on it. no response. i just backed up and busted the front door down. >> a lot of pressure. i was really relieved that they all made it out. and by the time the firefighters showed up all three women were safely out of the house. >> still to come, one week

for once, it was washington icon, but more than three decades ago the howard theater was shut down. most everyone thought it was done for good but a few dreamers held on and now that washington icon is about to make a miraculous comeback, and earlier this week we got a look inside. for decades now the howard theater has been a boarded up relic. >> full of water and animals. >> reporter: so when a local developer decided to bring it back -- >> no one wants to touch with it a 10-foot pole. >> reporter: let's just say there was healthy skepticism but six years and $29 million later -- >> we've been getting overwhelmingly people so grateful that we've done this.

>> reporter: this is the new howard theater, and inside it is almost nothing like the old one. first of all, it's got movable tables and chairs and two full bars. 83-year-old lloyd avery had to come down to seat to believe it. >> did you think that you would live to see the day? >> no. this is amazing. this is fantastic. >> reporter: that sort of thing is just what architects want to hear. >> the idea is to fuse high style restaurants and a theater into one venue. >> when you come to the howard, that will you be seated and then waiters will come to you. >> and the food will come from here. >> this has been going on in setting up the kitchen for about two weeks. >> they say this place will handle about 600 hungry theater goers. so one hungry anchorman, apparently not a problem. >> this is what we call a perk of the job. >> here's another perk. very few will get to see the howard theater from here. >> this is the diana ross view of the howard theater.

unapproved medicine. service dogs help a lot of folks with disabilities. as teresa garcia explains an ohio organization is training dogs to help children with autism and their families. >> reporter: this black lab is practicing his search and rescue skills. his job is to find 10-year-old luke wilson whenever he strays too far. >> luke has a tendency to wander away, and when he gets upset he runs and hides, and so for our family we're constantly on hyper vigilant alert. >> reporter: luke has autism. when he would disappear his parents would panic so a year and a half ago the wilson recruited bones, a service dog who has now become one of the family. bones was taught to look out for luke in ohio at a nonprofit group. autism service dogs are specially trained. >> we train the dog in tasks that will help the child.
