then the ambulance showed up. they opened up a gerny and brought the person out, whoever got shot. heard it was a child. a six-year-old. >> now in terms of those charges, they could relate to ownership and acceptability of a gun. a florida grand jury will not be deciding whether or not george zimmerman will be charged in the shooting death of trayvon martin. instead, the special prosecutor will make that decision on her own. susan is in tampa, florida, where protesters are calling for zimmerman's arrest and they want it right now. student protesters blocked the entrance of the sanford police department. >> we want justice for trayvon martin. >> city officials met with the protesters known as the dream defenders to listen to their demands. both sides agreed to a town hall meeting to lay out plans for dealing with the aftermath of the trayvon martin shooting.

grand juries in order to file charges. >> the two men accused in a racially charged attack in tulsa, oklahoma, are behind bars on more than $9 million bail. that's what a judge set today for 19-year-old jake and his 32- year-old roommate, alvin watts. both men are accused in a shooting spree. all of whom are black. now, prosecutors have to decide if this case reaches the level of a hate crime. >> it is preliminary to determine what the motivation was behind this, if the evidence supports that and we believe that we can prove those elements of hate crime that will certainly be considered as the appropriate time. >> now police suggest revenge could be a motive. his father was shot and killed two years ago in a fight with a black man and police say he used a racial slur to describe his father's killer on facebook just a day before the shooting. both men are charged with three counts of murder and they will be back in court on monday. the clock is ticking and

the state house in annapolis is ticking as well and maryland lawmakers are trying to reach a deal on the state budget. the time runs out at midnight. that's when the general assembly session comes to an end. debate right now is not on taxes and spending. now it's on house and senate leaders and they are pointing fingers. >> i'm scott broom at the state house in annapolis where the clock is running out on getting a budget passed this 2012 session because the legislature is hung up on gambling in prince georges county. >> not gambling in a shopping center. >> the issue, a late proposal to put a gambling casino in prince georges county. with the legislative session at its end game, some senators are refusing to prom mize compromise on budget. >> if the budget in the state of maryland goes down and the senators or more concerned about the obsession with gaming than school funding, hospitals, higher education money, then

let them wear that why they had to spend extra time in annapolis. >> i would have to raise property taxes 10% in order to meet the type of revenue that we'll get from the casino bill. >> if legislators can't come to a compromise by midnight tonight, maryland's governor will be forced to call a special session to get the budget business done. in annapolis, scott broom, 9news now. >> maryland's general assembly did pass two bills that made headlines. the first would limit where new septic systems can be installed. that measure has the backing of the governor. the second bill would double the so-called flush tax. marylanders who live in areas where waste water is discharged into the chesapeake bay have to pay a $60 fee every year. >> that maryland megamillions mystery is solved, or at least sort of. a lottery spokesman says the person who bought the winning ticket in maryland has stepped forward today to claim the prize. however, that person wants to

remain unanimous. either way, the person splits the record $656 million jackpot with other winners in kansas and illinois. each person's share, $218 million. now to an update on the daughter of republican presidential candidate, rick santorum. a spokesman for santorum's campaign says bella is recovering and she could be out of the hospital by the end of today. she was taken to the hospital on friday and santorum chose not to campaign today so he could be with her. bella suffers from a rare disorder which is usually fatal. this is african american family day at the national zoo. and it appears to have gone off without any serious problems. because of a stabbing last year and a shooting a few years back, the zoo was proactive when it came to security. and today, we saw plenty of d.c. and metro police outside the zoo gates, even the guardian angels were brought in to help out. either because of all that security or perhaps despite it.

nothing but smiles inside the zoo. smiles and a strong sense of tradition. >> this is where my grandmother's parents met in like 190-something. out of that, they have 12 kids. this is a tradition for our family. >> it's still going on. the zoo plans to stay open until 8:00 tonight. firefighters are battling wild fires in five different counties in virginia. and so far, those fires have burned more than 1100 acres in the george washington jefferson national forest in western virginia. another wild fire has charred 50- acres and in page county, more than 600 acres have been burned. fire officials say the fires do not threaten any homes or buildings. however, several roads and trails in the forest have had to be have been closed. >> firefighters are not being helped out by strong winds. any chance they'll die out later tonight? >> not until after midnight, derek. right now, it's breezy.

my hair is blowing all over. glad i put the extra hair spray on. and the wind gusts have been over 40 miles an hour. earlier in the afternoon rings right now, a little better. but 29 miles an hour in d.c. in this last hour. 26 for leesburg. 36 in annapolis. a very windy day for you as well. we had that high fire danger. a red flag warning in effect where you see this area shaded in red. a fire weather watch for tomorrow as well because of the dry soil and the windy conditions. way out to the west, west of 81, out toward the mountains, we have a freeze warning in effect. if you're in the higher elevations, it's going to be a cold night for you. low 60s in downtown. 50s for leesburg. fredericksburg, you're in the mid 60s at this hour. we will cool down overnight under partly to mostly cloudy conditions. still breezy and chilly. some isolated showers are possible. but the air is so dry, it's really hard for any of us to fall to the ground.

the u.s. navy started to hand out compensation checks today to victims of that jet crash in virginia beach. the payments start at $2300 per person to cover housing, meals, and housing. last friday, ana hornet slammed into an apartment complex just after takeoff and dozens of units were destroyed. however, fortunately, nobody died or was seriously hurt. the navy says that crash was caused by a quote, catastrophic dysfunction. the washington post reports the megaretailer is pushing back its time line to open six stores in the city and now they won't open until the end of next year. that store was originally slated to open late this year, but wal-mart was met with strong resistance from the community and now the company says it's using extra time to further engage the neighborhoods around the proposed stores. next week, metro's

moratorium on weekend track work for the cherry blossom festival comes to an end and riders can expect lots of delays for the entire year. today, the transit agency released its weekend track work schedule for the rest of 2012 and for 30 of the next 38 weekends, metro will be closing stations and sections of track on certain lines. buses will replace trains during these times. the work gets going april 21. that weekend, metro closes the brookland and takoma park stations on the red line and arlington cemetery station on the blue. get ready to break out your jacket. a windy monday blowing in chilly weather. anny with details coming your way. but first, a mall makeover. a nationwide competition looking to renovate and make some improvements on the nation's backyard. we'll show to them you.

in d.c., city leaders cutting the ribbon today on the newly restored theater. the howard has been there to help launch the careers of stars like marvin gay and ella fitzgerald. a concert is set for thursday. among those scheduled to perform, spokey robinson and comedian, wonda sikes.

restaurants, more bathrooms, an under ground pavilion or two. that's big stuff and they are all proposed from a national competition to help overhaul the sites. kristin fisher shows us some of those designs. >> these are designs for two locations that have been neglected. one of them right over here. the sullivan ampitheater. the other, constitution garden. >> around since 1976. it was always intended to have a restaurant by a beautiful pond. but funds ran out. today it's more of a a swampy pool. what if constitution gardens looks more like this? >> what people are seeing today are really the top designers in the country who want to design for the national mall. >> clear cline cunningham has overseen this yearlong competition. it started with 32 entries.

now the eight finalists are on the museum. designs for constitution gardens include restaurants, skating rinks, a stage in the middle of the pond, even places to go fishing. >> i don't like the idea of having fishing because when you're fishing and you can catch people and you'll get pollution from that. it's really dangerous. >> rachel smith is visiting d.c. from new york. she's opinionated, but here, her comments are welcome. >> you know, the national mall really is the people's park and so having people get involved and envision the future of the national mall and hear their views is hugely important. >> i'm a big fan from around the washington monument. i like the idea of the building being integrated into the ground. >> so many of the solutions were actually underground, so it didn't change the physical space. >> the amp itheater is really neat. it actually has a real eye catch feel to it. >> imagine that amp theater at

the warmest march ever, breaking more than 15,000 records. 25 states reporting the warmest march. but interestingly enough, california, oregon, washington, alaska, they had the tenth coolest march. global warming, a lot of people think it's because of that. that is a minor role according to today's report. now the fire weather watch is in effect. we got the red flag warning for the entire d.c. metro area. up through pennsylvania into new york. this is until 8:00 tonight and we have a fire weather watch for tomorrow. which basically means it's gusty. the soil is dry. fire danger is high. our satellite radar picture showing us some of the showers trying to make its way through. a lot of it not hitting the ground because it's so dry. the air is dry. so we have a chance for showers tonight. isolated and after that, we'll be dry for tomorrow. right now, 61 at andrew's air force base. mid 60s down south into the fredericksburg area. so, the next couple of days will still be cool and breezy.

ioslated showers possible tonight. high fire danger through tomorrow because of windy and dry conditions for tuesday. it will be cool for your wednesday and thursday. the future cast showing us an increasing clouds tonight and a chance for some isolated showers, not going to amount to a whole lot if we see it. i know our gardens and lawns really need it. tuesday, we're going to be dry, still breezy, and a chance for some showers mainly north of town. but overall, it's going to be a sprung sprinkle at best. better chance will be wednesday. tonight, partly to mostly cloudy, breezy and chilly. isolated showers possible. lows in the mid 40s and downtown. the lower 40s in the suburbs. tomorrow morning, we're going to see partly sunny conditions. grab a jacket. temperatures in the 40s and 50s. for the afternoon, still on the cool side. partly sunny, windy, and cooler. highs will be near 60. here's a look at your next seven days.

lady wasn't arrested on the spot? my father was ticketed for doing 85. the cop escorted him to a imagine house. the rules need adjusting. plus, cars are safer than my 1967 dodge dart. jerry simpson williams says the law is the law. and either abide for it or fight to change for it. yes, i've done it. don't wine after you get caught. the laws are not a buffet and you get to pick which ones you pick. i think the whole point is going 13 miles over the speed limit is okay, clearly it's not. and the woman paid a pretty hefty fine and six points added to her license. the real question here is, should she lose her license to drive over this, just because in d.c. the term reckless driving means something different than under virginia law.
