airport. most of us will see the upper 50s, close to 60 degrees. the short-term forecast isn't too bad. we'll stick to 60 degrees for today and take it down a notch or two tomorrow. winds will die down after wednesday. by thursday we're looking good for the nationals home opener. monika? well, it's back to work day for a lot of people and here's the proof. on the inbound side of i-66, a live look from sky 9. this is what it looks like at route 50. slow traffic most of the way to 123 before the pace picks up. the good news is that all lanes are open. the bad news is you are not used to these delays. let's too a look at the maps now. on the northbound side of i-95 pretty much the same story although really not that bad at the prince william packway. we'll take 55 miles an hour. it is a little slow out of triangle and then again crossing the occoquan river. let's take a live look a little further north at springfield on the northbound side. again, this has been slow i'd say for a good half an hour or so heading up to the beltway and further north to 395 at duke street this is still moving at a good pace to the

14th street bridge. we'll have maryland roads next time around at 6:11. new at 6:00 a.m., a car goes flying into a pond on capitol hill. now the driver is in custody. this is video just in to 9news now. you can see that white bmw on the wrecker. it was pulled out of the reflecting pool at lower senate park on the north side of the capitol along d street. police say the driver and a passenger bailed out but they were taking into custody. a gun was also found inside the car. the president of the maryland senate says he's never seen this in his 45 years in annapolis. lawmakers so close to a budget deal but they fail to meet their deadline. >> which means that the taxpayer will pay for a special session and if a deal is not reached, this could get ugly soon. >> it's a story that's new this morning. delia goncalves is live at national harbor. one area that is going to be affected by the lack of a deal. how so, delia? >> reporter: absolutely, andrea. lawmakers spent a good portion of last night's session

debating a proposed billion dollar cuisine knee here at -- casino here at national harbor but they say they will only revisit the issue if a special session is called. governor martin o'malley left no indication last night as to whether or not he would call that special session. he says, quote, the republic was not built on gambling gimmicks so clearly he is not a proponent of the gambling casino here and he called it a distraction last night. the consequences are pretty severe if a deal isn't reached. that means the state must balance its $35 billion budget through cuts to schools, libraries, and police departments among other programs. montgomery county stands to lose $41 million if a deal isn't struck. prince george's county $65 billion. the county executive there says a casino would save them financially. >> you're talking about for prince george's county, $69 million. there is nothing that will give us that type of revenue.

i would have to raise if i could raise property taxes 10% in order to meet the type of revenues that we'll get from the casino bill. coming up at -- >> reporter: coming up at 6:30. i'll tell you what deals were struck by lawmakers that were in this stalemate session that ended abruptly without a deal at midnight. i'll tell you how that will affect a proposed casino here at national harbor. >> delia goncalves reporting live at national harbor this morning. the megamillions drama in maryland appears to finally be over. the state lottery says the holder of a winning ticket has come forward and that ticket is one of three winners from the $656 million jackpot earlier this month. the winner will remain anonymous but the state is holding a news conference today. over the last couple of weeks we learned all about the mcdonald's worker who said she won but then never produced the winning ticket. a 6-year-old boy is dead and later today charges could be filed against the owner of a

gun that that child found and accidentally shot himself. this was the scene acin clinton, maryland last -- scene in clinton, maryland last night. the child found the gun in a backpack and it went off accidentally. medics rushed the child to the hospital where he later died. >> it happened because someone acted irresponsibly and had a loaded firearm that was accessible to a 6-year-old boy. it seems like it happens every year somewhere within the metropolitan area. it just does not need to happen. >> according to the brady center to prevent gun violence, about 140 children are killed every year in the united states by accidental gun shooting. the trayvon martin shooting will be in the spotlight tonight in college park, maryland. the university of maryland's black political association is hosting a discussion and rally. students will march around campus drawing attention to the case. it says it wants the march to represent unity, support and peace in honor of the unarmed 17-year-old from florida who

was shot and killed in february. martin was killed by neighborhood watch captain george zimmerman. he has taken to the web to raise money for his legal expenses. zimmerman is asking for paypal donations via the realgeorgezimmerman.com. the 28-yard also warns about other -- 28-year-old also warns about other websites trying to raise money on his behalf. a grand jury was supposed to convene to decide whether he will face charges. instead the decision on charges will come from the special prosecutor appointed. jessica doyle is watching your money and the security of your wireless device. >> there's a new way to protect your phone if it's lost or stolen and it all starts right here in the district. >> d.c. police chief cathy lanier talks about stolen cell phones a lot. a lot n. is a major issue for you and for good reason. a big problem here in the district. 34% of all robberies are of cell phones here. a big announcement today though should help the victims. "the washington post" reports

that the nation's largest wireless carriers will help federal regulators and local law enforcement when cell phones are stolen. within six months consumers will be able to call verizon wireless, at&t, sprint nextel and t-mobile if their phones are stolen. then the carriers will remotely disable the phones so they can't be used again. the chairman of the fcc will join d.c. and new york's police chiefs for this announcement. democratic senator charles schumer from new york will announce a bill to criminalize efforts to tamper with stolen phones. another program being announce dad will help washington area residents take advantage of low interest loans for working families to buy or repair used cars. the waste to -- the ways to work program is run by family matters of greater washington and funded by the wal-mart corporation and pnc bank. families will get $6,000 loans to buy cars or $1500 to fix them up. the interest rate on both these loans 8% and repayable over 24 to 30 months. to qualify you must have had past credit problems and must

agree to take a financial literacy class. a new report founds -- finds one hybrid seems to be most for -- seems to be the most for most car buyers. only 35% of consumers who have purchased the hybrid have gone on to buy another one, that's even when more and more choices lately. the price just isn't making sense when you add it up and look at the gas prices. you have other options that aren't hybrids that are a lot cheaper. >> because you can get more mileage over some of the standard cars. >> exactly. more than 30,000 people turned out for this year's easter egg roll at the white house. the tradition dates back to 1878. they had a beautiful day for it. families from across the country joined in. the first lady welcomed the crowd and said the president was facing an egg roll challenge of his own.

and those winds cranking up. we haven't had any rain and the conscious are ripe for some potentially dangerous situations. the red flag warning starts at noon today. the forecast starting out on the chilly side. we're looking pretty good at this hour. we cleared out the overnight clouds. we're going to continue with sunshine through midday. we'll get out of the 50s and 60s. should make it near 60 degrees to top out. that should happen right around your lunch break into the afternoon. we won't go much higher than that. when the winds start to crank up late in the day near 20 mile per hour winds by the time we get here to the 5:00 hour, that means we are going to have the opportunity to feel some more of that coolness, the actual air temperatures will warm up but it's not going to feel too warm now. right now we're looking at a forecast that comes us from -- that takes us from windy to cool. we'll get down to the 30s and 40s overnight tonight but for the fire danger later on this afternoon. cooler by mid week. we're tracking some changes on the way. they're going to drop us down

for a couple of days and introduce a better opportunity for showers as we move into wednesday. in the meantime be prepared for the cold stepping out this morning. dress the kids with their jackets. they might not want it late in the day but need it this morning. 37 in gaithersburg. 39 down toward tappahannock. we're looking at 45 up toward the north. so there is a little bit of vairmt, at least for this -- variability at least for this time of the morning but you will feel temperatures mainly in the 30s and 40s as you step out. future cast forecast model keeps us in the clear for a few hours. then it's going to build in some more of that cloud cover. i have one raindrop on the forecast later on this afternoon. north of the beltway mainly. most of us inside the beltway and down toward the south and off toward the east and west are going to be just fine. then we clear out overnight tonight. partly cloudy skies to start you off on your wednesday morning. by tomorrow afternoon that's the better chance for the opportunity of rain coming on in. the short-term forecast is looking good. in fact, the next three days ahead not too bad. the biggest problem this morning has definitely been the

from dale city toward woodbridge and lorton, newington and springfield. what's happening is everyone is headed back to work after a long holiday and early this morning we've been dealing with long, slow stretches on our interstates. luckily there are no major incidents to report, but this is a problem if you have to deal with slow traffic and delays trying to get to work this morning. you might just want to give yourself that extra time our you're going to need. first of all heading on the northbound side of 395 inside the beltway, that's all right. 63 miles an hour until you get into landmark. it is going to be a bit slow there as you head towards seminary road and then across the 14th street bridge. you're okay. for problems on 295 inside the beltway or 6 through rosslyn. if -- or 66 through rosslyn. 95 you're going to go about 52 miles an hour in the woodbridge area. another live look outside if you're planning to head over total beltway. things are looking fine on the north side of town utter loop and here's what it looks like

in store. lawmakers will revisit the issue of this galling casino if and -- gambling casino if and when a special session is called so far they agreed to some major changes for what could be the state's sixth casino. first of all, the number of slot machines in maryland will not be expanded. that means 15,000 slots will be shared by all six casinos. 3,000 are slated here for national harbor. that cuts into the executive's hope and plan for a las vegas style casino. opponents say simply way too much time was spent on this gambling issue. >> if the budget of state of the maryland goes down and the senators are more concerned about the obsession with gaming than they are with school construction, school funding, hospitals, higher education money, then let them wear that when they go home and tell their constituents why they had to spend take time in annapolis. >> reporter: a casino would be built here at national harbor in 2016.

that's 30 months after the competitive casinos in baltimore and in anne arundel county. talking about this special session and whether or not the lawmakers can come up with a deal, if they don't come up with a budget deal, then that means the state will have to balance its budget through sweeping cuts that top $512 million. we're still waiting on word from the governor as to when and if he will call that special session. mike, back to you. >> thanks a lot, delia, live at national harbor this morning. a montgomery county police officer killed himself apparently -- excuse me, i apologize. another story. the hunt is on for two men after a deadly police involved shooting in landover, maryland. investigators say an officer stopped three men along sheriff road near harvey drive. the officer got into a scuffle with one of the men and claim the suspect whipped out a pistol so he shot him. the officer was not hurt in last night's incident. a montgomery county police

officer killed himself after being pulled over on the eastern shore. 30-year-old jet blacksman was pulled over on route 50 on monday under suspicion of driving under the influence. apparently he then sped off. police deflated his tires trying to stop his car and that's apparently when he shot himself and died. he had been on administrative leave for about a year. at this point we still don't know why. police in baltimore hope a viral video will help them find a gang of thugs. the thugs punch add tourist in the early morning hours after st. patrick's day. instead of helping, the people around the man laughed. then they stripped him naked, took his car keys, wallet and phone. the victim woke up in his hotel the next morning confused as to what happened. >> he had every right to leave wherever he was and get back to we wanted to be safely. their behavior was just

criminal. not only was he relieved of his property after he was assaulted, but there were a lot of other things that were done to him that was just disturbing to look at. >> police say the people who filmed it did it for fun so they could post it online. detectives hope the same video will bring these people to justice. campaign 2013 is getting into full swing in virginia and republican corey stewart is getting involved. es ate prince william -- he's the prince william county board chair. he became nationally known over the illegal immigration debate a few years ago. stewart will be the first candidate to officially enter the race. virginia state senator mark herring is leaning toward a run for attorney general. the loudoun county democrat would not confirm a "washington post" report but he said he's giving the run a lot of consideration. he could face a battle against ward armstrong. jessica doyle is watching your money. >> apparently it's the end of

an era for something everyone had in their home just ten years ago. >> we're talking about the yellow pages. this is a real sign of the times. they aren't going away necessarily but at&t doesn't want to be in the driver's seat of the business anymore. so the company is selling its yellow pages business unit to a private equity firm. at&t's yellow pages go out to about 150 million homes and businesses but who uses them? here's a sign. san francisco actually banned the unsolicited delivery of yellow pages last year. shares of a.o.l. rallied nearly 50% yesterday after the company agreed to sell 800 patents to microsoft, the deal worth over a billion dollars. coat will also give microsoft the license for its remaining pat tents. a.o.l. is trying to make up for revenue lost by falling ad dollars and lower subscriptions. stores like wal-martened as cvs add more checkout lanes, other brands are getting rid of them because of shoplifting. theft can be up to 5 times higher with self-checkouts than

welcome back to 9news now. it's 6:43 at 47 degrees. here's a live look northbound i- 95 at the mixing bowl. it is slow trying to continue north on 395. off of 95 here in springfield. you also have your off and on delays out of triangle, dale city and woodbridge and up toward lorton as well but the lanes are open i'm happy to say. if you're planning to head around the beltway, here's a look at our maps. things are looking fine. you see all the slow stretches. that's pretty normal. we'll take a look on the north side of town. let's go live on the northbound side of the beltway if you're traveling into silver spring, outer loop delays begin at new hampshire avenue and they continue toward silver spring before the pace improves. we'll go back over to the maps

this time on the southbound side of i-270. look at the long, slow stretch out of frederick toward urbana. you're going to go about 32 miles an hour till you hit route # 0 and 121 -- 80 and 121 and then the pace improves. we'll take a look at the southbound side of i-270. slow traffic here at shady grove road as you head down to the point where the lanes divide. 355 is incident free heading through rockville to the beltway. no major problems on any of the northern corridors as you head down to the beltway. now a commuter alert. get ready for rehab work on metro to resume. starting next monday, midday tack work will get back -- track work will get underway. that will slow down your commute in the afternoon. april 20 is when the redline will be closed between silver spring and rhode island avenue. the blue line will be closed between rosslyn and the pentagon. so you can pretty much expect work every weekend through this summer.

right now temperatures are sitting in the 40s inside the beltway. we're a little cool off toward the north and west. gaithersburg at 39. down to 39 for culpeper so it's definitely going to be a very chilly morning to start. then as we go through midday and late day, these feels like temperatures will get a little bit better. the winds will be brisk. satellite and radar definitely going to keep us in the clear for most of the day but eventually we will build back some of that cloud covering. future cast is bringing it in late in the day. a tiny pop of a rain chance later this afternoon, mainly north of the beltway. i think most of us stay dry but as we head in toward tomorrow, that's when we have the better chance of rain moving on in. that will happen basically tomorrow afternoon and evening. be prepared for that wet commute on your drive time home tomorrow. good news, though, as we get into thursday, things are looking fine and we do have that nats home opener to think about on thursday afternoon so the forecast is looking promising for that. highs today right around 60 degrees. we'll stick to the lower 50s in some of the areas to the north but look at the warmth trying

to come up from the south. we could see those middle range 60s out toward manassas, culpeper and down toward southern portions of virginia. overall another cool night tonight. we're back in the 30s mainly, near 40 degrees in town for overnight lows. but the seven-day forecast shows some promise. we're going to stay windy today and tomorrow with the red flag warning till 8:00 tonight. my the changes. once we get the next system moving on through, we'll clear things out, warm things back up. back to the 60s for friday. we'll hit the 70-degree mark no problem on saturday and sunday we'll flirt with 80 degrees. back to you. the howard theater is reborn and it's ready for business. >> in fact, hundreds crowded t street northwest yesterday for the big ribbon-cutting ceremony. >> three, two, one. >> the howard theater was the place to see live entertainment

it is 6:53. welcome back. we're looking at a fairly clear morning. lots of sunshine. right now we're sitting in the 40s inside the beltway. 30s north and west. we'll make it to a high today right around 60 degrees but crank up the winds 20 mile per hour plus winds by late other this afternoon. we have the red flag warning from noon until 8:00 p.m. today is tuesday, april 10. here's a check on the news before you go. a car goes sailing into a reflecting pool on capitol hill this morning. police found a bmw crashed into the pool in the lower senate park just after 3:00 a.m. they also found a gun inside. that's why they arrested the driver and the passenger. neither person was hurt. today montgomery county lawmakers are slated to vote on a redevelopment plan for downtown wheaton. county executive ike leggett is
