around. >> reporter: we're talking about 30-year-old eric todd, the former third grade teacher here at the elementary school is an accused child pornographer. tonight the fbi says the hunt for him is on. >> he wouldn't be going on this list if we didn't think he was a significant danger to the public. >> reporter: he's talking about 30-year-old eric todd, the former teacher at elementary school in northwest d.c. wanted on pornography charges. in 2008 a school camera containing child pornography was found in his possession. he's been on the run ever since. >> he fled ahead of the law enforcement response actually with other indications, other information in there that had child pornography. >> he's been using the alias of david bouzan is also accused of producing child pornography in maryland. while on the run he's been in virginia, illinois, indiana,

wisconsin and minnesota. most recently he was living in the area of phoenix, arizona. when authorities came looking for him, he eluded capture again. >> this is someone who has shown a uniqueadaptability. he'sable to have and form trusting relationships with adults to groom future victims. >> reporter: they say he's been able to stay on the run because of his ability to constantly change his appearance, evidenced by these pictures. he's an expert at social engineering, meaning he knows how to blend into different groups of socioeconomic backgrounds. the ability to do that, the fbi says, makes him that much more dangerous. >> we are hoping that eric todd reaches out to us and says this is where i am. i surrender. in the absence of that, we will hunt ethic todd. >> reporter: the fbi talking tough tonight. they've gone as far as advertising online to be a nanny and to be a camp counselor. the fbi needs your help tonight. you're asking for anyone with information to give them a

call. you can be entitled to a $100,000 reward. we're live in northwest d.c., ken molestina, 9 news now. also tonight, baltimore say the attack caught in front of the courthouse will not be investigated as a hate crime. a group of people attacked the victim after somebody punched him in the face knocking him to the ground on st. patrick's day. within seconds people swarmed and started hitting and kicking. someone stole his wallet, iphone and car keys before trying to strip him naked. the victim is white and it appears most of the attackers are black. the victim has not been publicly identified and tells police he was knocked out, had no idea what happened until a relative called to say they saw a video clip of this attack on the internet. a little boy finds a gun inside a spiderman book bag and accidentally shoots and kills himself. tonight, prosecutors have charged a maryland man with that boy's death. the shooting happened inside a home in clinton yesterday.

police say 29-year-old raymond alan brown hid the loaded gun in the child's backpack and left it on the floor. he's now been charged with reckless endangerment and firearm access to a minor. the name of the little boy killed has not been released. two months from now, ronald gerald picket will go on trial for murder. until then, he'll be back at work for metro. his boss says that's just fine and to the family of the murder victim, it's anything but fine. picket faces a charge of second degree murder. prosecutors say he killed his live-in girlfriend in their home last year. he had been on leave with pay but last week metro allowed him to go back to work pending the outcome at trial. here's vanessa mcgee's stepdad. >> he's going back to a standard way of routine of living, while my daughter is buried six feet in the ground. >> metro points out after being charged, the court released him on his own recognizance. metro reviewed the case, evaluated picket and decided he could return to work in a metro

rail yard where he has no contact with the public. an update on the story you saw hurries on 9 news now. we have -- you saw first on 9 news now. we have uncovered a ticket writing quota system with the at county police department. it required officers working an overtime shift to catch speeders and write five tickets an hour. chief douglas scott told us today he never saw any of those memos but is making nothing resembling quotas goes out again. >> from the highest level of the organization, we're not about quotas. i don't expect it. i wouldn't tolerate it. >> last month a 9 news now investigation uncovered an internal memo at arlington county police department that appeared to dale a quota for speeding tickets, parking tickets and dui charges. after our report the chief called that memo a mistake and much like today, he denied any allegations there exists a quota system. pay to the order of the

almost had a second grade depression and maybe we should try something different. they have doubled down. they proposed a budget that showers the wealthiest americans with even more tax cuts and then pays for these tax cuts by gutting investments in education, in medical research, in clean energy, in health care. in the district. the d.c. board of elections is launching an investigation against activist james okeith, after he released undercover video showing a man claiming to be eric holder and who was not required to show any identification at the ballot box. the election board says any evidence of criminal activity from last week's primary will be referred to law enforcement. in tonight's consumer alert, potentially toxic chemicals found in nail polish. they all have links to cancer, birth defects and other serious illnesses. a california state agency randomly tested 25 nail polish brands and found more than 80% of the products claiming to be free of toxins actually had some of the chemicals in them and more than 30% had dangerously high levels. >> we did do the sampling and analysis, we were surprised to see the extent of inconsistency there. >> a group that represents the companies making nail polish

new tonight, the special prosecutor in the trayvon martin case says she will have new information in the case, but she's not going to announce it for another 72 hours. meanwhile, the man who fatally shot the 17-year-old has gone missing, according to the attorneys for george zimmerman. they say they haven't heard from the neighborhood watch volunteer since sunday, and now they've withdrawn counsel. back in february, zimmerman shot and killed martin after following him in a gated community. zimmerman claimed self-defense and has not been charged. martin was unarmed. caught on tape, a 7th grader saves the day when his school bus driver becomes seriously ill. surveillance video shows a normal trip for washington state middle schoolers until suddenly the driver slumps back in his seat, lets go of the wheel. the bus is ca reaping out of control and headed straight for a church before jeremy and aclassmate swing into action. a second student gave cpr and

gave the driver chest compressions. he suffered a heart attack and had to be rushed to the hospital. everyone else got off the bus safely thanks to those boys. history could be made at this year's miss universe pageant. for the first time ever, it's possible a transgender woman could be among the bikini-clad contestants. >> that announcement came earlier today. matt jablow has the details. >> i had always dreamed of being in the miss universe competition. >> reporter: now, janet can pursue that dream once again. today, the miss universe organization announced that the 23-year-old who had a sex exchange operation four years ago will be allowed to compete in this year's miss universe pageant. about a week ago, the vancouver resident was told she would not be allowed to represent canada in the miss universe pageant because she was not a, quote, naturally born woman. >> i fit under the transgender umbrella. >> reporter: d.c. resident jerry hughes is also not a

naturally born woman. >> technically i would call myself a transsexual woman. >> reporter: an employee with the d.c. based organization called transgender health empowerment, hughes calls the decision to allow transgender women in the miss universe pageant a major step forward. >> discrimination is always wrong. always. and so to not allow transgender women to compete with other women would be wrong. >> reporter: people we spoke with tonight in northwest washington agreed. >> i think that's a wonderful thing. i think there's too much discrimination based on gender and sexuality in this country and that's just a natural thing that we are working towards total quality in that and people are dragging their feet. >> it's someone who have gone to great lengths to take hormones and have your body changed from male to female or female to male, you know, you look good in a bikini, you look good in a bikini. >> reporter: keep in mind, she

first has to be crowned miss universe canada before competing in miss universe. that will be held on may 18th in toronto. some say human relationships couldn't survive with without the ability to say i'm sorry. why are many of our public officials so bad at it? tonight, derrick has some thoughts on the art of the apology. >> reporter: you know, anita, they may be the toughest words to say in the english language. they are i was wrong. perhaps that's why d.c. council member marion barry issued his nonapology apology for saying something ought to be done about the asians coming in opening up the dirty shops. i chose the wrong words just doesn't sound all that sorry, does it? remember former virginia senator george allen's moment? his apology for using what many thought was a racial slur to an indian said i do apologize if he's offended by that.

contrast that with marlins manager who practically fell all over himself today apologizing for saying in an interview that he loves fidel castro. i did the wrong thing. it was a very stupid comment, he said. while i think apologies are all about seeking forgiveness, at least you do need to step up and admit you did something wrong, understand you caused a lot of hurt and promise to do better. he said if i don't learn from this mistake, i will call myself dumb. somewhat ironically, some in south florida say he ought to lose his job. the offense is just too great they cannot grant him forgiveness. fair enough. that's their prerogative, but at least he was man enough to ask for it. anita? >> well said, derek. wind, wind and more wind? >> pretty much. tomorrow will be a perfect day for a tornado drill. there's going to be a tornado drill in the state of maryland, 9:45 in the morning. don't get confused. it's not going to feel like a day that will produce tornadoes
