>> reporter: the president is pushing the so-called buffett rule aimed at making wealthy americans may high -- pay higher taxes. >> mitt romney is expected to campaign in connecticut and rhode island today as he tries to wrap up officially the nomination. both states hold their primaries during the next round of contests which is in two weeks. the d.c. board of elections is launching an investigation against activist james o'keefe. it comes after o'keefe released some undercover videos of showing a man claiming to be u.s. attorney general holder and he was not shown to be required identification when it comes to going to the polls. the election board says any evidence of criminal activity because of o'keefe's videos will be refurred to law enforcement. a former d.c. private schoolteacher is now one of the f.b.i.'s ten most wanted fugitives. the f.b.i. released this picture of eric troth. he taught third grade on the grounds of the national

cathedral. the f.b.i. accuses toth of producing child important nothing avenue -- pornography on the job. explicit photos of at least one boy were found on his computer. he hasn't been seen since he lost his job in 2008. a 20-year-old man is charged in the accidental shooting death of 56-year-old. the child found a loaded handgun inside a spiderman book bag. raymond allen brown hid the loaded gun in the child's backpack and put it on the floor floor. in two months ronald gerald picket will go on trial for murder. until then, he'll be back at work for metro. he face as charge of second- degree murder. prosecutors say he killed his live-in girlfriend vanessa mcgee in their home. he had been on leave with pay but last week metro allowed him

to return to work pending the outcome of the trial. >> he's going back to a standard way of routine living while my daughter is buried underground. >> metro points out after being charged the court released picket on his own recognizance. metro said it reviewed the case and evaluated him and decided he could return to work in a metrorail yard where he has no contact with the public. 9news now has uncovered more memos which give the appearance of a ticket writing quota system for officers with the arlington county police department. one required officers to work an overtime shift to catch people speeding and write five tickets per hour. the chief tells us he never saw any of the memos but is now making sure nothing resembling quotas will go out again. >> from the highest level of the organization, we're not about quotas. i don't expect it. i won't tolerate it. >> last month 9news now investigation uncovered an internal memo at the arlington

county police department that appeared even then to detail a quota system. after our report then, chief scott called that memo a mistake and rescinded it. well, if your smartphone doesn't work, robbers won't want it. that's at least the hope after new effort by the cell phone companies to caught down on robberies of cell phones. the companies are creating a database of phone serial numbers so if you report your phone stolen, they will disable it so the thieves can't use it. michele jackson knows firsthand why something like this is needed. >> i love my phone. i can't live without it. when i got to the gallery and the doors opened, some young boys tried to grab my phone. i had a big fight with them so they wouldn't take my phone. >> police say cell phone robbers have pushed victims in front of subway cars. one thief broke the jaw of a mom who was pushing a baby

stroller at the time on capitol hill. it will take about 18 months to get the database ready. phase two of the silver line extension to dulles is one step closer to being approved. the fairfax county board of supervisors voted to sign off on the project. phase two will go from wiehle avenue in reston to loudoun county. the total cost is estimated at $2.7 million. fairfax county would kick in close to $500 million of that. the project still needs final approval from loudoun county. the county of board of supervisors also approved the list of eight proposed lanes for its silver line stations. they're mclean tysons corner, wiehle-reston east, reston town center, herndon, innovation center. lawmakers in the maryland state senate and house of delegates say they are ready to start a special session to reach a balanced budget but

governor martin o'malley has not yet said if he's going to call one. the issue was addressed at a bill signing ceremony tuesday in annapolis. monday lawmakers did agree on a budget but failed to pass two measures in order to balance testimony the two bills would have balanced the budget by raising taxes and shifting a portion of teacher pension costs from the state to the counties. if the bills are not passed by july, a doomsday budget will kick in which cuts state spending by $500 million. across the potomac, governor bob mcdonnell has finished reviewing all of the bills. he vetoed seven and altered several others. most notably the voter id bill. the general assembly will reconvene on the 18th to act on his vetoes and amendments. here's a look at some other stories making news now.

secretary of state hillary clinton says the situation in syria will be a major focus of today's meetings in washington. syrian president bashar assad despite monday's deadline to pull out of the cities, secretary clinton says russia's refusal to support international action is keeping assad in power. she says the u.s. will once again call on russia to backup a plan to get humanitarian aid to syria. the special prosecutor investigating the death of trayvon martin will release new information about the case before this weekend. she will decide in george zimmerman will face charges or not. the neighborhood watch captain claims in february he shot an unarmed teenager in self- defense. yesterday zimmerman's lawyers quit saying their client was not answering their calls or following their advice. two teachers and one school staff worker now forever known as the three ameeg goes are the owners of the winning megamillions ticket for maryland. >> this is the picture of the

bell. alcoa reported a surprise profit. they sold more aluminum last month. demand for autos and airplane manufacturers picked up. it also raised its profit forecast for the entire year. the federal government has proposed new rules aimed at giving home openers more options to avoid foreclosure. the government plans to finalize the proposed changes by next january. anything we can do to keep people in homes definitely a good idea. >> again, we keep hearing about another wave that's coming. it would be nice to sort of stem that off. >> absolutely. the next time you eat a snack at your desk, you could

. welcome back to 9news now. 4:45. we want april showers. april showers, are there anywhere in your forecast? >> well, we have a little shower today but it's hardly going to qualify to give us anything we need. the temperatures today are actually going to feel more like march than april. then when we get to the weekend, it's going to feel more like june than april. i would settle for april. >> with a few showers. >> with just a few showers for the garden. right now, though, we're looking pretty good. clear skies overnight. we cleerld out very nice -- cleared out very nicely. temperatures hovering in the 40s in town. cooler up toward the north and toward the east. the feels like temperature is not too far off. just a couple of degrees when

you factor in that breeze moving on through. we will see a lot of sunshine for the first half of today so you can get a lot done before the showers start to move on through. i pulled in the satellite and radar scan and you can see what's going on. we have a system moving off the coast and it's spinning and bringing in some of that moisture toward us. be glad we're not getting the wintry precipitation they're getting along ohio and pennsylvania. however, some of that moisture will work its way toward our region later on this afternoon and may have just enough oomp to give us a few late day showers and no thunderstorms expected for us. future cast does pull in that cloud cover fairly quickly. i would say between 12:00 and 1:00 the cloud cover will start to filter on through. showers will begin to develop between 2:00 and 3:00. these are going to be hit or miss, sprinkles in some cases as well but fairly light to moderate showers pushing on through very quickly. by your drive time home 5:00, 6:00, we're looking pretty g. as we go into the overnight we actually begin to clear out and

things start to improve headed into thursday. that's a good thing because we have the nats home opener at the stadium. tomorrow we're looking pretty good. thursday through midday, late afternoon plenty of sunshine and we will keep things dry as we head to the weekend. forecast for today is going to be fairly calm. a little bit cool in some pockets. lower to middle 50s. off to the north and western suburbs. but as you get closer to town, we should hit about 56 degrees at the andrews air force base reporting station and we'll also see those middle range pushing the upper 50s later on today. it will be a bit breezy. winds out of the nor and northwest today -- north and northwest today about 15, even 20 mile per hour winds. we'll keep a little bit of the breeze on thursday but it will be partly cloudy and things will be quite nice as we settle into friday. temperatures start to rebound a little. we get back into the 60s for our friday forecast but look at saturday and sunday. south and southwest winds pull on through. we're talking about a high of 80 by sunday. some have us going higher than

that. on monday highs in the middle 70s. we're off to a decent start i'm happy to say. there are no major problems to report on the major thoroughfares. the beltway looks great all around town. if you're planning to head over to 270 leaving i-70 in frederick, everything is running smoothly. there are really no problems through urbana as you head down into clarksburg and the point where the lanes divide. on shady grove road on the southbound side of 270, volumes are light to the point where the loins divide. whether you're heading to the legion bridge or silver spring, you're going to be just fine. the northbound side of i-95 you see all the tray angles -- triangles behind me. that's overnight construction and should be cleared up. let's take a live look in springfield northbound 95. again looking great to 395 and up to the 14th street bridge. in my next report, we'll take a look at the bw parkway at 4:55.

in the meantime metro riders might soon be able to buy an unlimited 28-day rail pass. "the washington post" reports the transit system's board of directors will consider the plan this thursday. the pass would be available only on smartrip cards. the proposal comes a day after metro sefd its budget would be $-- said its budget would be $16 million less than it expected. a california state agency has released a report saying nail salons are using polishes that contain potentially toxic chemicals. >> the polishes are advertised as chemical free but what's actually in the bottles could harm thousands of workers and tens of thousands of -- in tens of thousands of california salons. bigad shaban has more. >> reporter: at this salon they work up to ten-hour days. >> in some of my customers are

pregnant or trying to get pregnant. >> reporter: some polishes only used in nail salons are mislabeled and contain dangerous chemicals linked to birth defects, asthma and other illnesses. they're known as the toxic trio. investigators randomly chose 25 nail polish brands to test. they found more than 80% claim to be free of a certain toxic chemical actually had it and 30% had dangerously high levels. >> no worker should have to suffer health impacts due to a manufacturer's false claims. >> reporter: a group that represents the companies that make the nail polish argue the levels of chemicals are actually very low and don't present a significant health risk. nicole fisher is a nail polish distributor and recommends salon owners buy from well known companies. >> you're going to pay a little bit more but at least they know it's regulated by the state and it's safe. >> reporter: cynthia says the well-being of her business and her employees depend on it.

>> it's important for them to know our salon is a safe place for them to come and enjoy a service. >> reporter: now it's up to the state to decide if the polish mislabeling warrants legal action. >> the polishes in question are little known brands including dare to wear, new york summer. the attorney general could eventually force the companies to attach warning labels to their products. teen births in the united states continue to decline. nearly every state saw teen births drop from 2007 to 2010. nationwide the rate fell to about 34 teen births per 1,000 girls. the highest rate mississippi, 55 births per 1,000. new hampshire the lowest 16 per 1,000. you may be at least 60% more likely to have a stroke if

your sibling had one. that's one of the findings of swedish researchers who studied health records to ten years. the study also found if your brother or sister had a stroke at 55 or younger, your risk of having one at the same age is almost doubled. if doctors see a problem with your ekg, you could have a greater risk of heart disease or even heart attack. a study of electrocardiograms of elderly men and women showed this connection. ekgs are not normally prescribed for people without existing heart problems but after this study these findings may prove helpful in predicting future issues. 80% of us eat at our work desk every day but this practice significantly increases your risk of developing food poisoning. >> average office desk has a hundred times more bacteria than a kitchen table and 400 times more bacteria than the toilet seat. researchers say one reason could be that people rarely clean their desk tops.

time is 4:55. question have mainly -- we have mainly clear skies. cools temperaturing. most of us sitting in the lower 40s, upper 30s. we'll keep our sunshine through midday and warm things up to the middle and upper 50s by mater on this afternoon. if you're -- by later on this afternoon. if you're planning to head to new york avenue, things are fine. there had been an overnight fire which has been cleared near bladensburg road. all lanes are reopened. a d.c. tradition which usually attracted hundreds of thousands of people to georgia avenue has come to an end. the president of the caribbean day parade says minimal funding and lack of support from the city are to blame. the parade is still above 200,000 in debt to the city but he says previous mayors have come to the rescue.
