afternoon, 1:00, 2:00, the clouds begin to move on through and we'll crank up our winds as well. 17 mile per hour sustained winds by 5:00. with all that moisture coming on through, the opportunity for a little bit of rough payment on your drive time home. it's feeling more like it is in the 20s out there for much of region so make sure you have that jacket as you step on out and the short-term forecast is looking pretty g. as we get through midday and late day, things should be pretty good us for as we go in toward the evening hours. you're not going to like this very much. on the northbound side of i-95 there was an accident and you would think it was so serious with all these delays but it really wasn't. it's sitting on the shoulder just past lorton trying to get into springfield but take a look at this delay on the northbound side. it happened right into the height of rush hour i know but wow, that's slow on the northbound side leaving lorton and trying to get past the accident which again is sitting on the shoulder. i guess everyone wants to take a look at what's going o. we'll go further north into

springfield. once you're there things look much better heading for the beltway or on to 395. let's go back over to the maps. no problems to report on 270 out of frederick. you see all that yellow. that's just traffic slowing down as usual as you leave i-70 heading toward urbana. we'll take a live look at the beltway north of town. this is doing well leaving college park till you hit about new hampshire avenue on the outer loop. then it's going to slow down a bit to georgia avenue. in my next report, an update on area roads again at 6:11. back to you. at 6:01, we're following breaking news. a massive earthquake in indonesia magnitude 8.7. it hit about 3:30 this morning our time. this is a look at the website for the united states geological survey. the epicenter is that big red square in the top left of the screen. here is video from aceh. you probably remember that name from the 2004 tsunami which killed a quarter million people. tsunami warnings have gone out, this time right now, though, no

reports are in on deaths or damages and we will be keeping an eye on this and bring you updates as they come in. the attorneys for george zimmerman are now off the case. >> they're no longer representing the man who shot and killed 17-year-old trayvon martin in florida six weeks ago. martin's parents will be here in washington later today. delia goncalves is live outside the washington convention center with a preview of what's going on there today. good morning. >> reporter: good morning. trayvon martin's parents will be here at washington convention center, guests of al sharpton. they'll speak to reporters a little later this afternoon around 1:00. they'll talk about their son, their fight for justice and this case that has taken a bizarre turn since zimmerman's attorneys dropped out of the case recently. they say they haven't spoken to george zimmerman since sunday and have learned since then he has contacted a special prosecutor's office himself but she refused to speak to him

without consent of his legal team. then george zimmerman called a fox news host and we've all seen the website he's set up on his own asking for donations for his legal fund. zimmerman's team says they still support him and will get back on the case if he returns their phone calls. >> to handle it this way suggests that he may not be in complete control of what's going on. we're concerned for his emotional and physical safety. >> i know of the website from my attorney but i haven't viewed the website. i'm just really trying to stay focused on justice for trayvon. i don't want things like that to distract me so some of the things i do not pay attention to and that's one of them. >> if he had not gotten out of his vehicle that day, wee not have to -- he would not have to worry about starting a website or asking people to make donations for his defense fund. had he stayed in his vehicle as he was asked to do by the

dispatcher, none of this would have even mattered. >> reporter: coming up new at 6:30, hear what a local congress person is doing and hopes to introduce in parts of legislation in regards to this case. mike, back to you. >> thanks, delia. delia goncalves live in northwest washington this morning. the mother of an unarmed d.c. man killed by police is now suing the city for $100 million. 18-year-old raphael brisco was shot twice by an officer last april and he was running from police when the officer shot him in the lower back killing him. the family's attorney says briscoe did not do anything wrong and did not have a weapon. the officer is on administrative leave and the internal investigation is continuing. women in alexandria, watch your back. police are on the hunt for a man who is snatching women off the street and sexually assaulting them. two incidents happened last night along mill road at eisenhower avenue. investigators say both victims fought back and got away.

a former d.c. private schoolteacher is now one of the f.b.i.'s ten most wanted fugitives. eric toth is accused of producing child pornography. he taught third grade at beauvoir elementary school on the grounds of the national cathedral. explicit photos were found in a camera in toth's possession. >> this is someone who has shown a unique adaptability. he's able to have formed trusting relationships with adults. we believe he does that at least in part to groom future victims. >> the former teacher hasn't been seen since he lost his job in 2008. the f.b.i. is offering a $100,000 reward for information leading to toth's capture. the three winners of the megamillions jackpot in maryland have come forward. one wants to go backpacking across europe. another plans to visit italy's wine country and a third wants

to buy his sister a house. two things we will not learn about these three people? their names or what their faces look like. they're hiding behind the big check which is a pretty cool place to be. all three say they want to remain anonymous. when they signed the big check for $218 million after taxes, each will get $35 million a piece. we do know they all work at a school and plan on keeping their jobs for now. >> they want advice on keeping their money? call jessica doyle. at 6:06, jessica has this report on a pop regard retail near our area. >> they only charge a small amount, very small amount. the retailer is best buy. right now it's actually searching for a new leader. the reason why best buy's c.e.o. brian dunn resigned in a surprise yesterday. the company is saying he quit before an investigation into his personal conduct wrapped: this is all very mysterious. it comes just weeks after dunn

study suggests both things can go hand in hand. the research looks at the link between stress and fatal accidents on the road. deaths from traffic accidents around april 15 rose 6% on average on each of the last 30 years. the study appears in the journal of the american medical association. researchers found that stressful deadlines contribute to driver error. they recommend this. if you know you're stressed, keep the basic things in mind. use the seat belt, eliminate the distraction. go through the mental checklist. when you're stressed, you tend to throw that stuff out the window. >> take mass transit if you can do it. our time 16:08. it's -- is 6:08. it's being caused the movie every teen should see. >> the president of the national education association is going to join us and offer his review of the movie and learn what's being done to stop bullying in our schools. >> more strong winds on tap for

parts of long island are under a state of emergency because of brushfires. high winds and dry conditions are fueling those fires and people there are under the same red flag warning we are enduring here and it's expected to continue in our region as well. over to you. >> thank you, mike. this evening d.c. mayor vincent gray will announce the district's first city wide antibullying campaign. he'll unveil the plan at a new showing of the film "bully." joining us to talk about the movie and the problem of bullying is dennis. the nba was behind the push of getting the rated lowered so young people could see it. what did you think? >> it is a powerful movie. i don't think anyone can watch this movie and come away unchanged. you'll see and view the whole concept of bullying in a very different light. i think it will encourage

people to take action. >> 13 million kids in america's schools are bullied. you're an adult looking at it and seeing this young boy and i know that's got to break your heart but is it the kind of movie that's going to get at the young people who are bullying, empower the ones who are bullied to really make a change? >> i think what's critical is that the kids see it and i think it would be great for them to see it with adults but i think the power is also in the conversation after, to talk about the four kids that are depicted in the movie and to talk about what it means and how it feels for the kids who are bullied and talk about the behaviors. i think you can. i believe that adults can change the culture of a school or in a community and it takes all of us. bully free it starts with me talks about individual responsibility but it also points out it's all of us together that can make a difference. >> you're talking about nea

started this. that was -- what's depressing about learning about this movie is teachers saying it starts with me, teachers who looked at alex and in a sense blamed him for what was happening to him or didn't recognize just how serious this problem was and demeaning to a young person. what are you doing and what can you do inside that school building to make sure a teacher is sensitive to what's happening? >> as we -- first of all, our members, both teachers and education support professionals know and recognize their responsibility. close to two-thirds say they see at least two incidents every month of bullying. and less than half say they received any training. some of the advice we got when we were kids from our parents it was not good advice. sometimes a parent will say just ignore them and they'll stop. that's not good advice. shoe not ignore it. you need to take action right away. and some of the behaviors that we saw of adults in the film, they did not do the right thing and i don't believe they did

that out of mall lass. i don't believe -- malice. i don't believe they knew what to do. don't have them try to resolve it on the spot. separate the kids. make sure they're safe. don't make them talk about it in public. talk to them individually. have a conversation to find what it is so there are many proactive things. there's a lot of good advice for adults and students. >> dennis van roekel, thank you for being with us. one of the places where it needs to change is training for teachers. olga? we are on the cool side this morning. temperatures have really dipped down the last hour. we have mainly clear skies. we have some breezes coming in out the north and northwest 10 miles per hour. we will stay in the 40s for a bulk of the morning. by about lunch time plenty of sunshine. finally squeaking to the lower 50s. then the clouds build in later on in the afternoon.

that means we're going to pull in the afternoon for a little late day shower perhaps on your drive time home you mate have a little bit of that wet pavement but -- you might have a little bit of that wet pavement but clings are clear and -- but things are clear and cool. right now feeling more like the upper 20s in and around the region. as we get out of the 40s and into the 50s, things will definitely be on the improvement. the overnight showers should taper off before 10:00 tonight and we'll definitely see a sunnier day and even warmer for tomorrow. our seven-day forecast is going to take us out of the 50s and eventually get us back to 60 degrees for tomorrow. that's great for the nats home opener. saturday looks like lower 70s. some projections a little higher than that. by sunday we'll flirt with the 80-degree mark and still keep a lot of that warmth headed into next week. it's been that same issue all morning long on the northbound side of hien 95 -- i-

95 where you've got not only the rush hour butle the accident that caused this delay coming up from woodbridge. this is a live look from sky 9 trying to cross the occoquan river. it's going to be off and on toward lorton before the pace improves. that accident was moved a while ago but with that rush hour traffic, it just left all of this to deal with with the lanes open heading into springfield. i'll show you where it was on a map on the northbound side of i- 95, just north of lorton but before springfield and again it's pretty much cleared out of the roadway but everyone still stopping to take a look at what's going on there. further north on 395, you're going to be just fine heading to the 14th street bridge so at least that's some relief. we'll go over to the north side of town. no problems to report as you travel on the beltway between college park and bethesda. here's 270. overall delays route 80 down toward 121 and then it looks still pretty good as you head through gaithersburg here down to the point where the lanes divide. just a bit of volume for you this morning. coming up in my next report, we'll update you on 95 at 6:25.

cloud cover and top out around 57 degrees. it will be brisk and a little damp to end the day. everyone knows washington is the place to be this time of the year for the cherry blossoms and the easter egg roll. >> it apparently is also the place to be if you're a star college quarterback getting ready for the n.f.l. draft. andrew luck is in town. the sanford quarterback who's expected to go number one or at the very least very near the top of this month's draft. he met with the skins at the palm restaurant tuesday in tysons corner. luck is expected to be drafted by the indianapolis colts. this comes after the team reportedly met with rgiii. he's the baylor quarterback who most experts say the skins will end up with as the number two pick. he also met with the skins in texas last weekend. the draft coming up april 26. the nationals and mets will play the rubber game of their series this afternoon. it is a pitching ace matinee steven strasburg going against santana.

last night a great first start for the season for ross detwiler. he gave up just two hits and retired 13 batters in a row and got plenty of help at the plate. jason werth went four for five driving in two home runs. nationals top the mets 6-2. it was new york's first loss of the season. it is early in the season, but there are two injured nats who could pose problems. closer drew storen could have bone chips on his elbow and michael morse is out indefinitely. he suffered a setback on his strained right lateral while playing with hagerstown. doctors are, quote, concerned. >> he came up big in a few games i saw last year. we need him back. >> not good, concerned. the wizardses, guess what? they won two games in a row. they hosted the magic last night but no dwight howard.

under way in virginia. republican cory stewart will officially announce his bid to become lieutenant governor. stewart is the chairman of the prince william county board of supervisors. he became a nationally known figure a few years ago in that heated battle over illegal immigration. few water will be the first can -- stewart will be the first candidate to officially enter the race. the special prosecutor in the trayvon martin case promises an announcement sometime this week, but no hints as to what that might be. >> martin's parents are here in the district today keeping their son's death in the national spotlight. delia goncalves is live outside the washington convention center with more on that story and what they'll be doing here. >> reporter: good morning, andrea. the 17-year-old's parents have been here in d.c. before. they're here again today at the convention center, g.e.s of al sharpton's national action network. they'll be talking to the media around 1:00 this afternoon. they'll talk more about their son, justice for their son, the

fight for justice i should say and more on this case that has prompted even local lawmakers here at home to take some action. george zimmerman has not been arrested since the shooting of trayvon martin six weeks ago, but a special prosecutor assigned to the case now will decide if charges will be filed. the case as i said has prompted congressional delegate eleanor holmes norton to discuss racial profiling with a number of d.c. residents. >> to focus on eliminating the branding of african-american men and boys on sight as criminals or in other negative ways. i will introduce a bill designed to help local jurisdictions develop local racial profiling laws and programs. >> reporter: the delegate will introduce that legislation in congress when the congress

reconvenes on monday. now a twist in the case. zimmerman's attorneys have dropped him as a client because they say he's been reaching out to the media and to the special prosecutor without their consent and they haven't spoken to him or seen him since sunday. back to you. >> thank you, delia. delia live in northwest washington this morning. we have a follow-up to a brutal -- excuse me, prince george's county police have a man in custody in connection with monday's accidental shooting which killed a 6-year- old boy in clinton. 20-year-old raymond allen brown is now charged. investigators say he stashed a loaded gun in a child's book bag. the boy found the gun and then fatally shot himself on monday. brown is facing up to a five- year prison sentence if he is convicted. now we have a follow-up on a brutal beating caught on tape in baltimore. it will not be prosecuted as a hate crime, that is at least for now. we showed you this yesterday. it happened last month in the

early morning hours after st. patrick's day. a 31-yard white man -- 31-year- old white man from arlington, virginia was attacked by a group of people all of whom appear to be black. the video was posted online. baltimore's police commissioner says it is not a hate crime but one of quote drunken opportunistic criminality. he said the efforts to make a racial issue out of it are, quote, fearmongerring. >> it is hateful, though, that someone would do that. maryland's governor called what happened in annapolis the lowest point of his experience. and he won't call a special session. lawmakers reached their special session without reaching a budget dee. that means the state is what is dubbed a doomsday budget. it could result in $500 million in cuts. the special session would have to be held before the new budget year begins july 1. a new program will protect your cell phone in case it's lost or stolen. the program is the brainchild of officials right here in the

district. when you report your phone stolen, your carrier will be able to disable it. wireless providers will use a centralized database. it will allow the company to know when you report the phone stolen and stop it from being used. d.c. police chief cathy lanier says it will slow down thefts of phones. it cook a nationwide effort to get it done. >> i'm pleased to say every one of those folks we reached out to stepped up to the plate, offered their assistance and are all here today. >> at&t, verizon, t-mobile and sprint next teleare taking part in this -- nextel are taking part in this initiative and more wireless providers are expected to join. jessica doyle is watching your money. >> april showers bring mayflowers. we have no showers but one thing that falling, stocks. >> the last five days of this year has been a tough stretch for wall street.

some stocks have taken an especially hard beating. they have fallen into direction territory. more than half of the stocks in the s&p 500 are down 10% or more from their 52-week highs. among them constellation brand. this is the large maker of alcoholic beverages. it's down 15% from its 52-week high. and tech stocks down. this one is brutal. first solar, a leading make erg of solar products has dropped 86%. at the same time the s&p 500 in general is down 4.3% from its april second high. if you don't own one already, you may buy a tablet computer this year. if you do own one, you may buy a new one. worldwide tablet sales are expected to nearly double in 2012. it's expected that apple will continue to lead the pack for the foreseeable future. a very familiar face has jumped into the national

discussion about raising taxes. >> i wish they weren't called the bush tax cuts. if they were probably called somebody else's tax cuts, they would be less likely to be raced but if -- raised but if you raise taxes, you're taking money out of pockets of consumers. >> he was making the comments at a conference at the historical society. the president went on to say that raising -- [indiscernible] the bush institute is actually coming out with a tax policy book this summer that they're billing as progrowth. it if that's where you're going right now. another problem on the northbound side of i-95 was resolved a long time ago. an accident near lorton but take a look at the delay. you're going about 20 miles an hour trying to get past the occoquan and the pace improves into newington. if you're planning to go into the downtown area, there are no problems on 395 across the 14th street bridge. we'll take a live look inbound of the 14th street bridge trying to get into the district. coming up in my next report, another look around the area at 6:58. 6:45. here's weart story happening today. there -- weather story happening today. there will be a tornado drill happening in schools across maryland. it will begin at 9:45 this morning and go no more than 15 minutes. students and staff will react as if there was a real tornado warning in the area. last year maryland hat 27 -- had 27 tornadoes which was a record high for the state. >> this month is the anniversary monday of the la plata tornado a couple of years ago which was very severe. >> they talked about the

tornadoes in texas. it was a miracle that things went as well there because of that training. people need to know what to do and when to do it. our forecast today, well, i say get the jackets out. i wish i had some gloves on. i'm still trying to warm up after being on the weather terrace earlier. close to 40 degrees in and around the beltway but it's feeling like the lower range 30s outside. so keep that in mind if you're just moving on out. the sunshine will stick around. with that jacket you need the sunglasses as well. midday looks pretty good. we'll make it into the lower 50s by your lunch break but also bring in some more cloud cover later on in the afternoon. that means lowe'sly cloudy skies by 3:00. we'll crank up the winds to 17 miles per hour and, yes, we'll introduce an opportunity for some late day showers to move on in. highs today will top out prior to 5:00. we should make it into the upper 50s. we're projecting about 57 degrees for reagan national airport for ga. right now looking great.

the michael & son camera shows daybreak in progress. temperatures are on the cool side. it is feeling like it's in the 20s right now in and around much of the region. we will make it into the 50s later on. the forecast for today features the sunshine first. the clouds second. so cooler temperatures will be a little slow to respond. but at least the satellite and radar keeps us in the clear to start you out on your morning commute. afternoon is a different story. the moisture off to the north and west is now starting to move in through the mountains of pittsburgh and the panhandle of maryland. that's going to move on into our region later this afternoon. future cast predicts the range should start to fall right around 2:00 in the afternoon. northern suburbs first. then it will slide down quickly by 6:00. we should have most of this cleared on out and we're looking clear and quiet headed into your evening forecast. so overall a pretty good stretch ahead. a great day for tomorrow but we have to get through this chilly day for today. highs upper 50s to middle 50s north and west and the next
