however, we're going well up into the 60s. mid- to upper 60s this afternoon. the winds shouldn't be bad. a much more comfortable day than we've seen in a while because the winds just aren't going to be there. one of the things that's helping us this morning is the fact that we've had some clouds develop. it's enough to keep temperatures from dropping off overnight with the lighter winds. even though we had frost and freeze warnings, we're still holding in the upper 30s. with the cloud cover, really spotty on that frost and that's a good thing since the growing season obviously has begun. 37 in manassas. 36 winchester and frederick. on the flip side it's 51 in annapolis right now. we're going into the 60s, even near 70 south and southwest of town. even warmer for your weekend. those details coming up in a few. right now here comes a smile in monika santami with time saver traffic. i'm happy it's friday and i'm sure all of you are as

well. the volumes are light, friday morning light. if you're planning to head into the downtown area, there had been some construction leaving on the westbound dulles toll road but i think that's cleared up. here's the 14th street bridge. no problems to report heading northbound between the beltway and the potomac river. in fact, all the potomac and anacostia crossings are looking great this morning. back over to the maps and this time let's go out west. 66. no delays yet out of manassas into centreville all the way into fairfax and the beltway. let's take a live look in centreville inbound 66. as you can see barely anybody out yet but it will change within the next hour. i'll keep you posted on that coming up in my next report at 5:09, we'll take a look on the north side of town. students in maryland could face huge tuition hikes next year because lawmakers didn't pass a replacement for the state's doomsday budget. >> today the maryland board of regents votes on just how much that tuition could be going up. 9news now reporter delia goncalves is live at the college park campus.

she has more on that story. tuition increases, no fun, delia. >> that is not good news for any student to hear. not only is the state dealing with the potential doomsday budget, students here facing a potential doomsday of their own. we're talking about a tuition hike, larger class sizes, less student services and the tuition hike amounts to an extra $900 per student every year. the board of regents was going to keep tuition at a modest 3% increase but now the board is considering a 10%, even 13% tuition hike to balance out the $50 million the school would have received from the state of maryland. you see, governor martin o'malley says lawmakers spent too much time debating a sixth casino site in the state and simply let their responsibilities with the budget slide. the only way to avoid a doomsday budget july 1 and more than $500 million in cuts statewide is if lawmakers reach

an agreement in a special session. >> it really, really sucks. >> i might not be here. >> i would ask them to call back the legislature and pass a responsible revenue package. >> reporter: the students are not taking this news lying down. the student government association along with 11 other schools in the state of maryland are planning to lobby in annapolis in trying to sway governor martin o'malley and convince him to call the special session. bah does the governor -- so what does the governor have to say about the doomsday situation? we'll have his answer coming up at 5:0. back to you. >> delia goncalves reporting live from the college park campus. an investigation is now under way into what caused a warehouse fire in montgomery county. the blaze started on air park road in gaithersburg last night. our sky 9 shot showed smoke pouring out of the building. montgomery county officials say the building is used by a recycling company and there was a lot of paper inside. no one was hurt.

police have a suspect in custody following yesterday morning's officer-involved shooting while a second person is hospitalized with serious injuries. prince george's county officers went to a building on good hope avenue in temple hills. the initial call was for breaking and entering but officers say a man fleeing from the building confronted them. one officer fired her weapon but didn't hit anyone. the suspect was captured. police found a person inside who had life-threatening stab wounds. mitt romney's wife ann is now responding to some recent comments made about her from a democratic party consultant. hillary rosen who also appears on cnn made these remarks while talking about the republican presidential candidate and the fact that he mentioned he referred to his wife's opinion when it came to money issues and women. >> guess what? his wife has actually never work add day in her life. -- worked a day in her life. she's never dealt with the kinds of economic issues that a majority of the women in this country are facing. >> my career choice was to be a mother. i think all of us need to know

that we need to respect choices that women make. >> president obama has called rosen's initial comments the wrong thing to say. he asked her to apologize. rosen did return to the airwaves and backtrack somewhat on her remarks but pointed out many women don't have a choice at being a stay at home mom. it's 5:05. time for the latest your money report of the morning. jessica doyle is off today. perhaps she's enjoying the biggest two-day rally so far this year on wall street and decided to celebrate without us. the dow closed up 181 points at 12,986. the nasdaq jumped 39 points and the s&p climbed almost 19. markets in asia closed higher this morning but so far stocks in europe are down slightly. a spokeswoman for maryland governor martin o'malley says he probably will sign a bill to protect children from identity theft. the first of its kind measure will allow parents to freeze

their child's credit at any time. the reason? identity theft can be so damaging for children, that credit agencies can refuse to freeze the credit of those who do not have a pre-existing credit report. attention shoppers. the giant food store in wisconsin avenue near national cathedral is now closed. the store, one of the city's oldest and one of the narrowest to navigate with your cart will be replaced by a brand new, much larger giant as part of the cathedral commons project. since it's not opening till 2014, the supermarket chain will provide free shuttle bus service to the van ness giant three times a week. very good. george zimmerman is facing a judge for the first time in florida after being charged in the trayvon martin death case. that story coming up. >> disaster for north korea after its highly touted rocket test goes very wrong very soon. >> and in game one of the

a couple of clouds right now but expect a lot of sunshine. it's not going to be super windy. in fact, pretty light winds out of the north, northwest 5, 7, 8 miles an hour. by 9:00 low 50s. some jackets this morning. even some 30s out there right now but by noon in the low 60s. highs mid- to upper 60s. we're driving home with light winds. convertible tops will be down with the 5:00 p.m. temperature of 66. let's go over to monika with time saver traffic. construction still in place on the eastbound side at connecticut avenue. you can see the arrow boards still set up. if you're planning to head through the area, volumes arite enough that it shouldn't affect your right. another look at maryland roads at 5:16. making news at 5:09, the police chief from greenland, new hampshire is dead after a shootout during a drug bust. four other officers were shot and wounded. two of them are still in intensive care at this point. the entire department only has six officers.

the suspect still barricaded inside the home along with a woman. george zimmerman's lawyer says he did not shoot and tail trayvon martin. zimmerman remains in jail after a brief court hearing on thursday. he claims he fired in self- defense and could have a bail hearing early next week. u.s. officials say a rocket north korea launched broke apart about 90 seconds after lift-off. it appears debris fell into the water, didn't hurt anyone. western nation disputed north korea's claim the launch was a peaceful mission to send a satellite into space. the electric car craze has been going on for quite a while but one holdout u.s. automaker is finally getting into the race. that's coming up at 5:34. at 5:23, you couldn't ask for much more from a home opener. highlights from the dramatic today mat nats -- from the dramatic nats game. are you ready for the 80s? howard has some in his seven- day forecast.

the 13th. if you're planning to head around town, there's no fear of anything on the roadways. things are looking great out to the west coming in from sterling on the dulles toll road. 66 in from manassas you're fine all the way to fairfax and the beltway. the beltway is looking great through tysons corner i'm happy to say. a little further south on the beltway, if you're planning to head northbound on 95 to the beltway, you're going to be fine. northbound past the robinson terminal all the way to 66 all lanes are open. let's go back over to the maps on the other side of town. no problems to report as you head around the beltway and over to the northbound side of i-95. we're looking great leaving woodbridge into springfield as you just saw. let's go to our vdot camera on the northbound side of 395 at the 14th street bridge. no issues across the potomac river. coming up in my next report, we'll go into maryland at 5:38. montgomery county could soon face a lawsuit over the safety of its ride on buses. >> the union that represents the bus drivers is now threatening to sue the buses they say have problems.

they're less than 30 feet long. they have fronts that look like trucks. you can see one right there and you can also see it burned out. six of these buses have caught fire in recent years. >> these buses are a gaininger to -- are a danger to the public and also to our members. >> the difficult pargt is the fires have started in different -- part is the fires have started in different parts of the bus. drivers some of the burned out vehicles say their fires spread very quickly and they're concerned that riders could get trapped if there's another fire on the bus, especially if someone is in a wheelchair. the ntsb has started an investigation into this. if you were wondering how soon maryland lawmakers' failure to pass a budget would have a dramatic effect, try today. the board of regents is meeting to determine tuition rates for next year. 9news now reporter delia goncalves is live at college park with more on the cuts factoring into their decision and it could be a hefty price for students and families to

pay. >> reporter: absolutely. about $900 a year. that's a pretty hefty price for a lot of folks who see the university of maryland has a more affordable alternative for them and for higher education. but listen, you know, state lawmakers may have until july 1 to finalize a budget in a special session but the school simply does not have that luxury. there is a good chance that the board of regents today may increase tuition 10% to 13% because it can't count on the $50 million from the state. in fact, higher education overall in the state of maryland could see a $63 million cut. here at college park, that means less student services and larger classes and that extra $900 a year. governor martin o'malley is now blaming the leadership, including himself for the legislature's failure to pass a budget in its 90-day session. >> the future is a choice whether or not we make college more afford only or expensive.

that's a choice. a lot of these choices flow from the common platform of ours called our state government. >> reporter: that was the governor speaking with mike hydeck earlier at the station. now, the governor says he will go ahead and call a special session only if lawmakers can come to a consensus. we'll have reaction from students here on campus coming up in my next report at 6:00 a.m. back to you. >> delia, thank you for that update. something for frederick county parents and students to mark on their calendars. at the qf the county sheriff, -- request of the county sheriff, public schools will close on may 18 because of the g8 summit being held at nearby camp david. the sheriff cited concerns about safety and congestion with world leaders and the world's news media traveling through the county. the district will now have just one occupy d.c. camp. the protesters from freedom plaza have voted to merge with the camp at mcpherson square. the reason they say is because the permit allowing the protesters to camp at freedom

plaza expires at the end of the month. the group wasn't sure if it was going to be renewed. time for another your money report. we have some car news for you. >> ford has finally plugged into the electric car craze. we have more on the spring debut of the focus electric. >> reporter: ford wants you to kiss the gas pump goodbye. in san francisco thursday it unveiled its first electric vehicle, the ford focus electric. >> it can go up to a hundred miles on a single charge. this vehicle is very low cost to drive. you can be looking at less than a $1 to go up to 100 miles. >> reporter: ford claims it will only take three hours to charge the battery. it's also green on the inside. the upholstery and carpet is

made from recycled water bottles and there's the equivalent of two pairs of jeans as insulation. some of the biggest buzz could be generated by ford's partnership with microsoft allowing you to program the car at times when electricity rates are the lowest in the area. there is the my ford mobile app that communicates directly with the car. >> it gives you real time feedback on your range and charge status we. have charge station locations so you can plan your day and find the charge station nearest you to. we have an embedded trip planner. >> reporter: it's still unknown whether consumers will embrace a car that needs to be charged all the time. >> electric cars are still very weird to most americans. then they look at price and they're rather expensive because this technology is not cheap. you can go as green as you want and only get about 1% of the buying market and the rest will say i'll give it lip service but i'll still buy what i like. >> reporter: the price to pay for being green? 40 grand before rebates. >> it really is a cool car but 40 grand? i could see why people are

said. he bumped into a wall but it was off camera. you didn't see that. if you're planning to head around the beltway, things are great. no problems to report. friday morning light on the beltway. i'm trying very hard not to laugh. no problems between college park and bethesda. we're fine on route 29. fine on 270 coming in from frederick. let's take a live look outside. no problems to report here as you travel past route 109. it is a bit slow out of urbana into clarks burke but then the pace improves down to the point where the lanes divide. let's go back over to the maps. there's an accident in downtown d.c. it is c street northeast right before 14th street bridge. the crews are on the scene. this is just north of lincoln park on c street so be aware of that looks like the road may be shut down between the 1400 and 1500 blocks of c street. southern maryland looks great. a quick look live on the beltway at kenilworth avenue, a little slow here but no big deals to report.

back in my next report, we'll talk about the accident in d.c. at 6:00. we're learning more about exactly why prosecutors decided to file second-degree murder charges against george zimmerman in the february shooting death of trayvon martin. >> zimmerman made a brief court appearance thursday, just about three minutes and may get a bail hearing coming up next week. manuel gallegus reports now from sanford, florida. >> reporter: george zimmerman may soon ask a judge to let him out of jail. his lawyer says a bail hearing will probably be held a week from today. >> mr. zimmerman? >> reporter: zimmerman made his first court appearance on thursday and is charged with second-degree murder for the shooting of trayvon martin. the 28-year-old is being held in a 67 square foot cell. he can't watch television but does have access to the jail commissary. this receipt shows he spent nearly $80 on items, including soap, playing cards, and snacks. zimmerman's attorney says his client is scared. >> now to know that he is facing charges that could put

him in prison for life, how could you not be frightened. >> reporter: zimmerman is being held in an isolated cell here at the seminole county correctional facility. officials say he's being kept away from the general population because of the high profile nature of the case. dispimerman's -- zimmerman's lawyer says his client will plead not guilty when he's arraigned may 29. the neighborhood watch volunteer says he fired in self- defense after the teenager attacked him. but prosecutors say zimmerman followed and confronted the unarmed teen after a police dispatcher told him not to. the state also points to screams heard in a 911 call. martin's mother sabrina fulton says it's her son's voice. >> we have a long journey in order to finish what we set out to do and that's to get justice for trayvon. >> reporter: if convicted zimmerman faces 25 years to life in prison. manuel gallegus, cbs news, sanford, florida. making news now at 5:51, a california apartment building at the center of a police

standoff went up in flames overnight. a sheriff's deputy and another person were shot and killed earlier in the day. when officers tried to serve an eviction notice. s.w.a.t. units have the burning building surrounded. they believe the shooting suspect is still inside. firefighters from as far away as new mexico have arrived to relieve the warn out crews in the virginia mountains. several wildfires have scorched more than 20,000 acres there. the biggest is in the heavily forested area of allegheny county. that single fire has burned nearly 8,000 acres. farmers in iowa fear they could lose up to half their crop. the plants started blooming early at the end of this mild winter until temperatures dropped into the 20s earlier this week. now grapevine leaves are dead and shriveled up as or many apple tree blossoms. time now for another look at the question of the day. by the time the average american student graduates from high school, they have done one of these things at least a thousand times. is it a, take a test, b, fall asleep in class, or c, eaten a
