it's friday morning. it's chilly but a good day ahead. temperatures climbing into the mid- to upper 60s. a gorgeous afternoon. thankfully the winds are not going to be up. they're going to be down for a change. north, northwest 5, 7, 8 miles an hour. right now 45 with mostly cloudy conditions. luck we we had the clouds overnight. those have kept temperatures from getting even colder than they are. frost advisories north and west of town. freeze warnings farther west. temperatures are getting close. mid-30s martinsburg to frederick and gaithersburg. leesburg is 42. manassas also 46. going off to the east, we've got temps in the 40s now. annapolis at 47. we're at 45 but this afternoon gorgeous. high temperatures well up into the 60s. it is 6:00 a.m. monika santami, how is volume doing so far? volume is picking up. no big deals on the beltway i'm happy to say. one incident in northeast on c street right here at the 1400 block or 14th and c northeast. police are on the scene of the accident. you may have to work your way

around it with police direction. over on the south side of town, no problems to report on the northbound side of i-95 with the exception of volume. we'll take a live look first heading northbound past woodbridge to the occoquan river. you can see it's a little bit heavy in the main and hov lanes. further north in springfield, 95 northbound just slow. coming up in my next report, we'll focus 066 at 6:12 -- on 66 at 6:12. in maryland midthe failure -- in maryland the failure of the legislative session to get a budget together could hit students in the wallet. >> the university of maryland could raise tuition as early as today. delia goncalves joins us with more. >> reporter: this is not good news for students and parents here at college park. the board of regents today could raise tuition up to 13% simply because the school can't count on state money.

the board of rejentses today will -- regents today will vote on a potential tuition hike. it was considering a modest 3% increase. now the board may have to more than triple that figure because the state's failure to pass a budget means the school doesn't get its $50 million in funding. the cut means students will be paying about $900 more annually for less services. >> it really, really sucks. >> i might not be here. >> i'd ask them to call back the legislature and ask them to pass a responsible revenue package. >> reporter: there's some pretty severe consequences. you heard some students say they may not even come back to school if they have to pay that extra $900 annually. but many of the students are not taking this lying down. the student government association plans to lobby in annapolis, trying to convince the governor that students simply should not have to pay for lawmakers' mistakes and failures to pass a budget. what the governor has to say

coming up at 6:30. mike, andrea, back to you. >> delia goncalves with that live update from college park. he fire add bullet that ended a life -- fired a bullet that ended a life and changed his life forever. george zimmerman was in court for just three minutes. he stood before a judge for the first time since being charged with second-degree murder in the death of trayvon martin. zimmerman entered a plea of not guilty. >> mr. zimmerman, you're appearing for your first appearance at this time for charge of murder in the second degree. you are represented by mr. omara, is that true? >> yes, sir. >> prosecutors have submitted court documents that claim zimmerman confronted the unarmed 17-year-old but zimmerman claims martin attacked him is he fired in self-defense. his attorney did not seek to get his client freed on bond saying he wants things to cool down. for now zimmerman will remain at the county jail in sanford, florida and away from other inmates.

he's due back in court late next month. here we go again. another round in the mommy wars. after a democratic strategist and commentator went on the attack. hillary rosen's comments may have been aimed admit romney and his wife but now republicans and democrats alike are reacting to this. why her choice of words drew such a heated reaction. >> what you have is mitt romney running around the country saying well, you know, my wife tells me that what women really care about are economic issues. and when i listen to my wife, that's what i'm hearing. guess what? his wife has actually never worked a day in her life. she's never really dealt with the kinds of economic issues that a majority of the women in this country are facing. >> reporter: those comments made by hillary rosen this week on cnn have set off a major backlash from democrats and republicans alike. twitter exploded with opinions. romney's twitter handler eric was one of the first to come out in defense of ann romney and object to rosen's comments. >> my career choice was to be a

mother. i think all of us need to know that we need to respect choices that are women make. >> reporter: romney who raised -- [indiscernible] terry o'neal is the. for the national organization for women. she believes rosen's comments were heartfelt, just poorly worded. >> if hillary had said she has not worked for pay outside the home a day in her life, then her point would be does she have the life experience to understand us. >> reporter: rosen appeared on cnn again thursday night with anderson cooper seemingly doing some damage control. however, she wasn't backing down from her comments. >> being a stay at home mom is a lot of work. it's work inside the home, not outside the home. she's lucky though she had choice and she referred to that herself. i admired the way she talks about her own life. many women do not have the choice or the luxury of being a stay at home mom.

>> romney's campaign says rosen has visited the white house 35 times and they are questioning her relationship with the administration and as a democratic strategist. the man who once fought to become president of the united states is now just fighting to stay out of prison. jury selection resumes today against former u.s. senator john edwards. federal prosecutors say edwards funneled nearly a million dollars in campaign funds to keep his pregnant mistress quiet during his 2,000 8 bid for the white house. at the time his wife elizabeth edwards was dying of cancer, the former democratic presidential candidate denies knowing about the cash. 6:06. time for another your money report. jessica doyle is off this morning. here's alexis christoforous. she has the business headlines. google didn't disappoint with its earnings report. the world's largest internet search company reported profits that topped analyst estimates. sales rose to more than $8 billion on strong demand for newer services, such as display

ads and mobile devices. google also announce add two for one stock split making stock affordable for more investors. stocks had their biggest two- day rally of the year on news that the u.s. trade deficit shrank in february as exports rose to an all-time high. the dow industrials shot up 181 points. the nasdaq climbed 39. it has never been cheaper to refinance your home loan. mortgage buyer freddie mac says the average rate on a 15-year loan which is popular with people looking to refinance fell this week to a record 3.11%. the rate on a 30-year is 3.88%, slightly above its all-time low. and barnes & noble wants to make reading your nook e-reader in the dark a little brighter. it's introducing a new model next month. it has a standard black and white screen but a special technology will spread a glow over the page making pages easier to read. that's your money watch. for more, go to cbsmoneywatch.com. in new york, i'm alexis

we're going to get into the low 60s by noon. a delightful afternoon ahead with highs in the mid and in some spots upper 60s. details of an even warmer weekend ahead coming up in just a few minutes. if you're planning to head over to the northbound side of i-395, no issues across the 14th street bridge into downtown. by the way, an accident in northeast at c and 14th street has been cleared. coming up in my next report, a closer look at virginia roads at 6:18. what's old is new again in northwest washington. >> the joint was jumping last night when the curtain rose at the howard theatre for the first time since 1970. >> wait till you see the long line of famous faces at that one. >> reporter: for 60 years from 1910 to 1970, it was a vital part of washington's cultural scene. >> ellington to ella. now i get to sing tonight. >> reporter: now after being closed for more than 40 years,

the howard theatre is back. according to early reviews, better than ever. >> it is so pretty. it's wonderful. it's nothing like it was. it's so much better. >> reporter: tonight's grand reopening of the howard complete with red or purple carpet to match the theatre's theme, comes after a $29 million renovation. >> i'm very happy that they're refurbishing it and it's going to bring quality entertainment back to washington, d.c. >> reporter: tonight's big event hosted in part by bill cosby was a wonderful mix of the old and the new in the r&b music scene. >> it's like coming home. it's wonderful. >> reporter: perhaps more importantly, a wonderful opportunity to reflect on all that the howard theatre was. >> it was a beautiful theater

then. and i enjoyed my stay here. the audiences were incredible to me. >> reporter: and all that it now promises to be. >> i'm excited. >> reporter: in northwest washington, matt jablow, 9news now. >> last night's grand reopening concert also served as a fund- raiser for the planned howard theatre culture and education center. welcome back to 9news now. >> normally we do weather at this time but howard is also doing double duty. he does radio weather reports as well and is on his way over now to help us out. he says a gorgeous weekend is headed our way. temperatures approaching the 80- degree park. >> i think on sunday it will be in the 80s actually. it's going to be really nice today. kind of chilly out there this morning. we start you out talking about some of the dryness we've had. one of the things about the dryness we've had, it's going to be helping us warm up that much more quickly sunday and morning because it takes less energy to heat the ground and

the drier air. so the amount of rainfall we've had has only been 5.7 since january 1. that's four and a half inches below where we should be for this year. so we're running a deficit. drought conditions are growing across the region. we've got some rain deficits not as bad up in martinsburg, almost three and a half inches. four, four and a half inches of rain that we didn't have, well, remember how warm march was, sixth driest march. now the drought conditions are starting to spread from the eastern shore toward us. we've got drought conditions into anne arundel, calvert county. across the bay, this is severe drought conditions according to the u.s. drought monitor. they've got two more levels that can get worse. it would be exceptional and historic drought. it can get worse unfortunately and it doesn't look like we're going to see much in the way of rain chances till maybe tuesday, weld of next week. until -- wednesday of next week. until then, enjoy it. eight going to be nice.

this morning you'll -- it's going to be nice. this morning you'll need the jackets. we have 30s and 40s out there. the sun is coming up at 20 minutes at 6:44 setting at 7:44. for today lots of sunshine. as we head toward 11:00, upper 50s. the winds, it has been so windy the last week or so, not today. winds are going to be light out of the north 5, 6, 7 miles an hour. we'll see temperatures this afternoon into the mid, even upper 60s in spots. north and northwest winds again 5, 7, 8 miles an hour going to be very, very comfortable, very pleasant. overnight this patch of clouds has developed. that helps keep temperatures from dropping off by a few degrees. that's been a big difference between getting frost and freezing temperatures just staying above that. so pleasant afternoon on our weather headline. we'll see 70s tomorrow after 60s today. on sunday low to mid-80s. monday looks to be the warmest day. forecasting about 85, 86 in town. there will be some areas south and west even warmer than that

have to head to work early this morning. there are no problems on the beltway, all around town. we're just beginning to see a tiny bit of volume, for example, here on 270 as you leave urbana into clarksburg. that's going to be your slow stretch. beyond that let's take a live look at montrose road. running well all the way to the point where the lanes divide. no issues to report here. let's go back over to the maps and this time to the north side or south side of the bw parkway and route 50 heading north through college park. you're going to be okay. bw parkway, route 50 inside the beltway. no problems through cheverly into northeast where an earlier accident on c and 14th street has been cleared. let's go to the beltway at new hampshire avenue. things are looking fine. i'm going to step out a bit. no delays to report, any significant delays to report as we head on the outer loop through silver spring. i'll step out taking a live look from sky 9. this is in virginia on the northbound side of 95. this is definitely getting heavy now at route 7100 heading

saves. it was scoreless through regulation. 60 minutes of regulation. nobody could get anything going but there's no shootout in the playoffs so another 20-minute overtime period but all the bruins needed was just a minute and a half. chris kelly shoots to win game one. >> it was a good battle for us. we got a lot to look at with tape and stuff. we are not happy with it but it was a good hockey game. we look forward to the next one. >> the next one is saturday afternoon. nats home opener yesterday. gio gonzalez making his d.c. debut. seven strikeouts over seven scoreless innings. things got moving in the bottom of the 5th. nats with bases loaded. a single up the middle scoring 2 but they couldn't hold the lead. top of the 10th, a wild pitch

we are back at 6:29. this is always the place to get your weather first. this is a live look at 6:30 almost of the u.s. capitol building. sun coming up. it is 45 degrees this morning. >> so glad you're here. happy friday. thanks for starting your day with us. i'm mike hydeck. i'm andrea roane. meteorologist howard bernstein is live on the weather terrace with our forecast. he says it's nice being out there because he's not being blown around by the wind. >> it's been so windy here the last week or two. to have a nice, calm morning even though it's in the 30s and 40s it's pleasant. we're going to have a relatively calm day wind wise and a gorgeous afternoon. some high clouds around now but we'll see decreasing clouds and a good deal of sunshine today. our day planner takes off with temperatures starting chilly. it's 45 now. 50 degrees by 9:00. 61 at noon. nice long lunch outside.

highs mid- to upper 60s with a drive home temp of 66 degrees. you can see some of the high clouds on our satellite and radar composite over the last few hours, but they're starting to decrease, especially north to south. it's newspaper near the maryland-pa -- it's up near the maryland-pennsylvania border. york, pennsylvania, they're having a freeze warning right now, 29 degrees. gaithersburg is 36. we're still holding on to 45. a beautiful afternoon. north, northwest winds 5, 7, 8 miles an hour. high temperatures around 65 in annapolis. could be 70 in culpeper. 65 leesburg and about 67 here in the nation's capital. your seven-day forecast coming up in about 14 minutes. we're going to get even warmer over the next few days. right now inside to monika with time saver traffic. i think the only complaint right now is going to be the heavy traffic, especially on the northbound side of i-95 where there had been an accident in lorton that was mofd to the showld -- moved to the shoulder. another one in fredricksburg at route 1 in spotsylvania that

was also on the shoulder. if you're planning to head on the northbound side of i-95, i'm going to step out. it's been slow up until this point. i believe this is north of lorton. we are looking absolutely fine. no problems to report as you head -- actually, this is near fort belvoir, excuse me. if you're planning to head north of this point, it's just going to slow down a bit in lorton, newington and springfield but no big deals to report flankfully on the northbound side of -- thankfully on the northbound side of 95. this is going to be your heavy stretch leaving duke street toward seminary road. pretty normal for a friday morning. there have been no complaints in terms of incidents or accidents on 395 to the 14th street bridge. let's go back over to the maps this time on the inbound side of i-66. if you're planning to head out of centreville and manassas, you're going to be okay. slows down a bit route 50 to 123 closer to the beltway. a live look inside the beltway at the roosevelt bridge. nice and quiet here across the river. coming up in my next report, we'll focus on maryland at

heard of it. i never heard of it. >> we should friend him on that one. >> i think we should. your world is about to change, mike. get ready. >> happy friday,er came. con-- erica. congratulations. more people are tuning in like we. >> reporter: we love to see you. thanks to you guys for helping make that happen. maryland lawmakers couldn't come up with a budget deal before the end of the legislative session. now students in the state could wind up paying a good bit more for their education. >> the university of maryland may be forced to raise tuition as early as today. delia goncalves joins us from college park with more. why today, delia? >> reporter: you know, the board of regents will decide and will vote a little later today, in just a matter of a couple of hours on whether or not they're going to increase tuition by 10% or 13%, it's a whopping increase from what they were considering. the board was considering a

mere 3% increase but now it must make up for the $50 million in state funds that could be cut. that's because state lawmakers' failure to pass a budget forces the state now to balance its budget through $512 million in cuts to education, libraries, police departments, and other state programs. the governor blames the debate over a casino for stalling the budget vote. >> for crying out loud, there's more important things at stake here than whether or not we have a sixth site for gambling in the state of maryland. five, six, i mean, none of that matters as much to me as making sure that our children are given the best education they can. >> reporter: the governor says he will call a special session to finalize a budget when and if lawmakers can finally come to a consensus. back to you. >> all right, delia, thank you w that live update. soon you're going to have to pump your own gas at a very

popular service station in alexandria. it was one of the few left that they helped you out. they're doing away with their full service starting monday morning. aside from pumping your own gas, you're going to have to wash your own windshield, check your own oil. the gas station owner blames it on the rising price of gas and everything else surrounding it. customers understand but still hate to see it go. >> i think this was the last one that i know of that was full service but everything has to come to an end. >> hollin hall automotive says if a customer cannot physically manage the gas pump, they will gladly offer a helping hand. plastic may be refer bid some but cash still is king. according to the mainstream.com, there are at least three reasons to always have some cash around. when you're shopping a small business using cash helps the owners turn a larger profit. credit card companies charge business as fee whenever a customer swipes. finally when you're on a tight budget, skipping the credit and debit cards help.

carrying cash forces you to decide on a set amount you're going to spend. you need cash in case of an emergency. it's the only universal payment method. there are some places that only accept certain credit cards and don't accept them at all in others. we want to update you on our colleague jc hayward. she's at home recovering from breast cancer surgery wednesday. i spoke to her yesterday and she's note in any pain but they have to keep her off the home and stop her from coming back to work too soon. we have some pictures from when she was getting ready to go into surgery on wednesday. the news was excellent and so good that she was ready to come back to work yesterday. but we will see her on monday so tune in too 9news at noon. i know you'll want to welcome her and this is all excellent news because thanks to the excellent medical team and early detection, jc is doing so well. you can send her your best

welcome back. a chilly 45 degrees. let's start off with the good news. the beltway looks great on the north side of town. no problems to report here in college park as you head westbound toward georgia avenue. you may just hit the brakes a time or two leaving new hampshire avenue heading west on the beltway no big deal. let's go over to a live picture up north. georgia avenue at norback road, southbound side there was an accident. doesn't look like it's affecting traffic too much but i wanted to let you know about it in case you see some flashing lights as you head out the door and southbound on georgia avenue here. no problems to report on 270.

slow traffic leaving route 80 off and on past route 109 toward 121. overall 270 has been doing really well and heading over to the beltway as well. no problems to report there as you head across the american legion bridge heading to tysons corner, the gw parkway looks fine inside the beltway. we'll take a live look at the american legion bridge on the west side of town. things are looking great here as i said. very light volumes on the west side of town. a last live look on the northbound side of i-95 here at route 7100. just past the hov ramps, an accident sitting there on the shoulder. it is coming some delays getting by but lucky the main lines are open. coming up in my next report, a closer look at 95 in virginia at 6:58. ath brink last couple of days. -- brisk last couple of days. howard is here talking about the weekend. what are we expecting? >> perfect. governorrable today, tomorrow, sunday, monday. >> but a few sneezes along the way. >> if we would get some rain, that would -- well, in the short term it would clear the

this warmer air mass will be moving toward us and expanding over the next couple of days. in part due to the fact we have all this storminess on the west coast. out ahead of it the winds will be southwesterly. you can see all the rain and snow coming in to california. we've got some snow in the rockies. lots of rain showers in the middle of the country. around here once the winds turn south, southwesterly we'll really take off temperature wise and we don't have much coming toward us as far as rain goes till perhaps late tuesday of next week. so the forecast today 67. 48 tonight in d.c. the cold spot may dip into the upper 30s with light wind. tomorrow a little breezy at times, 74. for sunday 84. monday 86. the warmest day. even warmer south and west of d.c. on monday. then by late tuesday chance of showers and storms into wednesday, 68. and thursday partly to mostly sunny. still nice and 70. michael, over to you. the cost of infertility can really put a financial and emotional strain on a couple already stressed about trying
