warm. temperatures will be shooting well up into the 80s. maybe even near 90 in spots before we are done this afternoon. then we cool down some by tomorrow. here's a look at your day planner. temperatures are going to be up toward 80 around lunch time. thinking about eating outside, yeah, a little breezy and don't forget the sunscreen. then this afternoon driving home, 86 with a high about 87, 88 here in washington. the record is 92 set in 2002. so i don't think we'll break that we are looking at some high clouds that are coming across the region this morning. other than that, all is quiet. it's a little muggy. dew points are well up in the 50s to near 60. it's 56 right now in washington. manassas is 57 with culpeper. cumberland, that's our cool spot at 54. it's still 70 in annapolis and 67 for la plata. so this afternoon summer like. highs in the upper 80s in many areas, maybe even 90 places like bwi and culpeper. forecasting a high of 87 again here in washington.

5:00 a.m. monika santami, did you know that's 20 degrees above the average for this time of year? >> it's just been crazy the last few months. and we need some rain. it's going to be nice and warm today. i think a lot of people are going to enjoy that and you're going to enjoy the traffic as well. i don't know if i should say that so early in the morning but things are looking great all around town. the beltway is incident free. there are no problems to report on most of the major neurofairs head -- thoroughfares heading to the beltway. looking good through tysons corner on 495 as you head south towards springfield. we'll take a live look at 66 first. here's what it looks like leaving manassas as you head into centreville. all lanes are open. let's go back over to the maps and this time to the other side. no problems to report on the northbound side of i-95 or actually we're going to go over here to the pentagon and 395 to the 14th street bridge first. we'll take a live look at the northbound side of 95 some fringefield.

looking -- springfield. looking great. a quick look at 395 at the 14th street bridge. all lanes are open. back in a few minutes. today we expect to learn more about excessive spending at the general services administration during a house oversight committee hearing. >> the head of the gsa resigned earlier this month over this when the obama administration revealed the agency threw a lavish convention in las vegas in 2010. delia goncalves is live on capitol hill with more. >> reporter: good morning. it's not often the general services administration makes headlines but they're certainly in the headlines now after what many folks, including members of congress, call the gsa's government waste. in fact, many of the gsa officials who are testifying before congress later today are either on leave or have resigned, like former administrator martha johnson. she was reportedly told 11 months ago by the inspector general of a lavish $823,000 las vegas conference in 2010 that awarded mock videos where

employees destroyed government material and even bragged about their lavish lifestyles. >> our primary goal is to make sure this doesn't happen again. what often happens is an i.g. does their job, perhaps some people are held accountable but the culture doesn't change. >> this president ran saying he was going to make changes. the question is was he well served by his political appointees when they were ordered to go in and make these cultural changes. if they didn't make it, is it because they didn't listen to the president or because he didn't really mean it. >> reporter: it is no secret that congressman daryl usman is a staunch opponent of the obama administration. he did say lealso look at gsa problems, potential problems within the bush administration. coming up at 5:30, hear from that disgraced former administrator herself when she had to talk about government waste one year ago. we'll have that at 5:30. back to you. >> delia goncalves reporting live from capitol hill. president obama returned to the white house overnight after

spending the summit of americas in cardagena, colombia. 11 members of a secret service advanced team were allegedly associating with prostitutes. president obama made his first comments about the situation saying he expects every one on official trips to have conduct beyond reproach. >> we're representing the people of the united states. and when we travel to another country, i expect us to observe the highest standards because we're not just representing ourselves. >> the 11 agents were sent home and placed on administrative leave. none was assigned to directly protect the president. two teenagers are in critical but stable condition after some uninvited guests crashed a party. this is poplar ridge road in brandywine, maryland. the party crashers burst into the house late saturday night and stabbed two teenagers

inside. three others were cut as well. crashers took off. police have not released any names or motives at this point. a d.c. firefighter is recovering after injuries battling a brushfire in southeast. last night's fire broke out in a wooded area near the corner of pennsylvania and branch avenues. crews did douse the flames quickly. the injured firefighter is recovering. a four-alarm brushfire near a popular sailing marina damages a boat and a building in anne arundel county. close to 100 firefighters battled the flames yesterday near holiday point marina in edgewater, maryland. the fire was brought under control in just a few hours. no one was hurt. it is 5:05. time for the latest your money report. jessica is off but we have the numbers for you. we are hoping for a rebound on wall street today. however, the asian markets closed lower overnight. britain picked up a little bit at the start of trading in london. here at home this is how we're going to start the day. the dow plummeted 137 points on friday closing at 12,849.

nasdaq dropped 44 points. the s&p 500 was about 17. best buy closing 50 stores nationwide and a few of them are right here in our area. the best buy if landmark mall in alexandria, two in the baltimore area will shut down. most of 509 stores will close within -- of the 50 stores will close within a month. on tuesday the company's c.e.o. stepped down as the board of directors began investigating his personal contact. are hugs just as valuable as money? apparently you're going to need both to get a coke from this vending machine. a software maker has installed this machine at a university. it will sell you a coke cola if you give it a hug in addition to the money. the familiar red and white logo says hug me. it's said to be part of a trend in interactive consumer marketing. how weird is that? >> wow. >> kind of looks strange. people in five states are cleaning up from a tornado outbreak this weekend. that story is coming up.

mobile bay and alabama. east of that it's toasty warm for this time of year. temps running 20 in some spots, 25, 30 degrees above average today. so there will be record highs up and down the eastern seaboard, especially in the northeast. trying to get the boston marathon run today. going to be in the 80s. they told people please, if you want to run next year, we'll let you do it next year for safety reasons. here we go tonight. still quiet this evening. maybe a shower getting towards pittsburgh and morgantown. we'll get into the overnight period with just a couple of clouds. we'll call it partly cloudy into tomorrow morning. rain showers, they really fall apart. even though the front is coming through, the winds turn northwest and we cool down. the chance of rain with this front pretty slim. 87 today. could be near 90 in a few spots. tonight we're dropping into the low to mid-60s. tomorrow cool, mid-70s for highs. by wednesday cooler yet, 65. isolated shower can't be ruled out. i think the best chance of that will be south and east of d.c.

in court today. he was convicted of second- degree murder charges in the death of his girlfriend-yardley -- girlfriend yeardly love. what stays in vegas didn't stay in vegas. the head of the gsa resigned earlier this month when the obama administration revealed all the particulars. 9 news now reporter delia goncalves is live on capitol hill. she has more on what's going to go on today. good morning, delia. >> reporter: get this, mike. good morning. even though the conference cost more than $800,000, the gsa reportedly spent a hundred grand just planning that four- day event. and that is just one example of the gross government spending that congress will be taking a close look at today. in fact, the gsa inspector general released a pretty scathing report outlining thousands upon thousands of dollars in over-the-top spending.

he reportedly told former administrator martha johnson about that spending nearly a year ago. johnson and other gsa employees some now on leave and facing possible theft charges will testify about what they knew and when. but listen to johnson as she talked about the gsa record just last year. >> people are telling me it was a lot of energy about saving money, saving resources. >> you think it is some birthday party for a spoiled 8- year-old instead of a federal agency meeting. these are the sort of things that resonate with people and stick with them and makes them mad and it should make them mad. >> reporter: eight top gsa officials have been reprimanded. martha johnson, the former administrator, resigned her position a couple of weeks ago. two of her top deputies were fired. we'll have more on the fallout coming up at 6:00. mike, back to you. >> thank you, delia. today is emancipation day in the district. 150 years ago in april, 1862,

president abraham lincoln freed 3100 slaves living in the district. it wasn't until january 1863, though, that he issued the emancipation proclamation freeing slaves all over the country. today's emancipation day events start with a prayer breakfast at the williard hotel from 8:00 to 10:00. then a parade from 11:00 to 2:00 and goes for about ten blocks along pennsylvania avenue. there's also a street festival at freedom plaza which runs from 11:00 to 9:00. it will be capped off with a fireworks display. metro wants to know what you think about the rail system. the transit authority has started handing out surveys at metro stations around town. the plan is to distribute more than 400,000 surveys through may 25. you can put the cards in collection boxes at the stations, mail them or complete the survey online. metro wants to get a snapshot of rail service as it starts up track and station work. randomly selected participants will even be given free smartrip cards. the area's largest school system is closing up shop a

little early this year. the last day for schools in fairfax county is now friday, june 15. summer vacation wasn't supposed to start until after june 19 but because the mild winter, fairfax county only used one of the three snow days it built into the schedule. that change means teachers will have two extra work days. at 5:35, it's time for another your money report. we start this half-hour with a solid recall. dole foods is recalling 756 cases of bagged salad because they could be contaminated with salmonella. a random sample tested in new york came back positive for the dangerous bacteria. the salads were sent to 15 states, including virginia and maryland. dole says so far no illnesses have been reported. so you decided to take advantage of april 15 being on a sunday and today being emancipation day and patriot's day to procrastinate on your taxes. with tomorrow's midnight deadline looming, you may be doing your taxes online.

this morning. temperatures yesterday was 83. 86 in baltimore, probably about five degrees above that this afternoon. today is going to be the warmest day before a front slips through tonight and fortunately it -- unfortunately it doesn't have much rain opportunity with it. i think our rain chances go up through the week into the weekend. here's the bus stop forecast. we are looking at temperatures mainly in the 60s this morning. a few exceptions either side of that with sunrise at 6:30. sets at 7:43. we'll see sunshine, perhaps some high clouds here and there but a warm day. even by lunch time well eab 80. if you're -- we'll be 80. andrea, if you're going to be out for lunch, you'll be doing more glistening. winds out of the south, southwest 15, 20 miles an hour. by 5:00 still 86. high temperatures somewhere 87, 88, maybe even 90 in the warm spots. it's a very warm day. going to the nationals game, the as tros coming to town -- astros coming to town. we start in the low 80s but

will fall toward the upper 70s in the later innings. winds southwest 10 to 15 miles an hour. doppler is all quiet this morning. there's nothing going on. we've got temperatures running in the 50s out to the west in haymarket, manassas, leesburg, lovettsville in the 50s. into fairfax 63. here in herndon 65. rockville is 64. columbia is down to 60. alexandria 62. as we look outside on our michael & son weather camera, still dark. that is the white house there, the washington monument lit up for about 45 minutes till sunrise under partly to mostly cloudy skies. a south wind at 9. humidity 78%. that's what we're talking about, the muggies returning. our weather headlines near record highs. the record in washington is 92 set in 2002. also in 2002, bwi and dulles or martinsburg hit 90. cooler tomorrow and wednesday. wednesday will only be in the 60s after being in the 70s

tomorrow. rain chances stay low. slight chance wednesday. best chance late saturday into sunday. you see what's happening here. just look at temperatures. cool stuff in the rockies coming down from the northern plains and the warmth shooting up to the tennessee and ohio valleys. 65 in detroit this morning. nashville is at 70. this is awfully spreading off to the east coast. boston right now 64. they're going into the 80s as well today. the storm system which is spinning here in minnesota and wisconsin, this is the same storm that brought deadly tornadoes to oklahoma over the weekend. well, the front is lined up here from houston all the way up toward detroit. east of the front southerly flow. it is very, very warm. that's why we're talking temperatures running some 20 degrees or more above average in many areas from the mid- atlantic to the northeast. sunshine today, south so southwesterly wind. a few showers or storms later this afternoon into west virginia, pennsylvania. these could be strong to severe but as they come toward us, they just kind of fall apart and we're left with partly cloudy skies and a wind shift for the overnight.

so here's our forecast. today 87. that's at reagan national sm. areas near 90. we'll be 60 to 65 tonight with only mid-70s tomorrow. wednesday mid-60s with a chance of a shower and a few more clouds. by thursday and friday not bad at all. low to mid-70s. the weekend features more clouds. showers and storms possible starting late saturday, saturday night into sunday. sunday could turn wet with highs staying in the 50s. we really need the rain. volume is increasing. what about the incidents? >> there's one big incident and it's a hot spot. we had an accident about 2:00 this morning in oakton. it was westbound on blake lane right near route 123 where a car went into a pole, brought the pole and the wires down. it became a hazmat situation and in the meantime, police are directing traffic both ways in the eastbound lanes of blake lane here in oakton. i know our sky 9 is headed that way. they should be there within the next few minutes. i'll be able to show you that

live. in the meantime let's take a live look at 66 on the inbound side. overall delays manassas into centreville. you're still looking good here as you travel in vienna. here's the vienna metro station heading for the beltway. lanes are open and no volumes to worry about there. let's go back over to the maps, this time inside the beltway. 66 looks great. no problems on 395. about 65 miles an hour at duke street. but a little further north we'll go there live at seminary road where you can see the volumes are picking up heading up toward the 14th street bridge. coming up in my next report, a live look in oakton at 6:00. people in the nation's midsection are doing a lot to clean up from a weekend of tornadoes and severe storms. one of the worst hit towns woodward, oklahoma. >> at least six people there were killed in a mobile home park. dozens more were injured and damage is everywhere. reporter dick brennan has more. >> reporter: a tornado left a path of destruction through woodward, oklahoma. >> this was a back bedroom. >> reporter: people in this community are searching for

anything they can salvage and they're tearing down damaged buildings as they begin to clean up. >> there just isn't much left. >> reporter: the city manager says 89 homes and 13 businesses were destroyed. >> never seen anything like this. >> reporter: casey forest rushed to her mother's house and got into a shelter moments before the storm destroyed her home. >> we're so fortunate. i've got no complaints. >> reporter: at least six people, including three children, died when the tornado struck woodward just after midnight on sunday. woodward is under a state of emergency and you can see why. look at the power of the wind. it tossed this truck into what remains of that store. in the meantime, oklahoma was one of the hardest hit states during this weekend's tornado outbreak. >> two tornadoes. >> reporter: there were reports of at least 120 tornadoes from texas to iowa. officials say almost every home in thurman, iowa was damaged. in wichita, kansas, people are boarding up broken windows. many homes were flattened

there. amber has six children and says her house was wiped out. >> we have nothing. >> reporter: governor brownback said most of the storms in his state hit in areas where few people live. >> i'm amazed about what didn't happen really with that size a system. >> reporter: the national weather service will send crews today to confirm how many tornadoes struck and just how strong they were. dick brennan, cbs news, woodward, oklahoma. here's what's making news at 5:53 this morning. shelling continued even as the first team of united nations truce monitors arrived in syria this morning. government forces shelled the city of holmes where there are some rebel strongholds. a cease-fire officially took effect last thursday but the military has complied with only a few of the terms of it. jury selection in the retrial of roger clemens is set to begin today in u.s. district court. the former al stawr pitcher -- all-star pitcher denies charges he lied to a congressional committee about using steroids.
