pretty quiet as well. just a wind shift. low, low rain chances. 57 manassas and culpeper and frederick. cumberland is down to 50. we've got mid-60s for la plata, fredricksburg 67. this afternoon a very warm day for any time of year. feeling more like june or july with a high near 90 in baltimore. close to their record. 87 in d.c. a few degrees shy of ours 92. and 89 for manassas and winchester. monika santami, 6:00 a.m. happy monday. happy monday. if you're planning to head over into oakton, here's what you need to know. a live look from sky 9. this is a close-up of a car involved in an accident at about 2:00 this morning. it hit the pole, brought it down along with the wires. and it is a hazmat situation. crews on the scene. if you look closely you can see them working there in the center of your screen. they tell us it's going to be at least all day actually before they can reopen the westbound side of blake lane. you are being diverted on to the eastbound side which is being used for two-way traffic this morning in oakton.

in fact, let me take you over to a map so you can see exactly where it is and again you are getting through this and right now volumes are light. you're going to be using the eastbound lanes to get through on blake lane near route 123 here in oakton. 66 no problems to report at all as you come in from manassas to centreville is going to be your slowest stretch. let's go back over to the maps again and this time on the north side of town. no problems to report on the beltway, college park into silver spring. we'll take a live look at georgia avenue. volumes are still fairly light on the north side of town. coming up in my next report, another look at area roads at 6:22. wasteful spending of your tax dollars by the general services administration is in the spotlight on the hill this week. at least four separate congressional committees are investigating. >> the big focus that $800,000 conference at a las vegas resort. the first hearing starts today. delia goncalves is live on capitol hill. she has a preview. good morning. >> reporter: good morning, mike. the gsa was designed first to

help manage and support federal agencies but many are saying, including members of congress, who was hanging the gsa when we're told these officials went on a wild spending spree on your dime. in fact, the gsa's inspector general told then administrator martha johnson about the expenditures a year ago. she was forced to resign recently when this controversy finally came to light. johnson will testify before congress about the over-the-top four-day vegas conference in 2010 that awarded spoof videos, flaunting gsa employees' lavish lifestyles, even videos destroying government property. >> our primary goal is to make sure this doesn't happen again. what often happens is an i.g. does their job. perhaps some people are held accountable but the culture doesn't change. >> this president ran saying he was going to make changes. the question is was he well served by his political appointees when they were

ordered to go in and make these cultural changes. if they didn't make it, is it because they didn't listen to the or because he didn't really mean it. >> reporter: jeefry neilly, another name you should remember, he is the gsa senior official who approved this $823,000 vegas conference in 2010. he is also scheduled to testify but he is on leave from the administration and he is also facing federal theft charges. coming up at 6:30, we'll have more on the political appointee and former administrator martha johnson who was the head of this agency during all of this controversy. back to you. >> thanks, delia. delia goncalves live on capitol hill this morning. well, from the gsa to the tsa. there's a new program which it comes to airport security and dulles airport is a testing ground. instead of the tsa agents checking your i.d. and boarding pass manly, there is a -- manually, there is a machine that can do the check. it started last week in dulles

and begins this week in houston. the tsa is going to see if it speeds up the security process while maintaining our security. itself search is on this morning for the robber who shot a drugstore manager in the back. the shooting happened friday at the ride aide on rhode island avenue in northeast. the gunman is seen wearing a red sweat shirt. the victim's mother now says her son is paralyzed from the waist down. >> he's hurting that it happened like this but he's coping with it. >> lock him up, put him in jail for life for paralyzing my son. >> d.c. police want to hear from you if you know anything about the robbery. d.c. firefighters have contained a small brushfire this morning, a small reminder of just how dangerously dry the conditions are right now outside. the fire burned about an acre yesterday. this is near branch avenue and pennsylvania avenue. the brushfire danger across the mid-atlantic is very high because we haven't had rain in

a while. we have a look at the impact. >> it's beautiful out. all the boaters, the water. great day. >> reporter: on a beautiful summer-like day, folks enjoy the refreshing water. >> when we come out to water the garden, we do worry. i think we're almost like four or five inches under now. so i mean if we keep going this way, what we have to worry about is all the farmers out there. >> reporter: farmers are not only feeling the heat but if we don't get a lot of this stuff and a good soaking rain, it can be down right dangerous. >> the fire was really burning there monday night. >> reporter: brushfires have been sprouting in the shenandoah valley and nearby george washington and jefferson national fores. the dry -- forests. the dry spell and breezy conditions mean an elevated risk for brushfires closer in.

of tax and revenue is providing free help for city residents needing assistance on their d.c. tax returns. the walk-in center is at 1101 4th street in southwest near the waterfront metro station. the center will be open from 8:15 this morning until 4:00 this afternoon so bring in your federal return, w2 forms and your identification. got lunch plans? chances are they're at your desk at work. only one-third of us take a real lunch break each day. and 65% of us eat lunch at our desk if we take any break at all. experts say a meal break can keep you healthier and in a better mood at work. ford is putting its cars on a diet. it's teaming up with dow chemical to build lighter cars which will make them more fuel efficient. they'll create more materials out of cheaper carbon fiber. ford wants to cut 750 pounds off every car by the year 2020. in about 24 hours, the space shuttle discovery is going to begin its final

shy of the records. we're going to take a live look from sky 9 on the inbound side of i-66 where the blake lights now begin near route 50 heading toward 123. it's also slow in manassas into centreville with the lanes open. in my next report we'll go into maryland at 6:18. a group linked to al qaeda is to blame for the attacks in the afghan capital of kabul and three other cities. the attacks left afghan security members as well as some civilians dead. >>it's one of the stories making news at 6:12. the afghan government blames the network for a series of attacks. it's linked to al qaeda based in pakistan. at least 30 insurgents were killed as the government fought back. monitors from the united nations are in syria this morning but that has not stopped the violence there. government troop r troops are shelling -- troops are shelling neighborhoods which are home to the opposition. the government crackdown has killed thousands just in the last few months. new york senator chuck

schumer wants to make it easier for military dogs to get adopted. this is video from an adoption event in sterling, virginia last month. the new york democrat says there's too much red tape slowing adoptions of retired military dogs. president obama promises a thorough investigation of the secret service. 11 agents were sent home from colombia, south america accused in the scandal of prs institutes. -- prostitute. >> here's what the president had to say about it before coming home sunday. >> we're representing the people of the united states. when we travel to another country, i expect us to observe the highest standards. because we're not just representing ourselves. we're here on behalf of our people. >> more on the allegations andle fallout. >> 11 members of the see very service -- secret service advance team are on leave and

under investigation after some got into a dispute with a prostitute over monday. five members of the u.s. military working on the president's visit were also disciplined in the incident. the secret service team was sent home and replaced before the president's arrival friday. members of congress are threatening to investigate. congressman daryl issa. >> the question is the whole organization in need of some soul searching, some changes before the president, the vice president, members of the cabinet are in danger. >> reporter: the secret service insists that the president and his party were never in danger. a former director of the secret service says the decision to remove the anxieties quickly was -- the agents quickly was the right one. >> they recognized they could not have agents on the ground in the process of protecting the president of the united states and be distracted. >> reporter: he admits the indiscretions leave the organization in an uncomfortable position.

>> the secret service prides itself on not making the front page of the newspapers or not being the lead story on the nightly news. that's not what they're about. they're behind the scenes. they want to remain behind the scenes and an incident like this is very disturbing and very embarrassing for them. >> reporter: the secret service says the investigation of the 11 is a top priority and could include polygraph tests. the president says he expects the investigation to be thorough and rigorous as if the allegations -- and if the allegations are true, he will be angry. bill plante, cbs news with the president in cardagena, colombia. >> the president is back in washington this morning and the senate is going to vote on his proposed tax hike on millionaires. it's not expected to pass. it is 6:15 here with howard. it took us a while to get from winter to spring in the forecast. now that we're in spring, we're already jumping to summer like temperatures. >> we'll get to 90 on occasion in april and today may be one of those occasions but we still have some cooler air on the way and this weekend, sunday may

end up being cool and damp. today it's going to be summer like. andrea, you said it right. temperatures well up in the 80s to possibly 90 in a couple of spots which is 20 or more above average. here's a look at your bus stop forecast. we've got mainly 60s out there this morning with some temperatures down in the 50s in the cool spots. warm air is going to be in the low 70s the next few hours with partly cloudy skies and sun coming up in just a few minutes at 6:30. day planner 66 at 8:00. 80 by noon. south winds at 11:00. we could get gusts toward 20 out of the south and southwest. 87 at 4:00 p.m. that's 20 degrees above average and still 81 at 8:00. so if you have outdoor plans this evening, obviously dress accordingly. plan accordingly. it's going to be very warm. this morning we've got mid-50s in culpeper, cumberland down to 50. they've been our cool spot all morning. still 67 in fredricksburg. baltimore 64. here in washington we've got temperatures anywhere from the upper 50s in gaithersburg to 62

in fairfax. 61 alexandria. 63 at reagan national. looking outside on our michael & son weather camera, just a few high clouds. sun getting ready to cross the horizon in a few minutes. a good looking morning in northwest washington with 63 degrees. humidity at 84% and a south, southwesterly wind, a warm one at 7 miles an hour. you look to the west and southwest, nashville is 70. boston 62. they could be in the upper 80s to near 90 in parts of the boston metro today. on the flip side we're down in the 20s and 30s as you get into the northern plains and the rockies. the storm system is actually spinning. could almost make out the spin coming out of minnesota into wisconsin headed toward canada. that's the same storm that brought the deadly tornadoes toward oak opening over the weekend. -- oklahoma over the weekend. it has a cold front with it with showers and thunderstorms. we'll watch that because there will be some showers with that, maybe some storms later this afternoon, this evening pushing toward west virginia, western

pa. isolated strong to severe ones there. if the front comes through us tonight, it just doesn't have much punch. you notice the wind direction and a cooldown tomorrow but still in the 70s. today very warm, even hot. upper 80s, maybe near 90. tonight we're down in the low 60s. tomorrow we get to the mid-70s, a mild day, partly sunny. 65 on wednesday. could be a shower if we're lucky. we certainly need the rain. thursday and friday look good with an increasing chance for rain late saturday into sunday. monika santami stepping in here at 6:18. she has your time saver traffic. most of the mayor thoroughfares we're just seeing slow traffic right now. that's what happens in the 6:00 hour on a monday morning. overall 270 you've got slow traffic as you leave frederick heading towards urban that. about 37 miles an hour until you hit clarksburg and then the pace improves down into rockville. goshen road at mid county highway there is an accident, that one involving a pedestrian so watch out for police direction and the investigation there. we'll go over to a live picture now on the west side of town. here's what it looks like on

welcome back. your weather first. we have a summer like day today. temperatures are going to be a good 20 degrees above average. average is 67. so that gives you an idea. we're going near 90 in spots. here's a look at the day planner. sunny skies today. a little bit of a breeze out of the south, southwest at 10 to 20 miles an hour. lunch time temperatures in the low 80s. this afternoon we'll make a run upper 80s, maybe 90. >> thank you, howard. capitals fans, are you ready to rock the red? the caps can take control of their playoff series with a win tonight. >> they just inched into the playoffs. game three in the series moves to the verizon center. caps and bruins tied at a game a piece. the penguins are just one loss from being knocked out of

the playoffs. pittsburgh got steam rolled by philadelphia yesterday. the final 8-4. the flyers lead that series 3 games to none. other winners yesterday, the panthers, predators and the kings. from the ice to the gridiron, the redskins begin some preseason training today. players will hit the gym and work towards getting back in shape before organized team activities begin in a few weeks. stephen strasburg goes for his second win of the season tonight. the nats host the houston astros, the first of a four- game series. everyone was wearing number 42 yesterday. sunday marked 65 years since jackie robinson broke baseball's color barrier. the nationals and reds went 11 innings. top of the 11th, a two-run double. cincinnati would end up attacking on one more and nats lose 8-5 ending their five-game winning streak. the boston marathon begins in just a few hours, 10:00 a.m.

here up in oakton on blake lane near route 123. you'll have to follow police direction to get around that i think it will be there all day with the investigation and cleanup. let's take a live look inside the beltway on 66 here at the roosevelt bridge. traffic is moving really well across the river into downtown toward constitution avenue. let's go back over to the maps this time on the northbound side of i-95. a couple of slow stretches out of dale city and then north of the occoquan river. we'll take a live look a little further north in springfield. this is pretty normal heading for the beltway or to 395 which is where we'll go now. 395 at duke street slowing down toward seminary road but again the lanes are open. in my next report, we'll take a look at the betway north of town at 6:42. a former teacher from our area is the latest person to be added to the f.b.i.'s ten most wanted list. >> we first told but this last week. eric toth is accused of

morning on campus. [ taps ] >> members of the virginia tech core of cadets lit a candle that will remain lit all day today in honor of the 32 people killed in 2007. there will be a commemoration and vigil tonight at 7:30. this is the first time classes will be held on april 16. most students who were freshmen when the shooting happened graduated last spring. some survivors of the shooting will be on capitol hill today. they'll be part of 32 victims of gun violence lobbying for stricter gun laws. they'll point to the virginia tech shooting as well as the recent killing of trayvon martin to show the need for mar gun control laws -- more gun control laws. many living in the nation's midsection have some serious cleaning up to do after a round of violent storms over the weekend. six people were killed when the storms ripped through woodward, oklahoma. sunday the storms also destroyed nearly a hundred homes and more than a dozen

businesses. this morning at sunrise they'll begin piecing their lives back together. >> never seen anything like this. >> we have nothing. >> the experts believe as many as a hundred tornadoes hit that area over the weekend. the national weather service will send crews out there today to confirm how many struck and how strong they were. a scandal over extraffic gant spending at the general services administration has cost the head of the gsa her job. now the agency is under the spotlight on capitol hill. delia goncalves is live on the hill with a preview of what's happening today. good morning. >> reporter: good morning. martha johnson resigned her position as administrator of the gsa just a couple weeks ago. two of her top deputies were fired and several other employees have been reprimanded. chances are the gsa officials testifying before congress will likely face another reprimand before the congressmen and women later today. johnson will testify about the

over-the-top spending that came to her attention almost a year ago. the inspector general's report outlines gross government spending for hotel stays and employee perks. listen to the former administrator herself in an interview last year. chances are just as she learned of this $823,000 las vegas confrence. >> people are coming in with a lot of energy to figure out ways of saving money, saving resources, getting rid of any waste. >> do you think -- you think it's some birthday party for a spoiled 8-year-old instead of an agency meeting. this is the sort of thing that sticks with people and makes them mad and should make them mad. >> the man behind all of this money for that las vegas conference in 2010gsa senior official jeff neely now on leave and facing possible theft charges. he is on the list scheduled to testify before congress today, but andrea, we've just learned he's expected to plead the fifth. >> not a big surprise.

"the washington post" reports the county will take up an idea to allow students to take all of their classes online at home. superintendent dr. jack dale believes there is a demand. there's no idea yet how exactly it would work or how much it would cost. >> wow. imagine that. time for a commuter alert now. it may be a holiday for the district but not on the roads. just a reminder. here's a live look at connecticut avenue in northwest. that reversible lane in the middle is normal rush hour. so are the roads like rock creek parkway and canal road. they are going one way just like a normal rush hour. so make sure you pay those parking meters, too. no holiday for parking meters, either. today is emancipation day in the district. it was on this date 1862

president lincoln freed the slaves here in d.c. that was nine months before the emancipation proclamation freed slaves nationwide there. will be a parade beginning this morning at 11:00. it kicks off on pennsylvania avenue and third street northwest starting at 4:00 this afternoon there will be a free concert at freedom plaza. tonight 8:30 a massive fireworks display. it will be launched from freedom plaza as well. the emancipation day holiday means your federal taxes aren't due till tomorrow night. in nine minutes, some of the freebies you can get for tax day. >> this beautiful weather is free. sunny skies with highs in the mid 80s. boy, it's warm. straight ahead howard is going to tell you when we're going to fall back into the 50s. we'll be right back.

you're fine. then going to be slow a little bit in springfield heading for the beltway. overall 95 hasn't been too bad this morning i'm happy to say. let's take you back over to the maps. i'm just getting word of a possible car fire on the inner loop of the beltway just past river road closer to the 270 spur. be aware of it. i'm just getting word of this problem heading northbound on the beltway leaving river road toward the spur. again a car on fire. southbound 270 has been incident free. no problems to report. you just see a bit of yellow here. a little slow through gaithersburg. no problems through rogville and bethesda. -- rockville and bethesda. on the bw parkway and route 50 inside the beltway looking great through cheverly into the northeast corridor. no problems to report on the south side of town as you head through oxon hill to the wilson bridge and into alexandria. you'll be fine. all the southern maryland corridors are doing well. route 5, route 301. back over to a live picture on the inner loop of the belt

at 50 degrees. that's our cool spot. just some high clouds out there this morning. otherwise partly cloudy to clear skies with a reading of 63 at national. winds south, southwest at 7 and the dew point in the upper 50s. if you recall last week when we had the fire danger, the red flag warnings, these dew points were down in the teens and 20s so there's a lot more moisture in the area. showers and storms extend from detroit through minneapolis through memphis. that's a cold front. the same system that brought severe weather in the plains over the weekend. ahead of it the warm south so southwest winds boosting temperatures for us up to boston some 20, 25 degrees above afternoon. well up in the 80s. you'll notice some showers and storms, could be a few strong ones this afternoon well west of us. south of pittsburgh, maybe toward morgantown. might sneak in toward western maryland but tonight the front comes through with a few clouds but no rain. it looks like our rain chances unfortunately will be staying low until perhaps the weekend. here's a look at the forecast.
