of the most active of the space shuttle orbiter, 39 different missions, anything you could do with the space shulgt orbiter, discovery has done. it was the return flight vehicle after the loss of the challenger and then the columbia but it also lunched the hubble space telescope. it serviced the space telescope twice so it's launched satellites. it's had incredible diversity of missions and diversity of crews. >> reporter: speaking of diversity, it's a large vehicle. >> yes. >> reporter: so it included a lot of first timers, first women, first african-american. talk about its role in diversifying the program. >> what was really unique about the the space shuttle program was the ability to have seven to nine people aboard a mission at any time. so you could have a real diverse crew. that meant you could tap into the diversity of the people in the united states and around the world so more women, more minorities, more international visitors, the very first russian koz mawts to ever --
6:35 am
cosmonauts to ever fly to space flew on the discovery. it's repliesing enterprise which was the flight test vehicle. enterprise is beautiful, pristine, nice and shiny and white. we're looking forward to replacing it with one that has been to space and back. we're very excited. we couldn't have asked for better weather. >> reporter: thank so you much for joining us this morning. >> thank you. >> reporter: it's really been an exciting day. you really can sense the energy and there have been lots of flyovers. kevin, could you pan over real quickly and take a look at the plane that is flying to dulles right now. that is roughly the height that we will probably see, the 747 jet flying over the area with the shuttle on top. so that's actually pretty close. you can probably lean out and

wusa9.com. after the excitement over that, those of you who need to, you've got to get down to work because your federal taxes are due by midnight tonight. same thing for your taxes in the district and maryland. activists in the district are using tax day to push for more autonomy for d.c.'s budget. they'll take their case to the halls of congress today. the d.c. voting rights coalition wants the city to have more control over its own budget. city leaders rejected a plan to do just that last year because it would still limit the city's ability to spend what it wanted to on abortion. but lawmakers will be on the hill and they promise to try and reach a compromise. the time right now is 6:37. i'm watching your money. a lot of you have a tax refund on the way or you've already gotten it. there's some smart things you can do with that windfall. we have some advice. annie, first up, i want to ask
6:38 am
you philosophically speaking, should we even aim to get a tax refund every year or should we try to owe the government a little bit of money? >> in a perfect world, it would be great to have zero, zero payable and zero due back from the government. many of us use it as a way to save and to have this nice lump sum amount that comes back to us anywhere from january to april of each year. but in a perfect world if you can find that balance and not owe anything, it would be great. >> that's definitely a challenge, maybe one we can work towards. let's say you have that refund coming. what are some smart things we should think about doing with that money? >> a couple of things come to mind. the first thing i would do is encourage people to use some or all of that to contribute to an ira. tiaa-cref did a study that showed of americans that have iras, only 38% are contributing the maximum amount allowable. and so if you've got some extra funds coming in, it's a great way to save for retirement. the other idea is if you're
6:39 am
interested in saving for your children's or grandchildren's education or you're thinking about going back to school yourself, you may want to contribute to a 529 plan. there's some great state tax benefits to that, tax deferred growth. if you withdraw the money for qualified education expenses, no taxes due at that time either. >> looking ahead to taxes next year, what should we be doing now to maximize the advantages out there? >> first of all today is the last day for you to contribute to an ira for 2011. if you haven't done that, do that today. think about contributing to an ira for 2012 as well t. reduces your taxable income. this year also -- the stock market has done pretty well over the last six, seven months or so. many people have an overweight in their stock exposure in their portfolio. we have lower capital gains tax rates right now so you may want to take advantage of doing some rebalancing as well as the
6:40 am
lower capital gains tax rates. >> time to take stock a little bit, look at the portfolio. thank you so much for coming in this morning. >> thank you for having me. >> we will be right back. keep it here on channel 9.
