mismanaged environmental risks. >> the risks or risks of bad pr? they spent more on bad pr. >> that's a fair statement. >> we crossed between skeptical to cancerous cynicism. >> our investigation also uncovered $26 million in annual gsa bonuses and two more hearings coming up on capitol hill this week. i'm investigative reporter, 9news now. >> seeing it fly by the capital and to realize this is the last time it is going to be in the air is really sad. >> i was amazed and i can't believe i got to see it in real life. >> a sad moment for some marking the end of an era. but it was thrilling to anybody who actually got to see it. after 39 missions in space, the space shuttle discovery made its final flight today, circling downtown d.c. three times for landing at dulles airport. and everyone from nasa astronauts to thousands of people in maryland, virginia, and d.c. were all witnessed to
7:02 pm
history as discovery came to her new home. and our kristin fisher was there at dulles as the storied ship touched down for the final time. >> you know, i'm not sure what is more spectacular, the flyover or my view right now. i mean, just look at this. it is absolutely massive. it makes you wonder how can this thing ever get off the ground? here you have a 747 and on top of it, a 100 ton space shuttle. >> so excited. >> hundreds of people waited outside the oud oud udvar-hazy center. the same that was used to deliver discovery in 1983. >> i can see it. >> which way is it going? >> it's coming this way. >> i can see the lights. >> after 39 missions in 27 years, discovery made her final victory lap as champion of the
7:03 pm
shuttle fleet. >> the smithsonian requested discovery by name because in our view, it's the champion of the shuttle fleet. >> it's flown more missions and traveled more miles than any other shuttle. it orbited the earth 6,000 times. >> it's flown every kind of mission that the shuttle was designed to fly. so it does embody the space shuttle era of human space flight. >> world's most famous spaceship has retired. it will continue to inspire the next generation of explorers and the most famous museums. >> see discovery as being not just a remembrance of the past era, but also an inspiration for the future. it's the end of one era, but it's the beginning of another era. >> now believe it or not, the flyover was actually the easy part. now nasa needs to remove the shuttle from the 747 and they are going to do it using these huge cranes. once the shuttle is on the
7:04 pm
ground, it will be towed to the udvar-hazy center, its final resting place. at dulles, i'm kristin fisher, 9news now. >> thank you, kristen. a space shuttle piggy backed on a 747 and flying low over the national mall. that is something you don't see every day and something we may never see again. it's no surprise thousands of people crowded rooftops, balconies, and the mall itself trying to catch discovery's final flight. it was a thunderous salute to american ingenuity. at the same time, a bittersweet good-bye to the shuttle program. >> you can see it on tv, but to see it in reality, just to see it -- >> i should have brought some tissues to just be applying over the monument is just -- i don't have the words. >> so, discovery goes to join all those other museum pieces that help tell the story of america's expedition into the skies and then into space. so, what did that discovery final journey mean to you?
7:05 pm
was it a somber moment saying good-bye to our shuttle program or was it a great celebration marking the end of one era and the start of a new one? you might want to weigh in at mcginty's mail bag. the address is mailbag@wusa9.com. i have a very cynical e-mail. mother nature was cooperating on the big day. topper, it was picture perfect. >> very nice. we're looking at a nice day, even though it's 12 degrees cooler than yesterday. remember, we started at 89 yesterday. look at the temperatures. look off to the west because now it's getting cooler. 52 in oakland and then the 60s in cumberland, martinsburg, and winchester. cooler air is moving in. still 70 downtown. but still 70 in manassas. so for tonight, increasing cloudiness, cooler. mountain showers will continue. lows 46 to 52. winds will settle down and become northerly at 10. if you're headed out in the next couple hours, i would

7:07 pm
military may have been involved as well. former secret service agent and dan says he spoken with some of those involved. >> they are all saying embarrassing, disgusted, embarrassed the president. >> the agents who may be involved are at home. they are on paid leave and lost their top security clearances. and the military members accused are back here in this country as well. >> gas prices down for the second straight week. right now the national average for a gallon of regular is $3.90 and that is down 2 cents from seven days ago. here in our area, gas prices are down as well. the average price in the d.c. metro area runs $4.03. and today, president obama is out with new measures that may keep that trend going. they seek to limit the speculation in the petroleum markets. oil traders to put up more of their own money and would establish higher penalties for
7:08 pm
those who try to manipulate the market. >> i call on congress to pass a package of measures to crack down on illegal activity and hold accountable those who manipulate the market for private gain at the expense of millions of working families. >> president obama cautioned the proposals, even if they aren't passed will not bring down gas prices overnight. the president's plan predictable and want to open more areas for drilling. >> still to come, paid to pass. why one high school is offering students hundreds of dollars if they'll ace their exams. first, the occupy protesters using the tax day to spread their message. their proposal coming your way up next.

7:12 pm
from occupy d.c., moveon.org held a big rally down at john marshal park. they were trying to call attention that some of the wealthiest businesses pay little in income taxes or perhaps no income taxes at all due to tax codes and loopholes. next month, occupy will take its protests to the leaders of the world's eight largest economies. movements across the country are planning a protest summit next month to counterthe g8 summit scheduled for camp david. this is called the g99% summit and set up in frederick maryland or near camp david. the occupy group says they are holding it to show the g8 leaders that their policies don't work. it's scheduled for may 18 and may 19. don't pack up your winter clothes just yet. chilly weather making a comeback. topper tells us how long it will stick around and how cool it's going to be. you'll want to figure that out with him. first, from feared to fought

we talk about your cashing in on class. a southern indiana high school is now using its chunk of a $7 million grant to incentivize students to do well.
7:16 pm
that program pays each student $100 every time they pass an advanced placement science, math, or english test. that will encourage more students to take the ap classes and work hard at them. >> we can break down barriers for students who may not have looked at ap courses. >> if i pass this class, i can look at $200, $300. that will be a great way to help with the studying habits of high school students. >> yeah, turns out you are not the only one. teachers can get $100 as well each time one of their students pass the test. right now, less than 1/3 of the students get a passing grade. the school has to double that by 2015 under the terms of that grant. paying students to pass class or pass a test? they already get college credit for passing ap tests. that not be incentive enough. your thoughts are the incentive. so send them in. mailbag@wusa9.com. >> the fish we all once feared is now turned into a sought

wildlife officials so feared they poisoned entire waterways to try to get rid of them. it didn't work. instead, snake heads have spread widely, threatening native fish. maryland natural resources officials are trying to control the population by promoting fishing for snakeheads as sport to a growing crowd of enthusists. this an, an online contest where fishermen post photos to enter. at the end of the season, winners will be drawn for gifts of tack and will gear worth hundreds. the photos are coming fast and furious and the fish are big. >> i think it's a great thing. try to get rid of them. they will kill everything. >> contest or not, the fact remains that snakeheads continue to spread and appear to be here to stay. so the state biologists are trying to make the best of a not very good situation. in charles county, scott broom, 9news now. >> did i hear scott say they taste really good? >> i don't think i would eat a snakehead. >> i'd give it a shot.

quote. thus, do the snobs of this world sneer and try to put down women who do their share of the work, but do so at home. comments do sound similar, but they are different. clinton's comment really was a bit of a slam at women who don't work outside the home. seems to me, though, that rosen was really trying to say that ann romney is out of touch because her husband is rich and she doesn't have to work, which is a different thing. no doubt, however, she did choose her words very poorly. and then there was this on the retrial of former big leaguer, clemens. david calls the whole thing a waste of time and money. never mind the fact that congress shouldn't have been involved in matters, the main reason they should not retry him is that the reason the first trial ended after two days was due to errors committed by the prosecutors. if the prosecutors messed up, they shouldn't get another chance. prosecutors being out of control. i was a bit surprised they
