good evening. a major rainstorm is headed our way. and it could be one of the biggest rains we've had 24 year. let's go straight to annie hong in the weather center. where is the storm right knew? >> the storm is just the south of us, in the georgia area, kind of organizing and forming. here's a look at that sad light radar picture, where you can see on doppler where the storm is an area of low-pressure

system that will slowly ride up along the coast, closer to us. right now we've gone generally cloudy skies in the immediate d.c. metro area. we did see a front come on through, bringing in some showers, most of the showers now off to the east. about out to the ren ards town area, and around east ton. more showers tomorrow, the rain will be heavy at times, especially east of the interstate 95. rain starting afternoon and continuing through the evening tomorrow. one to three inches possible. we definitely need it. we are more than 5 inches below the average rainfall just this year. also talk about the chance for some mountain snow, a winter storm watch posted out in parts of grant and allegheny counties. we'll talk more about that and let you know how long the rain sticks around before we're done with the rain. back to you, andrea. >> thank you. we'll see you in a few. thank you. homophobia maybe behind the brulte al slaying of of a marine by another marine. the violence erupted in front

of the marine barracks washington on 8th street at about 2:30 this morning. ken was able to get hold of surveillance video of the moments right after that attack. >> reporter: 9news was first to show you these images following the stabbing attack. you can see passersby shocked after what they just witnessed. this woman held her head in disbelief while others reached for their phones and dialed 911. the police showed up so the shortly after and then the paramedics, who rushed the victim to the hospital, where he was later pronounced dead. >> murder to happen, it's surprising no the victim, 23- year-old phillip stationed at camp lejeune, north carolina. the man suspected of stabbing him is michael joseph po, stationered here. witnesses told police they heard him yelling homophobic slurs before stabbing him. sentries saw the commotion and crossed the sidewalk and started walking that way.

then they noticed the suspect take off on foot. they caught him, arrested him and turned him over to d.c. police. >> that's a tragedy. >> rodney owns capitol hill sporting goods and apparel and says he has grown up in this neighborhood. he says even when these streets were at their worst, he's never seen anything like what happened outside his store. >> something happening we can't control. like i say, he was a very nice person, come and shop. and he's dying, unfortunately -- bad mark here because -- >> now those who live, work and socialize on the so-called barracks row are left on high alert, hoping something like this doesn't happen again. >> we won't be out when bars are letting out with little kids. but i have to say, i night not think of it area the same way. even though i live here. the suspect is now being charged with murder. police say the two men didn't know each other. a car came crashing into

the baskin-robbins ice cream store on north harrison street in arlington this afternoon. just after noon, an elderly man in a toyota camry drove right into the store's entrance after accidentally pressing the gas pedal instead of brake. two people were inside the car. no word on whether anyone was inside the store. damage to the baskin-robbins is estimated at $20,000. a building inspector determined there was no structural damage, no injuries reported, and no charges have been filed against the driver. the watergate figure known as pre nixon's dirty tricks man has died. a family spokesman says charles chuck colson passed away in a virginia hospital after a brief illness. he was 80 years old. colson was a 38-year-old lawyer who went to work for president nixon as special counsel. he was quoted ago saying he would lawn over his grandmother to get the president re- elected. colson was later convicted in connection with the watergate scandal. and while in front, he turned

to religion. he founded a prison ministry and after his release colson emerged as an evangelical christian leader. >> the only way i can begin to talk in prison is fellow sinners. nixon is right in there. gentlemen sufficient right-hand man means everything. there is shock anguish and disbelief tonight among the families of three young people killed last may. when a drunk driver crashed their car into a tree. yesterday a panel of montgomery county judges dramatically reduced that driver's sentence. 20-year-old kevin coffee pleaded guilty in november to three counts of vehicular manslaughter and one count of fleeing the scene of a fatal crash. he was caught several hours after the may 2011 crash. the judge reduced his 20-year sentence to 8 years. >> let's go out to the county

borders, the district and howard and frederick and let's put up a little sign, drunk drivers welcome, montgomery county. >> this sentence sends a message that the lives of our three children virtually meaningless. and it sends the wrong message that this type of conduct should be punished severely, period. >> prosecutors say that sentence reduction means that he is eligible for parole next may. they held he shouldn't be held responsible for the culture of recklessness and underaged drinking. the victim's parents believe the system is broken. >> reporter: parents of the victim are outrage at the judges and the system they say let them down. the reduced sentence allows kevin coffey, who left his friends to die, a chance for parole by the second anniversary of the drunk

driving tragedy. >> now it's just totally -- blown away. >> haley's father struggles with the fact he says justice wasn't served for his daughter and two of her friends, spencer and johnny. the high school students were killed when kevin coffey drove drunk last may in montgomery county, crashed the car and left them to die. >> when he left the car my daughter was still alive. and she lived for three hours after that. so le he left the car, she still had a chance, but he took that chance away. he made a decision that determined what her life was going to be, and he ended it. >> but mcgwire is not only grieving his own loss but for future families who may not see justice. >> it will happen again because this sentence, again and again, until someone realizes that you have to be personally responsible. >> legal expert jim says maryland's law can be more lenient in these types of cases when they get a second look by a panel. >> in maryland, you serve a fraction of your sentence.

it's a terrible tragedy and no matter what the trudges d nobody wins. >> the judges said the original 20-year sentence didn't fit the crime and cut it by more than half. the families knew the punishment could be reduced, but never imagined coffey could be a free man by next may. >> this three-judge panel is basically a kangaroo court. >> the parents say there should have been a tougher penalty because coffey fled the scene. i talked to a couple of the parent and even though they know it will be an uphill battle, they want to fight to get the three-judge panel system removed. they say they don't want other families to go through the same agony a second time. a wild story now out of malibu, california, where a suspect in a stolen car drove off a cliff nearly taking his wife along with him. she says she tried to convince her husband to stop when police tried to pull them over for driving a stolen rental car. she said she had no idea why

her husband refused, and then purposely and drove off the cliff. >> i looked through here because i could see through, and -- get out of car, let's just -- we can handle this. get out or something. and i -- i opened the door, and then that's when the car turned. >> the stolen vehicle plunged about 200 feet to the bottom of the canyon. several hours later michael showed up at their home and that's where police arrested him. neither he nor his wife were injured. just a day after a florida judge agreed to let george zimmerman out of jail on $150,000 bail, his attorney is now facing a dilemma about how to protect him before his trial. he faces second-degree murder charges in the death of 17-year- old trayvon martin. his family says it will be a few days before they can secure

volunteers spent this earth day weekend working along the watershed. they picked up trash and cleared debris at more than two dozen sites in d.c. and montgomery and prince george's county. organizers said the effort helped keep up with the tons of trash that are dumped into the river every year. >> last year we pulled 42 tons of trash out of the river. the river suffers about 20,000 tons of trash entering it every year from people that litter or dump illegally. we'll find tons of food items, chip bags and cups and plastic bags, left in the district now that we have a bag fee here working very well. but we also find a lot of appliances and tires, we've pulled more than 10,000 tires out of the river. >> wow. after several hours of hard work, volunteers enjoyed a well deserved celebration at rfk stadium with live music, guest speakers and free food and drink. and across the district today, a city-wide scavenger hunt

aimed at showing residents how to live green. eco-conscious venturers chased clues in parks and green areas throughout washington for a chance to win a $1,000 prize. the event showcased the city's ecotourism, eco-friendly lawn care and even eco-friendly catering options. >> the idea is really to expose all of d.c.'s great green resources, to the public here and the communities around d.c. and the idea boeing to show that living green is easy and affordable and also really fun. >> organizers also collected more than 5,000 pounds every clothing this week to donate to the needy as part of its earth day activities. now if you take a taxi in the district of columbia you'll have to pay more. starting today, some cab fares increased by 44%. but not all of the new fares will go into effect right away. some taxis need to have their meters recalibrated before cabbies can charge passengers

a volleyball and a soccer ball. that washed ashore on an island in alaska, may be the first pieces of debris to float across the ocean from last year's tsunami in japan. the anchorage daily news reports the sports balls were spotted by a radar technician on middleton island. his wife traced the writing on the ball to a japanese school in an area hit by the tsunami. middleton island lies about 70 miles from the mainland. >> i expect more stories like that too. >> i think so. >> it's been a stormy saturday night, more rain may be on the

major weather maker comes through. that will ride up the coast on sunday, bring us some pretty good rain. so that big rainstorm will be impacting us for sunday. one to three inches of rain possible. the windchills, can you believe in april? down through the 40s and 30s tomorrow afternoon. it also stay chilly through monday and tuesday. so definitely get out quarrel rain gear. here's the future costed do show you what we're expecting. tomorrow morning around 9, the rain comes up from the south. and you can see it the green is more of the light rain. but you see the yellows in afternoon more the moderate rainfall. you see the orange especially south and east of town, we're talking moderate to heavy rainfall. tomorrow afternoon and into the evening especially on the bay and basically anything points east of interstate 95. and it's going to be very wet through tomorrow night. then after midnight starts to clear out. but then look out to the far north and west. we're talking snow.

a winter storm watch is posted for sunday night into monday for garrett, allegheny counties, so maybe six niches or more possible. a rain potential and i tomorrow night, one to two inches around town, but you see further east, two, three inches possible by early monday morning. so no flood watches have been posted. the ground is so dry. but some local flooding is possible. all right. overnight cloudy, breezy and cool. chance for some showers, lows in the 50s. tomorrow morning, cloudy, breezy, chilly with rain. temperatures in the 50s for the afternoon, temperatures topping out low to mid-50s. here's a look at your next 7 days. still cool and chilly for monday. mid-50s. a chance for a shower tuesday, wednesday we still keep on the rain drops for the next several days. milder by thursday, back into the 70s. and then we're have dry for next week, friday and saturday into the 60s. so tomorrow not a bad idea to stay inside, and drink hot
