plan for a wet monday. the shower threat will be with us through the evening hours. if you are traveling toward the mountains out west, watch out for that. elevations 1500 feet, 3000, 4000 feet, it could be problems. it is april 23rd but we have winter weather advisories and storm warnings. let's talk about today though here in the metro, it is going to be a cool, damp windy day. temperatures are going to struggle. 43 now. we may not see it at all until tomorrow. noon time temperatures in the upper 40s. big nor'easter coming up the coast. raining heavily yesterday. you'll notice out to the east things have dried out. dry spots here coming from eastern pen pensacola and back in the mountains. the blue is snow, more moisture coming around on the back side of this. we are watching that very carefully. here's a look at the doppler.

outer loop. >> reporter: good morning mike and andrea. we drove by that accident scene. it is a mess. several tractor trailers, several emergency crews and cars just snarled together. a major traffic jam as monika had mentioned this morning. we are live on the overpass and you can take a look at just some of the traffic that we are talking about. cars are now being diverted on to the on-ramp, in fact, actually. this is the on-ramp to the highway. but they are being diverted off the outer loop of the beltway, because of this major crash. let's look at some video just fed into our 9 newsroom. here's with what we know so far. a tractor trailer collided with two cars we are told. we know that one person unfortunately has died in this crash. we don't know the condition of the other person, but the person is in a trauma condition. we don't know, as well, which

vehicles the dead and injured are from. but as a result of this major crash, there is now a diesel fuel spill from that tractor trailer. it is all over the outer loop of the beltway between georgia and coalsville, so police have shut down the outer loop of the beltway between coalsville road and georgia avenue. a major back-up for folks heading through that area. police are suggesting you look for other routes, at this point. maryland state highway, state police, montgomery county rescue are all on the scene. crews are expecting the clean up ask a crash investigation to last several more hours, well into the morning rush hour. so it is going to be a very sticky commute and we are going to stay on top of it and bring you the latest as it develops. back to you. mike andrea? >> this will be a huge mess this morning. a search is underway for two dogs that attacked kids over the

weekend. friday night's attack in northeast washington, the camera captures the kids climbing on the car to get away. one of the dogs followed them right onto the roof of the vehicle. when a neighbor saw what happened to the kids, andre that you thorn jumped out into the danger, drawing the dogs away from the kids. >> the dog ripped this. i was using my right hand to punch on him. >> now hahn thorn also had a knife, and was able to injure one of the dogs, but it took another neighbor with a baseball bat to make the dogs let go. hawthorne's left arm and right hand were bitten. animal control is going to conduct surveillance on the neighborhood to see if the dogs will return and the neighbors say they know who owns the dogs. later this morning, president obama will speak at the u.s. holocaust memorial museum during holocaust days of remembrance. the third annual march of remembrance took place sunday on the national mall.

the dow picked up 65 points, finishing at 13029. the nasdaq dipped 7. maryland poised to be the first state if the country making it illegal for your boss to ask for social media passwords. a spokesperson says governor martin o'malley is revug the measure. the bill would also apply to those interviewing for jobs and their potential employees. at least nine other states are considering similar measures now. the fbi wants you to run a sweep of your computer to make sure it is clean. that is because hackers with an online advertising scam want to take control of affected computers around the world. the fbi set up a safety net but the program is going away in early july which means hundreds of thousands of us could lose

murder in the february shooting and he says he fired his gun in self-defense. a military commander in iran says they are making a copy of a u.s. drone. the drone was captured last year when it went down near the border with afghanistan. another official says russia and china have requested information on the drone. members of congress say they say more secret service agents are expected to resign. six are already lost their jobs and now a law enforcement official tells us one agent brought a woman back to the hilton where president obama stayed five days later. he was injured in a fire someone intentionally set. now two months later a local volunteer firefighter is finally enjoying the comforts of home. the shuttle enterprise's move out of northern virginia is delayed now, because of the

in february and all of a sudden it is snowing in the mountains. >> it was 82 saturday. >> the front took awhile to get here but once it did, it rained over the weekend. we had downpours this morning. snow in the mountains. what a seven months we have had. we have winter storm warnings out. you get across the border though, west of winchester, winner weather advisories. 1500 feet or higher. not too much in the way of problems, but you get some of those higher elevations where some of the ski areas are as well. over toward garrett county, somerset. six inches or more of snow. today the bus stop forecast, cold and damp, upper 30s to mid-40s. where it is not raining we have

drizzle, high humidity, low clouds. that just cuts through you. we are going to stay with this pattern all day long. winds west at 15. temperatures barely moving. they will gust to 30 miles per hour maybe even higher than that. the rain is green. the snow is white, the rain snow mix, the pinker shades you are seeing out toward the west of the mountains. we have areas here three four inches of snow on the ground. for us we have got the showers here. it is garrett county and up between let's say pittsburgh and the continental divide where you are seeing some of that snow. locally on live doppler hd, lots of rainshowers here scattered west of 95. east of 95, they are even more widespread. little yellow showing up east of fredericksburg. an occasional moderate shower.

shower. wednesday 66. milder temperatures, 70s for the weekend with a cancer of storms sunday. let's go to monika samtani. we have had a fatal accident this morning closing parts of the beltway. big problems out there? i can't. >> reporter: very big problems. this accident involved a tractor trailer and two vehicles and did leave one person dead and one person injured. they are at the hospital right now and in the meantime the accident reconstruction team is on the scene right now. there was a diesel fuel spill, so they consider it a hazmat situation as well, all on the outer loop of the beltway, completely shut down between route 29 and georgia avenue on the westbound side of the beltway. let's go to a map so you can get perspective on exactly where it is. on the outer loop again go no further than route 29. on the north side, i really suggest you go ahead and use the i kc c-- use the ic cthis morning. again no further than route 29.

around seven springs. they are not open but you are going to get snow out of this. believe it or not, that can cause real problems. it is going to capture the snow and cause some collapsing of the branches trees and likely power outages as well. you can see the rains here. mainly west of washington this morning. west of i-95. east of i-95 quieter attempts, the temperatures are running low 30s. big problems on the beltway. here's monica san. the big problem we are talking about is a serious overnight accident on the outer loop of the beltway shut down between route 29 coalsville road and georgia avenue. one person is in the hospital and in the meantime, you will not be able to go any further on the outer loop of the beltway than coalsville road. on the north side, coming in from the north, go ahead and take the ic cas your alternate. you can even take randolph road

as well which got a lot of lights, but it will get you around that accident easier. if you need to get onto the outer loop, maybe you want to get off at university boulevard, on the south side of town take tiny branch to georgia and on the north side of town take university or route 2 to dennis to georgia. >> reporter: it is an absolute mess out here. police are telling folks, as you have recommended, stay away from this area. look for those detours, it is going to be a long and wet and a very troubling commute for a lot of folks. we are here live at the coalsville road overpass. you can see a lot of cars have been diverted. that is where they are being dumped off coalsville road. you will not be able to travel beyond colesville road.

let's look at video sent into our newsroom. this crash, involving a tractor trailer and two cars occurred just after 2:00 a.m. we know that one person, unfortunately, has died. another person was sent to the hospital. we don't foe the exact condition of the injured patient and we don't know at this point which vehicle and the injured patient have come from. there is now a diesel fuel spill. they are beginning to clean up, which of course you can imagine. it is going to be a very long process. not only are crews dealing with heavy rain, now coming down with some force, they are dealing with very tough conditions, including that hazard, the spill on the beltway. crews are expecting to be here, working on this crash scene

well into the morning rush hour. so they are recommending folks stay away from this area in silver springs between colesville road and georgia avenue. we are going to throw it back to you in the studio, monika? >> delia, in the live picture you showed us, we could see people backing up on the shoulder there of the outer loop, trying to get over to route 2. and all the rest of the people will be stuck on the beltway. i just saw them backing upright here and trying to exit here on route 2. in the a good idea. if you are just heading out the door, go ahead and choose your alternate route early. on the north side of town the ic cis your best bet. look at the delay forming at university boulevard, you can exit there as well. keep this in mind for your travel plans. take out your maps, whatever you need to do to get around this. the investigation is going to take awhile, plus with the rain

coming done as well, not a good situation. on the other side of town, happy to say not too many problems to report. we had flooding on the i 66 ramp. northbound sound of i-95 a normal volume. coming up another look around the area. he is not exactly free, but george zimmerman is out of jail this morning. >> the man charged with killing trayvon martin is out on bond. zimmerman is now charged with second degree murder in the shooting, which was two months ago. the neighborhood watch volunteer claims he shot the 17-year-old, again who was unarmed, in self-defense. martin's family took offense to an apology zimmerman offered if court. >> it was devastating that he got to give a self-serving apology to help him get a bond. >> we have a lot of concerns

over security foo. >> reporter: zimmerman's attorney is not revealing where he will go, now that he is out of jail. he must wear a gps ankle bracelet and follow a curfew. to want the charter school board will vote on 11 wide ranging operations. the ceo says there is a great need for expansion. her system alone has been more than 2600 students on waiting lists. if you take virginia railway express and metro on your commute, you are about to get hit with a double whammy. a 3% fare hike was approved friday. metro's board is approving 5% for rail rides and could reach as high as 27%. federal workers had transit benefits reduced. if you take a taxi in the

$3.98 for a gallon of regular, down 4 cents in the last week. mitchell's fish market lynn is recalling more than 77,000 bus tires because side wall defects can cause them to lose air rapidly, increasing the risk of a crash. mitchell's fish market lynn north america says some of the tires had lost air rapidly during retreads over the past two years, prompting a company investigation. it did not cite any instances of crashes. the tires are x z u 2 and they were produced from 2005 to 2007. >> looking for something fun and free the national parks service is offering free admission to all its parks. it begins saturday and runs until april 29th. every u.s. state except delaware has at least one national park.

is painful this morning. here's a look at the bus stop forecast. just be that type of morning, sitting in the car with mom and dad. or maybe one of my friend's parents would take the kids out to the bus stop and wait with us. sunrise at 6:20 this morning, but we have areas of rain and drizzle. and in the mountains, well, we are looking at the threat for some snow today, and we are going to see temperatures only get to the upper 40s to near 50. winner weather advisories once you get west of virginia. the higher elevations out west and some of schools out here now coming in with two hour delays this morning. i'm almost surprised we have been had cancellations, given the anticipation, especially in places like garrett county of six inches or more of snow. 48 degrees and a heavy, wet snow that could bring down tree branches and power lines. temperatures barely budging. winds out of the west. the threat for showers with us through the evening hours as well. but keep the rain gear handy.

you can see as we look at the composite, the storm still producing all of this moisture. in the mountains we have got the snow here. there could be more than a foot in places like seven springs in southwestern pennsylvania. locally, i want to take you to monday good morningry county here and southwestern howard county. heavy showers developing here as the upper storm system gets over us today. we should see more of that. you may see wet flakes mix in. wind chills in the 20s and 30s this morning. just a little bit of reduced

crews were on the scene and two tow trucks, by the way, have arrived at the scene. on the outer loop all lanes are shut down. these are all the people being diverted. in the meantime quite a big back-up. this is what it looks like at university boulevard. all the people heading west on the beltway i think go ahead and choose your alternate routes you can take the ic c. on the south side as well you can get off at university boulevard. let's go back over to our maps. on the north or south side of town, no problems to report on any of your major corridors here. things are looking fine on i- 95. coming up in my next report, another update on that situation north of town at 5:53.

back to you guys. making news now, after breaking down their equipment yesterday afternoon, the search for six-year-old eaton pace is expected to resume this morning in new york city. the boy disappeared 33 years ago on his way to catch a school bus. investigators have been ex ca straighting the floor of an apartment building near where the child lives. the man accused of murdering jennifer hudson's relatives. the singer's mother, brother and nephew were killed. today in north carolina, opening statements will begin in the trial of former democrat presidential candidate john edwards. edwards is accused of illegally using campaign funds to hide his mistress and child. one of seven firefighters

injured in a riverdale house fire, kevin o'toole with his released from med star washington hospital friday. kristen fisher was there as his colleague celebrated o'toole's recovery. >> reporter: 27-year-old kevin o'toole walked out of the hospital to his applause of his fellow firefighters. this is the first time he has been outside in 95 days. >> it actually is the first time i'm outside the hospital. >> reporter: he has had ten surgeries in two months. second and third degree burns to 50% of his body. >> my knees, my calfs, my stomach, my sides, both my arms, my shoulder and my hands. >> reporter: kevin was one of seven firefighters injured while fighting a house fire two months ago. when asked if he was angry or upset about what happened. >> i would rather not common about that day. when they rolled me in that nature, i made a commitment to,
