to get to 49. here's monica san to explain. the outer loop of the beltway, around 2:00 this morning. authorities have been dealing with a tractor trailer accident. also two other vehicles involved. it did leave one person dead and another person seriously injured. delia will have details about exactly what happened in a couple of minutes. in the meantime, let me show you the delay and what you can do to get around it. first of all, this is what it looks like at university boulevard again. once you get to colesville road, you can get no further than that. you are being diverted at colesville road off the beltway. if you are planning to head to there area of the beltway, go ahead and use the ic cas your alternate route. on the south side of the beltway you can either use university boulevard to piney branch road.

sitting in that delay again you can go no further than colesville road. please plan early. i think this is going to be there awhile with the reconstruction on the skean. if you are planning to head on the northbound side great news for virginia drivers, no problems to report here as you leave landmark toward 14th street bridge. you are going to be just fine this morning. i want to gives you a heads up on metro. there is a red line delay because of a technical problem. we'll keep you posted on the situation north of town. back to you andrea and mike. the neighborhood watch camp accused in the shotting death of an unarmed florida teenage soldier out of jail. george zimmerman was released on $150,000 bond pending his trial on second degree murder

charges. randall pinkston has more. >> reporter: george zimmerman walked out of the county jail around midnight wearing a brown jacket and jeans. he carried a bag as he got into a white car and was driven away. this weekend zimmerman's lawyer said he will not release the location where his client will go while he awaits trial in the death of trayvon martin. >> we have a lot of concerns about security. >> zimmerman had to post 10% of his $150,000 bond to get out of jail. a judge said the neighborhood watch captain will also have to obey a curfew. zimmerman shot martin in self-defense during a confrontation in february. randall pinkston cbs news, sanford, florida. police have a man in custody accused of the shooting and robbery inside a rite aid store in northeast washington.

an update they had opened the left side of the beltway. you can see that some traffic is now moving heading for colesville road staying to the left. if you are at home, you might want to use an alternate route. the ic cwill work very well for you. i'll keep you posted on that situation of course. let's go back over to the map. southbound 270. coming out of frederick with the lanes open, we'll go over to the south side of town. inbound i 66 everything is fine on the outer loop, looks like an accident on the left side of the road here. we'll end with a live pick on the northbound side of i-95. if you come up from dale city but it is incident free, i'm

happy to stay. more on the north side of town at 6:25. the outer loop one lane open. >> delia joins us live from silver spring with the latest developments in this case. >> good morning andrea. certainly good news after four hours. a very tough traffic situation here. four hours into the investigation now we have a partial opening from the beltway cars are beginning to drive in the area it is still very slow going here. certainly heed the advice monika just mention and try to take alternate routes. this is what we know so far. the crash happened between georgia avenue and colesville road just after 2:00 a.m. it was directly above the creek parkway. it appears a tandem tractor

trailer about 65 feet in length, the tandem tractor trailer apparently collided with two cars. we know that one person is dead, one, unfortunately is also injured, but that person was sent to the hospital with non life threatening injuries, thankfully. we don't know, at this point, which vehicle was injured and the dead person is coming from, at this point. however, police are still on the scene trying to piece together exactly what happened and what led to this crash that really tied-up traffic for four hours this morning here in the beltway. and also caused a diesel fuel spill. fortunately, good news for drivers is that one lane as we have reported is back open. two drivers here on the beltway and the outer loop of the beltway, it is going to be slow going.

we have reports near cross junction, virginia. northern frederick county, maryland. snow falling there at 1800 feet. we are going to watch the heavy stuff in the mountains of western pennsylvania. oakland is 30. cross junction is 34. hagerstown is 37. minor grassy areas -- minor sticking in the grassy areas. high temperatures this may be optimistic for some in the upper 40s. let's check with monika samtani. timesaver traffic. a little improvement to talk about. >> there is a little improvement. after colesville road this morning, where there was a serious tractor trailer accident. we are beginning to see some traffic get by.

bob woodward is with us. plus the traffic jam claim for a baby boom. >> traffic jam for baby boom? okay. >> we know what traffic jams are all about here in dc. breaking news out of silver spring. one person is dead after a terrible crash causing delays on the outer loop i don't we have positive developments to report on the crash. delia joins us live from silver spring with the update. good morning. >> reporter: good morning andrea. just a bit of positive fuse. the beltway is now reopen between colesville and georgia avenue. but i have to tell you, it is extremely slow going. just take a look at this traffic nightmare folks are dealing with on this rainy monday morning as they head back to work. we had earlier cars being diverted on to exit 30 colesville road. you can see they are heading straight toward.

>> yes george avenue. you can see the scene of the accident. however that has been cleared up it is going to be slow going, lots of brake lights. so if you can find an alternate route i suggest you do that. the crash occurred around 2:00 this morning, the crash happened between georgia avenue and colesville road. it appears a tandem tractor trailer crashed with two cars, one person was dead, one suffered non life threatening injuries. we don't foe which vehicles those two people came from you but we do not there was -- we do know there was a major diesel fuel spill. however crews were fortunate and worked through the overnight hours to clean this up it took four hours but the road is now reopen for morning commute. if you can take a look here on colesville road, it is still awfully, awfully backed up here on colesville road. you can see the cars heading

definitely are doing that. education enforcement and overcapacity. >> you are the commander of the special operations division which oversees traffic. give us some details about the initiative and we are going to put up a full screen, so you can walk us through that. >> sure. the traffic safety plan is comprised of two things. one is pedestrian safety. and we are doing that through education and enforcement, working with partners such as estate highway -- the state highway administration. we are really educating pedestrians on the consequences of not using crosswalks. in fact, 80% or so of pedestrian injuries, that are created are created because pedestrians are not in the crocks. so it is a pretty high number. >> you focused on ten particular areas in county? >> reporter: ten particular areas of pedestrian safety and six for traffic safety. we are using an overt presence

both educate and go enforcing. we have done tell general policing where we have mapped out main corridors that have had the highest accident rate. with that we are complementing resources with traffic safety as well as patrol and creating an effect there. >> i saw somewhere when you say educating the public, the patrols, do they have to spend a certain amount of time in the intersections? >> yes, approximately 34 minutes a shift. a patrol officer will be there. kind of let them know the consequences of erratic driving. >> reporter: are there certain materials they are handing out as well? >> we have materials out there with state highway administration. gives off key points of safety. really we are going with that. >> reporter: and this is part of county executive baker's transforming neighborhoods initiative. give us a brief overview what have that means. >> mr. baker has created a hole

livic approach. a holistic approach. this time we have taken county agencies and are incorporating them in these six areas. that can be anywhere from environmental resources for property crimes to social services, to really help stimulate job growth. it is a total holistic view. >> thank you so much, major, for being with us this morning. with that, i'll toss it back to you. thanks a lot monika. money headlines now. u.s. airways taking a step closer toward merging with american. they reached an agreement friday with american's three unions. that would leave the country with only four major airlines. the deal could possible blip lead to higher ticket prices for all of us. if the airlines merge, the

combined carrier would keep the american airlines name. concerns about the safety of tires on buses, mitchell's fish market lynn is recalling more than 77,000 bus tires because side wall defects can cause them to lose air rapidly, increasing the risk of a crash. fleet customers have complained about the problem but the company did not cite any instances of crashes. the tires were produced from 2005 to the fall of 2011 at mitchell's fish market lynn's plant in spartanburg, south carolina. the survey of fuel prices says the average price of a gallon of gasoline nationwide has dropped a nickel over the past two weeks. the price of a gallon of regular is $3.91. it is the first decline in the u.s. average since december. in the washington region, aaa says area drivers are paying $3.98 for regular, down 4 kenseth in the last week.

traffic and an update on the situation north of town on the beltway outer loop at colesville road, where there was a serious early morning track trail accident that did leave one person dead and one person seriously injured. you can see the traffic is moving slowly by now, on the outer loop at colesville road. only one lane remains blocked with the lean clue -- clean up there, keep this in mind for your travel plans. it is still very, very heavy getting by. this has been there for almost five hours. let's go over to our maps now on the beltway north of town. that is where the depend is. i want to -- where the accident is. i want to give you what to expect. 95 in virginia has been incident free all morning long, no troubles to report except for the slow traffic with the road conditions getting up into woodbridge and 3935. let's take a live look outside on the beltway at colesville road. this is what you should expect.

showers than others, but the on and off showers upper 40s maybe. winds gusting to 30 with the threat for showers with us through the evening hours as well. in the mountains, out west, we have winter storm warnings in garrett county. western allegheny, a lot of the high country here in southwestern pennsylvania. teleto six inches locally, not more than that. i think some of the areas like romney out east here, it is going to be minor on the grassy surfaces. the roads are just too warm. you get above 2500, 3000 feet, we start talking issues. heavy wet snow, the weight will snap tree limbs and power lines down. again we have had some reports here well to the north. locally look south. southern maryland, you get down toward prince william county, toward stafford and fred ricksburg, it is quiet.

40s. tomorrow 60. wednesday 66. showers thursday and warmer by the weekend. >> reporter: opening statements begin this morning in the trial of the man accused of killing jennifer hudson's family the singer's mother, brother and seven-year-old nephew were killed. william bal four is now facing three counts of first degree murder. jennifer hudson plans to be in core every day of the trial. investigators in tennessee are baffled after a plane went down in nashville. a 1961 plane crash landed in an abandoned air park. each weekend. now faa officials are trying to figure out who was flying the plane. the plane was found but there is no sign of a pilot. >> it would seem whoever was on board this plane purposely wanted to but it down at an inconspicuous air field with no one around in the middle of the
