we've been watching the clouds and showers overnight, especially south of us. look at the heavy rains from charleston back toward roanoke, south of charlottesville and richmond. we've had a couple of showers around but they've been very light. you can see the light stuff that's been passing north of us through the baltimore region and upper part of the bay. also from new market to harrisonburg. lighter rains there in the lower part of the valley. maybe clipping over toward culpeper and fredricksburg but around here, not too much. your temps this morning 49 in hagerstown. that's one of the cool spots but it's 60 on the bay in annapolis. 60 in fredricksburg. 52 in leesburg. we sit at 59 and 50 in winchester. this afternoon again that threat for a couple of showers, maybe a rumble of thunder. highs will be in the mid-60s along the bay, about 72 in town. maybe as warm as 75 toward fredricksburg and tappahannock. 5:00 now, monika santami is in with time saver traffic. we're still doing all right. >> we are still doing all right. you head out the door it's not that cold out and we don't have a lot of worries either on the

major thoroughfares. the beltway looks great. we're going to zoom into the bw parkway and route 50 inside the beltway. no problems on 50 coming in from annapolis all the way to the beltway. your lanes are open. we'll take a live look outside right notice. if you're planning to head over to 270 at route 121 you're fine out of frederick. no problems on 70 as well. traffic moving well this morning. back over to the maps and this time we'll head south on 95 coming up from lorton, newington and springfield on to 395 and on the beltway through annandale and tysons. all of that overnight construction should be cleared up by now and a live look in springfield northbound 95 looking great. just a bit of volume forming right now in the main and hov lanes. coming up in my next report, we'll go to 66 at 5:09. andrea and mike? >> thank you, monika. metro riders will most likely need to shell out more money starting this summer. >> transit system's board is expected to give final approval for fare hikes when it comes to trains, buses, metro access and

parking. 9 news now reporter delia goncalves joins us live with the details. good morning. >> reporter: good morning, mike, andrea. folks over at metro have always told me if you want a better rail system, it will cost you. but let's be honest. lots of folks that we've talked to have simply said they're not happy and satisfied with paying more money for a system that is still plagued with problems. still despite several public hearings the board is expected to vote today to approve those fare hikes. metro has a $103 million budget deficit. the majority of the money we're told needed will come from d.c., maryland and virginia but guess what? you may have to help close the gap a bit. let's take a look at the proposed hikes we're talking about. the base fare goes up from $195 to $210. the maximum peak fare increases 75 cents to 5.75. off peak prices go up a dime.

the max off peak is now set at $3.50. you'll also see some increases on the buses. bus fares go up a dime and parking at metro lots and garages that rises 25 cents. we're told these hikes could go in effect in july. that's of course after some computer upgrades and machine upgrades in the system. coming up at 5:30, i'll tell you who will likely be at today's board hearing fighting these proposed fare hikes, even though lots of folks think they're probably a done deal. we'll have more at 5:30. see you then. back to you, mike, andrea. >> delia goncalves reporting live from northwest. the sole survivor of a fiery crash in chevy chase last month has been charged with car theft. he's 18-yard rico richardson of northeast washington. police say richardson and three other teens were traveling in a stolen toyota echo on march 23. when officers discovered the car was stolen and moved in to stop it, the driver sped off. the car crashed into a tree and

burst into flames. two cousins seated in the back were trapped. they died. we have new information on last friday's dog attack in northeast washington. police in cheverly, maryland say the dogs seen going after these teens in surveillance video, now these dogs have been both euthanized. a cheverly police officer said he stopped a car with dogs inside a few hours after the attack and had to shoot one of the dogs when it came after him. animal control captured and destroyed both animals. it's unclear why authorities in the district thought the dogs were still on the loose. a man who intervened to stop the attack is still recovering from bites to his arm and hands. 5:04. time for the latest your money report of the morning. >> jessica doyle is here with the head lines. good morning. >> good morning. world rally, a party going on around the world. we like that we've been participating in that party. stocks are up around the world this morning, this time falling on the heels of the wall street rally. we can thank blowout earnings from apple that came out on tuesday night. check be the numbers from wall

street, the dow stands this morning at 13,090 after adding 89 points. nasdaq rose 68 points. that was its biggest one-day gain of the year. tech stocks up 2%. s&p 500 not to be outdone, big day there. it was up by about 19 points. lawmakers are getting closer to saving the u.s. postal service. the senate has passed overhaul legislation that would allow the financially strapped service to avert immediate bankruptcy. the plan would give the post office a cash infusion, an $11 billion refund of its overpayments made to a federal fund to pay down debt and finance buyouts to 100,000 postal employees. it would also delay decisions on closing post offices and ending saturday delivery. this issue now heads to the house. you're going to want a budget a lot more for flights for your summer vacation. airfare watchdog.com says ticket prices are up 10% from last summer. don't be surprised if you pay double what you paid last year to fly in and out of certain

drop 29.81. the bigger picture, here's the first batch of rain we're missing to the south and west. this is what will be sweeping across the region as we go throughout the day today. you'll see our future cast bringing in the heaviest of the showers south and east of us by 10:00. we'll get into the middle of the afternoon and it's really pressing south. i don't think it will be this limited but want to give you an idea of what the computers are saying. the threat of showers midday. even if we miss it today, still another chance with this line of showers coming through tonight through the first part of the night. that will pass. we'll clear out overnight. we're in good shape for friday. unfortunately that front hangs up on us. so saturday looks cool and damp with showers. 72 today. showers, maybe a storm here and there. tonight we're dropping into the 40s. we're going to clear out late. it's going to be colder. breezy tomorrow, 64. and then saturday cool, 58 with showers around.

out overnight. mike, over to you. it's one of those health problems we all talk about regularly here on the news about hiewps. heart -- humans. heart disease. your best friend can also develop cardiovascular issues too. that's why dr. steven rosenthal is bringing a mobile dog health tour to our area. thanks for joining us n. is dixon, right? >> right. >> dixon is a boxer and he is a case in point. he has heart issues. >> he was actually born with a heart defect. now that he's gotten older, he has developed a genetic disorder that boxers are highly prone to. it's anker regularity in his heart rhythm that develops as a result of genetic defect in boxer dogs. we see them all the time and screen for boxers with heart disease all the time. it's something that's very treatable and we can manage, especially when we catch it early in the disease process. >> do dogs have high blood pressure and heart attacks the

same thing humans have? >> they have similar disorders. there's incidence of about 10% or 10% to 12% of the general population of dogs have heart disease. 15% of the cat population has some sign of heart disease. high blood pressure being some of those. dogs oftentimes develop problems with their heart valves or their heart muscle. and again if we can screen for it and catch it early, many times we can treat it and prolong their life expectancy. >> is it treated with medication or dogs actually have heart surgery too? is that something that happens? >> most often we treat it medically. there are different surgical procedures that can be performed for dogs, including implantation of pacemakers, certain devices that we can implant in their heart with a catheter. mostly we treat it with medications. >> so people come. your mobile unit will be in hyattsville, maryland. what do you do? put leads on them and check

that's also incident free from manassas. we'll go live outside at the american legion bridge. west side of the beltway is also incident free. in my next report, we'll go to 270 at 5:39. today police in baltimore plan to release more information about an arrest in a year old murder case. >> workers at the dam found felicia barnes' body in the susquehanna river last april. her death was ruled a homicide. the 16-year-old vanished in december of 2010. she was in maryland visiting her half sister at the time. the half sister's boyfriend michael johnson is now under arrest. this is the day the defense will present its case at the trial of michael gardner. the falls church businessman is charged with child molestation. one of his three young accusers took the stand yesterday. she said she was at gardner's home last june for his daughter's slumber party. she woke up to find gardner messing with her comforter, that he touched her

inappropriately three separate times during the night. metro's board of directors is expected to approve widespread fare increases for bus and rail customers. the new fares will take effect in the summer two years after the last big fare hike. 9 news now reporter delia goncalves is live at the tinley town station. she has more on how will you pay more. good morning, delia. >> reporter: good morning. that is not good news for anyone paying more for rail but metro says a better system means you might have to pay for it. it seems like today's vote is pretty much a done deal but there is going to be one group specifically of riders at today's board meeting really trying to do a last-minute stop of this hike. we're talking about disabled metro riders. they're going to be at the meeting and they say the board is cutting of its nose despite its face by getting rid of the peak of the peak fares which is a huge money make foremetro, but -- for metro but metro says the current pay system is far too complicated. they're trying to ease and

simplify the system. the accessibility advisory committee also says the 5% hikes put an undue burden on low income disabled riders who are already paying more for public transportation. they will be at the board meeting later today. we'll see if they're successful in trying to get their message across, but metro says they're dealing with a huge budget deficit and hoping that these rate hikes will supplement just a bit, supplement that budget gap. coming up at 6:00, we'll take a very close look at what you're expected to pay maybe this summer. mike, back to you. >> deep breath. thanks, delia. a salem ceremony is going to take place today at the national law enforcement officers memorial in washington. the name of a virginia tech police officer sadly is going to be added to that uponment. officer derek crouse and for others were killed last summer. crouse was killed when he was

ambushed during a traffic stop. a mass casualty drill is scheduled to start at 9:00 a.m. mock victims from collisions involving bicycles will be transported to several area hospitals, but the exercises will not affect normal hospital operations. don't be startled if you hear the sound of blasting in northwest washington today. it's part of the broke ject to build a new -- project to build a new science and engineering hall at george washington university. it's taking place between 22nd, 23rd, h and i streets. an air horn will sound 15, 5 and then 1 minute before any blasting. that blasting is expected to continue for four to six months. 5:34 now. time for another your money report. >> jessica doyle is back with a look at c.e.o. perks. >> that's right. a lot of companies have been actually in the process of trimming a lot of these c.e.o. perks, but it appears one perk has been hands off.

our partners at "u.s.a. today" report that companies are still paying for country club dues. this is particularly the case for regional banks and financial firms. for example, a proxy filing last week showed california- based pacific mercantile bank paid $125,000 for membership for its c.e.o. for so-called business development purposes. the cost of college keeps going up. a brookhouse and cooper study finds that tuition at the average college or university skyrocketed 57% in the last decade. the average student now owes $25,000 and since grads are having trouble finding work, about a third of borrowers are at least 30 days behind in their payments. to make matters even worse, the cost of student loans could be surging as well if congress doesn't step in and i'm going to bring you that story in a special your money report in just 30 minutes. as early risers we obsess about the quality of our sleep. how would you like to shake a

welcome to 9news now. 5:46 this thursday morning. closer to the weekend but will you need a jacket or a rain coat? >> good question. a raincoat for sure. temperatures are down north of town near 50. so that's a little cool. south of town about 60 right now. you might be able to tolerate that with just a little rain gear this morning. we do have some showers around. it is not going to be an all day rain but the threat for showers will be with us through much of the day. here's a look at the bus stop forecast calling for spotty showers. seems to be a better concentration south of washington right now. temperatures running in the 50s to about 60. again 50ish north. 60ish south. the sunrise at about 6:16 this morning. we are looking at a cloudy day with some sunny breaks. temperatures will be climbing

up toward 60 by lunch time. maybe the low 60s at 1:00. this is perhaps when we'll see a passing shower or rumble of thunder here through the afternoon. then still could be some breaks late. highs upper 60s with enough breaks, low 70s. winds becoming southwest at 10 miles an hour. here's a look at the dopplers across the region. you see the heavy stuff and with lightning as well down across the north carolina, virginia border. we've seen some lightning and thunder in parts of west virginia. that seems to be diminishing just a bit. ohio upstream, we're still seeing some showers and trying to get a little thunder here in central, even northern ohio. this stuff has the best shot of making its way across west virginia, southwestern pennsylvania, and toward us. right now south and west of town is where we're seeing the more concentrated rain, emily around charlottesville. some of this getting up toward culpeper, new market, luray, not far from stafford and fredricksburg we're seeing some of the showers move in now. there's been an area of showers up north of town that's been weakening a little bit in the baltimore region where their temperature is 52 this morning.

so that's about 20 degrees warmer than yesterday's lows. we had some lower 30s. it's 49 in hagerstown. south of us we're still 60 in fredricksburg. patuxent naval air station is 60. winchester is 50 this morning and luray 54 degrees. outside on our michael & son weather camera, good visibility out there. we've got cloudy skies, 59. south wind at 6 and our humidity at 64%. big picture, we're really watching all this stuff in the great lakes and midwest as it's coming through here moving east, southeast. we'll be watching that. plus, severe storms through kentucky. this comes through today. tomorrow actually later on tonight we'll clear out overnight down into the 40s. tomorrow looks good but unfortunately the weekend not looking so hot, especially on saturday. i know maryland day. i know, i know. 72, mild today with some scattered showers, maybe some thunder. if we get enough clouds, we'll stay in the upper 60s. tomorrow 64, a little breezy. then a cool, damp saturday
