weather. >> we'll see a little sun but probably a few more clouds and showers as we go through the day today. spotty showers this morning. we're looking at temps a lot warmer than yesterday. about 60 midday but upper 60s, maybe low 70s if we can get some of that sunshine to peak through the clouds. we've been seeing showers and thunder well south of us pushing through southern virginia, north carolina. you'll notice this area in west virginia and even ohio still moving toward the east, southeast. locally we're watching showers coming up 95 now and they're getting closer toward the beltway here. woodbridge is coming in toward almost fort washington, 210 right there to western charles county and quantico moving in toward the river. this goes back all the way through culpeper and i-81. charlottesville seeing more moderate showers now. 59 in d.c. 57 in andrews but only 52 in leesburg and 47, a lot cooler up north. it is 6:00 a.m. here's monika with time saver traffic. there are a couple of pretty big incidents going on right now. good morning, everybody. the beltway is fine but on the

southbound side of the bw parkway, park police have been dealing with an overturned vehicle for some time now, about 20 minutes or so. inside the beltway between route 450 and 202 but what i'm hearing is they're not allowing you to exit on the bw parkway. take kennel worth avenue as your alternate route. even route 50 inside the beltway will work. you see this diamond. that's because there's a disabled vehicle on the inbound side of route 50 at route 301 in the roadway as well. the big story right now is the overturned vehicle inside the beltway bw parkway. all lanes are blocked at the beltway. we'll go south of town and now i'm getting word of another disabled or overturned vehicle on route 4 north of route 301. that one is just in. i don't have any lane information yet. i will get that to you as soon as possible. route 4 north of route 301. let's go to the beltway north of town. that's doing final. no problems in silver spring as you travel on the outer loop and here's 395 northbound at duke street. this is also looking good northbound to the 14th street

bridge. coming up in my next report, an update on both of those situations at 6:15. back to you guys. >> thank you, monika. at the top of the hour, let's get a check of some of the stories happening today. we're going to start watching for a verdict in the trial of five men accused in the south capital street shooting. the rampage from two years ago left five people dead and several more hurt. it was one of the deadliest shootings in the district in years. a decision is expected today to approve a fourth parlor in maryland. they want to build a facility in allegany county. it would add 1500 slot machines. today is take our daughters and sons to work today. first lady michele obama will meet children at the white house later this morning. the event was started by gloria steinham back in 1993. also today metro buses will -- bosses, rather will decide whether to charge you more for your morning commute. it's aimed at closing a big

budget gap. >> delia goncalves live outside the tinnily station this morning on how this will -- tinley station on how this will affect your wallet if it goes through. >> reporter: good morning. get a smartrip card now because those who don't have the cards and the occasional riders like tourists and i have to say like myself are likely to get the hardest hit by these proposed hikes. let's take a look at just how much more money we're talking about. the base peak fare goes up 15 cents to $2.10. the max peak fare increases 75 cents and that's -- that will be $5.75. base off peak will now cost you $1.60. max off peak will go to $3.50. bus fares go up a dime and parking lots -- parking rather at metro lots and garages increase 25 cents. metro says the hikes will help close the $103 million budget gap, though most of the money needed, they say, will come

from maryland, virginia, and the district of columbia. coming up, i'll let you know how some groups are actually trying to stop the hike, even though a lot of folks say it's probably a done deal. last-ditch effort to stop this rate hike. details coming up in a half- hour. mike? >> all right, delia. delia goncalves live outside the tinley town metro station. we're learning more about a small metro derailment at the rosslyn station tuesday night. metro says the problem happened right near where a faulty piece of equipment had just been fixed hours earlier. it's not clear how that work affected the train, but metro says the car which derailed had been involved in a deadly crash 16 years ago. metro tells the washington examiner it's looking to see if it had anything to do with that derailment. we finally learn what happened to two dogs involved in a brutal attack. they made it from the district to maryland before being caught. this video made national news.

it shows the two dogs attacking children in northeast. then they go after a man who tried to protect the children. the dogs were finally chased away by a man with a baseball bat. a cheverly, maryland police officer tells 9news he found the dogs on patrol saturday morning. at least one of the dogs went after him. he had to shoot it. both dogs were taken to animal control and put down. the detective has his theory on how the dogs wound up in cheverly. >> i would have to guess that the owner probably brought the dogs here from d.c. once he found out that his dogs had bit somebody, probably got nervous, scared. didn't know what was going to come down the pike for him. >> still no information on the owner of those dogs. the post office is one big step closer to making some major changes to the way you get your mail. the agency says it needs to make these moves to stay afloat, to survive. wednesday the senate approved legislation to allow the postal service to end delivery on saturday and close post offices and buy out about 100,000

workers. it would borrow cash from its retirement funds to make all this happen. it's not a done deal yet. it still needs to go to the house. coming up on 6:06. jessica doyle has a special your money report. college decision day is tuesday for many families. >> it's an exciting time but also a time for a growing number of students who are starting to look forward to decades of debt. >> that's right. that debt is enormous. there's a serious deadline on the horizon that could impact how much students will pay for that college education. what congress decides to do or not do could cost students and parents thousands of dollars more. >> college students have more on their minds than upcoming finals. they're also worried about paying for their student loans. anxiety rising as the clock ticks down to a july 1 deadline on capitol hill that could impact more than seven million undergrads. if congress fails to act, the current interest rate on federally subsidized student loans will double jumping from 3.4% to 6.8%.

for students borrowing the maximum of $23,000, a higher interest rate will cost them an extra $5,000 over ten years. this week the president has been visiting college towns calling on congress to extend the current rate. >> at this make or break moment for the middle class, we've got to make sure that you're not saddled with debt before you even get started. >> reporter: the nonpartisan congressional budget office says it will cost the government $5.8 billion to extend the rate, a plan that is finding backers on both sides of the aisle. >> i fully support the effort to extend the low interest rate on student loans. >> reporter: student loan debts across the country are massive now exceeding a trillion dollars. that's more than the nation's credit card debt. >> most lawmakers on both sides agree they don't want to see the interest rate doubling. what they don't agree on is how to pay for the program. a republican plan in the house that could go to a vote

tomorrow would find money from cuts to the president's health care overhaul, a competing democratic bill in the senate would hike taxes to pay for the student loan program. what's so interesting about this, it's kind of a microcosm of the political scene, the election coming up with raising taxes or cutting health care. it's coming down to student loans in this particular case. >> it's amazing that over decades college education has gone up 6% a year for a long time which is much faster than so many other areas. it's amazing that that can't be sort of curtailed as well. thanks, jess. >> you got it. well, it's one of the stories that's making people happy, young and old. >> the capitals, they're moving on in the playoffs. joel ward with the stunner into overtime. caps beat the bruins 3-2. they win the series four games to three. we'll hear from the caps coming up in about 15 minutes. >> so much fun. 6:08. cool stools is eight -- cool schools is eight minutes away.

the pentagon may be getting ready for some big layoffs. as many as 24,000 enlisted men and women and 5,000 officers could be let go. the pentagon hopes reductions would come through attrition and not layoffs. newt gingrich will publicly back mitt romney's bid to become the republican presidential nominee. his camp announced wednesday his campaign is indeed winding down. he will formally end his campaign next week. middle berry college in vermont is figuring out ways to use bizarre donations. 10,000 pounds of avocados. it came from a parent in california. you can use it on your hair, salads. >> that's another show. >> facial. >> exactly, see? what you can learn here on 9news now in the morning.

creaming toward fredericksburg -- creeping towards fredricksburg. locally now coming into portions of southern fairfax, southern prince william, even western charles county we're seeing some of these showers as they approach 301, la plata, waldorf. it's 57 in arlington right now and sterling but only 51 for haymarket and reston and laurel this morning. college park and bwi54. in d.c. this morning we've got cloudy skies. we're seeing some light now. 59 degrees. a south wind at 10. and that barometer continues to drop. here we go looking all all the showers down to the south -- all the showers down to the south of us. this area of showers extends up toward detroit. we'll have take watch that as we go through the day to see what will actually pop up and develop even though the computers have stuff mainly south of us. i think we all need to be keeping that umbrella handy just in case. today enough sun we'll get into the low 70s. without it we stop in the upper

60s. tonight we dip into the 40s to around 50. tomorrow sunny, breezy, cooler. saturday looks like showers around. we still have maryland day. i'll be out there. monika will be out there at 12:30. temperatures on sunday low 60s. unfortunately i don't have very good news for commuters. if you're planning to head over into the cheverly area using the southbound side of the bw parkway, that's actually getting a little bit better. there was an overturned vehicle. everything has been moved to the right shoulder but it is heavy now getting by. park police tell us the lanes have been reopened on the southbound side of the bw parkway here heading toward cheverly after route 450. for the really bad news, in upper marlboro, an accident involving three to four vehicles. one overturned. medevac helicopter has been called to the scene. it's on the outbound side of route 4 near route 301 in upper marlboro. again lots of equipment on the scene there so choose your alternate route on the outbound

town is where -- south of town is where we're really seeing the bulk of rain. getting pretty close to metro. culpeper southward, that's where we're seeing modes rat rain right now -- seeing moderate rain right now. culpeper down toward orange, you're going to get real wet. in washington on the south side of the metro, they're down route 1 to mount vernon to charles county toward fort washington and la plata. some showers coming out of quantico. that's headed toward senior prince george's county and caller -- toward southern prince george's county and calvert county. right now monika is in with problems on the roads. definitely there are problems on the road. i'll start off with the big picture. you see this red behind me on the bw parkway southbound. that was an earlier overturned vehicle that was just after route 450. that's been cleared up but left this delay for you trying to get into cheverly. the lanes are open there. now let's go to upper marlboro. a serious accident on the southbound side of route 4 here at route 301. we're told that one person has been transported from the

scene. another person they're waiting on a medevac helicopter. in the meantime it's going to remain blocked on the southbound side of route 4 in upper marlboro. on the inbound side i believe you can still get through but you might want to choose your alternate routes to get around that. in virginia on the northbound side of 95 all this heavy traffic into springfield all due to a disabled vehicle on the shoulder. but look at this. you are going maybe 16 miles an hour leaving lorton into springfield. we'll go ath further north on to 3 -- go a little further north on 395. things look good. i'll keep you posted on that situation in upper marlboro at 6:43. back to you guys. the philippines ambassador to the united states says d.c. councilman marian barry owes filipino nurses an apology. earlier this week he told leaders he wanted more locally educated nurses and criticized nurses in particular from the philippines. the ambassador released a

statement on the the embassy's website. council member barry's penchant for blaming asians who only want to work for their american dream fuels racism, discrimination and violence. it does nothing but harm relations among community members when times call for developing relationships and finding solutions to common challenges. no response from this from the councilman's office. more and more it seems like metro is going to hike the cost of your commute. the question is by how much. >> metro officials will vote on fare hikes today. delia goncalves is live at the the tinley town station with a preview. i used my smartcard yesterday. >> reporter: that's a good idea. it's going to save you money. that's the only way really to get around these rate hikes. the occasional rider and i have to admit that's myself and especially tourists, they're really going to get hit the hardest. smartrip cards probably the way to go because the rate hikes seem to be a done deal.

even though they seem to be a done deal, the board got the green light to go ahead with these rate hikes, some folks are not taking this easy and they are still fighting. the accessibility advisory committee says a 5% hike puts an undue burden on low income disabled riders. the committee also argues that metro is simply going against its own standards by getting rid of the 20 cent peak of the peak charge which is a huge money maker for metro. but metro says the system now is way too complicated. they're trying to simplify the system. let's take a look at the proposed rate hikes. it includes a 15 cent increase on base peak fares, 75 cent hike on maximum peak fares. the base off peak goes up a dime to $1.70. the maximum off peak will be $3.50. bus fares go up 10 cents and parking will also increase a

quarter. andrea, i did mention the smartrip cards and how that will save you money. that is the one way to get around these rate hikes. you can buy a 28-day unlimited pass for $230 but the catch is the only way you can get that 28-day unlimited pass that gives you free access at any time of day is to use your smartrip card. there you go. >> i'll keep it with me all the time. thank you, delia goncalves live with good advice outside the tinley town metro station in northwest washington. for everyone who drives to work or school in the morning, vdot is reminding you orange cones, no phones. it says put the phones down, especially in construction zones and that will keep workers safe. monika told us about this before. local police issue add report yesterday. -- issued a report yesterday. it found cell phone use accounts for one-third of all crashness work zones. that's more than speeding and aggressive driving combined and the biggest phone danger is texting. well, maybe you just call

this revenge of the drivers. the district makes a lot of money on those speed cameras like we've reported and it's getting crafty when it comes to hiding those cameras. someone in the district seems to be fighting back. they spray painted hidden speed cameras. they popped up yesterday morning to warn drivers. d.c. police call this vandalism. they say if you don't want a speed camera ticket, don't speed. there's been another angry driver, this guy in brockton, massachusetts. he was caught on camera flying off the handle. the reason? he has had enough with the high gas prices. after yelling a the cashier, he goes back outside and yells at other drivers. someone called 911. the police showed up and he admitted what set him off is he meant to pump regular but filled his car with premium and that's a big one. jessica doyle is watching gas prices and your money so you don't make any mistakes. >> there's a new pr campaign

under way by the big oil companies. is this going to settle anybody down? >> what it's about is exxon- mobil reports earnings today. so probably it's going to report about $10 billion in profits in the first quarter. big oil in general expected to earn $21 billion. that works out to be $10 million an hour. that's why some in the industry started a charm offensive this week. it launched an ad campaign. big oil argues it could create a million jobs in the next seven years if it gets greater freedom to drill and one in ten of the new jobs created last year were oil jobs. so is that true? well, kind of. it's estimated the industry produced 150,000 jobs in 2011, but that's adding in jobs like clerks being hired at wal-mart who are being hired to serve the exploding drilling business in north dakota. cnn reports that just oil jobs accounted for 6,000 hires compared to 69,000 jobs in new

construction or automakers and auto parts suppliers adding 6'5" 1,000 jobs. this could be controversial -- adding 51,000 jobs. this could be controversial. the equal employment opportunity commission says izetbegovich' reining in -- says it's reining in practices. the new standard urges employers to give applicant as chance to explain past criminal misconduct before they're rejected outright. it also recommends employers stop asking about past convictions on job applications. here's a good turn from corporate america. the general partners of horowitz have pledged to donate at least half of their adventure capital earnings to charities. to kick things off, they've already given away a million dollars to silicon nonprofits that focus on urban forestry to homeless families. >> we were thinking about the

welcome back. monika here with time saver traffic. we're going to start with a live look from sky 9 at an accident we've been telling but for quite some time. it's pretty nasty actually. two-car accident. i believe it was a head-on collision and nothing much left of that one vehicle there. we're taking a close look at that situation. i just saw the medevac helicopter land and take off from the scene of the accident

and i believe the southbound side here at route 4 at route 301 will be shut down with this cleanup and investigation. they had shut down the northbound side just while the medevac helicopter was there and it looks like they have still blocked that off both directions of route 4. pennsylvania avenue at route 301 in upper marlboro blocked with this accident. you might want to choose your alternate route as you head out the door this morning and of course i'll keep you posted on this terrible situation in upper marlboro. i'll show you on a map exactly where it is. again in upper marlboro route 4. it happened on the southbound side about an hour ago i'd say and right now the northbound lanes are blocked off as well as you just saw. let's go over to the other side of town. 270 southbound, no issues here. it's just the slow traffic as you head into urbana. you'll go about 28 miles an hour heading southbound leaving frederick. all lanes are open. this is incident free this morning down to the point where the lanes divide. we'll end with a live look outside right now if you're planning to head here on the beltway at pennsylvania avenue.

restaurants. inexpensive restaurants, everything in between, something for everybody to help us provide meals. >> you get 25% to 110% of the proceeds. what is the extra money going to do? >> we have half living with hiv- aids and half with other illnesses that depend upon us for meals every day throughout the year. we don't charge for these meals and when people dine out for life, they're putting food on the table for our clients. >> one of the 130 restaurants participating is marvin. where is marvin. >> it's located on the corner of 14th and u streets. >> what did you bring for us today? >> this morning we're going to be doing a grilled watermelon salad. this is a dish we do feature on our restaurant menu and you can find the recipe on your website as well. >> wusa9.com. one minute to go. so you start with the lovely dill. >> this is a yogurt and mint

it begins this morning at 9:00 and goes until 3:00 this afternoon. the capitals are moving on in the nhl playoffs. d.c. tops the boston bruins 2- 1. the caps will hit the road for the second round. we're not sure yet who they're going to play. game seven tonight will decide that. time to reveal the answer to the question of the morning. the question was the average prize for which of these must haves for women is now over $1100. is it a, a wedding dress, b, a handbag or c, earrings. >> the answer is a, wedding dress. we were kind of surprised because we thought the average would be a little more than that. >> a little more than that anyhow, that was the answer. we'll have one more check on weather and traffic right here on 9news now.

welcome back. we've got some showers now in d.c. this morning. some of the rain even down toward route 64. we'll see temperatures upper 60s to low 70s. nice tomorrow and cool and damp unfortunately on saturday. unfortunately it was a terrible situation in upper marlboro on the southbound side of route 4 at route 301. you can see that the car barely looks like a car anymore. it's going to take a while to investigate this. medevac helicopter took off from the scene already. choose your alternate routes around this accident, route 4 at route 301. as take wall street we're looking a little choppy this morning waiting on some economic reports and of course earnings. thanks, guys, for being with us. happy birthday to carl roberts, a viewer and a facebook friend. cbs is next. see you friday morning at 4:25. take care, everybody.
