be upgraded. so you've got to live with it. >> reporter: metro riders not happy but not surprised by the second rate hike in under two years. >> in the past we've had the increases, too, and things haven't improved. >> reporter: but metro's general manager richard sarles says the money is needed to close a $100 million budget gap. >> what the fare increase does is provide additional revenue to us to provide additional rush hour service during the peak period, to provide additional bus service, to improve our maintenance. >> reporter: today's vote comes after months of debate and no one has fought the fare increase harder than metro access riders. near 50 disabled riders packed metro's headquarters ahead of the vote urging the board to reconsider. >> these rates really affect our home and our lives going to the doctor and to the grocery stores. >> i need metro access. it can happen to you. that's all. just reevaluate. >> reporter: the board agreed to reevaluate at a later date but for now these fare

increases will impact all metro access riders. >> in order to implement the fare adjustments by july 1, we had to act today. >> reporter: the maximum charge for metro access will remain $7. but the average ride will still go up because of the system- wide increases. >> i can go anywhere i want with metro access. without metro access i'm trapped in my house. >> reporter: kristin fisher, 9news now. police are warning women in upper farther west d.c. and in -- northwest d.c. and bah necessary today to stay aware of their surroundings when out walking or jogging. one woman was inappropriately touched by a man last night in the 3500 block of albemarle street northwest. last week a man grabbed a woman while she was jogging on wisconsin avenue in bethesda and kissed her neck apparently. investigators do not know if these cases are connected, however. three american service members have been killed in a bombing in afghanistan. the attack happened yesterday if an eastern section of the

country. nato hasn't released any information, additional information into the incident. law enforcement is on the alert with the anniversary of osama bin laden's death just five days away. counterterrorism officials say there is no specific threat, but there is an increase in chatter from al qaeda. officers are monitoring the internet and the f.b.i. is urging state and local police to be on the lookout. the prostitution scandal in the secret service is widening. the first issue in colombia we reported now. now there's new reports more prostitutes in other foreign countries. >> the service is looking into reports its employees hired strippers and prostituteses in el salvador last year prior to a visit by president obama. susan mcginnis has more. >> reporter: the secret service scandal appears to be widening. sources tell cbs affiliate kiro tv that secret service agents hired prostitutes at this el salvador strip club just days before president obama and his

family visited the country in march 2011. members of the president's advanced team were apparently accompanied by this local contractor who wants to keep his identity secret. he claims agents paid strippers to return to their hotel rooms. >> the military, secret service approached them about getting a special service at the hotel. >> reporter: witnesses told kiro tv members of the u.s. embassy in el salvador visited the club as well. the state department says it will investigate. >> we will inquire of our embassy and see what we learn with regard to that. >> reporter: the secret service says it's looking into the el salvador allegations, this as the agency continues to investigate the scandal in columbia. -- in colombia. so far eight secret service officers have been forced out after accusations that agents paid for prostitutes in cartagena. earlier this week the homeland security told congress says she believes the incident in colombia is an isolated event. >> over the past two and a half years, the secret service

office of professional responsibility has not received any such complaint. >> reporter: the president's visit to el salvador came a year before his trip to colombia and members of congress say if the secret service doesn't get to the bottom of what happened, they will. susan mcginnis, cbs news, washington. at 4:35, here's a look at some other things making news now. george zimmerman's attorney says his client raised more than $200,000 in donations. the money came through the neighborhood watch volunteer's website which has been shut down. he says he just found -- [ inaudible ] had the courts known this information last week, his bail amount might have been higher. zimmerman is charged with second-degree murder for killing trayvon martin. the john edwards criminal conseer si trial -- conspiracy trial continues in north carolina today. his former aide siz edwards --

says edwards used campaign contributions to cover up his affair. federal officials say the california cow which recently tested positive for mad cow disease was euthanized after it became lame and started lying down. the department of agriculture says the cow was more than ten years old. they say it was never destined for the meat market and there is no risk to the food supply. this is the fourth case of mad cow disease ever discovered in the u.s. and the first since 2006. time now is 4:36. are we headed for a washed out weekend? howard will have a preview of what we can expect. most lawmakers say they don't want to see the interest rate on student loans increase but will they be able to put partisan bickering a side to do what's best for most american families. the shuttle enterprise prepares for its trip to the big apple. we're back in to minutes.

nice week so far for wall street if only they could all be like this. with one session to go, the key averages are up 1.5% on the week and green arrows already today in global trading. the dow stands at 13,204 after jumping 114 points just about yesterday. nasdaq up by 20. s&p 500 was up by about 9 points. the house is expected to vote today on a republican measure that would prevent interest rates on federal student loans from doubling as of july 1. the president made a tour of college towns this week, a call to keep the rates down. wal-mart is the first major retailer to let shoppers pay cash for online purchases. it's a little confusing. this is what happens. you place your order at wal- mart.com and then customers will have 48 hours to take the printed order confirmation to a cash register at any wal-mart store. the retailer says it's trying

to cater more to those customers who don't have access to credit or debit cards. the question mark in my mind is you have access to a computer but not necessarily credit cards. maybe public libraries? i'm trying to figure out how that's going to work out. >> they have a computer but have bad credit and the credit is taken away. >> yeah. >> i never heard of such a thing. it's interesting. thank you. the museum is -- newseum is preparing to unveil a new addition. >> and an american who lived part of his life in baltimore comes to theaters. we're back with your weather first in for minutes.

monika gets there at 12:30. >> i'm there with you, howard. >> i'll be there at the same time. let's get your bus stop forecast because i think we're going to be all right for the start of maryland day. may get some showers by later on in the afternoon. we're looking good this morning except it's chilly and breezy. temps in the 40s and 50s. that sunrise at 6:15. as we head through the day today, i expect a good deal of sunshine. 52 at 9:00. good deal of wind, too. the winds will be out of the northwest at 15 to 20 all day. mid-50s for lunch. low 60s, maybe 64 or so, 65 and the warmer spot south of town toward fredricksburt winds won't be subsizing -- subsiding at all. the 40s in the shenandoah valley. hagueerstown, winchester, luray in the 40s. we're still 54. 58 pax river. richmond is 60 degrees at this hour. as we look closer, we've got the 40s into leesburg, lovettsville, gaithersburg at 48. it's 50 in fairfax.

springfield down to 52. columbia down to 50 and our friends to the east in bowie 52 degrees. andrews 53. here in washington looking outside on our michael & son weather camera, we've got clear skies for the most part and good visibility and breezy conditions. dew point down to 32. the air is drying out. north west winds at 10. they have gusted at times 30, 35, 40 miles an hour. need jackets and shades today. yeah, it's going to be one of those days where it's cool and bright. dry and chilly tonight although the clouds are going to start to increase. mainly afternoon showers for tomorrow. maryland day. come to maryland day. we should be all right i think at this point, at least through the first half of the event. it goes from 10:00 to 4:00 with a little luck we'll get through it before the showers move in. then a sunny sunday. we'll be looking real good once again on sunday. pleasantly cool. highs back into the 60s. one thing we're looking at is this zip in the jet stream. thanks to the big storm. remember monday we had the rain and snow? that storm is still across

parts of eastern canada. behind it it has dragged some cooler air down into the great lakes. lots of 30s this morning in the lakes but in the middle of the country, boy, it's a different story. it's been very warm. you can see one storm system coming out of colorado. severe thunderstorm watch this morning. more rain in the northern plains coming in toward iowa and minnesota and missouri. some of that is what we're looking at for tomorrow. in the short term we've got the northwesterly winds. we're going to stay high and dry and breezy. not a bad day, just a brisk one for this friday. feeling more like march than late april. tonight, tomorrow morning 5:00 a.m. notice the clouds increasing. we get through the middle of the day. hey, we're still all right. some showers in ohio approaching pittsburgh. as we get into the latter part of the afternoon, here we are at 5:00. showers now in cumberland. we've delayed this a little bit if what i was showing you yesterday. and if this works out, we'll be in college park. dry all day, cloudy and cool with highs in the 50s. rain showers saturday night into early sunday morning.

entire western stretch right now. if you're planning to head over to the northbound side of i-95 and 395, we'll get to this in a minute but this is the north side of town. university boulevard, that's still moving smoothly leaving the 95 interchange toward silver spring and bethesda. back over to the maps this time on the northbound side of 95. incident free from dale city into woodbridge, up into springfield on to 395. a live look right there right now at duke street on the northbound side of 395. it is very light on our vdot cameras. no problems as you head for the 14th street bridge and into the downtown area. coming up in my next report, we will go to the north side of town at 4:55. andrea and mike? >> thanks a lot, monika. caught on tape. a 9 wants you to know investigation. you're about to see some gross violations and they're at places that you know where they are and you likely could possibly have eaten there. investigative reporter ross has tracked 16 months of restaurant inspections. >> restaurants are only inspected once or twice a year

so we went back all the way to january 2011. then we took our cameras to popular d.c. spots looking for food risks that could make you sick. but we weren't always welcome. >> reporter: we'd already recorded this inside the air and space museum's main mcdonald's and this at that kiosk. chris is the food policy director at the consumer federation of america. he says our video exposes serious risks. >> i think this is a potential zane their could make consumers sick. >> reporter: in january 2011, the d.c. health department temporarilily shut down the air and space museum's mcdonald's citing eight critical and an additional 18 noncritical violations, including rodent droppings, not wearing hair restraints, no hot water at a staff toilet and a worker wiping her nose that had improperly washed her hands. >> not good. >> grad we're not eating lunch

there. >> reporter: a woman declined an interview but wrote, these are really old inspection reports. since then all health inspections have been fine. however, in may 20011inspectors cited mcdonald's again with 28 violations and just this past march, inspections identified two vie layings, including -- violations, including a roach in the kitchen. >> there's a possibility of cross contamination there. >> reporter: the same month our cameras recorded this worker handling food after touching that ledge which this worker had just touched after putting his hand on or near his face twice. she also reached down into a bucket of rags. then moved her hands off camera for six seconds beforehandling the food again. >> you need to step in and first of all throw that food away. >> it's pretty bad. >> reporter: mcdonald's issued this e-mail saying, we take these matters extremely seriously. we have taken action to correct the issues reinforcing our stringent standards to ensure the continued operation of safe, clean restaurants.

across the mall at the museum of natural history, inspectors shut down the atrium cafe for several hours in july 2011. a refrigerator left unclean, improper temperatures of potentially hazardous food, food eaten by rodents, rodent dropples, and a strong urine odor. >> that is a real risk for foodborne illness. >> reporter: we took our cameras there, too. >> the gentleman here is preparing food with his hands and rests them on the counter there. >> reporter: that's the same counter where diners put their hands and breed and speak over while making orders. >> for any germs or bacteria on the counter could transfer to his gloves. >> reporter: the district's food code requires cleaning hands immediately before engaging in food preparation to prevent cross contamination when changing tasks. he says our video documented health code violations at the smithsonian kiosk too. >> she's putting on gloves but clearly hasn't washed her hands before that. >> reporter: since 2011 inside union station, officials

we want to remind you tomorrow is the 14th annual maryland day at university of maryland. it's on the college park campus of course. 10:00 a.m. to 4:00 p.m. there will be more than 430 events and displays there. we will have a booth so make sure you stop by. you can be a weather caster. howard bernstein will teach you how. we have a lot of the 9news now team, all of us from the morning show will be there as well as some from our evening shows. i'll be live at college park to preview what's going on over there and we'll be live at 5:00 and 6:00 p.m. this morning after weeks of delays, the space shuttle enterprise will finally be heading to new york city. the prototype shuttle will be strapped to the top of 5747 just like -- of a 747 just like discovery was when it came here to d.c. from florida. it will take off from dulles around 9:30 this morning and the people of new york will also be treated to a series of fly byes just like we were here. the newseum is adding its first new permanent exhibit since the newseum opened in
