debate over health care reform. >> reporter: millions of students like how water university sophomore derek simmons could graduate with more debt if congress allows the interest rate on federal student loans to double on july 1. >> it's so hard being a college student. it's so hard trying to pay for college. >> reporter: during campus visits, president obama pushed lawmakers to take action. friday the house did. >> the bill is passed. >> reporter: republicans pushed through a bill that eliminates a preventive care fund in president obama's health care law to pay for the rate cut extension. >> it is unconscionable the republican leadership is forcing us to choose between education and health care. >> reporter: the white house has promised to veto the g.o.p. bill saying it will hurt women who need preventive care. the house speaker accuses democrats of picking a campaign fight. >> nobody wants to see student loan interest rates go up. people want to politicize this because it's an election year but my god, do we have to fight

about everything? >> reporter: campaign watchers say the real battle may be for the youth vote key to president obama's election in 2008. howard freshman beeman says she's keeping a close eye on the issue. >> money is money and it's very tight right now. hopefully, you know, congress gets it right. >> reporter: she knows the outcome could affect her long after the 2012 campaign is over. tara mergener, cbs news. >> senate democrats will bring their version up for debate in may. it has a tax hike on businesses, an approach republicans oppose. are you sick of getting stuck in traffic jams? virginia-maryland roads may be getting worse because both states are behind on road repairs corgt to the washington exercise -- to the -- according to the washington examiner. maryland needs $870 million per

year for transportation expenses. areas in northern virginia need about $700 million. lawmakers in both states rejected attempts by the respective governors to provide a funding source. analysts say if the states fail to find the money for transportation projects, the d.c. region's infamous congestion is only going to get worse. the time is 4:33. in other news d.c. police are searching for the people responsible for two separate muggings in georgetown. around 1:00 sunday afternoon, two employees at the serendipity restaurant were robbed while taking a break in an alley. an hour later another person was held up while walking along nearby 23rd street. one of the victims told 9news now he and his co-worker were sitting down when they were approached by to young men asking for a cigarette. they gave them the cigarettes and a short time later the two men returned. the victims say one of the men pulled a gun and demanded their phones and wallets. the two suspects then ran away. police have not said if the two armed robberies are related.

d.c. police are also investigating a murder in northeast washington. police were called to the 600 block of edgewood street around 1:30 sunday morning. they found 30-year-old joseph southhall suffering from a gunshot wound. he was poe announced dead at the scene. anyone with information about this case is asked to call d.c. police. four people were injured, including two medics when a tow truck driver sideswiped an ambulance. the ambulance was in clinton, maryland heading to the hospital when the patient in it was hit. the crash sent the ambulance into a nearby car. one person in the car was also hurt. all four victims were taken to the hospital. they are being treated for nonlife threatening injuries. the tow truck driver is facing several citations. a man is recovering after being hit by an amtrak train in woodbridge, virginia. he was hit around 5:00 last night near the feather stone road crossing. the victim was flown to the hospital. we're not sure of that person's injuries.

investigators are trying to determine what he was doing on the tracks in the first place. the train was enroute to new york at the time. in anne arundel county, police are looking for two men who stabbed three people at an elks lodge in annapolis. it happened around 1:00 yesterday morning on solomon's island road. police arrived and found two men and a court guard -- and a security guard suffering from stab wounds. all were taken to maryland's shock trauma in baltimore. university of maryland basketball player pishon howard was cited for disorderly conduct. he was arrested early sunday morning after police responded to a cafe. he was verbally prodding another man and wouldn't stop. three little girls were among seven people killed when the vehicle they were riding in fell more than 50 feet off an elevated roadway into a ravine inside the bronx zoo in new york city. police say the vehicle bounced off the median, crossed three

lines of traffic before falling. the victims were all from the same family. it's not yet clear what caused the driver to lose control. 20 years ago this weekend, the los angeles riots got under way. they started after a jury acquitted four policemen charged with the beating of rodney king. after a week of violence, 55 people had been killed, more than 2300 injured and more than 1500 buildings were damaged or destroyed. today one world trade center which is being built on the site of the fallen twin towers will surpass the empire state building to become new york city's tallest building. eventually it will reach a patriotic 1776 feet. once it's completed the new building will include a 408- foot antenna on its roof. time now 4:36. we may be hitting 80 degrees again soon. showers on the way, too. howard has the timeline coming up next in your weather first. the long-time king of cellular phones has been

substitute for resin used in brake systems and other parts. chrysler and g.m. say they're close to finding a substitute as well. a german factory which makes most of the world's resin was forced to close after a fire last month. nokia is no longer the world's biggest cell phone maker. samsung has that honor shipping 92 million cell phones in the first quarter compared to 82 million for nokia. they're sort of middle of the market. >> thanks, jess. well, the once little known disorder trisomia gained national attention during rick santorum's campaign. we'll introduce you to a local teen who is beating the odds.

trisomy 18. it's in the spotlight due to the daughter of former g.o.p. presidential candle rick santorum. >> we introduce you to a local teenager born with the disease who has lived far past the life expectancy. someone with trisomy 18. in the midst of the campaign for the presidential nomination, a little known medical condition called trisomy 18 came into the national spotlight. senator rick santorum announced he was dropping out of the race in part because of a medical crisis involving his child bela. tonight we meet a local family who has lived with this almost always fatal condition whose child has beat remarkable odds. >> you want to be on tv? >> reporter: mikey's parents say a carefree smile and laughter of his most common expressions. when he plays with his sisters or helps feed fish in the family's tank. mikey is 14 years old, one of the longest surviving children

with trisomy 18. >> i remember early on when the doctors would say you have an appointment six months from now. i thought, well, we'll see. it was hard to kind of think six months from now because we were given such a bleak outlook. >> reporter: in fact, only 10% of children born with this chromosomal disorder even live past their first birthdays. they are tip -- there are typically major developmental delays, heart defects and malformakings of the hands and feet. one of the biggest risks early on is pneumonia because these kids aspirate fluid into their lungs. pneumonia kept bela in the hospital. >> the pneumonia was a constant worry. i mean, you're never sure whether or not in the morning you're going to get up and hear something in his lungs. >> reporter: mikey is tube fed to limit that risk. he gets home schooling and therapy and is loved by friends, neighbors and parrishiers at church. but the founder of an organization on trisomy 18 says

the dankos' experience is unique. victoria miller says miscarriage, still birth and early death are so common, some families are making funeral arrangements during pregnancy. >> a lot of children with trisomy 18 ever hidden -- are hidden. there are a lot of children who are conceived that we never get to meet. the vast majority of families impacted are not walking around the street for people to see. >> reporter: since the santorum family's announcement, there's been more traffic on the website than its entire history and the dankos say they're ready to reach out to other families struggling with this disorder to let them know kids like mikey exist. >> it's amazing how much happiness he brings to people that get to know him. >> it's a challenge but it's all worth it. >> reporter: anita brikman, 9news now. >> according to the trisomy foundation, it occurs when a baby has three number 18 chromosomes instead of the

normal two. the onset of the disorder is not brought on in any way by parents' actions behavior before or during a pregnancy. when it comes to type ii diabetes in young people, meta diss forum is the standard treatment but a new study finds it's not effective for many patients. it has a much higher failure rate among kids ages 10 to 17 compared to adults who are treated with the drug. results were much better when it was combined with other diabetes drugs. a new study helps explain why some teenagers start experimenting with drugs while others do not. researchers in vermont discovered a number of brain networks which seem to make some teens more impulsive. teenagers who had low brain activity in certain networks were more likely to try alcohol, cigarettes and illegal drugs. mothers who are under stress are more likely to overfeed their infants. according to a new study in
