maybe some strong to severe ones this afternoon. even midday there could be a few. 77 by noon. highs in the low 80s. you see this cluster of showers and storms this morning that's coming across the region extending from around us all the way back toward eastern ohio. so we'll watch this for the next few hours and then something a little bit later. live doppler 9000 hd, scattered showers and storms. had an area that went through montgomery county toward howard county. very little going on in the immediate washington region. we're quiet here but just up the road coming just south of clarksville into southern howard county and even northern howard county got a couple of thunderstorms there. nothing severe but you'll run into heavy downpours in spots like stafford and quantico, up and down 95 through prince william county. one more -- by the way, that's about to cross the river to charles county and approaching unionville and culpeper. got another thunderstorm there as well and a mild start. we've got some issues with weather in traffic. >> you do. if you're going to head out the

door, you know the hot spots. you want to be aware of that with the wet road conditions and heavy downpours as well. downtown things look pretty good across the potomac and anacostia river crossings. no issues to report. as you head up north 395 across the 14th street bridge. we'll take a look at the potomac river crossing on the west side of town at the american legion bridge. no problems to report. on the east side of town here's what it looks like near route 50 on the east side of town in prince george's county. now we're going to go to southern maryland. no problems to report here. route 5, 301, route 4, everything looking fine towards andrews air force base and down toward the wilson bridge into alexandria. here's what it looks like at the american legion bridge as well. at 5:10, we'll take a look at 95 in virginia. back to you. >> thanks, monika. this morning president obama is on his way back to the united states from afghanistan. >> he made a surprise visit to see u.s. troops in the country and address the american people on the one-year anniversary of osama bin laden's death.

9news now reporter delia goncalves is live outside the white house with more. good morning, delia. >> reporter: good morning, andrea, mike. the president is expected to return to the white house here later this afternoon. even mitt romney himself credited the president for his trip to afghanistan saying it was crucial to explain to americans and the troops the future of this war. president barack obama arrived in afghanistan in darkness. the president laid out a plan to end the war in 2014, 13 years after it first began. he says our goals will shift to support and training of the afghan people and the afghan army. the president sign add ten-year agreement -- signed a ten-year agreement with president karzai before addressing the country. >> this time of war began in afghanistan and this is where it will end. with faith in each other and our eyes fixed on the future.

story. our andrea mccarren was in the crowd of cheering people that night. there she found a man named thomas. thomas had come to the white house to honor his son's sacrifice. his son sumner was injured in iraq. although his physical wounds had healed, he ended up committing suicide after not being able to return to duty. >> he still wanted to serve. it was the idea for him -- being a thrown away hero he felt. >> because of the worldwide attention commas cowan received after that -- thomas cowan received after that night, there have been significant changes. thanks to his willingness to talk about his son, several programs are in place to help veterans transition back to civilian life. for firefighters were injured and dozens of people forced out of their homes by an apartment fire t. broke out in silver spring, maryland. investigators tell 9news it started in the attic of the

complex and quickly spread to other buildings. one of the firefighters has minor injuries. the other is more seriously injured but is expected to recover. no residents were hurt. a building project in alexandria's beauregard corridor is sparking protests. advocacy groups representing tenants say that project could lead to much higher rent and force dozens of working families out of those apartments. they rallied last night outsider der ya city hall and the -- outside alexandria city hall and they said they are trying to put more affordable housing units in the plan but it's just not enough. the planning commission is expected to vote on the plan tomorrow night. 5:05. time for the latest your money report of the morning. >> hello, jessica doyle. >> hello, mike hydeck and andrea roane and hello green arrows yesterday on wall street. we like this a wall. wall street starting at a four- year high thanks to signs that the economy is picking up stream. that had stocks around the world heading higher today. checking the numbers from here at home, the dow stands at

13,279, added 65 points in trading yesterday. nasdaq was higher by 4 and the s&p 500 was up by 8 points. investors like the report showing manufacturing activity grew last month at the fastest pace in nearly a year. new figures also showed construction spending inching up in march after two months of declines. both reports suggest the economic recovery is on track despite europe's debt crisis and last month's jobs reports. we'll get another peek at the jobs picture on friday. out with the old paper statements and in with new digital ones. the social security administration is providing workers with online statements of the estimated benefits they'll get when they retire. until last year the agency mailed out yearly statements that detailed your benefits at age 62, 66, or 70. social security stopped mailing the paper statements to save an estimated 70 million a year. this year the agency resumed mailing them to people once they reach 60 but younger

storms and highs in the low 80s. monika? on the northbound side of i- 95, no problems to report, just the volume now coming up through springfield on to 395. over to the inner loop as well. things running smoothly through annandale to 66. in my next report a closer look at virginia roads at 5:17. back to you guys. making news now at 5:10, a bosnian born u.s. citizen has been convicted for his role in a suicide bomb plot on new york city subways. prosecutors say he received al qaeda training in pakistan before agreeing to strap on backpack bombs on the subway. the plot was never carried out. he faces life in prison when he's sentenced. five people are now in custody accused by the f.b.i. of trying to blow up a bridge near cleveland. investigators say the suspects purchased what they thought were real explosives. they got them from undercover agents, however. the bureau says the public was never in any danger and none

-- 9,000 hd. it becomes heavy from quantico down through the railroad. there's a special marine warning for another half-hour for this part of the potomac. down toward riverside, this is tracking toward dal again. might -- dahlgren. might slip past la plata. south and west of there, another area we're watching with more lightning from culpeper down toward unionville. this is tracking toward wilderness and fredricksburg. and stafford also in 30 minutes or so as this stuff is moving east at 30 miles an hour. out toward i-81 we showed you that a moment ago. take one more trip here on live 9000. all of this moving east over the next 35, 40 minutes or so. as we look at the forecast, got some showers, some thunder and that bus stop forecast this morning. temperatures are up. i didn't even grab a jacket this morning but some rain gear might be advisable.

we have some showers and storms out there. heaviest stuff is in western charles county. it will be approaching 301 probably in the next ten minutes or so that's coming out of the quantico region. some other storms from culpeper south toward wilderness that will head towards stafford and fredricksburg over the next half-hour. well watch other areas of rain coming toward the i-81 corridor. temperatures today low 80s. maybe upper 80s by friday. the capitals prepare for tonight's first home game in their playoff series against the rangers. >> bryce harper sort of disappointing at the plate but he shined on the field during his home gait with the

nationals -- game with the nationals. almost 23,000 fans filled the park last night, thousands more watched on television as bryce harper made his home debut. after he had a decent outing in l.a. this weekend, the diamondbacks found a way to silence the young phenom, at least at the plate. harper 0-3 last night but he continued to make some great defensive plays on the field chasing down fly balls and showing off that arm of his. look at this, 300-foot bomb, no bounce to home plate. just missing the tag-out. tops of the 6th, nats down one. deep to right field. zimmerman gave up eight hits, four runs in six innings. in the 8th the nats offense showned a little sign of life. nats lose their fifth straight game 5-1. ryan zimmerman was throwing the ball around before yesterday's game. some good news there, first

expected to appear this morning. the president made a surprise visit to afghanistan on the one-year anniversary of osama bin laden's death. delia goncalves is live outside the white house with more. >> good morning. that presumptive nominee mitt romney continues to blast president obama for what he says is playing politics with the death of osama bin laden. still romney says it was good that the president visited afghanistan. in fact, it was the president's third trip to that country where he surprised troops last night and sign add ten-year agreement with -- signed a ten- year agreement with afghanistan. the conflict will end in 2014 according to the president but an undetermined number of troops may still stay in the country to train afghan soldiers. the agreement also commits the u.s. to seek funding from congress annually for this transition. the president signed a deal. then spoke directly to the troops. >> we've reached an agreement to transition detention facilities to afghan control and to put afghans in the lead

south of d.c. then you'll notice the other cluster in eastern ohio headed toward southern pennsylvania and west virginia. let's just zoom in. a lot of lightning with this, too, especially south of town here coming into areas in southern charles county around dahlgren in virginia. getting hammered here. this other line quickly moving toward i-95 in the frekd ricksburg area -- fredricksburg area. we've been tracking this on doppler 9000. from d.c. down i-95 into southern maryland, you guys are getting the brunt of it right now. light showers here in northwest but you head to the south side of d.c., southern arlington into fairfax county going down 395, 95, route 1, some moderate to heavy rains there. a lot of lightning as you go farther off to the south. prince george's county, you're going to get wet south of route 50. areas here down toward quantico and stafford seeing another line of thunderstorms. but the heavy stuff, down

toward colonial beach, that's tracking through mechanicsville. this will hit southern calvert, too, in 20 or 30 mirnlings as it crosses -- minutes as it crosses 235 from st. mary's county into calvert county and eventually the bay. we had a marine warning earlier. not sure they extended that with a second line of storms that's coming through. some action this morning. then looks like more activity later on. at the bus stop some showers, some thunder south. temperatures running in the 50s and 60s. sunrise at 6:09. then today it's going to be an active day at times. at times it will be relatively quiet. mid-70s by noon. still a threat for an isolated shower or two. a couple of thunderstorms this afternoon with highs in the low 80s. but this afternoon's storms could potentially have wind gusts and hail in the strong ones. 63 in sterling. we mentioned lovettsville earlier, 62. gaithersburg is 61. lots of low to mid-60s. a very mild morning. just starting to see a little light showing up on our michael

november. investigators believe he was the target of a hazing ritual where he was beaten by the upper chessmen. a form -- classmen. a former agent has pleaded guilty to defrauding the government. 48-year-old james woosley was i.c.e.'s intelligence director. he admitted stealing money by falsifying time sheets and travel vouchers. he now awaits sentencing. secretary of state hillary clinton is in beijing. it was thought her trade talks might be usurped by the case of chen guangcheng but officials say the escaped dissident is in a medical facility and will soon be reunited with his family. he is not requesting political asylum. the kennedy center is spreading its wings next week with a special series of performances at locations around the city. the event is called "look both ways: street arts across america." garth ross is the kennedy's center vice president of

community engagement, and he's here to tell us a little bit more about this program. garth, good to have you here this morning. kicks off on monday. how do we start the program? >> we'll start it on sunday with -- we're calling it our lunch time invasions. it will be at eastern market and the fairgrounds. those performances will carry on throughout the week. these lunch time invaiptions will take place -- invaiptions will take place at -- invasions will take place at woodrow wilson plaza. this is all in addition to our perform men'ses -- performances over at the kennedy center's millennium stage. >> most of what you're talking about is free but the idea of looking both ways, it's not just sitting in a concert hall or opera house paying big priced tickets to get entertainment. it's everywhere. >> we're working with these artists who are so committed to breaking down barriers. these are artists who are committed to breaking down barriers between disciplines, music, dance with performances all fused together but most

he jumped into the middle of a violent attack toe save his young neighbors. >> he was honored as a hero at last night's game. our matt jablow was there. >> reporter: on a typical night at nationals park, an a dray hawthorne would be showing people to their seats in section 116. tonight, though, he was in the nationals dugout and then on the field where he was honored by the nationals organization. it was about ten days ago when hawthorne saw several kids in

his northeast washington neighborhood being attacked by two large vicious dogs and with no apparent regard for his own safety jumped in to help stabbing one of the dogs with a knife he grabbed from his kitchen while another man fended off the other dog with a baseball bat. >> automatically i said i've got to sacrifice myself. >> reporter: he received a number of serious wounds on his left arm. >> major damage. >> reporter: tonight before the nationals game against the diamondbacks, he received a personalized jersey signed by the team. he also received the gratitude from the entire city expressed by mayor vincent gray who declared today andre hawthon day in washington. -- >> andre hawthorne day in washington. a washington native, andre has been an usher here at nationals park ever since the stadium opened in 2008. management said ever since they heard about his incredible story about coming to rescue of the attack, they knew they had
