good friday afternoon, we are under a severe weather alert day. thanks a lot for joining, i'm -- us, i'm mike hydeck in for j.c. hayward today. what are we facing tonight and possibly this weekend? right to meteorologist howard bernstein, he's got your forecast. howard? >> the weekend is not looking all that bad with you we have to get there -- but we have to

get there first and the problem the severe weather threat we have today. the areas in yellow you see, they believe all these folks including much of our region has a threat for severe thunderstorms with damaging wind gusts or large hail possible in the strongest of those storms and you can see it includes us, the whole i-95 corridor. you get out west a little bit the threat isn't there but we've been watching this one cluster of storms, it's weakening. it's diminishing but it's right on top of us and it still has quite a punch coming through the metro and a few new storms fire up toward frederick right now. and that's headed toward oh, woodsboro, walkersville, maybe over to new market moving east/southeast. but the storms near washington now and by the way nothing is severe. no warnings, no watches. this is sort of maybe the first of what could be two or even three rounds in spots i think before the day is over. it's here and it is on the west side of town coming out of fairfax county. it's inside the beltway there. around 66 to vienna. mclean seeing the heavier

downpours, a call around springfield about 10 minutes ago that it was really coming down very heavily. there it is south of mclean now just north of falls church all moving east. boy, downtown is going to see it in just a couple of moments. this extends down 395 in toward alexandria as well. other toward huntington and headed into prince george's county now. you folks here over to andrewses this headed right towards you. danville, brandy wine the heavier downpours. lightning and thunder with this as well. it is passing north of la plata but waldorf just on the southern edge. temperatures in the 80s and more storms before the afternoon is out. mike? okay howard. president obama is ramping up his re-election campaign for 2012 and he is live in northern virginia right now speaking to students and parents at washington lee high school in arlington. he's there to renew his push to curb interest rates on students' loans. let's listen in. >> two independence consumer watchdog agencies that's now working with every student and their parent to access a simple

fact sheet on student loans and financial aid. so you can make your own choices. the best choice is about how to pay for college. we call it know before you owe. know before you owe. but making college more affordable isn't something government can or should do alone. now i was mentioning to your classmates, we're talking to colleges and universities about doing their part. and i've told congress to steer federal aid to schools that keep tuition affordable and provide good value and serve their students well. if colleges and universities can't stop their costs from going up, then the funding they get from taxpayers -- it should go down. we should steer it to schools that are really giving students the best deal. and states have to do their part. >> that is president obama speaking live to students and parents at washington lee high school in arlington, virginia. he's trueing -- trying the push the keep interest rates down.

right now student loans are guaranteed at 3.4%. if congress doesn't do something they will double and that's why he's making this a campaign tomorrow. virginia definitely a swing state. close to a dozen campaign offices in the commonwealth. both parties consider it a swing state. battleground state in november. mitt romney enforcements yesterday in hampton roads in virginia. he campaigned alongside governor bob mcdonnell and minnesota congresswoman michele bachmann. it followed trips in virginia and arlington on wednesday. polls show mitt romney is trailing the president in virginia just by a few percentage point so it will be battle. well, the latest job numbers are out and the news is disappointing. the u.s. employers are not hiring as quickly as they once thought and the results are a presidential election issue definitely. danielle nottingham has more now from the white house. >> reporter: the job market remains weak. the labor department says only 115,000 jobs were added in april.

hiring has slowed down significantly in the past two months and more americans have given up their job search. with he has people looking for -- less people looking for work the unemployment rate fell to 8.1%. the white house says the jobs report is more evidence the economy continues to heal. but republican candidate mitt romney says president obama's policies are to blame for the hiring slowdown. in an editorial in a cleveland paper this morning, he asked the president -- where are the jobs? >> he'll have all sorts of things -- he'll talk about the result -- that have resulted in the fact that a guy who promised he'd keep unemployment below 8% has not been under 8% since. >> reporter: but good news ahead for president obama. economists believe the job market will improve and be in better shape by election day. in a new survey, leading economists predict u.s. businesses will pick up hiring in the summer and fall months. they believe the unemployment rate will drop under 8% by

november. he knows how difficult the job market can be. he's struggled to final steady work for years until recently getting hired at an online food company. seamless.com. >> so excited. so excited. >> reporter: his company is growing and wants to hire more workers unlike many companies. danielle nottingham, cbs news, the white house. >> investigators are still trying to figure out what sparked a deadly shooting at a church in ellicott city, maryland. officers rushed to st. peter's church yesterday afternoon and when they got there one woman was dead and she's been identified at 59-year-old brenda browington of -- brewington of ellicott city. authorities say margaret hahn was seriously wounded. the gunman was found dead from a self-inflicted gunshot wound. at this point his name has not been released. later today we could learn the identities of the man struck and killed along this

dark road in wood bridge, virginia last last night. the driver hit the man last night just before 9:00 last night. investigators questioned the driver but at this point no charges have been filed. a former government employee sentenced to 18 months in prison for stealing valuables and then hawking them on the internet. leslie waffen spent more than 40 years working for national archives and records administration and he was in charge of maintaining records of historic audio recordings. david golden donated one of a chipped recording of a -- kind recording of the 1937 hindenburg disaster and he was surprise today see it -- surprised to see it on the internet. he stole more than 6,000 recordings over ten years. there's a possible new agreement in the standoff with the united states and china over a blind dissident. chen guangchen is still in the

hospital. manuel gallegus reports. >> reporter: the u.s. and china are now working out a deal to allow activist chen guangchen to study abroad. >> over the course of the day, progress has been made to help him have the future that he wants. and we will be staying in touch with him. >> reporter: the state department says c hen has been offered a fellowship at a new york university. he has been in a beijing hospital for the past few days after escaping house arrest and taking refuge in the american embassy. the blind activist has been outspoken about china's forced abortion policy. [ speaking foreign language ] >> earlier this week he said he wanted to stay in china with his family. but later changed his mind and said he feared for his safety. >> he confirmed that he and his family now want to go to the united states so he can pursue

his studies. >> reporter: secretary of state hillary clinton is in beijing for high level trade talks. at one point gun ken wanted to lev with clinton. he placed a call to an emergency hearing through an interrer he made a direct appeal to clinton. >> i hope i can get more help from her. >> reporter: the state department says his wife and two children would also be allowed to leave the country with him. manuel gallegus, cbs news. >> the chinese government says he is a citizen who can apply to study abroad just like everyone else there. maryland dog lovers, listen up. state's highest court just ruled that owners of certain breeds can be held liable if their dog bites someone but is that fair? the first actress jane seymour is in studio with us, up next what she loves to do when she's not in front of the camera.

artwork of course a large part of what you do outside of movies and tv and wedding crashers and -- dr. quinn medicine woman. >> it's very important to me. it was very much a healing for me about 20 years ago when i went through a terrible divorce. and i lost everything financially. and emotionally. my mother had always said give back. help someone else when you're in dire straits and that's actually where the whole open heart philosophy came from, from my mother and that manifested itself into that little red -- image that you see sometimes on television and ads and things. >> right. >> the scumture of course is right there. but really art is very much a healing for me. and it's really -- when i tell people i act and i've got three movies coming out. i love act. but painting -- love to act. but painting is when i can really express myself. this is just who i am rather than a character and than someone else has written. >> it is a relaxation technique for you? >> sometimes. but more than anything it's a passion. and i loved it -- for example that painting back there is me in the garden in england. i had a home in england until recently and the last summer i was there, this was the image that i wanted to take with me.

because this was just the joy of that british garden. and the sunshine dapping on the white dress. >> this is an art show you're sharing with your son. his work is absolutely fantastic, she's a photographer correct? >> yes, he does hgr photography. nothing's done in post. >> it's not photoshopped. >> it's not photoshopped or anything. it's absolutely extraordinary and red dot in miami this year and he was picked out and singled out asen emerging -- an emerging artist and i'm quite excited. it will be showing at mine at went worth galleries tonight and tomorrow. >> the people don't know? >> that's montgomery mall. tonight. >> you'll be in tysons tomorrow right? >> tomorrow lunchtime at montgomery mall and i'll be both places. >> let's talk about the paintings, how much time larry okay this painting was a pansy? >> pansy, yes and what's really lovely about it is the juxtaposition of the colors, very bright colors and i love

colors, i also do a lot of single flower portraits. to me, they're -- they're portraits in the same way that a face would express an emotion. so i take a lot of photographs of flowers, i grow flowers and then i paint the ones that i think you know speak to me. >> now do you always go in the same medium? >> these happens to be oils but actually i have a lot of watercolors, i have a technique that's unique to me. watercolor pen and ink. i have bronzes and mixed media. >> were you trained in this. >> to some degree but the exciting part is that now that i'm invited by the great artists around to come and paint with them. and so it's -- it's almost like it was in the old days, they got together kind of and i get to paint with some major fabulous artists and i do portraits. i do florals, i do landscapes and we all share our techniques and our ideas and it's just a wonderful world to be in. >> a pleasure to meet you. you can see her at montgomery

nature or nurture? that's the question people on both sides of a very controversial pit bull ruling are continually fighting about. last week maryland's highest court ruled that these kinds of

dogs are inheritly dangerous. under the ruling owners and the landlords who have those dogs living on their property are now liable for their actions of the dogs. people who support the ruling hope that other states follow maryland's lead but maryland spca hopes they don't. they say these dogs are trained to be aggressive and not born that way. so the people should be held responsible. okay, you hear the noise and you see is spaceship, it's a suite alert day -- severe weather alert day but what's it looking like now? you said this afternoon is where the real concern was. >> we have some strong storms now, nothing severe, no watches or warnings yet but once this passes several hours to heat up again, and see what else develops upstream than moves in our direction. this stuff came out of west virginia this morning and has continue today move to the east -- continued to move to the east and pretty hefty downpours going on. the regional ray doors and show you the picture -- radar and shows the picture of the satellite and radar combined in. west virginia the area of showers and storms it's really finished a lot but the leading

edge is still packing a punch and this is live doppler 9000 hd and what we're looking at. again a lot of realize is clear but -- real estate is clear butwell take you close in because it's right downtown coming through downtown and now into prince george's county for the most part where we're seeing that lighter rain still going on across parts of northern virginia into bethesda right now. but this stuff to forestville and andrews air force base, morning side just about to you. upper marlboro, wood more, all these areas in southern prince george's county it's going to continue to move in your direction. heavy downpours, some lightning with this. you know if there was some very small hail in one or two spots here north and east of there, that would not surprise me. hey dun kirk this is going to get you. it's about to pull out of baden. that's about the worst of it here. oh and up north in frederick county we've been watching one other thunderstorm which has been popping here now west of unionville. east of walkersville. just about to new market on the north side. this looks lake the north side

of mount airy traveling to the east over the next hour or so. the day planner for the afternoon. going to be some isolated storms here and there. temperatures in the low 80s. you know there may not be that much going onat 3:00 but i think later this afternoon activity will pick up as we make a run to 85 for the high. 84, 85. and then this evening we stale will see an isolated storm or two. might not be that widespread but whatever does develop with the heat, the humidity, does have that potential to have some strength with it. maybe some winds. maybe some hail kind of like what we saw last night. 82 right now in frederick where there was no rain. same in fredericksburg. but national we were up to 9, we've been -- 79. we've been rain cooled to 70. winchester is rain cooled to 70 and looking outside on the michael & son weather camera, you can see the results. 70 on the hour at national with a thunderstorm. winds were stronger than that up to 23 earlier now 16 out of the west. dew points though in the 60s and the air is soonpy. you look at the big picture,

the little disturbances riding on the jet stream here. the showers and storms and illinois and then they're diminishing right now but with the daytime heat asking there's going to be plenty of it look at the sunshine you're seeing here in ohio and pennsylvania. and in we've w behind this that's going to -- west virginia behind that this is going to help fuel for storms later on this afternoon and this evening and as far as the weekend is concerned it will get better. slight chance tomorrow and then sunday looks great. severe weather alert day. we'll be watching it for you here, you can always go to wusa9.com and track it with the live doppler and interactive radar. 84 degrees, tomorrow 80, a couple of storms especially south and southwest. sunday monday look great mid 70 and by tuesday and wednesday and thursday chance of showers returning. we'll be right back with 9news now at noon in just a moment.

welcome back to the news at noon. if you have a love for food and wine, and you happen to like beef too, then national harbor is where you need to be this weekend. there's a big food and wine festival and part of will is the lovely woman here. christy casper a spokesperson for the beef check off. he's going to give us a great recipe but first what's that? >> it works on behalf of the united states' cattle farmers and rampers. and each time a cast is sold a dollar per head actually goes back into the beef check off to help fund things like beef research, education. and promotional events like the festival we'll will participating in. >> it is going to be at the national harbor. if you've never been there you

would notice it's down by the water and you say just follow your nose. >> you can smell the delicious secrettings including this -- scents including this delicious pit beef. >> i said is this -- >> this is a center cut sirloin. very tender and this is actually beef from rowset that farms north of baltimore county. >> it's not even cooked and it smells wonderful. >> we actually have a nice rub on here. very simple. four ingredients, black pepper here. we've got some montreal steak seasoning. some salt. >> got plenty of time -- two minutes and this was a surprising ingredient. what was it? >> this is ground coffee. >> coffee? >> what we'll do is put them all together and give it a quick stir. and then you will just -- dump it right on here. >> now do you have to -- you don't have to prepare the beef any way with some sort of oil or butter or anything like that for it to stick? >> it just sticks perfectly and

what you'll do is either seal it up in a container or even just throw nit a ziploc back and put it in the fridge overnight. >> overnight. sort of like marinating. >> exactly. the next morning slow cook this on the grill. for about three or four hours. >> do you wrap it in anything? foil or anything like that. >> just put it right on the grill and let it cook -- cook slowly to an internal temperature of 160 degrees. >> so make sure you have your meat thermometer ready. >> you got it. yep. >> how do you serve this up? like an entree dish along with -- what? >> what we're going to be doing actually is just sapling you know small parts of the beef here. but you can -- what we have done is slice it down thinly. you can throw it on sandwich and we've got some great may joe here. so you would just kind of throw it on. add yourself some lettuce and tomato. you can smell it. >> i know what's for lunch. >> yes, exactly and dinner. >> and dinner. right. of course right. >> and then you're all set. >> absolutely fantastic. so national harbor food and
