west. at the lower levels we have moisture pushed in off the atlantic. fog not really a problem. look at these warm temperatures, 64 cumberland, 61 in winchester. the mid to upper 40s there, 5 in annapolis and 57 at national. the high about 72 in town. 76 for manassas and 69 in annapolis. here comes monika with timesaver traffic. i'm happy to say it has been relatively quiet. no big accidents or incidents around town. that is a good thing. we'll travel first of all to the north side of town. it means it is slowing down out of frederick most of the way into clarksburg. a live look on german town whereas you can see at father hurley boulevard the pace is still good heading to rockville. 355 is also looking good down into the beltway.

morning in the riverdale area. it begins at the shopping center on kennel worth avenue. a 70-year-old man from our region is now begging president obama to save his life. >> warren weinstein is being held hostage by al qaeda. a video shows him pleading for help. delia has the latest on this new video. this is pretty scary. >> reporter: it is pretty dramatic. wine supina steen, even -- weinstein, even though he looks good, it is scary to see a man being held captive and begging for his life. he is hoping folks here in the white house are paying close attention. he is speaking directly to president obama and he says quote my life is in your hands and that, in itself, says it all. the 70-year-old worker was abducted last august after his

daughters, lick you enjoy your two daughters. coming up, details on how this abduction first went down back in august and how the men in charge of protecting weinstein in pakistan were tricked into having him abducted. an american air strike has taken out one of the top al qaeda leaders in yemen. he was hit by a missile as he stepped out of his car. he was on the fbi's 10 most wanted list for his role in the bombing of the uss cole. the cia carried out the strike using a drone aircraft and the government in yemen signed off on it. a registered sex offender is fatally shot and police say his father pulled the trigger. win price will go before a judge if a bond review hearing later

today. he admitted shooting his son saturday night. police found 23-year-old matthew price nude and with a gunshot wound to the chest outside. the younger price was convicted of forced sex in new jersey in 2009. starting today, people can openly carry guns in most state parks in virginia. people who are 18 can legally own a gun and can now have them in state parks in the open without a permit a year ago governor bob mcdonald told park police to stop enforcing gun laws restricting carrying firearms in the open. jessica doyle has a special your money report, focused on your comfort this summer. >> the cost of keeping your air conditioning run asking about to skyrocket. >> their. >> reporter: a common story. a heat wave strikes, you turn on the air conditioner, it can't keep up with the temperature outside. you call the repair company.

this year prepare for sticker shock. when the heat goes up this summer your blood pressure could, too. the slowing costs of the refrigerant known as freon means some ac repair bills could be off the charts. steve powell charges half as much as other companies to replace freon r 22 in a leaky ac unit. >> still. >> hard for some people to afford it. shock. you can't believe the price has gone up so much. >> reporter: the epa is phasing out the older generation chemical. >> r 22 freon is ozone depleting, it does damage. the new stuff is r 410 athat most of the manufacturers are going to. it doesn't do any damage to the ozone. >> reporter: it is a simple problem of supply and demand. not that much freon, on the market any more, the wholesale price is already up 300%. the final solution to come at a cost that could blow you away.

>> reporter: even if your ac system isn't that old, you will have to replace it with an r 40á 410 compliant system i don't it could be six, seven, $8000. >> money a lot of people don't have right now. in the meantime it may pay to get your ac system serviced early in the spring. once the really hot weather moves in the wholesale price of r 22 could spike even more. >> okay worst case scenario. if your older ac system has a really bad leak it could require up to 8 pounds of r 22 and that could cost you as much as $800 just for the chemicals and could cost even more later this summer because the prices are so high. at that point you may be asking yourself, i have to move to the new system anyway, maybe i have to do that right now. >> so we are all going to have to make this move? >> we are all going to have this make this move.

the not nearly as humid as it is out west of us in the mississippi valley up toward michigan and south of chicago this morning. we are seeing skies pour down with showers and storms. this moisture is marching off to the east the next couple of days. looks like pennsylvania is going to be more of a target than around here in the short-term. showers and maybe thunder there today in the afternoon hours. tonight mostly cloudy again, a stray sprinkle possible as we get into tuesday. with winds out of the south,

president for the first time since the 1908s. >> charlie, we'll be watching, thank you. new this morning new video shows an american being held hostage by al qaeda, pleading for his life. and that man is from our region >> he appeals directly to president obama. delia has more on the story. >> reporter: andrea, it has been a difficult nine months for the weinstein family as you can imagine last night. when they saw that videotape, maybe they were relieved just a bit to see that weinstein looked fairly well, he was clean, well dressed. he had a table in front of him and even some food.

still a gut-wrenching situation for the family. the 70-year-old asked his wife know he is fine and he is getting all his heart medication. he learned the language of the country before his abduction. two days before he was set to return home. three hostage takers offered food to weinstein's guards in pakistan and when they opened the front game four men immediately barged in. al qaeda wants the u.s. to stop the drone air strikes in the region. they also want those prisoners to be released in return for weinstein's safe return home. the u.s. state department spoke on the issue back in september. u.s. officials, including the fbi, are assisting with the pakistani led investigation.

>> reporter: that was the state testimony back in december. no word as to what has been happening in the last several months since they release that had statement in december. on the tape as we mentioned before, weinstein is speaking correctly -- directly to president obama. he says quote my life is in your hands, if you accept the demands, i live. if you don't accept the demands, i die. we'll except you updated on the very latest. the trial of the mastermind of 9/11 could take years. the trial of khalid sheik mohammed began with arraignment saturday. the arraignment at gaunt dragged on for 13 hours because of stalling tactics used by the accused terrorist. a defense called the moves

peaceful resistance. >> this week is getting off to a rough start for a person living in this ground floor apartment in glendale, maryland. check this out, these apartments, half a car is inside the pardon me. so far prince george's county police have not each charged the driver. parishioners at st. peter church spent this weekend healing from a major tragedy there. the reverend mary margarite kahn died after being taken off a respirator. she was one of two people killed when a homeless gunman shot people in the church. reverend eugene sutton presided over this very emotional service. >> we blessed the places where they had been senselessly killed.

>> reporter: 66 douglas jones, the gunman, became angry after the church asked him to limit his visits to the food pantry. just about half the people in virginia think the state is headed in the wrong direction. a new poll out from the washington post found 56% of those in virginia approve of the job being done by the governor. 35% disapprove. when asked if they thought the commonwealth was going in the right direction, 4% said yes, it is, but that is down from 52% a year ago. how are you feeling about gas prices this morning? they are going down. according to the numbers just out from aaa, regular gas averages $3.83 a gallon, down 8 cents from a week ago. and it is down 22 cents from a month ago.

temperatures mostly climbing through the mid-60s at lunch time. low 70s with a high with winds increasing out of the southeast at 10 to 15 miles per hour. we have high clouds coming in from the northwest. for us, winds are bringing in some of the low level moisture helping to give us some of the low and mid level clouds in spots. in the mid-40s along the coast from atlantic city. we are in the 50s and we have 60s out to the west in places like cumberland, 63. kin chester, harrisonburg, low 60s. little fog toward salisbury with 48. in town right now, just a little haze on you there. mostly cloudy at 58 degrees. right now we have a four degree spread, high humidity at 87%.

nice. upper 60s saturday and sunday a decent day with highs between 70 and 75. monday good morningry county executive is reviving plans to build an arena in the county. he wants to host graduations, sporting events and concerts. leggett wants to build the arena near the shady grove metro. he said it would seat 8000. local supporters of the arena say they first need to make sure metro is on board with that idea. there will be an official ribbon cutting for health center. workers have spent the past few weeks moving from the old building, that one you saw right there on w street.
