with a sophisticated bomb before it ever got off the ground. randall pinkston has the latest. >> reporter: specialists from the f.b.i. are picking apart the bomb. they want to know if it could have made it past airport security and on to a plane. intelligence agents say the device is a more refined version of the so-called underwear bomb that malfunctioned on board a plane over detroit on christmas day 2009. >> what the f.b.i. is doing is taking a look at the i.e.d. construction and see what type of refinements and modifications might have been made. >> reporter: officials say this bomb didn't use any metal but it's possible new full body scanners at about 170 airports may have detected the device. president obama's counterterrorism advisor says c.i.a. agents work with a number of international partners to foil this plot. officials say al qaeda and the arabian peninsula and other terrorist groups are still a real threat. >> they keep trying to devise

more and more perverse and terrible ways to kill innocent people. >> reporter: u.s. officials say ibrahim al-asiri likely created the device. he also created the underwear bomb and had toner cartridges shipped on cargo planes back in 2010. >> any individual that might have been designed to use it are no long area threat to the american people. >> reporter: officials insist the alleged bomber never had a chance to pick a plane or date to carry out the plot. randall pinkston, cbs news, the white house. >> while there are no immediate plans to change security procedures at u.s. airports, officials say they are constantly updating the screening process in order to stay ahead of terrorists. police in fort wayne say they have arrested two indiana residents with four children who were strapped to the hood of a car. it happened after someone

called 911 last night after seeing the vehicle leaving a liquor store. a u.s. marshal spotted the car and pulled over the driver. he was charged with driving under the influence of alcohol and neglect of a dependent. a female companion faces similar charges. the children ages 4, 5, 6, and 7 were not injured. they are in the custody of protective services. fairfax police say that they have paid an arrest in connection with a deadly road rage incident last week. 32-year-old gloria mcmillan of alexandria surrendered last night. police say that she got into an argument with 21-year-old shelinda arrington last friday. the medical examiner says that arrington was struck and killed on harrison lane. mcmillan has been charged with felony hit and run. a woman attacked by a dog in montgomery county will need

extensive plastic surgery. the rottweiler was being walked in olney last night when all of a sudden it lunged at the victim and bit her in the face. the dog has been quarantined to the owner's home on rose theater circle for ten days. >> apparently the dog bit her. as to what specifically occurred that cause that to happen, who knows. >> it was just one bite to the mouth. the dog lunged out and bit at her mouth. the injury to her upper and lower lips was significant. there's bleeding and she'll probably require plastic surgery. >> police say the dog has no history of biting or attacking anyone. the families involved actually know each other and as of last night, the victim had not filed a complaint. the trial is under way for a man accused of going on a serial stabbing spree in 2010. he has been charged with three murders and six attempted murders in flint, michigan. the 49-year-old israel native is also a suspect in an

unsolved murder in leesburg, virginia. all of the victims were men. most of them african-american. now let's go to the campaign trail. voters are heading to the polls in three states: indiana, north carolina and west virginia. polls will stay open till 7:30 tonight. in north carolina there is a key ballot amendment. it would define marriage as only between one man and one woman and it would ban all over domestic unions. the longest serving republican in the u.s. senate is fighting for his political life in indiana. 830-year-old dick lugar is -- 80-year-old dick lugar is up against the state treasurer, a tea party favorite. lugar is dismissing arguments that his age makes him out of touch with reality. the republican lawmaker has served in the senate for 36 years. presumive republican presidential nominee mitt romney is getting the backing

of another primary rival. rick santorum sent out an e- mail monday night. he commended romney on a tough campaign, and he says he is endorsing the former massachusetts governor in his bid to beat president obama in november. a showdown is expected in the senate today when lawmakers vote on a democratic plan to keep the federal loan interest rate from doubling on july 1. republicans do not like the democrats' proposal to pay for the legislation with a payroll tax increase on some corporations. the g.o.p. wants to take money from president owe bam pa's health care -- obama's health care overhaul. we have an update on the health of d.c. music legend chuck brown who has been in the hospital. the "washington post" is reporting that the godfather of go go music is being treated for pneumonia. there is video of brown performing for npr last year. the local music legend has been

this is a building in downtown washington and it's being called the ugliest in the world. that dubious award is going to the f.b.i. building in northwest washington, and the judgment comes from a travel website tippy.com. it says other eye soars include the rock 'n' roll hall of fame in cleveland and trump towers in new york. but the f.b.i. building leads all of them by being called the ugliest of all. maurice sendak is being remembered this afternoon. the author of the children's book "where the wild things are" died this morning. the book was later made into a

successful movie in 2009 by director spike jones. sendak died at a hospital in connecticut. his long-time companion said he suffered a stroke last friday. maurice sendak was 83 years old. prince harry made a quick visit to washington yesterday. he received an award from the atlantic council last night for his work with wounded soldiers. this was the prince's first visit to washington. this is the e-day, the day that world war ii allies formally accepted the unconditional surrender of the armed forces of nazi, germany. there was a ceremony this morning at the world war ii memorial in southwest washington to remember victory in europe day. massive celebrations broke out in the western world on this day in 1945 when the defeat of the nazis became official. aviation fans received

their first look at one of the most anticipated planes in aviation history. boeing's new 787 dreamliner stopped at both dulles and national airports yesterday. kristin fisher takes us inside the plane to see what all the fuss is about. >> reporter: lower cabin pressure, higher humidity and an led light display that can simulate a sunrise. it's all designed to minimize jet lag, something 787 passengers are going to need because this jumbo jet was built to go far with less fuel. >> this is an airplane that i really believe is the first new airplane of the 21st century. i say that because this is the first airplane that really uses the technologies that are available to us today. >> reporter: when you walk on board, you instantly notice the higher ceilings and bigger windows. they're nearly twice as large as the windows on most commercial aircraft and that's not all. the windows dim electronically. >> takes about a minute and a half to go from full light to full dark and a little bit

a maryland court ruling says it is unconstitutional to collect d.n.a. samples from people arrested for violent crimes. and this particular situation could end up in front of the supreme court. that's a topic of hot debate that i'd like to discuss with the state's attorney john mccarthy. how do you feel about this? maryland is kind of standing alone on this issue, isn't it? >> we're really out there on our own. the taking of a genetic profile, a d.n.a. print, you take -- we're searching peep at the same time we're taking fingerprints. we're standing alone.

we're hoping the supreme court steps in and corrects this. >> why is it that maryland is standing alone and other states have said it's constitutional, it's okay? >> well, the decision that came down from the courts was a 5 4- 7b 2 -- 5-2 decision. it captured and reflected what's happening in virginia and across this country and every federal court. i think we try to balance the right of privacy of an individual against the need for us to be able to protect ourselves. taking those swabs have allowed us to get hits, closures in 1335 cases since we had begun this process. that's for murders, rape, robberies. it's really a dangerous precedent that maryland is out there by itself. we hope that the supreme court which has corrected mistakes made previously by the court of appeals will do that again in this instance. >> because the fingerprints, my goodness, if you couldn't take fingerprints from suspects, just think where this country would be and how many cases have been filed because of

fingerprints and there's hardly any difference between d.n.a. and fingerprints i would think. >> i actually think if you look at the process of inking someone's fingerprints versus taking a swab of their cheek, it's far less invasive to take a swab of the cheek. we're talking about hits on 14 murders, 140 sexual offenses, 230 burglaries. these are very serious crimes of violence. not only have we identify thed potential perpetrators but you exonerate people. sometimes people come under the cloud of suspicion but by getting these early on, we're able to exonerate people, move on in the investigation and many instances bring closure to people who have been victimized. in the case that the court overturned a conviction, that was the rape of a woman in a home invasion that occurred in 2003. it was the only evidence against that man. he walks free. >> all right. we're going to follow this case very closely. thank you for being here with us. now let's go to howard and get

details on his weather forecast. we've got some rain moving in here over the next couple of hours. seeing it in our northern and western suburbs. leesburg, frederick, you know what i'm talking about. raining there. by 1:00 the rain will be real close. we may see rain on the west side of the immediate metro with scattered showers, isolated thunder this afternoon. winds out of the south. these are would the arrows for, the wind direction. 17, 14 miles per hour. the gusts could be in the 25 mile an hour range. we have the chance at least for a few showers, isolated thunder with it. this evening as well. by 9:00 we'll be down to 71 after topping off sometime in the next couple of hours about 74, 75, 76, somewhere in that range. here's the big picture with the doppler radar. you can see the rains in new england going southwest. steady rains in pennsylvania become more showery in nature across southwestern virginia and southern west virginia. locally as we look at live doppler 9000 hd, there's the rain getting closer and closer to us. there's no lightning being detected right now so we don't have any thunderstorms at the

moment but south and east of town, things are heating up. there's been a little more sunshine and north and west, you've been cool in the 60s. places like winchester where you see yellow, more moderate rain falling and upper montgomery county now, we've got rain, frederick county just about getting over toward mount airy. you see frederick, some of the yellow spots up there. more moderate showers. going down route 15 into much of loudoun county and points west seeing the rain almost to dulles. fairfax county, western fairfax, this could be in on you in the next 20, 30 minutes or socht this goes into much of fauquier county and just the northern tip of prince william county and it becomes more showery in nature the farther south we go. i-81 is pretty wet. look at this. culpeper down 29, things a little bit more spotty in nature. we're going to watch the showers move in from west to east over the next couple of hours. now, where the sun has been out longer, you see the temperatures have responded into the mid-70s. that's toward the tappahannock

airport. salisbury 75. in the northern neck winds are really up. they have gusts today 25 to 30 down there. where the rain is falling we're in the low to mid-60s in the shenandoah valley to d.c.'s 72 degrees. outside on our michael & son weather camera, lots of clouds overlooking the capitol. flags are up. that's because the winds are coming up out of the south at 14 but they're gusting over 20 in many areas right now. and the humidity is getting up there as well. 64%. so it feels a little sticky. here's our situation. main rains, the heaviest stuff has passed us to the north. there's a cold front back here. as this front comes toward us later today, tonight, tomorrow, it's going to continue to draw moisture up from the south. so we'll have the scattered showers around. here we are at 3:00. heavy stuff in pennsylvania. we'll go to 6:00. showers still not into southern maryland or the eastern shore. scattered showers again tonight. with a wave of low pressure coming up this front on wednesday, looks like we'll have more showers developing by late morning, middle of the day. so 76 today. we could be cooling off into the low 70s, upper 60s even

restaurant. i love italian food. i want to tell you about two great italian restaurants. this one is located in mclean, virginia and another one located in bethesda, maryland. i have the chef here with me. dominico and he's already brought some prepared dishes, but right now what are you cooking for me? >> right now we're doing an egg and spinach pasta with three different -- this just come out in season. we have green pea, snow peas. it's just fine with just the green pea and snow peas. and prosciutto. it's sauteed with a little bit of butter along with different green peas. and we just wait until

everything comes kind of translucent. our pasta is already boiling. >> you've had two types of pasta that's boiling. >> yes. >> they are? >> egg and spinach. it's kind of thin linguine and they cook in a minute basically. by the time the sauce is ready, our pasta will be ready also. >> while you're doing that tell me what's already prepared. this is a lovely salad. >> that is cheese with the outside mozzarella filled with a creamy type of mozzarella on the inside. served over green sauce made from italian parsley and garnished with a few greens. the next dish would be pasta with italian sausage.
