lifetime. >> the presidential primary isn't the only thing on the ballot in a lot of states. in north carolina, voters are being asked to weigh in on the constitutional amendment that would define marriage as solely between a man and a woman. allow civil unions. california is a question mark because they questioned proposition 8. meantime, long time indiana senator says he is counting on independent voters to get out there and help keep them in office. the six term incumbent is facing a tough challenge from richard in the dais republican primary. the polls are also open in wisconsin today, but there's no primary. instead, voters are so glecting. the winner of today's contest will face republican governor scott walker june 5 in a general election. hosts the g8 summit next

week at camp david and people living around the area and that presidential retreat are hoping they don't see the same sort of repeat of the protests that have plagued the global gathering in the past. our scott broom takes a look at security. >> economic summit will be happening in camp david 21 miles from here. it's a place that protesters simply cannot get to. so they are planning on making a stand here in frederick instead. g8 protests can be remarkably violent, like this one in germany in 2007 or they can be a lot tamer, like this one at sea island, georgia, at 2004. in frederick, there is no doubt it's coming one way or the other and residents aren't sure what to expect. >> as long as they are peaceful. if it's going to be radicals, no, we don't need that in frederick. >> protest organizers with a peaceful occupy movement announced plans online to flood the city. city leaders will decide on

issuing rally permits for the city's baker park tonight. the frederick county school system decided to close for the day fearing clogged streets and closed roads. and frederick police have warned merchants to bring in sidewalk signs and decorations that could be turned into projectiles. lieutenant clark pennington speaks for the police department. >> if you don't feel comfortable, you can close down. >> downtown, some merchants will close. >> just in time there's a brick through the window, we don't want our valuable coins out there for someone to take. >> reporter: some others are planning to be open for business. >> new folks in town and tourists, we're excited tact. >> police underlined that peaceful protesters have every right to be here and will be respected. but police say they'll be ready if things cut the other way. in frederick, scott broom, 9news now. help for homeowners with under water mortgages is on the way. bank of america announced it

will reduce the principle balance on homes of 200,000. they must owe more on the mortgage of what the property is worth and be at least 60 days behind on their payment. the write off will help homeowners save up to 35% on their house. the principle reduction offer is part of the $25 billion mortgage settlement agreement reached in february. the man accused of attacking a woman in petworth with a hammer was in court this morning. the court learned that the mental evaluation of michael davis is complete and set a date for a competency hearing. police believe he may be connected to three others including one that killed a tourist from denver. we're learning more as well tonight from a woman charged in a hit-and-run that left another woman dead. >> i'm peggy fox. left one woman dead and another woman in the fairfax county

jail. 32-year-old gloria mcmillen is charged with felony hit-and-run in the death of 21-year-old arrington. police say she unintentionally ran over and crushed arrington and fled. >> nothing good is going to come of that either. we'll keep looking. >> witnesses say arrington pulled out in front of the suv in a tan lexus. police believe arrington and mcmillen got out of their vehicles and confronted each other. mcmillen is known for police facing dozens of charges in the past ten years and a conviction of reckless driving. law enforcement sources tell us there is video of the incident showing mcmillen on the ground bleeding. mcmillen had an arraignment this morning, she is being held without bond in the fairfax county detention center. peggy fox, 9news now. >> we have learned that gloria was not alone in that car. police tell us there were two others with her. an adult male and a child. today, the fairfax county

police department is remembering two officers shot on this very day back in 2006. a gunman opened fire on those officers in the parking lot of the sully district police station. detective died that day. michael was critically injured. he died nine days later. that gunman was shot and killed by return gunfire in the police department parking lot. and federal security agencies say they don't see any immediate need to change the screening procedures at airports. this despite the discovery of a new type of underwear bomb. the cia got its hands on that bomb during an operation. it is said to be an upgrade from the underwear bomb that failed to detonate aboard a jet liner over detroit in christmas 2009. this new version has a more sophisticated detonator and contains no metal. bomb experts are studying the device figuring out if it could have slipped past airport security. coming up tonight on 9news now at 7:00, cutting out part of the ten commandments?

scene with a good outcome. you might not want to watch at first. police in buffalo released this surveillance video early thursday morning, one 18-year- old is hit and flying head over heels in the air. police say he was injured and is already out of the hospital. the 19-year-old driver has been arrested and charged. police in fort wayne, indiana, arrested a man and a woman who allegedly drove three blocks with four children strapped to the hood of their car. a witness called police last night after seeing the couple strap the kids to the hood in a liquor store parking lot and started driving away. a u.s. marshal stopped them. the kids weren't hurt, they are ages 4, 5, 6, and 7. the man is charged with drunk driving. the woman with neglect. all right, now to a commuter alert tonight for people planning to use branch avenue near the beltway. the maryland state highway administration is planning to close parts of route 5 for paving tonight. if the weather holds, you want to watch for signs between off

canceled some live appearances for the past few months, which prompted big time rumors on the internet that he did die. our bruce johnson confirmed that 75 years of age, brown is being treated in the intensive care unit for pneumonia. a source says he went into the hospital complaining of arthritis, but doctors discovered and removed a couple of blood clots in his legs. local radio stations are asking listeners to offer up prayer who's have been entertaining live crowds. >> everyone loves chuck brown. and they want him to have a speedy recovery and i think we have some level of relief now that we know exactly what's wrong and that we know that rest is the most important. >> chuck brown's manager has not released an official statement on the musician's health. the heavens above fascinated mankind for centuries and in 1923, the first planetarium opened in

boundary. it stretches through ohio and back into arkansas and oklahoma. the front itself will not roll through until tomorrow evening. that's why we think this is going to be the best chance for showers and storms. in the meantime, there are still some showers and storms back in west virginia and a little bit of activity around parts of the metro area right now. we're going to keep the chance of a shower or thunderstorm in tonight. heaviest activity by far and away will be tomorrow afternoon. so here's a look at live radar. some activity up 270 and out toward winchester on the west side of i-81. everything is light. we'll zoom in to the immediate area and a little bit of shower activity out toward the airport. a couple sprinkles here in northwest going out connecticut avenue, nebraska, and that's about it. a little bit of activity toward alexandria. everything is light. temperatures, 67 in bethesda. 73 downtown. and 69 in great falls and 74 in college park.
