now available. they were only available to male service men in the past. this is part of a change that's been in the works since 1994. the district is making back alleys a little brighter. they'll begin installing more than 13,000 new brighter led lights. the first set will go in an alley behind hobart street in northwest. president obama will deliver the commencement address at barnard college in new york city today. he will also be given the school's medal of distinction. throughout the graduation season are the president will also speak at commencement at the air force academy and a high school in joplin, missouri. in just a few hours, maryland lawmakers will be back at work in annapolis. >> they're kicking off a special session, one at aimed finishing up what they should have finished last month. >> delia goncalves joins us from the satellite center with a preview and delia, this is all about money. >> reporter: isn't it always all about the money. let's first talk about the money that you really care about, the cash that's coming directly out of your pocket. not only does this special session cost taxpayers more

than $20 million if you're a taxpayer and live in maryland and you're fortunate to be well compensated at work, you'll have to pay up a little more, too. let's take a look at just how much more money you're looking at. individuals making $100,000 to $125,000 may see their tax rate go up slightly from 4.75% to 5%. you can see if you take a look down that list, there are increases that correspond denied with the higher gross incomes -- correspond with the higher gross incomes. let's take a look at households, those people filing jointly earning $150,000 to $175,000, they will see a slight increase to 5%. and then of course the math continues up the bracket. the more money you make, the higher the taxes of course. in order to get the budget passed there three days, there will be no discussion of the proposed casino in prince george's county national harbor. however, we're told the governor has asked leaders to

put together a commission that could lead to a second special session later this summer specifically to discuss the casino issue. but for this session, the governor is calling for a balanced budget that includes $600 million in spending cuts [ inaudible ] a cuts only approach would raise college tuition on working families and make it harder for our people to learn in order to earn. >> reporter: so we're talking about cuts, higher taxes. however, there is some good news and i'll have that for you coming up at 6:30. back to you. >> we'll be looking forward to hearing the good news about this story. thank you, delia goncalves reporting from our satellite center this morning. across the potomac, virginia's governor is also talking taxes. republican bob mcdonnell tells the soargted press he's consider -- associated press

he's considering overhauling virginia's tax system next year. among the changes he's considering? lowering the state tax but expanding it to cover more things and he may also tie gas taxes to inflation rather than the flat tax in place now. the governor says virginia's tax code were written at a time when the state was made up of farmers. we've learned the name of a man killed in a motorcycle crash over the weekend. 51-year-old henry thorpes, jr. killed. it happened west of branch avenue in clinton. no one else was hurt in this. the crash is still under investigation. this afternoon prince george's county will not be giving out tickets. instead they'll be giving out dollar bills. it's called bucks for buckling up. drivers spotted wearing their seat belt will get a greenback for staying safe. people spotted not wearing their seat belts will get a warning and a legislature about safety -- and a lecture about

there's a voluntary evacuation order currently in place. the prototype space shuttle enterprise is moving closer to its new home now. it was taken off the back of a 747 sunday morning. it will eventually be moved to the intrepid museum. enterprise was housed at the center here before it was moved to new york last month. a lot has been made about opposition among african- americans. >> no more is this issue being played out than in maryland. terrell brown takes a closer look. >> reporter: when maryland's governor martin o'malley signed the bill to legalize same-sex marriage in maryland, michele stood behind it. you in the picture? >> yes, indeed. >> reporter: she and tracy taylor, her partner of 20 years plan to marry in their home state when it becomes legal in january. >> if something was to happen to me, i would want tracy to be

able to colectomy death benefits, be able to carry out my last will. >> reporter: but now they face a problem. opponents of the law are collecting signatures trying to get a referendum on the november ballot to overturn it before it takes effect. so far 30 states have amended their constitutions to ban same- sex marriage. in maryland some of the strongest opposition to the law has come from the black community, about 30% of the population. >> god said that in every home there needs to be a representation of his glory to manhood and femininity. >> reporter: pastor harry jackson believes same-sex marriage undercuts the strength of family traditions. >> black families in general are on life support. and the confusion of definitions and all of that, i think it will traumatize the

weeks. three executives could step down, including its chief investment officer as soon as today. c.e.o. jamie dimon publicly apologized over the weekend for ignoring warning signs about the complex trades the company was making. he also looked to reassure investors that the company is stable. >> i don't want to put in perspective. the company is going to earn a lot of money this quarter. it's a very strong company. we made a terrible egregious mistake. there's almost no excuse for it. >> the losses came from an investment strategy the company used complicated bets to hedge against other investments in theory to lower the company's risk level. the massive loss is reinvigorating calls for stronger regulation on wall street. the vockler rule part of the 2010 overhaul to crack down on risky investments but is not the law of the land just yet. some banks are lobbying to have it repealed. >> we've got to be very, very careful that the regulators

here are not undermined by this huge effort to weaken the rule by putting in a huge loophole which is called portfolio hedging. >> i think we need to make sure we have all the facts and before we jump to any conclusions about the need for greater and further regulation. >> jamie dimon will face shareholders at the company's annual meeting tomorrow. the stock got hammered on friday. likely obviously to face a lot questions about these bets themselves and we're also hearing renewed efforts to reduce c.e.o. and executive salaries. pay for play sort of in the wake of this. >> it will be interesting if this is just going to be the public relations ploy of getting these people out the door or if they'll look into the math and figure out how and why this actually happened. >> a lot of people are saying ina drew, the woman who is the chief investment officer for jpmorgan, one of the top women on wall street. she was very close to jamie dimon.

$100,000. be prepared to pay higher taxes coming up soon. but there is some good news starting first with gambling. the discussion on a possible sixth maryland casino will take place. however, not this time around. during a second special session later this summer. also off the table for now, the proposed gas tax and sales tax increase. that's good news. however, on the flip side a proposed tax on cigars and other tobacco products other than cigarettes could increase from 15% to 70%. the governor is calling for $600 million in spending cuts though he says here's the good news, those measures will keep maryland's aaa bond rating, secure its rainy day fund, make education affordable and continue job growth. >> the past five years it has been a proven fortunately la for moving our state -- formula for moving our state forward.
