shortly. some of the rain is on the hefty side. we start with a look at the day planner on this tuesday. a little hazy out there. we've got some light rain at reagan national. we'll see peeks of sunshine at times with low 70s by noon. upper 70s for highs for most of us. some of the showers and storms while we'll have breaks, some that formulate other could have some hefty downpours as well. here's a look at the regional radars. not much going on west of us but it's right on top of us where we're seeing the moderate to heavy rain band coming from fredricksburg up and down the i- 95 corridor. you get west of leesburg, there's not too much to tell you out west of route 15. let's look up into howard, montgomery counties coming down from 95 through columbia. also from fairfax down 95 right toward quantico into fredricksburg, into charles county now. this is going to head into prince george's county. east of town while it may be quieter, heavy rains are going to be moving in the next hour. 67 in d.c. right now to 63 in leesburg. and 66 in cambridge.

this afternoon highs upper 70s. monika 5:00 a.m. wet roads, not good. >> not good. in fact, we're beginning to see the effects of the rain and the wet road conditions. an accident, this one just in on the northbound side of i-95 in virginia near the harbor. it's blocking the two right lanes northbound on i-95 near route 610 so be aware of that. i'll keep you posted on that information as -- on that situation as the information comes in. on the northbound side of i- 395, we've had this police activity north of duke street for a while. we'll take a live look and see if it's still there. it is on the right showedder. the only good news -- shoulder. the only good news for commuters is it's early and the volumes are light. you want to scoot over to the left and give them the space they need. we'll go back over to the maps and this time to the north side of town. bw parkway, route 50 fine through cheverly. route 4 pennsylvania avenue nice and light. in my next report we'll go over to 270 at 5:09. >> thank you, monika.

harry thomas, jr. was sentenced to more than three years in prison earlier this month. thomas admitted stealing money from a fund for youth sports programs. >> voters in ward five will pick his replacement. delia goncalves is live in northeast. she has a preview today of what's going o. good morning, delia. >> reporter: good morning, mike, andrea. let's hope the rain doesn't deter folks from heading out to cast their ballots. at many of the presipghts in the ward. -- precincts in the ward. analysts are predicting there will be a low voter turnout. but as you can see plenty of campaign signs to draw those voters in. the ward has been deeply divided since the harry thomas, jr. corruption scandal exploded. the thomas family carries a major influence in this area. his late father served as a long-time -- long time council member. while there are still many loyals, there are a lot of folks taking this as an opportunity for change, including 28-year-old delano hunter who ran against thomas

in 2010. if elected he would be the youngest official in office. while kathy henderson has a long record as a commissioner. both say time for transparency in government is now. >> i could be an independent voice. i know who to answer to. that's the residents of the ward. i never served at pleasure of the council or the mayor so that gives me a level of independence that i think is above of the other competitors. >> we're seeing machine politics at its worst. citizens need someone that can go down to the wilson building that they can depend on, that they can trust that has a proven record of accomplishment. >> reporter: whoever is elected will serve the rest of harry thomas' jr.'s sterm -- thomas jr.'s term and that is till 2014. there are a total of 11 candidates running for this seat in ward five. you can take a look at our website wusa9.com for a complete profile on all the candidates and a list as to where you can vote a little

later today. you can just look up special election. coming up at 5:30, though, you want to tune in. we have the one republican in a race who also wears the label as westing blower. -- whistle blower. we'll have that coming up in a half-hour. >> thank you, delia goncalves. d.c. police are investigating a late night shooting involving at least one of their own officers. the shooting happened just before 11:00 p.m. in southeast in the 4200 block of 6th street. officers shot and killed a man according to twitter feeds. the suspect did have a gun. six armed robberies in less than 48 hours. police in prince george's county believe the same two crooks targeted businesses in a weekend crime spree. now they've released some surveillance video of hopes of catching the gunmen. this started friday night at a shell station on annapolis road in bowie. investigators say the bandits wore masks. they had semiautomatic weapons with them and used a newer model gray dodge charger as

their getaway car. police in fredricksburg, virginia are looking for an accused child rapist. jonathan rodriguez arzuaga is charged with rape of a victim under the age of 13, forcible sodomy after incidents at a fredricksburg home. he's 5'8", about 175 pounds with pierced ears and a pierced eyebrow. take a look at this picture on the screen. police hope to hear from anyone with information on his whereabouts. virginia's republican- controlled house of delegates has voted down some budget amendments offered by the republican governor bob mcdonnell. one rejected proposal would end up costing state workers a 3% bonus later this year. the house also refused to withhold state funding for the metropolitan washington airports authority. governor mcdonnell wanted to hold the money until virginia was given seven seats on the governing board. time for the latest your money report of the morning. >> headline time. jessica is here.

good morning, jess. >> good morning to both you. fingers crossed about our economic data that is coming out this morning hoping for something really strong here in the u.s. to distract investors from the problem going on in greece. wall street hit the skids yet again yesterday. global markets are trading lower yet again today. the reason why? greece is raising the odds that the country might back out of its bailout agreement and possibly the our row and hope -- your row and hopefully the numbers on retail sales looks pretty good. the dow dropped another 125 points in trading yesterday. nasdaq gave back 31 points and the s&p 500 was down by 15. daily deal site groupion has reported -- groupon has reported its first operating profit. after jumping 19% -- the shares jumping 19%. overall losses were smaller than expected as more people

bought deals using their smartphone. g.m. no longer wears the crown as the world's largest automaker. toyota has reclaimed the top spot. they sold 2.9 million vehicles in the first quarter. g.m., though, doing pretty well. >> what do you have in the next half-hour? >> facebook's ipo. should you buy into this frenzy we're expecting on friday? we'll take a look at both sides of the argument. >> should regular sc h.m.o.s do that? >> we'll tell you that in a minute. the judge at the john edwards trial limits some testimony. that story coming up. the rain we've got here is causing more serious problems to the south. >> after this overnight launch, the population of the space station will double by the end

a full look at doppler 9hd in a few minutes. let's find out about the wet roads and the morning commute. to separate accidents in virginia on the northbound side of 95 after route 610 near akwai ya -- aquai harbor. i'll have more coming up at 5:17. making news now at 5:10, we may have some nuisance rain around here. but parts of north carolina are dealing with flash flooding. some places got more than four inches of rain. farmers are trying to salvage flooded out fields while police have been forced to shut down some roads. a setback for the defense in the john edwards trial. one of his witnesses scott thomas, the former head of the federal election commission who believes the money edwards used to hide his mistress did not qualify as a campaign contribution. however, the judge ruled that thomas will not be able to offer that opinion in front of jurors. an american and two russian astronauts are on their way to the international space

good morning. welcome back to 9news now. 5:14. howard just gave us the update. pouring in spots. >> especially heavy rains down 395. that's coming up toward d.c. this is going to slow you down this morning. on a sunny day, a clear day, we've got some heavy traffic. you throw in heavy rain in spots, that's really going to slow you down. i think you need some extra time for those commutes. this afternoon we could see a few more showers and storms. we'll get a look at the bus stop forecast. we have scattered showers, heavy downpours although west of town, you get west of 15, 29, not much going on. this batch of heavy rain right over the metro region. scattered showers, 60s for the most part. sunrise at 5:55. we'll see that area of heavy rain kind of move through over the next couple of hours. 9:00 69. there may be a lingering shower here and there. what we're going to get into

this afternoon, some peeks of sunshine, slow 70s by noon but that could be enough heat with the humidity around to bubble up heavy showers and storms at times. temperatures in the upper 70s to near 80. here's the big picture. you can see the area of rain that's coming through now. even a little lightning showing up here not far from lorton and alexandria a little bit earlier and also down in the northern neck. this whole area is lifting to the northeast. it's going to be the worst probably the next couple of hours. this is what i'm talking about west of town. all is quiet but as we zoom in, we'll see the radars. when you see the yellows, the oranges, the reds, those are the heavier rains. heavy rains up and down i-95. we are getting in toward the rush hour. we'll go into montgomery county. southern montgomery around rockville through howard, west side of baltimore getting hit hard. columbia going down 29, you'll run into heavy rain at spots. the heaviest rain just west of

395 headed right up to arrestington and d.c. -- to arlington and d.c. and on the east side through springfield, over toward the wilson bridge. heavy downpours there extending into southern prince george's county and charles county. this goes back western fairfax moderate showers. west of quantico, southern fauquier all of this lifting northeast. it's going to be a slow go this morning with the rain and isolated thunder. 64 in bethesda. 65 crofton. it is 66 in baden to our southeast. out west haymarket is 62. we've got 63 in reston as we look outside on our michael & son weather camera. got a little reduced visibility due to lighter rains at reagan national. it is a muggy morning. need a little extra hair spray, right monika santami? she's nodding. this will go through. look at this. by 11:45 it's up to new york. quieter here but in the afternoon we'll bubble up showers and storms. we'll look for to or three

potential round -- two or three potential rounds of showers. the nats may get that game in at 1:05. 78 and muggy. showers now. more showers and storms later. tonight in the 60s with 83 tomorrow. chance of an afternoon storm. thursday we get nice. thursday, friday, saturday, sunday into monday partly to mostly sunny, highs mainly in the 70s. let's go to monika now. it's 5:17. talking about the heavy rains earlier. we're going to show it to you live on the northbound side of 395. look at that. it is pouring on 395. the length leaving the beltway to the 14th street bridge, even though it's early, i still think you should head out the door and give yourself the extra time. you'll need to deal with this. it's going to affect your rush hour commute for sure. the accident that was here has been cleared. let's go over to the maps. on the the beltway itself we have no major incidents to report but on the northbound side of i-95 i just got off the phone with virginia state police. they tell me there were two separate accidents right here near route 610 and aquia

harbor. everything is on the right side of the road. right lane is affected but look at all the heavy traffic already trying to get past that you'll need to stay to the left to get around it. once you're beyond that you're okay into woodbridge and -- dale city to woodbridge and toward the 14th street bridge. just the rain affecting your drive. let's go back over to a live picture if you're planning to head over here on the beltway or heading to the beltway in springfield. over to the maps again, no problems to report on the bw parkway, 95. we'll take a live look on route 50 in landover inside the beltway. heavy and steady. coming up in my next report, an update on area roads at 5:24. this year's national rookie phenom goes yard for the first time in the majors. highlights coming up. >> he took over in an early slump in an early part of the season but despite leading the capitals to the playoffs, the coach is not coming back next year. >> here's a look at the question of the day. >> two out of five 911 calls happen because of this.

adds to it. first career major league home run. it's 4-1 nats but the injury buzz bites again. behind the plate, called up to replace the injured wilson ramos gets bowled over. his right ankle bends awkwardly from underneath him. he's on the disabled list with a sprained ampgle making it number 12 -- ankle making it number 12. the nats hold on to beat san diego 8-5. yesterday dale hunter announced that he is leaving the capitals. hunter will rejoin his family in london, ontario, where he co- owns a junior hockey team with his brother. hunter's return to d.c. was met with a lot of fanfare back in november. he's one of just four caps players to have his number hanging from the raptors. but despite the success and the changes that he brought to this locker room, he said his heart was with his family. >> when i retired as a hockey player, i had to retire because

good morning. welcome back to 9news now. i'm andrea roane. i feel so bad for her. allergies are just leveling andrea this morning. good morning. i'm mike hydeck. thanks for joining us. >> you still look great. >> those who look good feel good. >> keeping tissues close at hand. good morning, monika. >> good morning. >> mr. bernstein. >> good morning. i hope to clear out the allergens for you the next day or to before the molds kick in. let's talk about this morning. we have the rain. some of it heavy are slow you down this morning. we have a lot of rain to deal with right over the metro. 69 by 9:00. by noon 72. then this afternoon up into the upper 70s and with the low level moisture and the sunshine or the peeks of it, we'll pop some heavier showers, maybe thunderstorms as well. here's a look at the regional radars. everything is moving north and east but it's right on top of us now. you can see west of town toward shenandoah valley, rest of route 15 pretty quiet.

but here in the metro, it is really coming down in buckets from areas in arlington down to around national airport. right down the river into charles county, down 95 into fairfax. but you get to loudoun, upper montgomery west, things are quieting down. it's not been so bad in prince william county yet. 62 lease burke. we're 67 goes to the upper 70s. 5:29. monika, slow riding. i think you this just head out the door a few minutes early. give yourself the extra time. you're going to need to deal with heavy downpours as howard has been talking b. the beltway itself is incident free but the roads are wet. we'll zoom in on the northbound side of i-95 keeping you updated on this accident. virginia state police tell me it's two separate accidents near aquia harbor. right side of the roadway is affected. you see the red meaning it's

very slow and heavy. further north on 95 we'll show what you it looks like on the traffic land camera near the rest area is fine. let's go further north over into springfield northbound 95. you can see how heavy it is already either exiting to the beltway or continuing north to 395. taking another look at our maps right now if you're planning to head over in from the west dulles toll road and 66 you're incident free. a live look at the american legion bridge. no issues on the west side of town. in my next report, we'll take a look on the north side at 5:39. >> thank you, monika. today the maryland state senate is expected to give final approval to a tax hike. protesters both for and against the hike are making their voices heard at the state capitol in annapolis. the tax increase proposed by democratic leaders ranges from one-quarter to three-quarters of a percent and it applies only to household incomes of $150,000 or more a year. senate democrats say it's a better solution than the so- called doomsday budget with its

large across-the-board cuts. it's a great state, great country. >> i think it's very bad for working families. i think it's bad for job creation and i think it sends the wrong message for people who want to come here. we want maryland a state where people want to be here. tax increases make it tough to do. >> the senate is expected to give final approval to that tax hike plan today. then the measure will go on to the house. just two weeks after harry thomas, jr. was sentenced to jail for stealing from city taxpayers, those he was sworn to serve are choosing his replacement. one candidate is the man responsible for uncovering the ruption. delia goncalves is live at one ever the polling places with more on the whistle blower running in the race. good morning. >> reporter: good morning, andrea. it is election day here in ward five for the special election to replace harry thomas, jr. let's hope this rain which is coming down pretty heavily as you can see right now will not deter folks and keep them at home. you know, it's been for years

since harry thomas, jr. was first outed by the one republican in a field of 11 candidates now vying to replace him in the council. it was tim day in fact who first raised questions about fund raising for harry thomas, jr.'s youth baseball league. we now know thomas later admitted to stealing more than $350,000 from that youth organization. the tax accountant ran against thomas in 2010. he's hoping that his label as whistle blower will urge residents fed up with scandal in local governments to vote him in office. >> since that time till today, so to years, i have continued to work on corruption and not just outing people but about flaws in the system and positive corrective actions. >> reporter: there is not front- runner in this race, another young person in the race who ran against thomas in 2010. we made numerous attempts to

reach out to him and his folks on his campaign in order to do a profile only and be a part of this story. however, we never received a phone call back. but you can log on to our website wusa9.com for a full list of all the candidates and you'll get a profile of each candidate there as well. you can just look up special election on that website. we're told by the d.c. board of elections and ethics more than 2200 residents have cast their ballots already in early absentee voting for ward five. the polls open at 7:00 a.m. and close tonight at 8:00. andrea, back to you. >> thank you, delia. mitt romney expects to pick up a few more delegates today with presidential primaries in nebraska and oregon. the latest polling numbers look good for the presumptive republican nominee's fall matchup with president obama. according to a cbs news "new york times" poll conducted may 11 through the 13th, 46% of registered voters say they would vote for romney while only 43% say they would vote

for the president. that 3 percentage point difference is within the poll's margin of error. today and tomorrow in charlottesville, the media and others will be allowed to view the evidence from the uva lacrosse murder trial. in february a jury found george hiewgley of -- huguely of chevy chase guilty of second-degree murder in the beating death of his girlfriend. yeardley love was found dead in her apartment may 2010. the evidence includes an hour long police interrogation of huguely. the dulles corridor rail association is urging progress in the metro silver line project to the airport. the group sent a letter to the metropolitan washington airport's authorities urging them to drop language that would require union labor to be hired for the second phase of the project. it also wants to explore new funding sources to try and keep the tolls from skyrocketing. it is 5:34, money time.

>> jessica doyle is back with all the excitement over facebook's ipo. so the questions we have, should we jump in and can we afford to jump in. >> the facebook frenzy. you're caught up in it as well. we may be logging on to facebook every single day but the question should we be adding the stock to our personal port knoll crows. here's what you need to -- portfolios. here's what you need to know about the largest stock offerings in history slated for friday. >> reporter: there's a ton of buzz about facebook's ipo but just because 900 million plus people vlogged on to this social network, should you try to jump in on the fledgling stock? if you're a facebook insider or a big money trader, buying shares before they hit the public market is a no brainer. >> it's going to rocket on the first day and that will be an automatic gain. >> reporter: if you're like the rest of us, some argue you may want to watch this stock offering from the sidelines. >> do not buy on the first day. one strategy is to actually wait up to six months for the so -- when the so-called lockup

trade expires. >> reporter: that means insiders can finally cash in on their shares. when they're allowed to sell the theory goes the price will likely drop some would giving smaller investors an opportunity to cash in too. >> to value annual investment you have to understand how the company makes its money. in facebook's case, 85% of its sales come from these ads that they sell alongside your social network. critics say many users don't even see that they're there and there's -- they're certainly not clicking on them. >> reporter: then there's that little problem of a growth company not actually growing its profits. >> its first quarter earnings actually fell 12%. granted a lot of that was because of the higher expenses. >> reporter: on the bright side higher expenses are a sign of a more mature company. pair that with facebook's c.e.o. mark zuckerberg's fresh face world view on display in the official video pitch for the stock offering. >> we think people's lives are going to be better and really that the whole world will function better when there's

more information and understanding out there. >> reporter: a message of social connection that's hard not to like. >> one other advantage to waiting six months or longer to buy shares of fb, you'll get a look at a couple quarters of earnings. that way you'll know if the stock is too expensive or a good buy for you. at the offering price, the price to earnings ratio that you're paying is 60 or 70 depending on what this ipo actually prices at. generally good buys are in the 20s, maybe the 30s. so this is a very, very expensive stock if you can even get in on the ipo price in the first place, which most of us are not able to do. >> overvalued. looks like you he can't shave. >> he has that baby face. he's young and he's got the baby face. >> and he's got the money. >> and brilliant.

miles. the area's population usually jumps at the start of memorial day weekend. the government star witness in this second roger clemens steroid trial is expected to take the stand again today. brian mcthatee told -- mcnamee told jurors yesterday he first gave clemens steroids in 1998 when they were working for the toronto blue jays. clemens is charged with lying to congress when he said in 2008 he never used performance enhancing drugs. it's one more insult on top of the many injuries inflicted by breast cancer when a doctor tells a patient she can't take a shower or a bath for two to three weeks after surgery. but lisa helped fix that she's the inventer of the shower shirt. we welcome you. good morning. >> thank you very much for having me. >> you developed this out of necessity. you are a breast cancer survivor. >> yes, i am. i was diagnosed with breast cancer in 2009 and within a couple of weeks of my diagnosis, i had undergone a bilateral mass massachusetts

ticket my -- i asked when i could shower and he said you can't shower until the surgery drains are removed. i asked why. he said in essence what comes out of the faucet is not sterile and showering can cause an increased chance of infection because of the water. >> you don't want the water to get in. so otherwise people usually wrap themselves up if they desperately needed shower. you even tried something very unusual. >> i did. i went home. i had gone home after speaking with the physician and started doing searches online. nothing existed. i called a couple of people and said what did you use? they said we used a trash bag. it doesn't work well but it's your only option. so i got in the shower with a trash bag and i kept thinking women have been going through mastectomys in this country for 70 years. why isn't there a product to protect me. so that became my product. to use a water resistant product for future cancer

patients. >> this is the finished product. >> we created the shower shirt. it's an antimight be croabial water resistant -- antimicrobial water resistant product. the most important aspect is the inside. as i mentioned you have these drain tubes that come out of the chest down to the knees. so we created pockets to protect those. the shower shirt not only protects the drain sites but supports the weight of the bulbs. in essence i view this as almost like a service, more of a service than that of a product. if women can shower, they will feel better physically. psychologically and emotionally. >> making the road to recovery even faster. how expensive is something like this? >> we retail it for $85. we have retail distributors across the u.s. and wal- mart.com has also picked it up.
