camera with the raindrops on the lens. still kind of dark even though the sun came up about five minutes ago. a lot of low clouds and rain out there. temperatures this morning in the mid-60s. low 70s by noon with upper 70s to maybe 80. we'll get peaks of sunshine with all the low level moisture around. we could have a couple more showers and storms in spots as we go throughout the afternoon hours. some of those could be hefty. look at this on the regional radars. the heavy rains now pulling away from fredricksburg and richmond. east of town, this is where you guys are going to get hit the hardest here. parts ever the northern neck and southern maryland as well. i wanted to show you west of fairfax things start to quiet down, especially loudoun county and fauquier county. from southern montgomery, howard, right through the metro down into areas in prince george's county and charles county. a little lightning showing up now also. so we have heavy rains that are going to slow you down. your temperatures this morning are on the warm side. it's in the 60s but very muggy. could be a few more storms later on. those could be hefty as well.

6:00 a.m. monika santami. we talked about the rain and the slowdown. we've been telling people all morning long give yourself extra time because i definitely think you're going to need it. on the northbound side of 395 an issue right here near the pentagon. we'll take a live look on ourvs. dot camera and show you all the slow traffic trying to get past. there was a disabled vehicle blocking a couple of lanes for a bit. be aware of that as you head northbound on 395 plus the wet road conditions as well. back over to the maps. this time over to the inbound side of i-66. an accident before route 123. also blocking a lane. we'll take a live look on our traffic camera here on the inbound side. this is showing that traffic is moving much better at route 123, the accident before 123 blocking a couple of lanes as well inbound . /-66. coming up in my next report, we'll take a look at the two areas again at 6:12. at the top of the hour, we want to get to some of the stories happening today that we'll be following for you.

the montgomery county council takes up the issue of ambulance fees. county executive ike leggett has renewed his push as a way to make ends meet. it was rejected by voters in 2010 and last week a council committee recommended against it as well. metro opens its first bike and ride facility. it's at the college park station on the greenline just off route 1 and near the maryland campus. the enclosed facility has space for a hundred bicycles. the ribbon cutting is set for 10:00 this morning. we'll get a look at new design plans for the memorial to uponnor president -- honor president dwight d. eisenhower. also today, the maryland senate is going to vote on a budget aimed at avoiding the so- called doomsday scenario. >> to avoid half a billion dollars in cuts, lawmakers will hike income taxes on people who make six figures. >> we told but this yesterday. the hikes are on income taxes

on individuals making more than $100,000 a year. and couples making more than $150,000. it also hikes taxes on cigars and smokeless tobacco products. the special session kicked off yesterday in annapolis. democrats appear to have the votes to get this through. that doesn't mean republicans like it. >> there's only 16% of the marylanders are going to asked to be pay a little bit more and they were the ones hurt the least during the recessionary period. >> the budget if it's approved by the senate, then it goes to the house of delegates. now to the district where in less than an hour voters in ward five will be going to the polls this morning. >> they will pick a new city council to replace harry thomas, jr. this morning we're introducing you to the candidates. >> delia goncalves has a preview of today's special election. >> reporter: let's hope the rain doesn't deter folks from heading out to the polls. the polls open today at 7:00 a.m., just a short time away. analysts predict a very low

voter turnout. but as you can see, folks have been canvassing hard. there are 11 candidates in this race and they have their campaign signs here urging folks to head out and cast their ballots and head to the polls. the ward has been deeply divided since the harry thomas, jr. corruption scandal exploded. the thomas family has a huge influence in the area. while many are loyal, there are a number of folks taking this as an opportunity for change, including 28-year-old delano hunter who ran against thomas in 2010. he would be the youngest elected official in office while kathy henderson has been around for a while. she has a long record as an anc commissioner. >> in my first two months in office if elected, i plan to take an assessment of every ward five neighborhood, take a look at the sidewalks, take a look at the street lights. do we need to plant some new trees. do we need to upgrade the street lighting. those types of quality of life issues that actually lead to lower crime.

to open fire on this man. so far no one has told us. across town members of the guardian angels are patrolling the streets there. they are taking to the streets around 14th and w in northwest in the cardoza neighborhood. eight in response to a man being attacked near a condominum building next week. we're told they'll be focusing on the alleys in the surrounding areas. 6:06. jessica doyle is watching your money and the latest mess on wall street. >> it's circle the wagons time at jpmorgan chase because they are going in front of shareholders. >> this is going to be a very big day for jpmorgan chase. we had that add miss last week that the company -- admission last week that the company lost about $2 billion in just six weeks and investors looking for answers at this morning's shareholders meeting. the company is already closing rarpgs around jail -- ranks around jamie dimon to protect him ahead of the meeting. the chief investment officer stepped down after 30 years

with jpmorgan. at the conference in florida, dimon is expected to apologize again for the trading mistakes. the bank expects to defeat a shareholder move to name an independence chairman which is aimed at stripping dimon of that role. this weekend we also saw yahoo's c.e.o. give up his job after a scandal revealing an inaccurate item on his resume. he won't be getting a severance package. he will keep a $1.5 million bonus and restricted stock valued at $5.5 million. nice work for four months. cell phone scos are doing a -- companies are doing a better job. a new study finds improvement in customer satisfaction at sprint nextel and at&t narrowing the gap among the big four wireless carriers. now they're basically dead even in terms of pleasing subscribers. this of course a big win for at&t. last year it clearly trailed the pack while sprint and verizon led. at&t still last but they're all really, really close within

that margin of error and customer satisfaction survey. things that customers are saying, they're still having spotty coverage problems but in terms of customer support, they've changed the website. they find that a lot more accessible as a user. >> that makes sense. >> they're working on it. >> appreciate it. new at 6:00 a.m., the list is out of the most endangered rivers in america and the potomac is at number one. this list is put out by the environmental group american rivers. it says the potomac is threatened by agriculture and urban pollution that will only get worse if congress decides to roll back national clean water protections. the potomac stretches from west virginia to the chesapeake. the other rivers on the endangered list, the green river out west, the chattahoochee river in georgia and the missouri river and hoback river in wyoming. some health advice for the ladies. >> for ladies tired of

we have temps in the 60s. sun came up 20 minutes ago and sets about 8:10 this evening. we may see peeks of sun today. eight good and bad. it will boost temperatures to the 70s but the more sun we see, the less stable the atmosphere will be and the stronger some storms could pop this afternoon. we've been watching this area of rain this morning. there's even been a couple of flashes of lightning east of town. you're going to see the moderate to heavy rains stretching from i-83 down through baltimore and down here into charles county now. but west of town, lighter greens. if fact, nothing showing up in loudoun county now and upper montgomery county. but here it is, prince george's county down 301. we just saw it by route 5 going into western charles county. some moderate to occasionally heavy rain still in howard county near clarksville, columbia. look at bowie toward woodmoore. route 301, 495 on the beltway, lots of slow traffic coming

down bw parkway as well. upper marlboro, this is just to your north where the heaviest rains are. this goes back from national airport down to the eastern fairfax county, southern fairfax county and again into western charms south of marberry. this is headed up in your direction toward 210 and st. mary's and calvert county. you've got some rain on the way. as much as an inch and a half reported since yesterday. 63 in reston this morning and leesburg. it's 64 up in gaithersburg. 65 for springfield and 65 also in columbia. and outside on our michael & son weather camera, we have the raindrops. you can see it dripping off the lens there. still kind of dark w-6 6 degrees and the humidity way -- with dark 66 degrees with the humidity way up. the showers this morning quickly race away. some would of a lull midday. maybe sunny breaks and then we're going to scatter up some showers and storms for the afternoon and evening. some of those could have heavy downpours as well. 78 today. more storms later. tonight we're in the 60s for

out but not without affecting the commute, not in a good way either. 65 degrees right now. good morning. thank you for starting your tuesday with us. i'm andrea roane. i'm mike hydeck. boy, did we have serious rain as we started this morning. let's check in with howard bernstein live on the weather terrace to check out things are. good morning. >> good morning, mike. still raining out here but not as heavily as it was 30, 40 minutes ago as the heaviest rain now is generally east of i- 95. we start you out with a look outside on the day planner. you can see we still have some raindrops hitting the lens over toward our shot of the capitol with temperatures running in the mid-60s. we will see a few sunny breaks today. that will get us into the upper 70s but also the more sun, the more showers and storms that will pop and some of those could be on the hefty side as well. looking at the doppler radar, you see everything pulling to the north and east with the heavier stuff across areas in southern maryland from charles county into prince george's county. heavier showers also still coming up from lorton, up 95 into the district.

we'll see this again pull out in the next one to two hours. let's go inside to monika santami. she has time saver traffic and the rain has really messed up the commute. >> it really has since early this morning. i come in super early and it was slow for me because of the rain. just got word of an accident in springfield just under the sign here. it's on the ramp from southbound 495 to get you on to the southbound side of i-95. you want to be aware of that and authorities are just headed out there in spring field. we'll zoom in to the north side of town. you have the slow traffic on the outer loop with the wet roads into silver spring but the lanes are open. we'll take a live look at university boulevard and show what you it looks like. again this is pretty much continuous leaving the 95 interchange heading westbound on 495 toward silver spring before the pace improves. let's go back over to the maps this time 270 southbound. you'll be going about 23 miles an hour right through urbana before the pace improves past route 80 and 121. then we'll take a live look outside here at falls road southbound on 270 and again

about what's behind the labor dispute and whether we should be concerned about summer travel plans. that's all ahead. it is 6:33. we focus now on the presidential campaign. there are primaries in oregon and nebraska. only the one in oregon will award delegates. 28 are at stake. mitt romney at 973 delegates. 1,144 are needed to clinch the nomination. the last republican challenger to mitt romney is effectively basically ending his campaign. texas congressman ron paul says he's not going to spend any more money running for president. he's just about out of it. he captured 104 delegates but never finished higher than second in any of the primaries. president obama was on the campaign trail in new york. he attended a fund-raiser hosted by ricky martin in the leadership council. the event came less than a week after the president first announced his support for same-

sex marriage. tickets for the event began at $5,000 each. closer to home it is election day in the district's ward five. >> voters are picking a new city counselor and former councilman harry thomas, jr. resigned and pled guilty to corruption charges. >> delia goncalves has more on the candidates. >> reporter: it has been two years since harry thomas, jr. was first outed by tim day, the one republican in the field of 11 candidates now hoping to replace him on the city council representing ward five. it was tim day who first raised questions about fund raising for harry thomas, jr.'s youth baseball league team thomas. we now know it took some time but thomas eventually admitted to stealing more than $350,000 from taxpayers. the tax accountant ran against thomas in 2010. he's honing his label as whistle blower will urge residents to vote him in office. >> we have to let them know i'm

knife and stabbed philip in the chest. he died a short time later. while you slept conservative republicans in richmond went against governor bob mcdonnell blocking an openly gay prosecutor from becoming a judge in richmond. she shore 18 votes short. governor bob mcdonnell pushed for the appointment saying his career and not his personal life is what should be considered. good news when it comes to the future of metro's silver line. virginia's house of delegates rejected an effort to cut funding for that project. governor bob mcdonnell wanted to with hold money unless the commonwealth got to more seats on the airport's authority board. that agency is building the citizens toward dulles airport. jessica doyle is watching your money. >> taking stock in facebook. the ipo, here it is. >> the facebook frenzy is

ramping up as we march closer to friday's ipo. the latest news here, the price that insiders will be able to buy their shares at just got more expensive. this has consequences for everybody else interested in buying shares. the company has raised its price range to $34 to $38 a share, up from the original range of $28 for $35. shares are already expected to rocket on the first day of trading. and this price hike will add more fuel to that fire. just in case investors weren't excited enough about this ipo, now there's word that americans are spending more time on facebook on their phones and on computers. and mobile is a big emerging revenue source for facebook. in the meantime a facebook co-founder is untrending the u.s. the move is expected to save ed dar dough saverin in millions. he was born in brazil, became a u.s. citizen in 1998 but has lived in sing more since 2 --
