be back in annapolis to debate the expension of gambling here in maryland. at the state house, scott broom, 9news now. >> the d.c. council unanimously passed each budget for the fiscal year 2013. mayor vincent gray says the council's version is close to the one he proposed. an update for you on some of that breaking news we had in our last hour. southbound lanes of i-270 back open once again. they had been closed down just before tuckerman lane. there was an accident. as you can see, everything now is clean and green and things are moving smoothly. the ceo of jp morgan chase survived an effort to strip him of chairman of the board. at today's meeting, jamie dimon won an endorsement of his pay package, which totaled $23 million. today's meeting comes just five days after dimon revealed the bank suffered a $2 billion trading loss. most of the shareholder ballots

were cast in the weeks before he made that announcement. >> we do what we always do, admit our mistakes, learn from them, and fix them. >> cbs news learned that justice department opened a preliminary inquiry to figure out if they broke any federal laws while making the trade that led to that big loss. >> tonight, police in arlington are looking for the man who may have attacked two women. the attack happened an hour apart last friday night >> reporter: i'm bruce leshan in arlington. friday night, thousands of people enjoying the night life, two women head home alone around midnight and a man is hunting them. what the women remember is the terrifying man's black gloves reaching out to grab them. the first victim had punched in the code to open her garage when she sensed someone right

behind her. >> frightens her, she attempted to close the garage door, suspect runs up, put his gloved hand on the censer of the garage door, she is visibly shaken, runs inside, locks the door, calls police. >> reporter: frustrated, the same man may have attacked another woman. just over an hour after the first attack. >> tried to cover her mouth at the scene. gloved hand, and was sexually assaulting her. >> police say arlington still clearly a safe police, but they are urging women not to walk home alone. walk in pairs and take your cell phone with you. be aware of your surroundings. in arlington, bruce leshan, 9news now. police arrested these two men after a woman was assaulted in maryfield. investigators say revalino attacked a 50-year-old woman behind a school along gallows

road. they are charged with rape. a local bartender is recovering tonight from several stabbings after stepping in during a purse natching earlier this month. the good samaritan unknowingly risked his life for a stranger, but he now faces huge medical bills because he didn't have any insurance. >> so you can see i have one here, here, and there's three here. and two on the back. one in my groin. >> mike boone shows the eight stab wounds he is recovering from. >> they are painful, but healing really well. >> boone who is a bartender was off the night he offered to walk a woman he had just met home. >> all the guys, somebody walks somebody home there every night. >> it was after last call when the two walked down the block and turned on to 15 in the southeast d.c. neighborhood. boone says the guy jumped out, grabbed the woman's purse and boone grabbed the purse back, attacked the guy and they were

wrestling right here on the ground. >> before i knew it, he had gotten up and was running away. i lifted up my shirt and realized that i was gushing from multiple places. >> boone says he didn't know he was getting stabbed with a 6- inch pocket knife. asaid from the eight stabbings, he suffered from a collapsed lung and underwent two surgeries. unable to work and without any health insurance, boone now faces huge medical bills and the tens of thousands of dollars. to help, trusties bar is holding a fundraiser where dozens of businesses are pitching in. >> ask people for help and a lot of local bars donated gift certificates to raffle off. >> boob says he has no regrets. >> when i see someone in need, i'm not going to walk away from it. >> anny hong, 9news now. >> very good. now d.c. police did catch that stabbing suspect because he

dropped his id in the scuffle at the crime scene. giving that controversial ambulance fee a thumb's up. the measure would require insurance companies to reimburse the county for approximately $18 million a year. county executive says none of those costs should be passed along to taxpayers. more than 100d.c. residents protested outside pepco head quarters. higher rates and executive compensation packages. >> we came here today to let pepco know that we are not happy with the $42 million rate hike. we thought we would bring them some. >> the protesters say the salary for pepco's ceo increased by 100% last year, bringing it to more than $7

three health experts at oxford university think they have the key to curbing the obesity epidemic. they are calling for the uk to put a tax on soda. as much as 20%. a quarter of the british population is obese. and estimates suggest that number could jump to 50% in the next 18 years. today is the first day of president for france's new president was eventful, that could be an understatement. he was sworn in this morning and boarded a plane bound for berlin to meet with german chancellor. but his plane had to return to

paris after being hit by lightning. no one was hurt. once he made it to germany, they discussed the european debt crisis and agreed they need to consider every option to turn things around. the federal agency that monitors worker safety has opened an investigation into the illness of a u.s. postal worker in orlando, florida. that worker became sick last year after handling a mysterious package from yemen. the worker suffers from extreme fatigue, trimmers and liver and neurological problems consistent with exposure to something toxic. here's something new from honda. it's called. unicub. the battery powered personal vehicle is controlled when the user shifts his or her weight t. can travel up to 4 miles an hour. honda has no plans to sell it, but the company says this would aparalegal to some on bikes and be useful for employees who work in those large industrial plants. tonight, voters are replacing a disgraced member of the d.c. city council. we'll take a look at today's

40 years ago today, shots rang out at a campaign rally in laurel, maryland. when it was over, democratic presidential candidate, george wallace, was paralyzed. three other people in addition to the alabama governor were also wounded. arthur bremer served 35 years of a 53 year sentence for attempted murder. two primaries on the agenda. 29 delegates are up for grabs in oregon. 35 in nebraska. but most of those nebraska delegates will be chosen at the state convention. the polls will be open until 8:00 tonight in the district's ward 5 for a special election.

voters are filling the seat that used to belong to harry thomas jr. >> >> reporter: this is bruce johnson. throughout ward 5, voters are going to the polls to try and put the harry thomas scandal behind them and select the candidate to take their place. turnout was light with 3,000 ballots cast with the threat of rain promising to keep the afternoon and evening crowds away. ten democrats are vying for the seat, which thomas resigned from after pleading guilty to stealing $353,000 from city youth programs. >> mr. thomas had larceny in his heart when he -- before he was sworn in. >> people are upset to discuss it and turned away. we are trying to bring people back together. i will bring the war together. all sections of this ward because we need some healing. >> there are ten democrats out here today vying to fill harry thomas' seat. that winner will fill out the remainder of his term.

the harder part may be mending all the wounds caused by the scandal. this is bruce johnson reporting for 9news now. >> one candidate in colorado isn't promising a chicken in every pot, but he says writing him in for president is a no brainer. this is mike, the headless chicken. you heard me right, headless chicken. the pride of colorado was an internationally known odd di back in the 1940s when he lived for 18 months without a head. the town still celebrates every year with a festival that happens to be this weekend. the candidacy was announced on a blog that promotes that festival. architects and his design team are proposing changes. this after hearing complaints from the eisenhower family that the original design focuses too much on the 34th president's humble kansas roots rather than his accomplishments. >> the memory of eisenhower deserves the best that we can

deliver to help future generations understand the impact on everything we are as a nation. >> among the proposed changes, replacing large stones with statues, showing eisenhower is a world war ii hero and as president. the commission will vote on the proposed changes at a later date. >> one of the most important waterways in our region. american river says the potomac is the most endangered river in the nation. urban and agricultural pollution threatened the water source for more than 5 million people. the group also says the potomac runs along the capital. efforts to roll back parts of the clean water act would be bad for every river in the nation. >> in texas, neighbors are worried about a huge hole growing by the hour. this drainage ditch near the town of richmond has been expanding for days. it started over the weekend when a storm dumped as much as

in the immediate metro area, but a different story down to the south. we'll show you that in a minute. we have partly cloudy skies. temperatures upper 70s. pressure falling now 29.29 inches of mercury and the winds are negligenceable. here's live doppler 9,000. around town, it's very nice, especially north of town. but watching these showers and storms southwest of us, they are having a hard time moving north. bad news for you folks in southern maryland as you begin to train off to the east. no warnings on these. i have seen hail on that one storm between woodbridge and fredericksburg. it is now just producing heavy rain. where are these going to go? put them into motion. south of culpeper, crossing 29, crossing 95. and eventually into southern maryland. charles county, as far north as southern prince georges county and certainly into calvert county and st. mary's county.

nothing severe, but these are capable of producing heavy rains. temperatures, 83 in rockville. 79 in great falls. 77 in springfield. 81 out in college park. so, strong storms are possible until about 8:00 or 9:00. the threat, hail and strong winds. but, many will contain heavy rain and another round of storms tomorrow. that's with the cold front. future cast, 7:45, 8:00 tonight. they're in the heaviest storms. a few storms in fairfax, loudoun county. heaviest storms south of us. we get a break, lots of sunshine tomorrow. perhaps another round of showers and thunderstorms as we get into the evening hours, but that's going to be with a cold front and that will clear us out and cool us off and set the stage for a strong finish to the week. in fact, storms tomorrow 84, gorgeous on thursday, friday, saturday and sunday. we're talking mid to upper 70s. that's average and you know, mid may can be spectacular. upper 70s monday, a few clouds

the best sports in town. >> mother nature today tried her darnest to keep the nats off the field, but after a short delay, they were able to play out the game. however, it had taken its toll on their a. having trouble keeping his hands dry. the rain nearly messing with his rhythm. strasburg gives up a bases loaded, two rbi single, putting the nats in a hole early on. he found his groove for a little bit, until this solo shot in the third. strasburg lasted just 4 innings today. the shortest of the year. the nats only bright spot and really only offense was from bryce harper, the youngster getting his second home run. that was all they could do. padres win this one. stephen strasburg addressed the struggles after the game. >> tough conditions all around, but i'm not one to make excuses and you know, it's one of those games where you go out there and do your best to

overcome the obstacles. sometimes you can't get out of it. >> some evidence today in the roger clemens trial. clemens trial testified that he saved medical waste from the injections he gave clemens just in case something happened. he said his wife insisted he do it to protect himself. the defense attorneys will have their crack tomorrow. now amist all the news and all the creation about dale hunter walking away from team yesterday, some comments by alex ovechkin got a little lost. ovechkin called out the locker room, eluding to jealousy among the players, which was surprising considering his teammates have constantly talked about this being the most unified that this has been in a while. what he was referencing isn't completely clear. could it be his lack of ice time this season? we ask danny from 106.7 the fan to weigh in. >> maybe there's a conflict
