anger tonight outside the maryland state house as legislators got blind sided by dog owners, some in tears. >> i'm not leaving my dog. >> her landlord is poised to throw her family out because of her six-year-old dog, moses. >> i'm afraid of being told to get rid of him or get out of my house. where i live, he barks. >> the maryland high court ruling will result in more dogs dumped at shelters. >> i would move to virginia before they told me to get rid of my dog. >> montgomery county delegate is among those supporting emergency legislation during the current special session. >> he has family who are having to choose between their rental home and their beloved family pets. please say no to that. >> leaders here say there is no chance they will get through

this pit bull issue by the end of the session, which is scheduled to go through tomorrow, but they say they might get to the dog issue later this summer when they'll be back in annapolis to debate the expansion of gambling here in maryland. at the state house, scott broom, 9news now. >> as for that tax increase, delegates from montgomery county are criticizing the plan. they argue taxing high income earners hit their constituents too hard. charles barkly come up with another idea to raise some revenue. he is proposing adding another penny to the sales tax. barkly claims that's a better plan because more people will share in the burden of the tax hike. so which is better? asking everybody to share in the increase or placing the full burden on the wealthiest citizens? and if you are a six figure earner, does this make you feel like moving to virginia? send your thoughts to mcginty's mail bag. voters in d.c.'s ward 5

have less than an hour left now to cast their vote in today's special election. they are trying to decide who will serve the remainder of harry thomas jr.'s term. voters will choose from a total of 12 candidates in three parties and the polls are open until 8:00. thomas' seat has been vacant since january when he resigned and pled guilty to embezzling more than $350,000. and the cost of that to the election and the tab runs high to fill the seat. bruce johnson breaks it all down. >> never had there been so many candidates for one seat on the d.c. council. this is a special election to fill the seat of harry thomas jr. the first council member forced out of office, the first council member headed to prison. >> people haven't gotten over it. they are here to pick the best candidate. >> special election is costing $318,000. add to that $353,000 that

thomas stole from youth programs and another $100,000 that he steered to an improper inaugural ball. federal and local taxes he failed to pay, we're talking a total of more than $800,000. >> you look at the cost, probably around a million dollars, but it's deeper than that. ward 5 hasn't been paid up for five months. and we don't have an active voice. >> reporter: that $800,000 could have given senior citizens $1,000 each to pay utility bills. 400 families could have gotten $2,000 each to help with college expenses. first time home buyers could have gotten $4,000 each for down payments. >> mr. thomas had larceny in his heart before he was even sworn in. >> reporter: as for the former council member, he is at home waiting as to where he'll be serving that 38 month prison sentence. it's going to be in montgomery,

alabama, or pensacola, florida. there are roughly 70,000 registered democrats in ward 5. the winner of today's special election will come from their ranks. the winner will be known later tonight. the healing will take a lot longer. >> no matter what wins, we have to focus on pushing this ward tbrd. >> forward. >> you can get more information on wusa9.com. click on campaign 2012. for the second time in two years, the montgomery county council passed a bill that would charge a fee for calling an ambulance. county lawmakers say the measure would generate between $16 and $18 million a year and insist that the fee will be paid by insurance companies in most cases. almost identical bill passed the council in 2010, but voters overturned in a referendum. the same busy night life that draws a crowd can draw the crooks. tonight, police in arlington are warning women don't walk alone at night.

two women attacked by the same man. both crimes happened friday night an hour apart and in both cases, the attacker wore black gloves. one woman was parked along washington boulevard. another was grabbed along lee highway. >> the suspect in this case did grab her. tried to cover her mouth with the same gloved hand and was sexually assaulting her, touching her. >> the woman fought back, her attacker picked her up, threw her in the bushes and ran away. >> a couple of metro cars are out of service tonight after some of their doors open while the train was still moving. this happened shortly after 9:00 in the morning on the red line. fortunately, nobody fell out. nobody was hurt. all the passengers were taken off safely and put on a new train. now metro is inspecting and testing cars to figure out why that happened. >> and that is outside pepco

headquarters today. a loud and messy protest all staged by demonstrators calling themselves the 99% spring movement. they rushed the front entrance and put up banners and smeared the doors with cake, saying pepco can't have its cake and eat it too. withdraw the request for a rate hike and reduce pay for top executives. >> another group of protesters is planning to protest the g8 summit. occupy baltimore has scheduled demonstrations friday and saturday. the group's website says the protest will be legal, nonviolent vigil on public sidewalk. the two-day g8 summit begins friday at camp david. the warm weather, plus muggy air has the threat for storms tonight. top, how scared should we be? >> if you are north of town, not scared at all. if you are south of town, some heavy activity is happening. heavy rains in green county and

committee said he couldn't play there because he was too dominant. his family appealed and the committee reversed its decision. the results from one texas city council election has some voters upset about the past of the guy who won. that's because warren red mills happens to be a registered sex offender. according to court documents, he spent time in jail for sexual content without consent. he served probation for allegations of sexual contact with two minors and people in texas say it was inappropriate for mills to run, much less win. the town officials say he keeps his seat because he was not convicted of a felony. so, could being a criminal or sex offender prohibit someone for running from office? speak your thoughts in the mcginty's mail bag. mailbag@wusa9.com. warm, muggy weather has storms popping up and heading our way. topper will let us know if any will be something to worry about. the full forecast in minutes.

in this southeast d.c. neighborhood. boone says the guy jumped out, grabbed the woman's purse and boone grabbed the purse back, attacked the guy and wrestling right here on the ground. >> before i knew it, he had gotten up and was running away. i had lifted up my shirt and realized that i was gushing from multiple places. >> reporter: boone said he didn't know he was getting stabbed with a 6-inch pocket knife. aside from eight stabbings, he suffered from a collapsed lung and underwent two surgeries. unable to work and without any health insurance, boone now faces huge medical bills and the tens and thousands of dollars. to help, trusties bar is holding a fundraiser where dozens of businesses are pitching in. >> we ask people for help and a will the of local bars donated gift certificates to raffle off. >> reporter: boone says he has no regrets. >> when i see somebody in need, i'm not going to walk away from it. >> reporter: in southeast

fredericksburg and west of dale city and south of warrenton. especially in green county and madison county. tremendous amount of rain. these are all heavy rainmakers and we talked about that being one of the threats threats tonight. but we see the red, that's 1 to 2 inches per hour. these folks have been seeing 1 to 2 inches per hour. it's going to creep across 95. we're going to zoom up to this storm that is closer to dale city and this is hail. i'm pretty confident that is hail. probably just to the east of cardinal drive. you see the magenta there. that's hail. we had hail earlier between cardinal drive and also concord drive, now it moved off to the north. so no warnings on that storm yet, but i think there's hail in there and certainly some very heavy rains. all right, temperatures, 75 in arlington. mid 70s in bethesda and great falls. 79 still in rockville. and we're looking at 79 in reston and 79 in college park.
