this is 9 news now. >> a 9 news report that hasn't even aired yet is getting a firestorm of response on-line. investigative reporter joins me now. russ, a lot of people are angry with you about this investigation and what you've kind of put out there for everybody to see. >> from their comments on our web site and on facebook, clearly they're upset, but by law every federal worker's paycheck is part of the public record. we worked with our gannett sister publication who filed a freedom of information act to file a 2011 federal payroll and we posted it on-line this morning. many expressed concern can he ease of which you can enter federal workers' names and out comes his $199,700 salary and we found more than 100 would -- workers with bonuses in he is says bonuses. >> far too excessive.

no way. >> they seem high to me for your government, federal employee, yeah. >> reporter: our review revealed about $239 million in total bonuses. steven losey analyses government pay at our sister publication and attributes the overall reduction to a white house order reducing bonuses. >> this status indicates it's having some affect already. >> reporter: the white house declined an on camera interview. a spokeswoman said the president's elimination of bonus force all political appointees and a pay freeze will save $3 billion by the end of this year. many of the workers who received the high-end bonuses were recipients of a presidential program recognizing exceptional performance. >> if they did a job and there were cheax and balances, i don't think that's bad. >> reporter: re analyzed 1.3 federal workers salaries and bonuses finding the largest $67.9 million at the largest

employer the department of veterans affairs. a spokesman says the agency uses bonuses to recruit, reward and retain positive performance. averaging $214 per person, they didn't even make our list top five for average individual bonuses. the general service administration award the highest average bonus over $1,000 followed by the departments of energy, transportation, interior and agriculture. in last place, department of education workers average bonuses of $81 a piece. the list identifies hundred of the nation's highest paid federal workers. 99 of those paychecks come from here at the department of veterans affairs. the v. a. attributes that to medical pay up to $342,000 for a small percentage of its doctors. on base pay, nasa pays the most on average at over $112,000 followed by transportation, energy, education and h. u. d. department of agriculture workers average the lowest wage

almost 45% of the vote. he will fill the seat formally held by harry thomas, jr he resigned in january pleading guilty to two federal felonies. maryland is closer to a new budget. the house of delegates is expected to vote tomorrow. the state senate approved a plan that raises income taxes for people who make more than $10,000 and couples who -- $100,000 and couples who earn more than $150,000. angry dog owners descended on the statehouse outraged at a recent ruling in the maryland court of appeals. it rules pit bulls inherently dangerous and makes it easier to sue pit bull owners and makes landlords who rent to them liable as well. >> i'm afraid of being told to get rid of him or get out of my house. where i live -- [ indiscernible ] >> i'd move to virginia before they told me to get rid of my

dog. >> reporter: lawmakers say they may address the issue this summer, but not during this week's special session. meantime, animal rights advocates worry pit bull owners will be dumping their beloved pets at shelters. a florida tv station -- >> a florida tv station says it has confirmed that autopsy results show trayvon martin had injuries to his knuckles when he died. those injuries might be used to support george zimmerman's plan that he shot martin in self- defense as the teenager beat him up. abc news said it has zimmerman as medical report a day after the killing and shows he had a broken nose and abrasions on the back of his head. he faces a second-degree murder charge in martin's death. a family is devastated tonight after a 3-year-old boy was hit this afternoon by an suv in waldorf. the child's mother says she had just gotten out of her car to give a letter to a mailman.

she said she had no idea her child also got out and then stepped into the path of an suv. the driver did remain at the scene. the little boy's name has not been released. the u.s. senate tomorrow is expected to draw up a bill that would extend benefits to federal employees in same-sex domestic partnerships according to the "the washington times". joe lieberman calls the bill the next step to equality for the guy community. this -- gay community. this comes after president obama last week said he believes same-sex couples should be allowed to marry. four bomb threats today at guy rights organizations in the district. dc police responded to the locations you see here on your screen and evacuated the buildings before giving the all clear. no bombs were found. no one was injured. this was the horrible scene exactly one year ago in olney where three young people lost their lives in a drunken driving car accident. earlier tonight, hundreds of people marked the anniversary

with a candlelight vigil. matt has the emotional details. >> reporter: they walked in silence through the tall grass of a park in olney to reach a spot that con injuries the saddest of memories. >> we came here to celebrate their lives. >> reporter: it was exactly one year ago that 20-year-old kevin coffee was driving drunk on a winding section of route 108, lost control of his car and slammed into the woods killing three of his passengers, 18 #- year-old hayley mcguire, 18- year-old spencer dak and 20- year-old johnny hoover. >> they were vibrant and loved by many people. >> reporter: tonight, with heavy hearts under their bright, green shirts. friends and family members held a candlelight vigil and laid a wreath at the tree where their loved ones' lives came to an end. >> kids, lots -- happy kids, lots of friends. she's johnny hoover's mother. >> i miss him every day. >> reporter: he ngsly received 20 years it -- he initially received 20 years in prison. a judge reduced it to eight.

blunder, the head of j. p. morgan chase gets to hang on to his title of chairman of the board. shareholders voted to keep dimon at a meeting in tampa. the justice department is trying to determine if any laws were broken. a man who says he had his bicycle stolen says he had no choice but to steal it back after police failed to help. tonight, dc police chief kathy lener is answering tough questions about the department's response. ken spoke to her about the man's claim. >> reporter: danny lesh knows something about street justice. >> i got on the bike. i said i'm going to take it for a test drive and i took off. >> reporter: the cyclist stole his own bike back from a man who had taken it and selling it. he said he found a listing on craig's list for his bicycle. he contacted the seller and arranged a meeting. that's when he alerted police. he claims the call to the cops fell on deaf ears. >> i served them a criminal on

a platter and for whatever reason they weren't able to do it. >> reporter: now dc police chief is answering the question he is answering. why didn't authorities help him get his bike back? >> there was background work we wanted to do so we didn't lose the person who ultimately took the bike to begin with. >> reporter: chief said instead of waiting, he decided to act. >> we asked him to be patient and let us get our plan together and i think he decided he was going to get his bike. >> reporter: that's exactly what he wanted. he's smiling now and happy to have his bike back. the chief says it isn't the wisest idea to collect your stolen items especially when it's from a stranger. >> let us do that from you. losing property is one thing. to be injured or lose your life is something else. it's not worth it. >> reporter: it's a risk highly advised against. he says he's thankful this time it worked out for him. >> it will be with me for awhile now. >> reporter: police haven't found the crook. although it worked out for him, police want to make sure people understand how dangerous it could be to go after your own stolen goods. >> something to think about.

this prom and graduation season, 9 wants you to know another way teenagers are sneaking alcohol into their celebration. and degreia went on a recent -- andrea went on a recent sting operation with montgomery police and the liquor board. she discovered teens are pulling-- pooling money and renting a party center to have their own party, a local hotel room. >> i want to order a -- >> reporter: that is the voice of a teenager working for

montgomery county police on a friday night. >> yeah, that's fine. ok. thank you. >> reporter: she orders alcohol through room service at this gaithersburg marriott and waits behind the door of 827 to see if it will come. minutes later, it does. the server brings a bottle of wine right inside the room no questions asked. that's when police emerge. >> hi, how are you? >> hi, good. how are you >> reporter: the server is asked to call her manager. >> will you send nicole up to 827, please. 827 right away. thank you. >> reporter: police explain that checking for identification is especially important at this time of year during prom and graduation season. >> she's actually a front desk person filling in tonight. >> reporter: the manager consoles her employee who has burst into tears. >> you can't -- >> yeah, i'll take care of it. thank you very much. >> reporter: our next stop, the

hilton washington north in gaithersburg, room 904. the young women who order the wine are 17 and 19 years old and look their age. again, wine is delivered. this time the server asks for i. d. and the 17-year-old hands over her driver's license with her real birth date, 1994. >> she left with my i. d. >> all right. >> reporter: the girls are caught off guard when the server goes to call her manager, but leaves the bottle of wine in the room. >> i couldn't believe it. she just -- she left the wine with the kids. >> reporter: the server returns and asks for another i. d. by then, it's too late. >> where is the wine? >> right there. >> where did you go? >> i went to go make sure if the i. d. was ok or -- >> where did you leave the wine? >> i left it over there. >> reporter: polic issue her a citation and again call in a manager. >> server did a great job up until the fact that she took

gaithersburg, room 612. this server asks for i. d. and refuses to deliver the wine when she realizes the girls are underaged. >> that's exactly what we wanted. >> ok. >> very good job. >> thank you. >> thank you very much for not serving them alcohol. >> reporter: she earns high praise from police. afterwards, we learn the same server was cited in the past for serving to minors. she clearly learned her lesson. 9 news now. >> we asked the hotels that were not in complyians for interviews and -- complyians for interviews and each issued a statement. from the marriott, the hotel takes their job to meet liquor laws very serving and will retrain on the responsible service the alcohol. from from the hilt n. we are aware an alleged violation has occurred and are currently investigating it further. we take all such matters seriously and are reviewing our procedures and policies. with three violations, the

maryland around east of la plata and down into st. mary's county and rainfall rates about one inch per hour just to the south of hollywood. still heavy rain. we'll skirt northward a little bit. some moderate rain to the north. not quite as heavy. some light rain at woodmore and davidsonville, annapolis light rain as well. heavier rain as you get over towards shady side. all that is pushing off to the east. here is our future cast. 4:00 in the morning, maybe a couple of sprinkles. for most part, maybe a dry commute tomorrow morning. then, we're looking at clouds tomorrow morning dissipating. lots of sunshine by lunchtime. spotty showers. then, by evening as a frontal system pushes through, another round of showers and storms are possible. don't think they'll be as heavy. don't think they'll be as widespread either. still, with a front going through, chance for a shower exists. early fog is possible tomorrow especially south and east of town where you had storms tonight where you're having rain now.

stephen strasburg apparently got that kind of icy hot ointment in possibly his they they are regions. -- nether regions. that's certainly enough to make someone not comfortable. i'm sure the rain didn't help matters. strasburg having trouble keeping his hands dry. they did take an 8:00 break which seemed to throw strasburg off his rhythm. he went to four innings, giving up four earned runs. it was his shortest outing of the season. bryce harper, a better day. his second homer in a matter of days, but that was it. nats drop this one to the padres. >> it's tough to kind of get going again and it's something that i think i can learn a lot from this outing and i have to find the positives and just remember that there's always going to be days like this where nothing is going your
