they want us to get things done. >> reporter: today's arguments the same ones that faced congress then. republicans want deep cuts in spending. democrats want higher taxes for the wealthiest americans. susan mcginnis, cbs news, washington. >> the treasury secretary has predicted the u.s. will hit its current borrowing limit of $16.4 trillion by the end of the year. the united states needs to reduce its arsenal of nuclear weapons by 80%. that is the finding of an advocacy group called global zero. in its report the group says the united states needs no more than 900 total nuclear weapons for security purposes in the post cold war area. the report comes out at a time when the obama administration is reportedly considering different plans. the u.s. senate is expected to drop a bill which would extend benefits to federal employees in same-sex domestic partnerships. that's according to the

"washington times." joe lieberman calls the bill the next step to equality for the gay community. this comes days after president obama says he believes same-sex couples should be allowed to marry. as expected mitt romney picked up more delegates in his bid for the g.o.p. presidential nomination. he won primaries in nebraska and/or gan. -- and organ. here in d.c. ward five now has a new councilman. kenny mcduffie won the special -- kenyan mcduffie won the special election. harry thomas, jr. resigned in january after pleading guilty to three felonies. yesterday the senate approved a plan which raises taxes on individuals who make more than $100,000 a year and couples who earn more than $150,000. the house of delegates is expected to vote on the same budget deal later today.

despite the expected approval of the new budget calling for higher taxes, marylanders will continue to face budget problems in the coming year. the maryland department of legislative services says the state is expected to face budget shortfalls in the next four years. according to the washington examiner, the largest budget gap will come in 2015. that shortfall projected to be as high as $526 million. some analysts say the only way lawmakers will successfully balance the budget in the coming years will be to make major spending cuts. they award no bid contracts and take expensive trips overseas. those are just some of the findings of a federal audit of the metropolitan washington airports tort. the report was requested by congressman frank wolf and it shows several board members have taken troops using money.

a 3-year-old boy was struck by an suv yesterday if waldorf, maryland. the child's merced she had just gotten out of her car to give a letter to a mailman. she said she had no idea her child had also gotten out and stepped in the path of the suv. the boy's name has not been released. a man who had his bicycle stolen in the district says he had no choice but to steal it back after police failed to help him. >> now d.c. police chief cathy lanier is answering tough questions about the department's response. >> reporter: danny knows something about street justice. >> i got on the bike and i said all right, i'm going to take it for a test drive and i took off. >> reporter: the cyclist stole his own bike back if a man who had taken it and was selling it. he found a listing on craigslist for his bicycle. he contacted the seller and ranged a meeting -- arranged a meeting. that's when he called police. he claimed the call to the cops

fell on deaf ears. >> i served them a criminal on a platter. whatever reason they weren't able to do it. >> reporter: cathy lanier is answering the question he is asking. why doesn't authorities help him get his bike back. >> we wanted to do some backgroundwork. >> reporter: she said instead of waiting, he decided to act. >> we asked him to be patient and let us get our plan together and i think he decided he was going to get his bike. >> reporter: that's exactly what he wanted. he's smiling now and happy to have his bike back but chief lanier says it isn't the wisest idea to collect your items, especially witnesses' from a stranger. >> let us do that for you. losing property is one thing. to be injured or lose your life is something else and it's really not worth it. >> reporter: it's a risk that's highly advised against but lesh is thankful it worked out for him this time. >> d.c. police haven't found the crook and although it worked out for dan lesh, police

want to make sure people understand how dangerous it can be to go after your own stolen goods. it is 4:35. here's a look at some of the other stories making news. john edwards' daughter cate edwards is expected to testify in her father's defense. he's charged with violating campaign finance laws all to cover up an affair with a woman named rielle hunter. the defense did its best to try to discredit the prosecution's star witness andrew young, edwards' former assistant. elizabeth nick coms says young was considered dishonest. there's also reports that the defense is expected to call rielle hunter as well. a second juror was dismissed tuesday for sleeping through part of roger clemens' pretrial. brian mcnamee said his wife told him to protect himself after she told him details about injecting the star with

steroids and human growth hormone. mcnamee said that's why he saved medical waste after injecting clemens. the waste is the physical evidence prosecutors are using against the former all-star pitcher. high winds are spreading a wildfire making it even worse in arizona. it started sunday on some private land and then the winds picked up yesterday. now the flames have consumed more than two and a half square miles of land. evacuation orders are in effect for the town of crown king but most of the residents are staying put so far. time right now 4:36. we are expecting warm weather and clear skies. so how long will this last? how water will have a preview at 4:36. the key player in the auto industry is announcing plans to remove ads from facebook. more on why they're doing that at 4:40. >> at 4:49 researchers offer millions of american families some hope in the fight and prevention of alzheimer's disease. we're back with your weather first in just two minutes.

lows yesterday sliding during the last hour of trading. checking the numbers the dow standing this morning at 12, 632. lost 36 or rather 69 points -- 63 let's make that in trading yesterday. nasdaq was down by almost 9 points and the s&p 500 was down by 7. general motors plans to stop advertising on facebook. the company says it simply isn't getting enough mileage out of its spending. the announcement comes three days before facebook is expected to hold its initial public offering. the social networking giant has been trying to convince investors its ad business makes it worth $100 billion. the c.e.o. of jpmorgan chase has survived an effort by shareholders to sprip him of the title of board -- strip him of the title of -- strip him of the title of board chairman. last year his package totaled $23 million. yesterday's meeting comes five days after dimon revealed the bank suffered a $2 billion

stop forecast because we do have a comfortable morning, comfortably cool except for the patchy dense fog which means it's a little muggy, too, in spots. upper 50s to upper 60s. fairly light winds and the sunrise at 5:54. we are going to see sunshine today once we burn off some of the fog. i think we'll see a decent amount of sunshine and a warm day with a southwest wind at 5 to 10. upper 70s by lunch time. 83 if not 85 around 4:00 p.m. it's going to be a warm afternoon with just an isolated thunderstorm or two. i think we'll see less action today than what we saw yesterday. if you have evening plans, unless you get hit by one of those isolated storms you should be all right. a couple of showers and storms a few hours ago. radar is going to be quiet. out to the west this is where the visibilities are really down. east not so bad. still 5, 10 visibilities but it's down to zero cumberland, petersburg. a quarter mile in warrenton. half mile in stafford.

manassas a quarter and dulles has been bouncing around between a quarter and now a mile. these areas really got to watch out. we may see some areas in southern maryland also wouldn't be surprised considering they had the heavy downpours yesterday develop some patchy fog in the next one to to hours. low 60s in gaithersburg. upper 50s for leesburg and lovettsville. a little milder to the east low 60s. bwi is 64 along with andrews and in town right now looking outside our michael & son weather camera, pretty good visibilities here in washington. 65 under mostly cloudy skies with a west, southwest wind at 6 miles an hour. and still kind of muggy out there. the humidity at 90%. watch the dew point number. when that thing starts to drop, it will feel better. right now it's over 60 on the muggy side. nationally some showers out west. the middle of the country nice and quiet but this is the next thing we're watching. not just a boundary on top of us but you see this line of clouds and showers coming through michigan toward detroit? that's a cold front.

that will be arriving tonight. out ahead of it still warm and muggy so we've got the moisture in place on the eastern seaboard. unlike yesterday we don't have the kicker like we had. we'll see as we go into the afternoon spotty shower. that's t. there's the front by 3:45 coming south and east toward 6. not making a lot of progress. this evening it kind of falls apart as it comes through. here we are at midnight. tomorrow nice weather builds in for thursday, for friday, for saturday. probably sunday as well. pretty good stretch headed our way. watch out for the patchy dense fog in spots south and west. we'll be in the mid-80s this afternoon with an isolated storm or two. tonight we're dipping into the 50s in most spots. really nice tomorrow, mid-70s. about the same on friday. though i think we'll see 40s in the cold suburbs on friday morning. saturday 78. sunday around 80. we have a returning chance for a few thunderstorms by monday and tuesday. it is 4:46. 65 degrees. we go to monika with a look at

traffic camera program which means drivers should prepare to see more speed and red light cameras popping up around the city after july. i'm just the messenger, mike. >> good times. may still have some of my canceled checks. ambulance fees are coming to montgomery county but county leaders say you won't be paying them. they say the insurance companies will. the county council members passed the measure last night. it's expected to bring in $18 million a year to montgomery county. the approval of this new fee comes nearly two years after voters rejected it on a ballot referendum. more than 5 million americans suffer from alzheimer's disease and that number could reach 16 million by 2050. >> while there's no cure for this mind destroying disease, but there is a plan to fight it and possibly prevent it. teresa garcia has more. >> reporter: the search for the secret to alzheimer's disease will focus on one family in colombia. hundreds of members of one extended family that

researchers say were born with a genetic flaw that zooms them to contracting the disease by age 50. >> we believe that it is time to launch a new era in alzheimer's prevention research. >> reporter: the family members along with 24 americans at high risk for alzheimer's will participate in a clinical trial of an experimental drug that could prevent the buildup of proteins scientists believe cause the brain wasting disease. >> the all ration -- the accumulation plays a critical role and if it's right and if we start early enough, we may have a way to stop the disease in its tracks before people develop symptoms. >> reporter: the study was announced just as the obama alzheimer's announced its plan to development treatments for the disease by 2015. >> we've made considerable progress but a lot more needs to be done and needs to be done right now because people with

alzheimer's disease and their loved ones and caregivers need help right now. >> reporter: along with 50 million more dollars for research, the new plan expands the port for caregivers and family members through a new website alzheimer's.gov and calls for better training for doctors to spot symptoms earlier. the goal is to treat those already affected by the disease while looking for a way to keep others from getting it. teresa garcia, cbs news. >> doctors will also be studying whether or not a nasal spray that contains insulin might also help fight dementia. an fda panel is recommending the agency approve the first ever home h.i.v. test. the swab test is 93% accurate in identifying people who are h.i.v. positive. the same test also 99% accurate in determining those who don't have the disease. the fda normally follows the panel's advice. a new government report finds people with higher education and income levels have lower rates of many

chronic diseases. data if 2007 to 2010 shows college educated women over 25 are less likely to be obese. children are also less likely to be obese in homes where the head of the household has a born lore's degree. according to cdc numbers, more educated people are also less likely to smoke. relief could be on the way for diabetics who suffer from chronic pain. there's a study at yale university that has identified a microscopic molecule on nerve cells which are causing discomfort for millions of diabetics. scientists are working to develop drug therapies to target those exact molecules. health experts say taxes on unhealthy food need to be higher. researchers at university oxford said a tax on sugary drinks would reduce obesity rates. the food industry as you might imagine argues. they say the taxes would be unfair, ineffective and would lead to job loss.

a small way to say thank you to military families starts this weekend. they'll be able to get into every national park for free. armed forces day is this weekend and that's when the interior department starts giving away free annual passes to military members. the usual fee is 80 bucks. military families need to show a current valid i.d. to get their pass. the potomac river is the most endangered river in the nation according to a group called american rivers. urban and agricultural pollution issues are among the reasons they say. the group is concerned a current effort to roll back portions of the clean water act could be very bad for every river in the nation. well, the family was not happy with the original design so the plans for the president dwight d. eisenhower memorial are getting changed. we got a sneak peek of the revisions yesterday on capitol hill. the family says the first plan focused too much on eisenhower's childhood. the new design includes a
