78 by noon. by this afternoon we're in the 80s. low to mid-80s out there. slight chance we'll see a storm or two but i'm expecting a lot less activity than what we had yesterday. you can see some of the storms which fired in the afternoon and evening hours, especially south of washington. they're up toward new york this morning. some clouds still lingering south and east. fog, that's a problem. not so much d.c. we've got ten- mile visibility here but out to the west, these visibilities are down to quarter to a half- mile. zero at warrenton and cumberland and petersburg, west virginia. we've seen patchy fog elsewhere but the worst is southwest and west of town of the your temperatures a little bit on the cool side. 55 in martinsburg. we're 65 in d.c. with 61 in gaithersburg going into the 80s. it is 6:00 a.m. monika santami, time saver traffic. here she is. hopefully i will save you some time because there's an accident. luckily it was not a huge accident. it was blocking two right lanes on the outer loop of the beltway off the 270 spur but before river road for some

time. i'm going to step out and show you what it looks like from sky 9. looks like all the lanes have been reopened. just the slow traffic leftover getting by so authorities were able to move it quickly out of the road. that's good news for you if you're just heading out. coming off the 270 spur, i think that was affected as well southbound side of 270 hoo. wears what -- here's what it looks like on 95 in virginia. no issues to report. just the slow traffic. in my next report we'll update you once again on area roads in a few minutes. back to you good sounds good. we'll see you then. later today the maryland house of delegates plans on making it official. taxes on six-figure incomes in the state are going up. >> it's a move that's going to hit a lot of people in the wallet, especially in montgomery county. the vote is expected to be happening today. delia goncalves is live in bethesda with the story. good morning, delia. >> reporter: good morning, jessica. it will hit folks in the wallet and it won't be easy to take. if you shop here in bethesda

row, live in maryland and you just happen to be lucky enough to make more than a hundred grand a year, well, chances are you'll be paying up to $955 extra dollars a year in income taxes. that of course is if the senate gets its way. the $260 million tax package will be the first increase in five years in maryland, and it would tie the district as the fourth highest nationwide. some lawmakers say the hike puts an unfair burden on folks in montgomery county who only make up 18% of the state's taxpayers, but they stand to pay the most. >> from the tax proposal that's on the table right now, 40% of the new money comes from montgomery county. that doesn't seem quite fair. and it doesn't raise enough money to really meet our needs as a state. >> we aren't raising taxes to do something to people but something for people who happen to be even worse off than we are gl. are dogs don't vote but we do

vote. >> reporter: meanwhile listen to those angry protesters. pit bull owners upset about a proposal that would define their breed as dangerous dogs following a recent court ruling under the proposed measure homeowners and landlords would be liable if a pit bull on their property happens to attack someone and some pit bull owners who are renters say their landlords might kick them out of the house because of it. but the leadership said hey, listen, despite all that noise yesterday, we're not going to tawp this issue right now. as you know, the session, the clock is ticking. the session ends today. they're going to finish up on the income tax increase and finalize a budget today at the end of the session and they'll take up the pit bug session hopefully in a second session later this morning. >> delia goncalves live in bethesda this morning. the d.c. city council has approved its own budget. it comes in at $9 billion, a 4%

jump from the 2012 fiscal year. this includes more speed and red light cameras to raise revenue. also it counts on more money through alcohol sales by allowing bars to stay open later on holiday weekends and it would let liquor stores open at 7:00 in the morning. a final vote on the budget will come next month. the d.c. board of elections will certify the results of yesterday's special election. then kenyan mcduffie will be sworn in as the next city council. he's a d.c. native, howard alum and justice department attorney. letake the seat held bihari thomas -- by harry thomas, jr. unofficial routes show mcduffie winning by a land lied. he got 44% of the vote. his term will run through 2014. day a gentleman view -- deja vu all over again.

the county will start charging for ambulance rides. supporters insist the fee would be paid by insurance companies in most cases. however, that cost still could end up eventually being passed on to you. hearts were heavy at a vigil last night to remember three young people killed in a drunk driving crash one year ago. 18-year-old haeley mcguire died. we caught up with her mother at last night's vigil. she has a message for teens who drink and drive. >> it just takes one night of getting behind the wheel of a car drinking and driving to ruin a life. it's just not worth t. it's so preventible. you can still have a great time but you just can't drink and drive. it's just impacted so many lives. >> a judge sentenced 20-year- old kevin coffay to eight years in prison. he was drunk and while -- and behind the wheel of the car that crashed. many said the sentence was too lenient. he could be released from

prison as early as next year. the trayvon martin case is back in the spotlight this morning. >> there are new details about george zimmerman, the man who killed martin. a report shows he suffered some injuries which may bolster his self-defense claim. >> that information comes from zimmerman's doctor. >> george zimmerman went to his family doctor the day after trayvon mar continuing was killed -- martin was killed. sources with detailed knowledge of the investigation confirm the doctor wrote a medical report that specified his injuries. it said he had a closed fracture ever his nose, two black eyes and two cuts on the back of his head. it also says the doctor recommend zimmerman follow up with an ear, nose and throat specialist but did not. abc news broke the story about the medical report. an attorney from martin's family reacted to the news. >> what we do know is on february 26 the er personnel didn't believe his injuries were significant enough for him to go to the hospital. they didn't even put a band aid on his head. let's not forget that trayvon martin was fighting a man with

a 9 millimeter gun. he was in a battle for his life that tragically he lost. >> reporter: also wftv reports martin's autopsy shows he had knuckle injuries. that information could boost zimmerman's claim he was attacked by martin. the martin family attorney said this. >> trayvon was fighting for his life. >> you're saying that's why he would have injuries on his hand? >> absolutely. he was standing his ground. it was self-defense. if somebody got a gun, i have -- i want to fight for my life. >> reporter: i'm rick vincent for 9news now. >> zimmerman remains free on $150,000 bail. he has not been seen since posing -- posting that bill nearly a month ago. a meeting is planned on the hilda long before the $2 billion loss by jpmorgan chase was published but you can bet that will be the focus. the debate will look at how to best regulate banks deemed too big to fail. supporters of the vockler rule

leaving the beltway toward edsall road. things are fine. it does slow down a bit at duke street. then the pace improves at seminary road. coming up in my next report, we'll take a look at 66 at 6:18. it's 6:12. we have health alert. a new tool coming soon in the fight against h.i.v. and aids. an fda panel unanimously approved the h.i.v. test, one you can buy over the counter and take it home. the mouth swab will give results in 20 minutes and people who have h.i.v. , the test is 93% accurate. that is not as accurate as one double by medical professionals but the fda panel says it could improve texting overall. a final vote will come later this year. there are five million americans living in alzheimer's disease today. that could more than triple in the next four years. no cure in sight. >> but, there are plans to fight alzheimer's and maybe even prevent it. teresa garcia explains.

>> reporter: the search for the secret to alzheimer's disease will focus on one family in colombia. hundreds of members of one extended family that researchers say were born with a general fettic flaw that zooms -- with a genetic flaw that zooms them to -- dooms them to the disease by age 50. the family members along with 24 americans at high risk for alzheimer's will participate in a clinical trial of an experimental drug scientists say could prevent the buildup of amyloid proteins believe to cause the disease. >> not all believe that the accumulation of amyloid play as critical role in the development of alzheimer's disease. if that's right and we start earlier enough, we may have a way to stop the disease in its tracks before people develop symptoms. >> reporter: the study was announced just as the obama administration unveiled its plan to develop treatments for the disease by 2025. >> we made considerable

progress but what we know is a lot more needs to be done and it needs to be done right now because people with alzheimer's disease and their loved ones and caregivers need help right now. >> reporter: along with 50 million more dollars for research, the new plan expands the port for caregivers and family members through a new website alzheimer's.gov and it calls for better training for doctors to spot symptoms earlier. the goal is to treat those already affected by the disease while looking for a way to keep others from getting it. teresa garcia, cbs news. >> doctors will also be studying whether or not a face nasal -- not a nasal spring that contains insulin could be used in the fight against dementia as well. 6:14 on this wednesday morning. we're getting a check on what's meeting news -- what's making news. house speaker boehner says when it comes to raising the debt ceiling again he will insist on

in warrenton and culpeper and cumberland and peters bug and hair -- petersburg and harrisonburg. a little fog up here in howard county. frederick, andrews, quantico all at 5 visibility. a55 toward martinsburg. look at the sunshine off the capitol dope. 65 degrees. winds are light out of the south, southwest. humidity still quite high at 90%. so a sticky morning. next thing we're watching here, this front coming through detroit this morning. that's going to dive south and east. that will bring us some drier, cooler air. out ahead of it some showers. not really getting going there. we may see a couple bubbles toward southern virginia and something isolated here as the front gets closer. this front is going to lose a lot of its oomph as it gets here toward the midnight hour.

out of the roadway very quickly. it was on the outer loop before river road. as you can see it's all green now and that means no delays left. all lanes are open. we're going to zoom into the north side of town. outer loop is going to slow down in the normal spot leaving the 95 interchange toward college park. in fact -- or toward silver spring. we'll take a live look in college park and show what you it looks like here from our chart cameras. once you're at route 1 you're okay on the inner loop. the outer loop will show down -- slow down as you hit the interchange. this time to the north on 270, you see all that red. you're going to go about 31 miles an hour as you leave frederick toward damascus. no problems beyond that us a head down to the point idea lanes divide. we'll take a live look at the beltway heading for the beltway from democracy boulevard on the spur here to the outer loop and down to the american legion bridge. all lanes are open. no delays right now. in my next report at 6:42, we'll take a look at 66. back to you. he's a redskins legend.

find out why he thought the raid was the wrong idea. he tells that to charlie. you can only see it here on cbs this morning starting at 7:00. back to you guys. >> which is a great show. we will definitely be tuning in. good to talk to you. see you soon. >> thank you. now to a follow-up that our partners at cbs first brought you. this is 60 minutes. the pentagon is now limiting the flights of f-22 fighter jets. that's because some of the pilots report oxygen problems in the world's most expensive jets. it was making pilots very dizzy. some even blacked out. the problems were exposed when two of the most decorated pilots appeared on 60 minutes a couple of weeks ago. the air force says it has taken steps to fix the problem but still does not know what is causing it. according to one local law make montgomery county will be hit the harmeddest if tax hikes are approved in annapolis -- hardest if tax hikes are

approved in annapolis. delia goncalves is live in bethesda with the story. good morning, delia. > reporter: good morning, jessica. the law maker who mentioned that, that's delegate charles barkley. he says it will hit folks here the harpdest because he -- hardest because he says his constituents in montgomery county, many of them make more than a hundred grand a year. the shops here at bethesda row kind of mirror what the lawmaker is talking about. if you shopped here and i'm sure you v you know many of the shops here are mixed. some are high end. some are more reasonably priced. but the law lawmaker says the folks who make more than a hundred grand are mixed too not everyone who makes that kind of money is considered rich. still under this proposed tax plan, they are -- they stand to pay a quarter percent higher income taxes. the package would help the state avoid a doomsday budget and $500 million in service cuts. the delegate proposed a higher sales tax instead and of course that would be statewide.

however, that was quickly voted down in the general assembly. but other montgomery county lawmakers actually want the tax hike and they voted for it saying it's a good thing, even $900 take a year in taxes for a family is far better than a college student, for instance, paying an extra three grand to attend university of maryland. >> the majority party says $150,000 is rich. president obama even doesn't say that. he says $250,000. but here in maryland we've gone way below $250,000. we've gone down into the working people. >> the question is who do you kick off the train. nobody is going to kick anybody off the train. >> reporter: however, pit bull owners, they're pretty upset. they were rallying yesterday against a proposed bill that would make land lords and homeowners liable if a pit bull on the property attacked someone. but lawmakers say that measure will likely be reviewed at a second special session later

this summer. that's when lawmakers will also take on the gambling issue. just a reminder the session ends tonight, wednesday. it will be a very long night. jessica? >> thank you, delia goncalves live in bethesda this morning. now to virginia where tax revenue is up compared to last year. the commonwealth says collections were up 10% last month compared to april 2011. governor bob mcdonnell says that's because of the hike in income taxes withheld as well as taxes collected by the self- employed. for the year tax collections in virginia are up nearly 6%. a three-year-old struck and killed by an suv may be the victim of just a terrible accident. this was yesterday along sugar berry street near constitution drive in waldorf, maryland. the child was in his mother's car when she stopped in the street. investigators say the toddler unbuckled his car seat and followed his mom out of the car. she had stopped to hand a letter to the mailman. the child walked into the path

of an suv and then was hit. investigators say the car seat was indeed properly installed and the driver of that suv was not charged. arlington county police say two recent attacks on women are connected. the two attacks just moments apart friday night. the suspect assaulted the first one according to police on washington boulevard. the other attack happened on lee highway. investigators say the incident should serve as a safety reminder for women who go out alone at night. >> be aware of your surroundings and please try to travel in groups or pairs. don't walk home alone after a night out. carry yourself -- carry your cell phone with you. >> police say the suspect wore a pair of black gloves in both attacks. he's still on the loose this morning. it is 6:37. i am watching your money. by the end of today, steve's worldwide -- thieves worldwide will have stolen $355,000 from bank accounts. they aren't doing it with a gun

and a note at the bank. they're doing it with credit card skimmers. it's one of the the biggest crimes in the financial industry. a $200 skimmer can be bought legally online. then it's placed illegally at an atm or gas station. a chip in the skimmer feeds your credit card information to the thieves who then take your money. detectives say thieves are hitting places we all go. >> they all do use their cards at gas stations which is unfortunately a very recurring problem as far as the locations of skimming devices. >> the best way to protect yourself from this is to limit using credit and debit cards. but that's not very realistic for most folks so check your account often just to make sure there aren't any unwanted charges. you can chat on your cell phone while you cross the pond, at least on one airline. virgin atlantic is telling passengers they can now use their cell phones while at cruising altitude. we are not sure how that reception will be over the

that's the good thing for you. you also got delays route 50 to 123. let's take a look at our maps. overall the beltway is great. for problems to report. we're zooming into the northbound side of i-95 on the map. it's just yellow. it's not red. that's a good thing. you've got a bit of slow traffic into woodbridge and a little orange here into springfield. that's where we'll go live right now on the northbound side of i-95. actually i would say this is better than normal. fingers crossed that it stays that way. let's go back over to our maps and this time to the other side. bw parkway and route 50 inside the beltway. no problems route 50 incident free in from annapolis. i'll end with a live shot in college park. no problems on the outer loop of the beltway until you hit the 95 interchange. it will slow down into silver spring. in my next report, we'll take another look at area roads at 6:58. we had those big boomers last night. all the humidity. monika was just showing the crazy fog on the roads that's causing problems for drivers.

happened closer to us in the evening. then last night they were coming out of the richmond area across the northern neck and southern maryland. all of that has moved off to the northeast and just fallen apart this morning. fog, though, that's the problem. manassas, you saw the cameras that monika was showing up toward centreville. some of that in western fairfax. you go down to warrenton, stafford, culpeper still some fog there and parts of west virginia and western maryland fog bad there but the rest of us, 5, 10 miles for the most part. so visibility is pretty good. temps 62 college park, columbia, bwi. 63 in crofton. 61 in springfield with upper 50s now from centreville, reston, sterling at 59. and the cool spot love lovettsville, northern loudoun county, hello up there, 57 degrees. look at the sunshine on the capitol dome. 65. humidity 90%. that's what the ladies are complaining about with the light southwest wind at 3 miles an hour. cold front is coming. it's up here. it will be coming overnight

it's moroccan spiced. >> this is so interesting. >> it has cumin, cinnamon, paprika, cayenne pepper. it's very nice flavors. then last but not least here, we have an herb chicken kapresi salad so a little lighter. >> as you sort of get a macho competition going with your neighbor and you want to have a little grilling competition, you say the spices is what will set you apart. let's start with the salmon. >> salmon, got to make sure you got a good piece of salmon. we keep it simple. we use a santa maria seasoning which is granulated garlic, a little bit of salt and black pepper. >> can you buy something like that in the store? >> we actually make it ourselves ourselves. >> how long do you leave the piece of salmon this thick, probably an inch and a half thick. >> about an inch. that will honestly about three minutes, four minutes per side. the whole thing is going to take about eight minutes.

you don't want to overcould salmon. a lot of people like it well done. we like to serve it medium, medium rarish. >> so there's pink in the inside. >> absolutely. >> what about vegetables? >> we put a little herb oil on them. you can just throw it right down on the grill. >> daily grill all of these are under 600 calories. if you are going out to try to maybe spend a little beach time, you can keep your spare tire in check. >> or have some dessert. >> if anybody wants to come and get these, where is the daily grill locations? >> three in the area, one in bethesda. we have one in georgetown in the georgetown inn and one on the corner of 18th and m in d.c. >> it all looks and absolutely smells fantastic. at break we'll get a chance to taste some of this. we'll be back in just a little bit. thank you. >> thank you.
