brown's funeral. tributes are pouring in for the father of go-go who passed away after 2:00 this afternoon. his manager tells me chuck was surrounded by his wife, jocelyn, and his four children. he had been at hopkins for weeks after complaining of arthritis. they discovered blood clots in his legs that had to be removed and pneumonia and he never fully recovered. chuck brown dies at 75. he began performing in the 960s. in the 70s, d.c. had its own precushion driven sound called go-go. chuck's biggest hit soared up the r and b charts in 1978, but it remained a hit and today you can hear it played on every d.c. radio station. live concerts were family affairs. four generations turned out to hear chuck. if you are new to the area, you may know chuck from d.c.

lottery commercials. you know, i talked to chuck last year when he and joe scott were nominated for the first grammy ever. here's what chuck had to say, derek. ♪ [ music ] >> reporter: for 49 years, he's been a musical icon in the area. chuck brown fans will be busting loose all over on sunday night as he wins his first grammy. >> you got a grammy nomination? >> unbelievable. >> reporter: he has been performing live since 1962, outlasting james brown, sam cook, even the beetles. he'll be 75 years old in august with no plans of letting up. >> well you know, i still got the desire. i still have fire. still getting hired. i haven't been fired, so why would one retire?

♪ [ music ] grammy nomination comes from a song chuck performed with jill scott. it's called l-o-v-e love. >> it's great for him to get the recognition. >> even bigger climb than you consider. chuck brown spent most of his early years at lorton's prison. >> that's where i got myself together and i found myself. >> a lot of people don't know, but chuck brown was born charles moony, he changed his name because he was tired of going to prison. he started using his mother's maiden name. >> i haven't been to jail since i used it. >> reporter: he won a grammy

on the birthday of chuck brown. they played his music here and remembered. >> we grew up with him and he always wanted to stay in the metropolitan area. so even though he had great music and he could go all over the world, but basically, this was home and this is home for me. so i felt like i had a famous legend in my family. just think about joy, i mean, it makes you just, everything wants to move, even if you can't move, you move your shoulders or you move your hand or you move your head. he just has that kind of effect on you. i'm going to truly miss him. >> reporter: a younger generation, too. >> it doesn't mean a thing if you don't have that go-go swing. he introduced younger generations to jazz fans.

this has an imprint on me, all the natives of d.c. and hip hop as a whole. >> reporter: mrs. lloyd looked sad when she said i think he's in a better place, then she smiled and they're going to get some jamming. derek. >> thank you, gary. when today's news broke, the phones lit up and magic 102. our ken molestina is there in silver spring with more on that. ken. >> reporter: derek, when those phone calls came in, there were so many that shut down the phone system here at magic 102.3. joined by magic d.j. you are a personal friend of chuck brown and a big fan of his music. how are you holding up? >> it's tough. chuck was not just a musician to me, he was pop. chuck is known as the godfather of go-go.

he was an inspiration to me, not just as a dj, but as a friend. chuck would call me, i would call him, and we were friends. >> what seems interesting is so many people are saddened today, but that sadness is turning into celebration because people want to celebrate his legacy. correct? >> people want to celebrate his legacy because chuck was a happy person. at times when chuck was going through whatever, you could never tell. chuck was always, you know, upbeat. he was always, his spirit was always high. he was always smiling. he was always shaking hands, signing autographs, taking a picture, and greeting people because he loved being around people. >> and there are several vigils going on. >> the howard theater at 8:00. i'll be there and hopefully we can get everybody who loves chuck music and supported chuck and even if you didn't get to see chuck live, you know the sound, you know he is and always will be the godfather of

earning more than $150,000. lawmakers approved the tobacco tax hike and a bill to split teacher pension costs with the county. that income tax increase affects about 14% of marylanders statewide. but if you look only at maryland counties that are in the d.c. suburbs, that percentage starts to go un. down in st. mary's county, 15% of households pay more, as will 16% in frederick county. the number continues to rise in charles county where 18% of households are affected. in calvert, the number is 20%, feeling the pinch. the county feeling the biggest hit is montgomery county. 27% of households will see their taxes go up. the 9news investigation into the federal bonuses could lead to a congressional hearing. now we look through the public records and identified $439 million in bonuses paid out to federal workers last year. now some got a bonus because

they are recipients of the presidential rank awards. that was established back in 1978. now government website says the recipient selected by a board comprised of private citizens. republican chairs the house oversight committee and thinking about a hearing on those bonuses. >> i think we have to bring to the table and have as witnesses those supervisors who oversee the authorization of these bonuses and find out why they are given. >> the white house tells us the president obama ordered some restrictions, making bonuses tougher to get and smaller in size. our analysis of last year's bonuses show they were down $40 million from the year before. the beautiful weather is back and topper tells us how long it's going to last. hopefully through the weekend. we'll hear the full forecast in a couple of minutes, but first, congress appears headed for yet another showdown over the nation's budget. what both sides are pressing for this time when we come back.

president obama and top republicans appear headed for yet another showdown over the budget. today, the president hosted a meeting with congressional leaders and a dance that will look familiar to you. president obama and top democrats are pushing for new tax revenue. they don't want tax increases and they won't raise the debt limit without deep spending cuts. >> where's the president's plan? to tackle our looming debt

crisis? where's the president's plan to stop the largest tax increase in american history? >> we're not going to recreate the debt ceiling of last august. >> that debt ceiling problem nearly put the u.s. in default and led to the nation's first ever credit rating downgrade. a committee will take up doctors and their ability to perform abortions. it was introduced by ted and it will make performing abortions over 20 weeks illegal. face fines or jail time. d.c.'s congressional eleanor norton -- congressman franks who chairs the committee denied that request. she joins us now to talk about the issue and first of all, welcome. it's good to have you here. >> thank you, at least i get to speak from you here. >> did the congressman say why you can't testify?

>> they said that democrats are entitled to one witness. they of course have a witness who is affected by this and disregarded congressional courtesy, which is given to members of congress, even when the matter doesn't affect their own district. >> how big of a breech of courtesy is this? >> huge. really huge. yes, they can do their own rules the way they like, but nobody likes to do that kind of thing. courtesy isn't something we like to stand for. this isn't quite out of the ordinary. because here we're not talking about the usual thing. they have crossed the line now and are going at women in the district themselves. quite apart from the district as an entity. trying to take us outside of the pr text of the constitution is guaranteed by row versus wade. >> there are two issues, which you mentioned, the abortion issue, but also the district self-rule issue where the congress is making rules for the city. >> making rules for the city and making rules that are in

violation of the constitution if roe versus wade doesn't mean anything. roe versus wade goes for everybody in the united states except the people that live in the district of columbia. >> you have a press conference and you want d.c. residents feelings known about this. >> they aught to tweet this all over the country so people understand it's not just statehood. it's like trying to take us outside of the protection of the constitution. this would be a violation of our rights. we have to let this be known, members of the senate and the house are tweeting all over the country about how, and they silence the one woman who can speak for the district of columbia. how unfair can they get? >> i got to ask you before you get out of here. about your own personal reaction to the loss of chuck brown today. >> what a sad and somber moment this is, leaving apart what we were just discussing. but you know, chuck did something that the rest of us

in the mail bag tonight, that maryland tax increase well on the way to becoming the law of the land following the special session by state lawmakers. if you make a six figure salary living in the free state, just about to get a little more expensive. there was an alternative proposal that would jack up the sales tax by a penny instead

and michelle says that would have been more even handed. i believe that the idea to increase sales tax is the fairest way to raise revenue instead of soaking the rich and driving them out of maryland, doing away with the state income tax, but as it does in some states, to further these goals so people pay up for the services they use and want. but nicole in alexandria say it will take a lot more than a tax hike to get them to move across the river. our household will have to pay more taxes on the maryland's new tax scheme, but maryland would have to threaten to take all our income before we would move from maryland to conservative republican governor led virginia. us, move to a state with robert e. lee highway and stonewall jackson high school? i don't think so. we would move to d.c. first. well okay then, i'm going to wager that there are a few virginiaens who after hearing all of that would suggest the feeling is mutual. but maybe that's just me talking. put your two cents in to
