. hello. i'm jess come doyle in for jc hayward. thank you for joining us. we're going to get to memorial day observances in just a minute but first the region under a heat alert. let's get right to meteorologist howard bernstein with your forecast first. howard? good morning. right now growing into effect a heat advisory covering the washington and baltimore metros, especially away from the bay, down to fredricksburg,

culpeper, up to frederick and leesburg, montgomery, prince george's county, fairfax. this is borderline for the weather service but it's early in the season. today we're looking at some temperatures which will make it into the lower 90s. that's a big storm blast that caused an early cancellation of the memorial day concert on the mall. they got some of it but had to pull the plug on it to get people safe. lots of sunshine. there's nothing that's developed just yet but temperatures with the bright sun really responding. all to 86 in baltimore. 85 southern maryland. fredricksburg 88. we're sitting at 84 degrees. when you factor in the humidity, that's when things get a little more difficult. a lot of people will be outside this afternoon whether at a parade or barbecue. we've got indexes already high. feels like 88 in washington.

take it easy, plenty of fluids and maybe inside. what we're looking at for the afternoon, 3:00 90. if not a little warmer than that. by 6:00 p.m. 89. we could see some isolated thunderstorms. best chances will be i-81 and near the pennsylvania border and by 9:00 we'll still be in the lower 80s. there's a cold front on the way. i'll let you know whether it gets here and what it means for our seven-day forecast when i see you next. >> thanks, howard. keeping with tradition, president barack obama paid tribute to the nation's fallen warriors during a ceremony at arlington national cemetery. the president also attended a ter money at the vote -- a ceremony at the vietnam veterans amy mrl to mark the 50th -- memorial to mark the 50th anniversary of that war. he also spoke after laying a wreath of the tomb of the unknowns. >> i cannot begin to fully understand your loss. as a father i cannot begin to imagine weights' like to hear that knock on the door and learn that your worst fears

have come true. but as commander in chief sending our troops into harm's way is the most wrenching decision i have to make. >> later today, republican presidential candidate mitt romney will join senator john mccain for memorial day observance in san diego. the world world war ii memorial was the scene after somber ceremony this morning. our delia goncalves was there and talked to some of the veterans who attended. ♪ they come from every corner of our country ♪ >> reporter: in an intimate ceremony at the world war ii memorial. >> deeply honored to be here. >> reporter: veterans and their loved ones paid tribute to the 40,000 american heroes who lost their lives in the conflict, each represented by 4,000 gold stars on the freedom wall. some will never forget. >> it was something we just lived through, something that was there every day and a lot of prayers. they're very aware. >> reporter: others have

halt pretty quickly. the capital police grabbed the microphone, ordered everyone out. they didn't want anyone getting trapped in the storm. viewers watching at home saw a repeat of last year's concert. the same storm knocked down a few trees across the region. this is what it looked like on your screen this morning at bells mill road in bethesda. at the peak of the storm, thousands of customers were without power on both sides of the potomac but now that number is down to the hundreds. a lawyer for the pope's bunt letter says his owe on butler says his client has pledged full cooperation in the investigation and wants the truth to come out. legal experts believe p a.o.l. o gabriel e's cooperation mean -- [ stand by for captions ]

dense smoke billowed from the badly damaged building and sirens blared. one man in the hospital in critical condition this morning after being hit by a car. it happened just before 10:00 last night on central avenue near addison road and seat pleasant, maryland. prince george's county police do not believe drugs, alcohol or speed played a role in this crash. the driver did stay at the scene to talk to investigators. coming up next, jc hayward salutes the lives of one

in this election year, we're used to candidates promoting themselves or their party, but vice president joe biden took a break from the partisan rhetoric this weekend. the vice president and his wife, jill, spoke at the annual taps, national military survival seminar. taps offers emotional support for those grieving the loss of a service member. the vice president told the crowd about losing his first wife and daughter in a 1972 car

welcome back. memorial day is about honoring those who gave their lives in service to our country. but this afternoon we also have the story of a man trying to honor america's living veterans. 93-year-old jim parks fought in

world war ii. ben tracie shows his unique symbol for veterans. >> reporter: in an age when veterans have given all they have, jim parks want to do more. he helped build this cemetery in california when he was in his 80s. it's dedicated to veterans. he's still serving the country he fought for in world war ii. >> that's what is keeping me alive. >> reporter: his latest project is a flag he designed with a simple theme. >> i think it's ludicrous when you think the active branches of the military all five of them have a flag. even the surgeon general has a flag. >> reporter: but the average veteran does not. so parks who today turns 93 dreams of having that flag fly in all 50 states, a campaign he wages from his bedside. parks' daughter ellis steinberg. >> he's a humble person but

he's doing something that's much larger than he is as an individual. >> reporter: 25 states including california have now approved the flag. for jim it means half down, half to go. >> those veterans should be recognized. that would be accomplished simply by making this a national emblem. >> it's always going to be not just a veterans remembered flag. it's going to be my father remembered flag. my father as a veteran and as a veteran for other veterans. >> reporter: just like his work in building this cemetery at a time when most military cemeteries are either full or rapidly running out of space. >> this is to honor you. we thank you for giving us the gift of this cemetery. >> you guys have been more than generous to me. and i appreciate it. >> more like the other way around, buddy. >> reporter: parks says he will not rest till he is laid to rest making sure that all veterans are honored and remembered. >> thank you, jim. >> reporter: cbs news, los

angeles. from a remarkable man to remarkable weather we're experiencing outside. another remarkable man here, howard bernstein. >> nothing compared to those guys. those guys are amazing, incredible. thank you so much, all of you who have given and those who have also given the ultimate. weather wise it's hot. it's sticky and we may see a storm in a couple of spots. i'm not thinking like yesterday. i think a much better chance of storms will visit the region tomorrow and tomorrow night and early wednesday morning as a front approaches. that's going to kind of put an end to this summer preview. here's a look at our day planner. memorial day edition for you. we're talking about temperatures getting into the upper 80s here over the next hour or two. might even get to the low 90s depending on where you are. i wouldn't be surprised we got to 91, 92 even though i'm forecasting 90. by this evening we'll also have a threat for an isolated thunderstorm. actually late this afternoon. better chances will be toward interstate 81 and the maryland-

pennsylvania border, north and west of there. we have a heat advisory in effect till 9:00. the heat, humidity. upper 90s, maybe flirting with 100. it's early in the season so we're just not used to this heat. we should be in the upper 70s for highs. already we've got some mid and upper 80s like orange and fredricksburg at 88. it's 86 at bwi. cambridge, pax river 85. the heat index values in la plata making it feel like 90. gaithersburg feels like 90. fredricksburg again 95. that orange, 98 on the heat index. we've got lots of sunshine out there as we take a look at the marine memorial there at iwo jima memorial. just an incredible sight on a sunny day. very muggy and 84 degrees. humidity 63%. but the dew point number at 70, that is sticky, real sticky. any storms that do develop, could have heavy rains and be on the hefty side. we're looking at the cluster of storms last night which came through in the evening hours.

there's nothing left with that now. then we've got beryl. beryl was a tropical storm. had winds of 70 miles an hour last night when it came ashore but over land it's weakening down to a depression bringing much needed rainfall to north florida, southern georgia. it's going to make a turn off to the north and east. be north of savannah by tomorrow evening at 7:00. then it's going to sort of straddle the coast here along south carolina. could be close enough toward the atlantic that it could redevelop to a tropical storm earlier than what the hurricane center is forecasting but the track looks like it's going to be pretty close to the carolina coast and then out to sea. this should miss us entirely other than maybe bringing in a little surf toward the beaches. as far as the future cast, look at the shower and storms north and west of d.c. we may see something sneak closer to us but for the most part not going to see much. south and east you won't see much. tomorrow afternoon boom. there goes everything. showers and storms east of the bay. you may be dry for tuesday. here comes the showers and storms tuesday night into early wednesday morning before that

you know. we do it for the love of the kids, that's for sure. >> reporter: seven years ago the perkins helped a friend care for a sick foster baby. they worked with the nonprofit organization the northern virginia family service, and they were quickly hooked. and even adopted one foster baby. >> we never got into foster care to adopt. we actually got in to do weekend respite care. 17 kids later here we are. >> reporter: foster care is tough, especially when the baby comes with severe health issues, like fetal alcohol syndrome or drug addiction. but it's worth it. >> as a family we feel called that god's called us to provide that safe haven for children so that they cannot be saddled with attachment disorder for the rest of their lives. >> reporter: despite the years, gail says it is still very easy to fall in love and never easy

to say goodbye. >> it's hard. you cry. you get upset. and you just know that they're in the lord's hands and you've done what you can do. >> reporter: northern virginia family service works with 60 foster care families, but the need is always there. >> there are hundreds of kids in foster homes. you know, we need parents of all types, you know, all different cultures, races, ages, single parent, married. >> reporter: to abgood foster care parent -- to be a good foster care parent, the perkins say you need lots of patience but it is an experience that changes lives. >> love them deeply, care for them deeply and let them go when it's that time. >> that was jc hayward reporting. the perkins family says foster care babies help their own children learn about life's serious issues like drug and alcohol abuse. with assistance from northern virginia family service, the family tends to the babies'
